The article outlines the special features of the UK foreign policy described as an outcome of the request for a new international role after the withdrawal from the EU. Proceeding from the theory of rational choice, the author concludes that the UK uses relations with Washington to adapt the idea of “Global Britain” to the changes in the international environment, taking into account the reduction of its own weight in international politics. It is highlighted that the synchronization of the UK and the US international agendas is taking place against the backdrop of deteriorated UK-EU relations. Atlanticism, along with disengagement from the EU, became the ideological basis of a new British foreign policy aimed at ensuring Western unity, while increasing its fragmentation. The significance of the new Atlantic Charter and the military-political alliance AUKUS for the foreign strategy of the UK is assessed. Despite the global nature of the articulated goals, the United Kingdom operates in the logic of a middle power in the face of intense international competition. It is concluded that the special emphasis on “hard” power and the strengthening of military-political alliances based on liberal values does not solve the strategic dilemmas of Britain, which will still have to balance between the major international actors.

Prime Minister T. May has put forward the concept of "Global Britain". After the United Kingdom had left the EU, the concept was formalized under the government of Boris Johnson in the document “Integrated Review of Security, Defense, Development and Foreign Policy "Global Britain in a Competitive Age"”. The article presents an analysis of its goals, methods and practical implementation. Britain, realizing itself as a "middle power", intends to build a system of alliances to counter China and Russia, the latter designated as an ”acute direct threat” to the UK.

Leaving the EU is one of the major political decisions made in the UK over the past half-century. Brexit brought about a virtual political earthquake not only in EU-UK relations but also in terms of UK future place and role on the international scene. Immediately after the decision of UK citizens to leave the EU at a referendum held on 23 June 2016, the question arose as to whether the UK will lose some of its international influence, whether Scotland will remain part of the Union, whether the UK will retain its privileged relations and special status with the USA, and what its future relations with the EU will be. The purpose of this article is to point to the basic priorities of the contemporary British foreign policy as well as to place and role of the UK on the contemporary international scene particularly in view of its decision to leave the EU. We shall first try to define the status of present-day Britain in international relations. Second, we shall address the traditional dilemma of the UK foreign policy - what should be given priority - relations with the USA, Europe or the Commonwealth? After that, we shall discuss in more detail the phases the UK foreign policy went through following the end of the cold war. In the third phase, we shall analyze the British contemporary foreign and economic policy towards Gulf countries and China. In the fourth part of the article, we shall discuss relations with the USA. It should be pointed out that the article does not seek to analyze all aspects of British foreign policy, even if we wanted to, due to a shortage of time. Of course, the topic of Brexit will be present in all chapters and especially in the last one and conclusion remarks. By its decision to leave the EU, the UK appears to have given priority to its relations with the USA, China, Gulf countries as well as Commonwealth countries instead of the EU which has been economically and politically dominant over the past few decades. This decision taken by UK citizens will no doubt have a great impact not only on their personal lives and standard of living but on the UK role in international relations. Despite its military, political, economic and cultural capacities, it is highly unlikely that the UK will manage to overcome the consequences of an exit from the single market, currently generating 18 trillion dollars on an annual basis as well as the loss of a privileged partner role with the USA within the Union. We are, therefore, more likely to believe that in the foreseeable future, the role of the UK on the international scene will continue to decline and be increasingly focused on its economic and financial interests. Significance The minority Socialist Party (PSOE) - Unidas Podemos (UP) government needed the support of several left-wing and pro-independence parties to get the budget through. Its approval makes early elections unlikely and gives the government a better chance to shape the COVID-19 economic recovery and implement some of its 2019 electoral pledges. Impacts Spain’s poor record in absorbing EU funds suggests it will struggle to make the most of the EU recovery fund. The weakening of the UK currency will hurt Spanish exports to the United Kingdom, especially with fewer UK tourists coming to Spain. Greater political stability will enable Spain to pursue a more assertive foreign policy.


Subject Brexit and the UK constitution. Significance After Brexit, the United Kingdom will move from a protected constitutional system, established by EU treaties, to one dominated by the sovereignty of Parliament. Such an unprotected system is difficult to reconcile with the protection of rights and with devolution. Impacts There will likely be entrenched division over the prospect of a codified constitution and what it includes. The United Kingdom should remain in a close and strategic foreign-policy relationship with the EU. There will be pressure from free-market Conservative MPs to lower tariffs and deregulate personal and corporate tax to encourage business.

Together with Brexit has come not only the official spliting of the United Kingdom (UK) from the European Union (EU) but also the question whether scholars and diplomatic officials should approach the relationship between the two partners of the UK and the EU from Integration Theory or Theory of Foreign Policy? This article investigates the effects of both the viewpoints on the practice of certain diplomatic jobs by the UK’s goverments towards the EU from 1972 to 2016 and the research works by scholars in the world on this relationship.

The British referendum result to opt for exiting the European Union (EU) has left both the United Kingdom (UK), as well as the rest of the EU with questions regarding the future of the integration and their future economic development. While the EU member-states present a united front in regards to the leave process, there are deeply rooted divisions on all other relevant policy questions. The issues of migration, foreign policy, and the level of cohesion within the EU itself represent the questions where there is little or no consensus. The paper concludes that both the UK and the EU need to address a deep political divide and find a way to coexist in the aftermath of Brexit.

The article explores a new British foreign policy agenda under the catchy slogan of “Global Britain”. Over time, the thesis of Global Britain has been viewed by the British leadership as a matrix for a new foreign policy. This slogan is still being filled with various conceptual elements and real political, trade and economic steps. The concept of Global Britain is analyzed through UK-US relations, the Commonwealth and cooperation with the EU in the period before and after Brexit. It is concluded that ideologically, Global Britain is not a set of fundamentally new ideas; rather, it is a reformatting with different accents of the previous foreign policy provisions (the well-known concept of the “Three Majestic Circles” by W. Churchill) and taking into account reducing its opportunities and leverage in the European Union and the European region as a whole and attempts to reorient the economy, trade and financial relations towards the dynamically developing countries of Asia and other regions. It is highlighted that the difficult and protracted negotiations on Britain‟s withdrawal from the EU and UK snap elections in 2019 slowed down the filling of the concept with real content. At present, the future of the British foreign policy largely depends on the course of the new US President, the UK-EU cooperation, and the impact of pandemic on British economy.


Subject Russia, the EU and United Kingdom after Brexit. Significance Russian leaders largely refrained from commenting on the UK referendum of June 23, in which voters chose to leave the EU ('Brexit'). Before and after the vote, President Vladimir Putin and other officials voiced anger at UK politicians who cited threats from Russia as reason not to abandon the EU. The outcome is causing market uncertainty, but longer-lasting economic impacts for Russia are not yet apparent. However, a divided and weaker EU fits well with Moscow's foreign policy aims in the region, allowing it to exert bilateral pressure. Impacts EU cohesion on foreign policy is likely to decline, constraining efforts to deal with challenges south and east of the bloc. Many senior Russian officials will watch the United Kingdom closely out of anxiety for their personal assets in the country. As EU members become reluctant to expand the union, Ukraine, Georgia and Moldova will find integration slower than hoped.

Abstract Many studies have explored the importance of public opinion in British foreign policy decision-making, especially when it comes to the UK's relations with the United States and the European Union. Despite its importance, there is a dearth of research on public opinion about British foreign policy towards other major players in the international system, such as emerging powers like China. We have addressed this knowledge gap by conducting a public opinion survey in the UK after the Brexit referendum. Our research findings indicate that the British public at large finds China's rise disconcerting, but is also pragmatic in its understanding of how the ensuing bilateral relations should be managed. More importantly, our results show that views on China are clearly split between the two opposing Brexit identities. Those who subscribe strongly to the Leave identity, measured by their aversion to the EU and antipathy towards immigration, are also more likely to hold negative perceptions of Chinese global leadership and be more suspicious of China as a military threat. In contrast, those who espouse a Remain identity—that is, believe that Britain would be better served within the EU and with more immigrants—are more likely to prefer closer engagement with China and to have a more positive outlook overall on China's place within the global community.


This book provides the first comprehensive analysis of the withdrawal agreement concluded between the United Kingdom and the European Union to create the legal framework for Brexit. Building on a prior volume, it overviews the process of Brexit negotiations that took place between the UK and the EU from 2017 to 2019. It also examines the key provisions of the Brexit deal, including the protection of citizens’ rights, the Irish border, and the financial settlement. Moreover, the book assesses the governance provisions on transition, decision-making and adjudication, and the prospects for future EU–UK trade relations. Finally, it reflects on the longer-term challenges that the implementation of the 2016 Brexit referendum poses for the UK territorial system, for British–Irish relations, as well as for the future of the EU beyond Brexit.
