The article is devoted to the problem of proletarian culture, the history of the creation and functioning of the Proletkult organisation. The author considers its theoretical basis, the practical implementation of which proved to be problematic. The work shows that all Marxist intellectuals believed that proletarian culture has nothing to do with the bourgeois one. Alexander Bogdanov, the most infl uential ideologist of the Proletkult, believed that the proletarian culture is developed by the newest proletariat, which he called «industrial». An analysis of the majority of his statements shows that the intelligentsia and peasantry was not even considered to be involved in the creation of the new culture by Alexander Bogdanov. However, during its heyday, the Proletkult was a refuge for intellectuals who devoted themselves to the service of Revolution and the Communist Party. The article also draws attention to the problem of the relationship of the creators and organisers of the Proletkult with the Soviet state and the Bolshevik Party. The Proletkult claimed autonomy in the sphere of culture, completely rejecting the idea of submission to any state institution. However, Lenin evaluated the Proletkult negatively, considering it to be not only useless, but also harmful. Part of Lenin’s problem with the Proletkult was Alexander Bogdanov personally, as he would be the rival of the former at one time and, possibly, could be the political rival in future, using the Proletkult as an organisational base

The aim of the work is to consider the theoretical and methodological foundations of the study: syncretic art, human development, axiological foundations of education, the musical and communicative aspect of the interaction of educational subjects with art. The practical implementation of the idea of poly-artistic is provided by axiological, cultural, poly-cultural and poly-artistic approaches. The dependence of the learning outcomes and personality formation on the developing function of art, the creative nature of the musical and educational process, its poly-functionality and poly-artistic are the theoretical basis of the study.

COordinate Rotation DIgital Computer (CORDIC) is an effective method that is used in digital signal processing applications for computing various trigonometric, hyperbolic, linear, and transcendental functions. This paper presents the theoretical basis and practical implementation of circular (sine-cosine) CORDIC-based generator. Synthesis results of this generator based on Altera Stratix III FPGA (EP3SL340F1517C2) using Quartus II version 9.0 show that the proposed hybrid FPGA architecture significantly reduces latency (42% reduction) with a small area overhead, compared to the conventional version. The proposed algorithm has been simulated for sine and cosine function evaluation, and it has been verified that the accuracy is comparable with conventional algorithm.

When addressing issues related to the reconstruction or renovation of historic quarters of the city of Chernivtsi, special attention should be paid to the procedure of research of inner quarter spaces. The theoretical basis of the study was a number of works on the specifics of the formation of the architectural image of the central parts of historic cities and problems of urban planning. The aim of the article is to develop a method of research of inner quarter spaces, to determine ways and means of its practical implementation in the disciplines of the Department of Urban Planning, Faculty of Architecture, Engineering, and Decorative and Applied Arts, Yuriy Fedkovych Chernivtsi National University. For the discipline «Regional Architecture of Bukovina» was offered a course project related to the study of inner quarters of Chernivtsi using morphological analysis and the method of «go-along», and entering photos of courtyards in the program GeoSetter, to determine and link their location on the map of Chernivtsi. To conduct morphological analysis of the study, it is necessary to form a universal base of morphological characteristics, which can be used to describe any open space of the city

Introduction. The peer-reviewed monograph is devoted to the theory of operational search procedures. The needs of practice in the system of legal regulation of procedural and procedural issues of operational and investigative activities are not adequately reflected, which leads to the lack of an adequate theoretical basis that could become the foundation of future legislative changes. The presence of a complex set of unresolved problems arising in the adoption and implementation of decisions by officials of the bodies carrying out the operative-investigative activity and their implementation of operational and investigative actions form an urgent need to create an effective system of legal procedures in the operative-investigative activity. The authors analyzed the main sections of the work, gave a brief description of them, as well as highlighted the most interesting and informative provisions that reflect the actual issues of operational search activities. In addition, wishes were expressed to the authors of the monograph. Scientists have studied such issues as: theoretical-methodological bases of legal procedures in the operational-search activities; legal procedures in order to ensure the rights and freedoms of man and citizen when implementing operational search activities; the legal procedures for operational-investigative activities; legal procedures for realization of rights of the bodies implementing operative investigative activities; legal procedures for investigation of production; legal procedures for the use of operative-investigative activity results in criminal, arbitration proceedings, the powers of tax authorities, when making administrative and managerial decisions; legal procedures for the implementation of prosecutorial supervision over execution of laws in the operational-search activity. Conclusion. The reviewed work, of course, is a new, and very informative page in the theory of domestic jurisprudence, and the proposal for the introduction of the Operational-investigative code is extremely relevant, it requires support and early practical implementation.

The increasing wealth inequality is one of the main challenges of the 21st century. The gap between the poorest and the richest people on the planet is growing steadily. Obviously, such trend could not escape attention of social thinkers. One of the responses to the unfolding processes is the increasing popularity of the topic of the ethics of wealth. Within this framework the concept of limitarianism elaborated by Ingrid Robeyns, Professor at the University of Utrecht, is of particular interest. Limitarianism, being a political and ethical doctrine, postulates the inadmissibility of possessing wealth in excess of a certain threshold. According to Robeyns, any material wealth that goes beyond what is necessary for a fulfilling life is both redundant and ethically unacceptable, and must be redistributed. Not surprisingly, such a radical idea has been met with a wave of a wellgrounded criticism. The article examines the theoretical basis of limitarianism, analyzes the main arguments in favor and against this concept, and also attempts to answer the question about the possibility of practical implementation of Robeyns’ ideas. According to the author’s conclusion, limitarianism as a political concept has a number of serious flaws and bears a clear imprint of utopianism. However, since the concept has a very promising moral dimension, it would be wrong to write it off completely. Since limitarianism aims at the broad participation of individuals in the fate of other people and solution to the problems of humanity as a whole, it is able to gain wide public support, developing as a form of a personal ethics.
