This study examines the morphodynamic response of a deltaic system to extreme weather events. The Wax Lake Delta (WLD) in Louisiana, USA, is used to illustrate the impact of extreme events (hurricanes) on a river-dominated deltaic system. Simulations using the open source Delft3D model reveal that Hurricane Rita, which made landfall 120 km to the west of WLD as a Category 3 storm in 2005, caused erosion on the right side and deposition on the left side of the hurricane eye track on the continental shelf line (water depth 10 m to 50 m). Erosion over a wide area occurred both on the continental shelf line and in coastal areas when the hurricane moved onshore, while deposition occurred along the Gulf coastline (water depth < 5 m) when storm surge water moved back offshore. The numerical model estimated that Hurricane Rita’s storm surge reached 2.5 m, with maximum currents of 2.0 m s–1, and wave heights of 1.4 m on the WLD. The northwestern-directed flow and waves induced shear stresses, caused erosion on the eastern banks of the deltaic islands and deposition in channels located west of these islands. In total, Hurricane Rita eroded more than 500,000 m3 of sediments on the WLD area. Including waves in the analysis resulted in doubling the amount of erosion in the study area, comparing to the wave-excluding scenario. The exclusion of fluvial input caused minor changes in deltaic morphology during the event. Vegetation cover was represented as rigid rods in the model which add extra source terms for drag and turbulence to influence the momentum and turbulence equations. Vegetation slowed down the floodwater propagation and decreased flow velocity on the islands, leading to a 47% reduction in the total amount of erosion. Morphodynamic impact of the hurricane track relative to the delta was explored. Simulations indicate that the original track of Hurricane Rita (landfall 120 km west of the WLD) produced twice as much erosion and deposition at the delta compared to a hurricane of a similar intensity that made landfall directly on the delta. This demonstrates that the wetlands located on the right side of a hurricane track experience more significant morphological changes than areas located directly on the hurricane track.

Abstract. China is one of the countries that is most seriously affected by storm surges. In recent years, storm surges in coastal areas of China have caused huge economic losses and a large number of human casualties. Knowledge of the inundation range and water depth of storm surges under different typhoon intensities could assist predisaster risk assessment and making evacuation plans, as well as provide decision support for responding to storm surges. Taking Pingyang County in Zhejiang Province as a case study area, parameters including typhoon tracks, radius of maximum wind speed, astronomical tide, and upstream flood runoff were determined for different typhoon intensities. Numerical simulations were conducted using these parameters to investigate the inundation range and water depth distribution of storm surges in Pingyang County considering the impact of seawall collapse under five different intensity scenarios (corresponding to minimum central pressure values equal to 915, 925, 935, 945, and 965 hPa). The inundated area ranged from 103.51 to 233.16 km2 for the most intense typhoon. The proposed method could be easily adopted in various coastal counties and serves as an effective tool for decision-making in storm surge disaster risk reduction practices.

Hurricanes and other extreme precipitation events can have devastating effects on population and infrastructure that can create problems for emergency responses and evacuation. Projected climate change and associated global warming may lead to an increase in extreme weather events that results in greater inundation from storm surges or massive precipitation. For example, record flooding during Hurricane Katrina or, more recently, during Hurricane Harvey in 2017, led to many people being cut off from aid and unable to evacuate. This study focuses on the impact of severe weather under climate change for areas of Harris County, TX that are susceptible to flooding either by storm surge or extreme rainfall and evaluates the transit demand and availability in those areas. Future risk of flooding in Harris County was assessed by GIS mapping of the 100-year and 500-year FEMA floodplains and most extreme category 5 storm tide and global sea level rise. The flood maps have been overlaid with population demographics and transit accessibility to determine vulnerable populations in need of transit during a disaster. It was calculated that 70% of densely populated census block groups are located within the floodplains, including a disproportional amount of low-income block groups. The results also show a lack of transit availability in many areas susceptible to extreme storm surge exaggerated with sea level rise. Further study of these areas to improve transit infrastructure and evacuation strategies will improve the outcomes of extreme weather events in the future.

Numerical simulations were conducted using these parameters to investigate the inundation range and water depth distribution of storm surges in Pingyang County under five different intensity scenarios (915, 925, 935, 945, and 965 hPa) with consideration of the impact of seawall collapse. The simulation results show that the range of storm surge inundation expands with increasing typhoon intensity. The scenario with the most intense typhoon (915 hPa) had the most adverse track, with an associated area of inundation of 233 km2 that included most areas of the town of Aojiang, eastern areas of Wanquan, northern areas of Songbu, as well as parts of Kunyang and Shuitou.

Abstract. In the study, the neural basis of emotional reactivity was investigated. Reactivity was operationalized as the impact of emotional pictures on the self-reported ongoing affective state. It was used to divide the subjects into high- and low-responders groups. Independent sources of brain activity were identified, localized with the DIPFIT method, and clustered across subjects to analyse the visual evoked potentials to affective pictures. Four of the identified clusters revealed effects of reactivity. The earliest two started about 120 ms from the stimulus onset and were located in the occipital lobe and the right temporoparietal junction. Another two with a latency of 200 ms were found in the orbitofrontal and the right dorsolateral cortices. Additionally, differences in pre-stimulus alpha level over the visual cortex were observed between the groups. The attentional modulation of perceptual processes is proposed as an early source of emotional reactivity, which forms an automatic mechanism of affective control. The role of top-down processes in affective appraisal and, finally, the experience of ongoing emotional states is also discussed.

This study attempted to identify the impact of internal work environment on the retention of healthcare providers at Turaif General Hospital in the Kingdom of Saudi Arabia. In particular, the study aimed to identify the dimensions of work circumstances, compensation, and relationship with colleagues, professional growth, and the level of healthcare providers’ retention. In order to achieve the study goals, the researcher used the descriptive analytical approach. The researcher used the questionnaire as the study tool. The study population comprised all the healthcare providers at Turaif General Hospital. Questionnaires were distributed to the entire study sample that consisted of 220 individuals. The number of questionnaires valid for study was 183 questionnaires. The research findings were as follows: the participants’ estimate of the work circumstances dimension was high (3.64), the participants’ estimate of the compensation dimension was moderate (3.32), the participants’ estimate of the relationship with colleagues dimension was high (3.62), the participants’ estimate of the professional growth dimension was weak (2.39), and the participants’ estimate of healthcare providers’ retention level was intermediate (2.75). Accordingly, the researcher’s major recommendations are: the need to create the right atmosphere for personnel in hospitals, the interest of the hospital to provide the appropriate conditions for the staff in terms of the physical and moral aspects for building the work adjustment in the staff, and conducting training courses and educational lectures for personnel in hospitals on how to cope with the work pressures.

The right to adequate housing is a constitutional imperative which is contained in section 26 of the Constitution. The state is tasked with the progressive realisation of this right. The allocation of housing has been plagued with challenges which impact negatively on the allocation process. This note analyses Ekurhuleni Metropolitan Municipality v Various Occupiers, Eden Park Extension 51 which dealt with a situation where one of the main reasons provided by the Supreme Court of Appeal for refusing the eviction order was because the appellants subjected the unlawful occupiers to defective waiting lists and failed to engage with the community regarding the compilation of the lists and the criteria used to identify beneficiaries. This case brings to the fore the importance of a coherent (reasonable) waiting list in eviction proceedings. This note further analyses the impact of the waiting list system in eviction proceedings and makes recommendations regarding what would constitute a coherent (reasonable) waiting list for the purpose of section 26(2) of the Constitution.

Container yards tend to be located along waterfronts that are exposed to high risk of storm surges. However, risk assessment tools such as vulnerability functions and risk maps for containers have not been sufficiently developed. In addition, damage due to storm surges is expected to increase owing to global warming. This paper aims to assess storm surge impact due to global warming for containers located at three major bays in Japan. First, we developed vulnerability functions for containers against storm surges using an engineering approach. Second, we simulated storm surges at three major bays using the SuWAT model and taking global warming into account. Finally, we developed storm surge risk maps for containers based on current and future situations using the vulnerability function and simulated inundation depth. As a result, we revealed the impact of global warming on storm surge risks for containers quantitatively.
