This study summarizes the achievements of Ukrainian sociolinguistics at the turn of the 21st century in the field of studying the languages of national minorities in Ukraine. The relevance of the study lies in the influence of the new worldview paradigm. Its goal is to preserve and protect humanity’s unique cultural heritage, which is under threat of reduction or destruction. The topicality of sociolinguistic studies of the languages of national minorities is also associated with the changing socio-political context in post-Soviet countries, especially in Ukraine. Consequently, there is a need for sociolinguistic monitoring of the linguistic situation, as well as for studying the conditions and mechanisms of linguistic behavior of minorities in bilingual and multilingual regions. It is also important to develop practical recommendations on the balance of linguistic rights and cultural needs of Ukrainian ethnolinguistic communities. The study is presented as part of the research project entitled “Practices of language protection of the European linguistic and cultural space and the prospects for language policy in Ukraine” (2019–2023). The method of diachronic description allows us to trace the evolution of research ideas and the changes in methodological premises regarding the problems of language evolution in Ukraine from the times of the USSR to the present day.

This article analyzes the phenomenon of Ukrainian Russian-language patriotism. In the first part, the author concentrates on the socio-linguistic situation in Ukraine since 1991. The next part contains a brief description of language policy in Ukraine in the 1990s and at the beginning of the 21st century, and presents the attitude of contemporary Ukrainian society to the Russian language. The main part of the text presents the changes in perception of the Russian language that have occurred in Ukraine as a consequence of the anti-regime protests at the end of 2013 and beginning of 2014 and then Russia’s violation of the country’s territorial integrity. The author predicts that the Russian language will not only continue to be widely represented in the Ukrainian public sphere, but will also form part of Ukraine’s cultural heritage. At the same time, she suggests that it is likely that the Russian language in Ukraine will become an object for expressions of resentment, contempt, or even hatred toward Russia.

Ukraine is the motherland of not only Ukrainians but also of many national minorities with different cultures and traditions. Ukraine is a Christian country in general, with non-Christian and non-Christian religions and confessional currents, along with traditional churches - Orthodox, Catholic, Protestant - rooted and actively developing non-traditional Ukrainian culture and spirituality. In Ukraine there is a complex process of spiritual revival, especially in the intellectual environment. Many are written and talk about the preservation of cultural heritage. Everywhere, monuments of architecture, art, which testify to the generally recognized historical contribution of Christianity to the development of spirituality and morality of the Ukrainian people, are restored. In our eyes, there are changes in social and religious relations.

A brief historical review of language policies in Australia up to the publication of the Senate Standing Committee's Report on a National Language Policy in 1984 is given. The recommendations of the Report are discussed in the light of the ethno-cultural or core value significance that community languages have for many minority ethnic groups in Australia. Recent research findings on such languages are presented and their implications for a national language policy considered. It is postulated that the linguistic pluralism generated by the presence of community languages needs to be viewed in the context of a framework of values that includes English as the shared language for all Australians. From this perspective, it is argued that the stress that the Senate Committee Report places upon the centrality of English in Australia should be balanced by greater recognition of the linguistic rights of minorities and their implications for bilingual education. It is pointed out that both these aspects of language policy have been given prominence in recent statements and guidelines released by the Ministers of Education in Victoria and South Australia. The paper concludes by pointing to the growing interest in the teaching of languages other than English to all children in Australian schools.

As a place for learning activities, educational institutions must adapt to the times to not be viewed as a threat in the current era of education 4.0. Along with 21st-century learning needs to foster students' creative, innovative and competitive attitudes by implementing technology as an auxiliary medium in the learning process to produce quality students. This research is a descriptive case study to explore the application of the cybergogy concept about facing the challenges of learning in the 21st-century, especially in lecturing German in the courses offered by students. The sample in this study were students in semesters II, IV, and VI of the German Language Education Study Program, with 35 students. The instruments used in this study were questionnaires, interviews, and document review. Data from questionnaires, discussions and document reviews were analyzed using descriptive statistics referring to the Milles and Huberman stages. The results showed that the concept of cybergogy had been applying 30% synchronously and 70% asynchronously. On average, 93-94% of students and lecturers have used technology-based media in the German language learning process because of the availability of teaching materials and supporting facilities for information and communication technology to face 21st-century learning.

The main objective of the article is to analyse the state of cultural security of the Uyghur minority. Due to the fundamental significance of identity and culture for the functioning of national minorities, it belongs from their perspective to the most crucial sectors of security, especially since a whole range of threats concerns it. The text uses the case study method, and the situation of the Uyghur minority in the People’s Republic of China has been chosen as an example. The following parts of the study define the terms used in the article, characterize the Uyghur minority, and indicate the most critical threats to its cultural security. These include the processes of migration together with the accompanying processes of urbanization and industrialization, the destruction of cultural heritage, threats in the area of culture and education, and dangers related to the state’s policy towards Islam and the potential radicalization of its Uyghur followers.

Archives and the Cultural Heritage The edited volume Archives and the Cultural Heritage focuses on archives as institutions and to their tense relationship with archives as material. These dynamics are discussed in respect of the past, the present, and the future. The focus lies in the mechanisms the Finnish archive institutions have utilised when taking part in forming the cultural heritage and in debating the importance of the private archives in society. Within social sciences and history from the early 1990s onwards, the effects of globalisation have been seen as a new focal point for research. Momentarily, the archives saw the same paradigm shift as the focus of the archival studies proceeded from state to society. This brought forth the notion that the values of society are reflected in the acquisition of archival material. This archival turn draws attention to the archives as entities formed by cultural practices. The volume discusses cultural heritage within Finnish archives with diverse perspectives and from various time periods. The key concepts are cultural heritage and archives – both as institution and as material. Articles review the formation of archival collections spanning from the 19th to the 21st century and highlight that the archives have never been neutral or objective actors; rather, they have always been an active process of remembering and forgetting, a matter of inclusion and exclusion. The focus is on private archives and on the choices that guided the creation of the archives and the cultural perceptions and power structures associated with them. Although private archives have considerable social and research value, and although their material complements the picture of society provided by documentary data produced by public administrations, they have only risen to the theoretical discussions in the 21st century. The authors consider what has happened before the material ends up in the archive, what happens in the archive and what can be deduced from this. It shows how archival solutions manifest themselves, how they have influenced research and how they still affect it. One of the key questions is whose past has been preserved and whose is deemed worthy of preservation. Under what conditions have the permanently preserved documents been selected and how can they be accessed? In addition, the volume pays attention to whose documents have been ignored or forgotten, as well as to the networks and power of the individuals within the archival institution and to the politics of memory. The Archives and the Cultural Heritage is an opening to a discussion on the mechanisms, practices and goals of Finnish archival activities. It challenges archival organisations to reflect on their own operating models and to make visible their own conscious or unconscious choices. It raises awareness of the formation of the Finnish documentary cultural heritage, produces new information about private archives and participates in the scientific debate on the changing significance of archives in society. The volume is related to the Academy of Finland research project “Making and Interpreting National Pasts – Role of Finnish Archives as Networks of Power and Sites of Memory” (no 25257, 2011–2014/2019), University of Turku. Project partners Finnish Literature Society (SKS) and Society of Swedish Literature in Finland (SLS).

Language choice is a core value of language policy that consists of three elements: management, or direct efforts to manipulate a language situation: practice, a sum of sound, word and grammatical choices that an individual speaker makes; and ideology, a set of beliefs about appropriate language practice (Spolsky 2004). Motives are related to the last component. As stated by researchers, language usage within a family can be determined by even one of these factors. This article presents the results of an analysis of quantitative and qualitative data collected during my fieldwork in Mari El (Russia). Comparative analysis of the survey data confirmed the process of weakening of intergenerational language transmission among rural Maris and the fact that the linguistic behavior of family members varies by generation. Usage of Russian or Mari within a family is mainly the result of different values attached to each language and their social roles among certain sectors of society.

The productive protection of intangible cultural heritages, always in the form of tourism development under the present context, is put forward by Chinese scholars, which are beneficial to both the protection of the heritage and the economy development of the locals. While not all intangible cultural heritages can be understood and accepted by tourists due to the reasons that the living circumstances and contexts of these heritages are changing and disappearing that it’s hard for tourists to understand, neither do they desire to pay for it. Therefore, how to make tourists even including some craftsmen understand and accept the heritage means a lot to the protection and inheritance of these heritages. The paper argues that the Involvement Theory can be referred to analyze settle the problems. A case study of the farmers’ painting in Xinji County, Hebei Province was carried out as the example, which is one of the most representative intangible cultural heritage of folk art in Hebei Province, China, with a long history of development, rich cultural connotation and high artistic value. A field investigation and deep-interview was carried out to gather the information of its status quo, problems of its inheriting and developing were analyzed, the paper found that with the development of the times and society, farmers’ painting is losing its survival environment, the income of farmers’ painting is not proportional to their putting-in and cost, the value of farmers painting can not be reflected, and the productive protection is seriously hindered. Therefore, based on the perspective of involvement theory, this study analyzed the bottleneck of productive protection of Xinji Farmers’ Painting, suggested how to stimulate the involvement of tourists into the understanding and producing and creation of the paintings in order to promote the inheritance of the heritage.
