Modern migration discourse contributes to the securitization of migration in France: it is transferred to the security field, endowed with threat connotations, and thus is becoming the direct cause of the security deficit. The agents of securitization (representatives of the country’s supreme power or right-wing political movements, or writers and essayists who recognize themselves as independent from any political party’s influence and who, however, still share the anti-immigration mood of the right-wing political movement. They use elements of the discourse of fear to achieve their own political goals; they present immigrants as a mortal threat not only to the national identity of the state and the integrity of its society, but also to its public and national security. In the discourse of these agents, there is a clear tendency to create an image of a France “abandoned” by the government and “besieged” by immigrants, a France as a subject to “colonization” by Islam that is incompatible with the secular principle the country that supports republican ideals. Analysis of the migration discourse of securitization agents reveals bold metaphors and emotionally charged expressions that generate a sense of fear in society and give rise to misconceptions about the scale of immigration and the size of the Muslim population in the country.

Facing the decisive struggle between Nazism and Soviet communism for dominance in Europe, in 1942/43 Polish communists sojourning in the USSR espoused anti-German concepts of the political right. Their aim was an ethnic Polish ‘national communism’. Meanwhile, the Polish Workers’ Party in the occupied country advocated a maximum intensification of civilian resistance and partisan struggle. In this context, commentaries on the Nazi judeocide were an important element in their endeavors to influence the prevailing mood in the country: The underground communist press often pointed to the fate of the murdered Jews as a warning in order to make it clear to the Polish population where a deficient lack of resistance could lead. However, an agreed, unconditional Polish and Jewish armed resistance did not come about. At the same time, the communist press constantly expanded its demagogic confrontation with Polish “reactionaries” and accused them of shared responsibility for the Nazi murder of the Jews, while the Polish government (in London) was attacked for its failure. This antagonism was intensified in the fierce dispute between the Polish and Soviet governments after the rift which followed revelations about the Katyn massacre. Now the communist propaganda image of the enemy came to the fore in respect to the government and its representatives in occupied Poland. It viewed the government-in-exile as being allied with the “reactionaries,” indifferent to the murder of the Jews, and thus acting ultimately on behalf of Nazi German policy. The communists denounced the real and supposed antisemitism of their adversaries more and more bluntly. In view of their political isolation, they coupled them together, in an undifferentiated manner, extending from the right-wing radical ONR to the social democrats and the other parties represented in the underground parliament loyal to the London based Polish government. Thereby communist propaganda tried to discredit their opponents and to justify the need for a new start in a post-war Poland whose fate should be shaped by the revolutionary left. They were thus paving the way for the ultimate communist takeover

The article examines the main forms and methods of agitation and propagandistic activities of monarchic parties in Russia in the beginning of the 20th century. Among them the author singles out such ones as periodical press, publication of books, brochures and flyers, organization of manifestations, religious processions, public prayers and funeral services, sending deputations to the monarch, organization of public lectures and readings for the people, as well as various philanthropic events. Using various forms of propagandistic activities the monarchists aspired to embrace all social groups and classes of the population in order to organize all-class and all-estate political movement in support of the autocracy. While they gained certain success in promoting their ideology, the Rights, nevertheless, lost to their adversaries from the radical opposition camp, as the monarchists constrained by their conservative ideology, could not promise immediate social and political changes to the population, and that fact was excessively used by their opponents. Moreover, the ideological paradigm of the Right camp expressed in the “Orthodoxy, Autocracy, Nationality” formula no longer agreed with the social and economic realities of Russia due to modernization processes that were underway in the country from the middle of the 19th century.

Despite the recent enactment of the Zimbabwean Constitution which provides for the right to basic education, complaints, reminiscent of a failed basic education system, have marred the education system in Zimbabwe. Notwithstanding glaring violations of the right to basic education by the government, no person has taken the government to court for failure to comply with its section 75(1)(a) constitutional obligations, and neither has the government conceded any failures or wrongdoings. Two ultimate questions arise: Does the state know what compliance with section 75(1)(a) entails? And do the citizens know the scope and content of their rights as provided for by section 75(1)(a) of the Constitution of Zimbabwe? Whilst it is progressive that the Education Act of Zimbabwe as amended in 2020 has addressed some aspects relating to section 75(1)(a) of the Constitution, it has still not provided an international law compliant scope and content of the right to basic education neither have any clarifications been provided by the courts. Using an international law approach, this article suggests what the scope and content of section 75(1)(a) might be.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The ruling National Party (N.P.) asked white voters during the 1989 election campaign for a mandate to negotiate with all concerned about a new constitution, an undivided South Africa, one citizenship, equal votes, protection of minorities, and the removal of stumbling blocks such as discrimination against people of colour.1 Although the N.P. achieved a cleat majority – 93 seats against 39 for the Conservative Party (C.P.) and 33 for the Democratic Party (D.P.) – the right-wing opposition made destinct progress by gaining 17 seats. After the C.P had captured a further three from the N.P. in by-elections, including Potchefstroom in February 1992, President F. W. de Klerk announced in Parliament that whites would be asked the following month to vote in a referendum in order to remove any doubts about his mandate. The carefully worded question which the electorate had to answer was as follows: Do you support continuation of the reform process which the State President began on February 2, 1990 and which is aimed at a new constitution through negotiation?

“Whenever a large organized group believes it has the right to resist the sovereign power and considers itself capable of resorting to arms, war between the two parties should take place in the same manner as between nations…” This statement by de Vattel in the 19th century seemed destined to take its place as a part of positive law, constituting part of what was known as recognition of belligerency, tantamount to the recognition by the established government of an equal status for insurgents and regular belligerents. When a civil war became extensive enough, the State attacked would understand that it was wisest to acknowledge the existence of a state of war with part of the population. This would, at the same time, allow the conflict to be seen in a truer light. The unilateral action of the legal government in recognizing belligerency would be the condition for granting belligerent rights to the parties. It would constitute a demonstration of humanity on the part of the government of the State attacked and would also provide that government with prospects for effective pursuit of the war. By admitting that it was forced to resort to war, it would at least have its hands free to make war seriously.

This article investigates the role of music in presidential election campaigns and political movements inspired by theoretical arguments in Henri Lefebvre’s Rhythmanalysis, John Dewey ́s pragmatist rethinking of aesthetics and existing scholarship on the politics of music. Specifically, it explores how musical rhythms and melodies enable new forms of political awareness, participation, and critique in an increasingly polarized Brazil through an ethnomusicological exploration of how left-wing and right-wing movements used music to disseminate politics during the 2018 election that culminated in the presidency of Jair Messias Bolsonaro. Three lessons can be learned. First, in Brazil, music breathes life, energy, and affective engagement into politics—sung arguments and joyful rhythms enrich public events and street demonstrations in complex and dynamic ways. Second, music is used by right-wing and left-wing movements in unique ways. For Bolsonaro supporters and right-wing movements, jingles, produced as part of larger election campaigns, were disseminated through massive sound cars in the heart of São Paulo while demonstrators sang the national anthem and waved Brazilian flags. In contrast, leftist musical politics appears to be more spontaneous and bohemian. Third, music has the ability to both humanize and popularize bolsonarismo movements that threaten human rights and the rights of ethnic minorities, among others, in contemporary Brazil. To contest bolsonarismo, Trumpism, and other forms of extreme right-wing populism, we cannot close our ears and listen only to grooves of resistance and songs of freedom performed by leftists. We must also listen to the music of the right.

Principal C.J.L. Almqvist and the principle of personalityThe Swedish author and visionary Carl Jonas Love Almqvist (1793–1866) was the principal for twelve years (1829–1841) of the government-initiated pilot school ”Nya Elementarskolan” (New Elementary School) in Stockholm. In this position, he argued that both the school and the state should be built on the same basic idea: the right of individual freedom. This argument is often referred to as ”personlighetsprincipen” (the principle of personality), a concept launched by another prominent figure of the liberal culture of the time, Erik Gustaf Geijer (1783–1847). This article explores how the principle of personality is expressed in the texts of Almqvist and is mainly built upon the concept’s allegorical resources. It examines the thesis that Almqvist’s use of the term is best understood if one distinguishes between the political, pedagogical, and existential dimension of the concept. The article ends with some thoughts about the context of the concept and a discussion on whether Almqvist had a greater interest in personalities than in principles.

This chapter examines the politics of paternalism. It first considers the question of whether the government can do better than the individual, outlining a set of justifications for government paternalism and showing how the state can intervene to improve the well-being of its citizens. It then discusses possible ways in which the government could be held to account to ensure that, in its paternalistic interventions aimed at improving its citizens' well-being, it does actually pursue the “right” agenda. It argues that the government can indeed raise the well-being of individuals who suffer from reasoning failure, even when allowance is made for possible reasoning failure among those individuals who constitute the government. However, democratic mechanisms must be put in place to ensure that the latter do not pursue their own agenda and turn the paternalistic state into an instrument of authoritarianism.

Chapter eight charts the build-up to the right-wing military coup in Chile on 11 September 1973. It examines the progressive division of the Left amid conspiracies against the government, focusing in, as Beatriz did, on the impending prospect of a coup and the strategies Allende’s team employed in response. It also examines Beatriz’s gendered experience of the battle for Chile unfolding from 1971-73. By late 1972, even Allende accepted that a coup was a serious possibility and began putting measures in place that included stopping Beatriz fulfilling the role she expected to play. As someone with intelligence and communications training who knew how to use firearms, she was ready to fight to defend the Popular Unity government next to her father. However, Beatriz’s gender and her father’s efforts to protect her blocked her from being able to. That Beatriz became a mother in late 1971 and was pregnant with her second child by early 1973 strengthened Allende’s desire to save her. Ultimately, Beatriz was forced to leave the presidential palace on the day of the coup and sought asylum in the Cuban embassy. The chapter ends with her leaving the country with her Cuban husband, daughter and Cuban embassy personnel.
