Abstract The Valencian autonomous community is a bilingual Spanish region where, alongside Spanish, a second language is officially recognized. Yet in many areas of the Valencian administration the language law is not implemented. This article explores the presence of the two official languages in the electronic communications of this region’s city and town council agencies. It combines a variety of methods (use of secondary data, content analysis and a variation of the “mystery shopping” technique) with statistical analysis of data merged into a unit matrix of 397 municipalities. A comparison of present web page data with data from 2005 to 2010 reveals that there has been advancement on the implementation of legal provisions: Spanish monolingual web pages are being replaced by bilingual portals. Evidence also shows a greater presence of Valencian in the official social media accounts and in telephone and email interactions. However, the use of Spanish on public administration websites is still prevalent. Likewise, this study confirms the significant power of the social use of language, influenced in part by the political party in power.

Countries across the world are faced with high levels of corruption. In an effort to combat the threat, governments have declared war on corruption and have consequently put in place some anti-corruption institutions. The causes of corruption are numerous and the consequences are devastating for the social, political and economic development of nations. The perpetrators of corruption are in most cases the public servants as they are charged with the day-to-day administration of the government. This means that the caliber of public servants; which is determined by their recruitment inter alia will influence their practices and conduct. Lesotho has adopted a Westminster model of public administration in which recruitment to the public service is supposed to be merit-based. However, the recruitment of top officers such as Principal Secretaries is politically motivated and this has consequently resulted into a highly politicised public service; literature points that there is a relationship between politicisation of the public service and corruption. In this paper, I scrutinize and explain the effect of a politicised public service on the high magnitude of corruption in Lesotho. This study is based on secondary data such as official government reports, newspapers and research reports. I argue that the highly politicised public service in Lesotho contributes to the corruptionscourge that is besieging the country. I therefore recommend administrative reforms in view of depoliticizing the public service by removing the authority to appoint, promote and dismiss high-ranking public officers from the Prime Minister to a special Parliamentary committee that is inclusive of members from the ruling and opposition parties.

The theory of organizational culture by G. Hofstede, the section of individualismcollectivism is defined as interdisciplinary foundations. The autonomy and independence of local self-government, contained in Russian and European legal provisions, is not the norm, it has been proven to increase the level and is an element of the social capital of developed countries. In this model, elements of public administration at the local level, their interaction and influence on the final result of the activities of local authorities are proposed. The category elements included in the model were obtained by the method of comparative analysis with the identification of differences in local government systems in the process of their strategic development.

The issue taken in consideration for this study is related to the extensive involvement of children in social media web pages and especially Facebook’s social network. The purpose of this study is to explore the relationship between the level of engagement of pupils in social network sites and their performance of academic achievement. The methods used in the study are secondary data review and quantity methods. The population of this survey is school pupils between 10 to 15 years old. The sample was 1323 pupils surveyed in this study, selected at random from elementary and secondary schools. The data analysis focuses primarily in regressive models of the logistic binary. The study findings revealed a high level of pupils' involvement in social networks and mainly on Facebook's social network. It was also shown that the social network Facebook has a negative impact on the learning objectives of pupils who have opened an address compared to others who don’t have an address in this network. Modern technologies are developing rapidly and the relationship between teachers, parents and pupils must function effectively through continuous communication on the effects of social network sites on their learning process.

During the last decades an imbalance in the territorial distribution of population in Russia is increasing. That contributes to the emergence of interethnic tensions. The article is devoted to the process of elaboration of the legal provisions that support internal migration. The author’s attention is focused on decrees of the Russian Federation President related to migration issues and the main trends of the development of legislation in this area. The author explains the necessity of legal regulation of authorities’ power in the area of migration at federal legislation level because of the influence of migration restrictions on constitutional rights of citizens. Creation of effective legal mechanisms of regulation internal migration caused by the need to account the geopolitical interests and the economic and social development of the country and possible change of priorities of trade and economic cooperation, as well as the development of import substitution. The main focus lays on the deterrents for internal migration, overcoming of which is possible by using legal means to identify priority measures. Changing the nature of records at the place of stay from permissive to notification is one of the main instruments that require clarification of the procedures and grounds of such accounting. The availability of the social infrastructure and accessible mechanisms for the use of infrastructure is also an important prerequisite for attracting labor resources. The new institution of law - renting living accommodation for social use and its impact on the development the internal migration are considered in this article as one of said prerequisites. The author has generalized factors of ethnic and religious tension and proposed measures to prevent them.

This research analyzes some factors affecting economic activities in relation with the conduct of pilgrimage. Those factors are the pilgrimage cost, the amount of pilgrims, and the amount of pilgrimage officers. The objective of this research is to acquire the information of how each factor and all factors together affect the economic activities. This research also analyzes the effect of foods and drinks expenses, the effect of nonfoods and drinks expenses, and the effect of miscellaneous expenses on UMKM - Micro, Small, Medium enterprises' economic activities.             This research is conducted in DKI Jakarta in 2007. The population of this research is the average economic activities in DKI Jakarta in 2007. There are 42 respondents (Banks), 157 respondents (travel agencies), and 50 respondents (UMKM - Micro, Small, Medium enterprises) which are taken as samples from the population using the purposive sampling method. The data is obtained by the researcher using questioners and secondary data which is taken from 1990-2007.             The methodology used in this research is based on. the causal relationship model In testing the hypothesis of this research, the researcher uses the simple and multiple regression methods, and path analysis method. The significant rate a = 0,05 used in determining the interpretation of the statistic result. The data is processed using SPSS (Statistical Packages for the Social Sciences) version 12.00.             The results of the analysis in the 1st equation -are (i) the effect of the pilgrimage cost on banks' revenues is quite strong, (ii) the effect of the pilgrimage cost on travel agencies' revenues is quite strong, (iii) the effect of the pilgrimage cost on UMKM - Micro, Small, Medium enterprises' revenues is weak.             The results of the analysis in the 2nd equation are (i) the effect, of the amount of pilgrims on Banks' revenues is very weak, (ii) the effect of the amount of pilgrims on travel agencies' revenues is very weak, (iii) the effect of the amount of pilgrims on UMKM - Micro, Smal4 Medium enterprises' revenues is very weak.             The results of the analysis in the 3rd equation are (i) the effect of the amount of pilgrimage officers on banks' revenues is very weak, (ii) the effect of the amount of pilgrimage officers on travel agencies' revenues is very weak, (iii) the effect of the amount officers on UMKM-Micro, Small Medium enterprises' revenues is very weak.   The results of the analysis in the 4th equation are (i) the effect of all three factors which are the pilgrimage cost, the amount of pilgrims, and the amount of pilgrimage officers simultaneously on banks' revenues is very strong, (ii) The effect of all three factors which are pilgrimage costs, the amount of pilgrims, and the amount of pilgrimage officers simultaneously on travel agencies' revenues is strong, (iii) The effect of all three factors which are pilgrimage costs, the amount of pilgrims, and the amount of pilgrimage officers simultaneously on UMKM-Micro, Small Medium enterprises' revenues is strong.             The result of the analysis in the 5th equation is the effect of foods and drinks expenses on UMKM-Micro, Small Medium enterprises' revenues is weak. In the 6th equation, the effect of nonfoods and drinks expenses on UMKM-Micro, small Medium enterprises' revenues is weak. In the 7th equation, the effect of miscellaneous expenses on UMKM - Micro, Small Medium enterprises' revenues is quite strong. In the 8th equation, the effect of all three factors which are the effect of foods and drinks expenses, the effect of nonfoods and drinks expenses, and the effect of miscellaneous expenses simultaneously on UMKM-Micro, Small Medium enterprises' revenues is quite strong.             The implication of the research results mentioned above is the factors in the conduct of pilgrimage do increase the economic activities (Banks, Travel Agencies, and UMKM - Micro, Smal4 Medium enterprises) in DKI Jakarta. Therefore, considering that matter, the General Director of the conduct of pilgrimage division of Department of Religion Republic of Indonesia should determine the pilgrimage cost which is affordable, increase the service, and provide a good information system which will result in a better conduct of the pilgrimage. Self-realization of the individual in the conditions of using the policy of “social quality” as a modern tool of public administration in a transitional society is largely related to overcoming the existing limitations of the individual in acting in such a society and economy transitioning to a market character. Given that, in particular, in Ukraine the market is hybrid (and this is especially important), the existing limitations in self-realization of the individual must be overcome, including, and perhaps primarily, through transformations in the processes of socialization, which differ from European practices and institutions that ensure its implementation. Thus, it is a matter of overcoming not only and not so much the natural selfish interests of the individual, but the existing gap in skills, which are an invisible asset to ensure the endogenous nature of economic growth. It is shown that there is an inverse relationship between the formation of socialization and the policy of “social quality”, which is characterized by the dialectic of interaction between the individual and the group and which is a process of increasing the degree of socialization. The latter, due to interdependence, will serve to increase the effectiveness of interaction between the individual and the group, which expands the possibilities of self-realization of the individual in terms of European policy of “social quality” as a tool of public administration, whose successful application causes new challenges and content of the so-called secondary sociology. The logic of Ukraine's current development shows that new approaches are needed to achieve the social development goals set out in the Association Agreement between Ukraine and the European Union and to minimize the potential risks and threats that accompany current reforms in Ukrainian society. They should introduce new forms of public administration to create policy interrelationships of all dimensions, as proposed, in particular, by the social quality approach to socialization, the nature of which has been revealed in the author's previous publications. As a result, the socio-cultural (social) dimension will fundamentally change, the structure of which must include the transformational processes of socialization of a person, thanks to which they will learn the basics of life in the new social reality and intensify their social and economic interaction on the basis of self-realization, thereby contributing to the success of state policy of social quality and achieving stable socio-economic development.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

The article is devoted to the review of current changes in the legislation on notaries related to the development of electronic civil circulation, analysis of existing digital risks and assessment of the role of notaries in combating them. In modern economic realities, a significant expansion of the sphere of competence of the notary is carried out by introducing completely new notarial actions into the scope of the notary’s terms of reference. At the same time, the notary does not just follow the general ‘digital’ trend, but independently makes significant efforts to effectively perform the tasks of the social sphere regulator assigned to it by the state. The creation of the Unified Notary Information System as part of the formation of the technological infrastructure to ensure the security and stability of legal relations in the context of electronic civil circulation takes to a new level the quality of notarial services and the security of legally relevant information. The role of notaries significantly increases in conditions when the use of digital technologies in the economy, public administration, social sphere becomes one of the main vectors of world development, and society and the state inevitably face the flip side of this process – digital risks that jeopardize the safety of participants in civil turnover and their property. In 2020, as part of the implementation of the national program ‘Digital Economy’, it is planned to introduce a number of innovations that will create the basis for a stable and secure ‘digital’ turnover.

Deaf and hard-of-hearing (DHH) children who use spoken language face unique challenges when communicating with others who have typical hearing, particularly their peers. In such contexts, the social use of language has been recognized as an area of vulnerability among individuals in this population and has become a focus for research and intervention. The development of pragmatic skills intersects with many aspects of child development, including emotional intelligence and executive function, as well as social and emotional development. While all these areas are important, they are beyond the scope of this chapter, which highlights the impact of pragmatics on the specific area of cognition. Cognitive pragmatics is broadly defined as the study of the mental processes involved in the understanding of meaning in the context of a cooperative interaction. This chapter explores how DHH children and young people construe meaning in the context of conversations and expository interactions with their peers. The chapter aims to examine the role played by the cognitive processes of making inferences and comprehending implicature, within the overall display of pragmatic skills. Further, the authors use this lens in the analysis of interactions between DHH children and their peers in order to shed light on the development of pragmatic skills in children who are DHH.

Pumping elephantThe COVID-19 pandemic has adversely affected the lives of people around the world in millions of ways . Due to this severe epidemic, all countries in the world have been affected by all aspects, mainly economic. It is widely discussed that the COVID-19 outbreak has affected the world economy. When considering this dimension, this study aims to examine the impact of the COVID-19 pandemic on the world economy, socio-economics, and sustainability. In addition, the research focuses on multiple aspects of social well-being during the pandemic, such as employment, poverty, the status of women, food security, and global trade. To this end, the study used time series and cross-sectional analysis of the data. The second-hand data used in this study comes from the websites of major international organizations. From the analysis of secondary data, the conclusion of this article is that the impact of the pandemic is huge. The main finding of the thesis is that the social economy is affected by the pandemic, causing huge losses in terms of economic well-being and social capital.
