Abstract In this article the authors focus on the element of security culture which is economic security. It is the ability of an economic system to use internal factors of development on a local level and international economic interdependence in such a way that it can guarantee its safe development. Stability and certainty of funding sources determine the scope and level of public services and tasks of a municipality that it fulfils. Economic security is a resulting category that allows to assess functioning of security culture from the perspective of local economy. The aim of the article is to provide determinants of shaping of economic security in Swietokrzyskie Voivodeship municipalities in the context of selected elements of financial management for 2010 and 2015. In the calculations the data of the Central Statistical Office (Local Data Bank) were used. The determined synthetic measure allows to arrange Swietokrzyskie Voivodeship municipalities according to the examined aspect. It gives the basis for evaluation of effectiveness of economic policy instruments that were applied in the past. They provide a comparative picture between the objects that were analysed, allow to indicate weaker and better areas of functioning of a unit.

Abstract The authors in this article present performance of public administration which concerns a basic process developing in the context of dynamics of security culture phenomenon that involves the use of local potential (including infrastructure, natural environment, finance, human capital). The process of development of a region is multifaceted. It involves any changes that are implemented at different paces and with varying intensity in economic, social, technical and environmental areas. Local security is a resulting category that allows to assess functioning of local economy. The aim of the article is to provide determinants that shape security at the local level in the context of the selected elements of the region’s balance (infrastructure and environment aspects) by the case of Swietokrzyskie Voivodeship municipalities for 2010 and 2015. In the calculations the data of the Central Statistical Office (Local Data Bank) were used. The determined synthetic measure allows to make hierarchy according to the adopted variables. It supplies information on the examined category of objects. It provides a comparative picture between the objects that were analysed, allows to indicate weaker and better areas of functioning of a unit. As it is shown in the article it gives a basis for the assessment of the effectiveness of the instruments of local authorities policy that were used in the past. The carried out statistic studies confirm existence of disparities in financial condition (financial security) of municipalities.

The purpose of this paper is to assess the leveland spatial differentiation of selected environmental governanceparameters in the context of implementing the sustainabledevelopment concept in rural areas of the Wielkopolskievoivodeship districts in 2005 and 2015. The research procedurewas made up of three steps: review of the relevant literatureand selection of indicators to describe the environmentalgovernance topics; analyzing the changes in, and spatial differentiationof, specific environmental governance components;and ranking the districts. The basic source of data wasthe online database delivered by the Central Statistical Officein Warsaw, the Local Data Bank. As shown by the results,there is considerable spatial differentiation of specific environmentalgovernance components; however, when analyzedglobally, environmental governance proves to be a relativelynon-diversified process. In 2015, the highest sustainabilitylevels were recorded in rural areas of the following districts:Złotów, Kępno and Jarocin. In turn, the lowest levels werefound in Września, Wągrowiec and Śrem districts.

In the modern state, the role and importance of communes is growing. They can carry out their tasks when equipped with stable and efficient sources of income. Financial resources are the basis for the operation and implementation of current and development tasks. Their analysis makes it possible to assess the budget structure and provides information on the state of the local economy or endogenous growth potentials. The aim of the article is to assess the diversity of the financial situation of rural communes using a synthetic measure. In addition, using the econometric models, the impact of socio-economic factors on the diversity of the measure of synthetic financial situation was examined. In order to build synthetic measures, the Technique for Order Preference by Similarity to an Ideal Solution method and based on distance in real space with Euclidean metrics were used. The aggregated value of the synthetic variable facilitates the comparison of objects in multidimensional spaces, but also makes it possible to order them due to the examined phenomenon. Empirical data were collected in spatial terms of 484 rural communes in the Eastern Poland region. In the case of municipalities, the choice of variables was largely determined by the availability of secondary data collected in a municipal system at the Local Data Bank of the Central Statistical Office for 2009–2018. The analysis showed that the rural communes of eastern Poland are characterized by significant disproportions in terms of financial standing. Rural communes with the best financial condition were characterized by a higher share of own revenues in total revenues, a higher level of income from local taxes and obtained from the share in the tax on natural and legal persons. It seems that the main reason for the relatively small impact of financial conditions on economic and social development is their strong dependence on transfer revenues transferred from the state budget and the amount of current expenditure. The above circumstances stiffen and stabilize the financial economy, making it relatively less susceptible to the influence of other factors. The obtained results may constitute for the local authorities an important source of information on the disproportions occurring between units on setting out potential directions for optimizing the structure of local finances.

he aim of this study was to determine the sustainability degree of local development for counties of the Mazowieckie (Mazovian) Voivodship in the years 2006-2015. Research was conducted on a population of 42 counties (territorial units at NUTS 4 level), including 5 town counties (towns possessing county status) and 37 land counties. Basing on data from the Local Data Bank of the Central Statistical Office, three dimensions of development were investigated: economic, social and ecological (environmental). The author’s conceptual approach, incorporating dimensional indexes of development and Euclidean distance analysis, was applied to capture the interactions between and balance across the three pillars of sustainability. Through the results of the study, it is observed that the highest degree of local development sustainability was achieved by counties located up to 50 kilometres from Poland’s capital city Warsaw (i.e. grodziski, grójecki, nowodworski, otwocki, sochaczewski, wołomiński and żyrardowski), while the lowest by towns with a county status (Ostrołęka, Płock and Warsaw) and by peripheral counties of the east and south part of the Mazovian Voivodship (siedlecki, przysuski, lipski and zwoleński). In the 2015 ranking, according to the sustainability degree of counties, the first three spots were taken by ciechanowski, przasnyski and sochaczewski counties. The following town counties took the last three positions: Ostrołęka, Płock and Warsaw.

This paper aims to elucidate some aspects of confluence of the developments in modern methods of spatial analysis and in the public statistics’ data generating processes, along with empirical illustration of these interconnections from the development policy evaluation standpoint. Especially, how the growing availability of data at the finest level of territorial division (such as commune/gmina-level data within the Local Data Bank system) may improve decisional processes at the regional and local level, while paying special attention to allocation of resources assuming geographic system of targeting public support or intervention. Three interrelated questions that are empirically treated in the context of both β-convergence and σ-convergence issues at the local level involve (i) measurement of the level of local (under)development /local deprivation; (ii) assessment of how responsive and equitable are distributive policies in the domain of area-addressed public resources; and (iii) evaluation of their impacts in terms of convergence and social cohesion, which are among chief objectives of development policy (especially in the ‘new’ EU member states).

Economic security can be described as a process, in which one seeks to achieve a state of calmness and the ability to neutralize emerging threats, in a geographically or culturally defined space, in which an individual, legal entity or territory has a feeling similar to certainty that they have and will have sufficient the amount of resources to cover current needs and that there will be no risky situations that would deprive these entities of their resources. The aim of the article is to assess the diversification of economic security of communes in the Świętokrzyskie Voivodship in 2009-2018, using a synthetic measure. Empirical data were collected in spatial terms for 102 communes of the Świętokrzyskie Voivodship. The material used was data from the Local Data Bank of the Central Statistical Office and the Regional Accounting Chamber of Kielce for 2009-2017. When discussing the activities of local entities in the process of shaping economic security, the first thing to emphasize is the importance of Local Government Units (LGUs), the operation of which is key in ensuring the continuity of the development process and striving to ensure an adequate level of security. Economic security is expressed primarily in the economy's ability to survive and develop. The greater the economic potential of the national economy is at a higher level of socioeconomic development and shows faster growth dynamics, the more stable and durable its security is considered. The study showed a diversified level of financial security for communes in the Świętokrzyskie Voivodship. In 2018, the measure of the level of financial security ranged from 0.65 to 0.85, while from 0.69 to 0.87 in 2009.

The Polish coast is located at a considerable distance from the main areas of leisure tourism in Europe. In recent years this area has seen a significant growth in tourist accommodation and tourist traffic. The aim of this study was to analyse the quantitative and spatial differentiation of tourist traffic in the Polish coast. The analysis is based on statistical data from the Local Data Bank (BDL) maintained by Statistics Poland (GUS) about all seaside municipalities for which there is data on tourist arrivals. The author focuses on the most commonly used indicators of tourism activity: Baretje-Defert’s index of the tourism development, Schneider’s index of tourism intensity, Charvat’s index of intensity of tourist traffic and Defert’s index of tourist traffic density (based on data for 2014, except the number of tourist beds for 2019 year). The author found significant differences in the volume of tourist traffic across Polish coastal municipalities and between the Polish coast as a whole and other coastal areas in other European countries.

Subject. The article focuses on market strategies of the Russian enterprises operating in the ferrous metallurgy. Objectives. The study is to analyze corporate strategies the leading ferrous metal manufacturers use in the Russian Federation, such as NLMK Group, Severstal, Magnitogorsk Iron & Steel Works, EVRAZ Group. Methods. The study interprets public financial statements and methods of the logic, intuitive and comparative analysis. Results. We analyze market strategies of the Russian metal manufacturers, determine their development priorities and competitive advantages and weaknesses. We describe the impact of various threats and measures metallurgical companies undertake to eliminate them. Conclusions and Relevance. We sorted out possible threats and exposures of the Russian metallurgic companies' economic security and traced the dynamics of their significance for 2015 to 2019. Key threats relate to policies, economy, external and internal market, regulations and laws, production, distribution and financial management, consumption, IT, social welfare and environment.

The purpose of this study has been to identify the degree of sustainability in the development of the Province of Warmia and Mazury. The theoretical and empirical investigations were conducted between 2003-2014 based on data from the Local Data Bank. Using a comparative indicator method, 20 indicators were developed, with different directions of preference. The evaluation involves the concept of uniform preference, hence the higher the assessment indicator, the better the situation in the evaluated area unit. Our studies on the sustainable development of the Province of Warmia and Mazury suggest that the indicators measuring the environmental dimension and consequently the quality of life of the residents (in this aspect) score higher than the country's average values. It is also optimistic that some progress, however small, can be seen in this area based on the analyzed dynamics of changes.

Subject. The article discusses the consistency of accounting policies, internal control and constituents of corporate economic security. Objectives. The study determines the process of articulating the term Accounting Policy at the legislative and normative levels nationwide and worldwide. We compare our own interpretations of corporate economic security. The article traces the impact of the accounting policy on areas of internal control and corporate economic securities. Methods. The study is based on general methods of research, such as the dialectical method, methods of analysis and synthesis, induction and deduction, and semantic analysis. Results. The article shows the impact of internal and external factors, which also influence corporate economic security and translate into the formation of corporate accounting policies. Conclusions and Relevance. Economic security is an aspect that every entity pursues. Therefore, it is important to thoroughly study how clauses of accounting policies influence the aspect from perspectives of business entities. The impact of constituents of corporate accounting policies, as evaluated herein, allow to consider adverse factors and help prevent negative consequences that internal and external factors may cause to corporate economic security. The findings contribute to accounting techniques for financial management in order to ensure the economic security. They are of practical significance for business leaders and financial personnel.
