Peraturan Bupati Nomor 5 Tahun 2010 tentang Peraturan Penegakan Syariat Islam dalam pemakaian busana Islam di Kabupaten Aceh Barat. PERBUP ini adalah menjadi pokok permasalahan yang utama dalam penelitian ini. Penerapan peraturan tersebut menjadi kontradiksi di kehidupan masyarakat dalam memahami dan mematuhi kebijakan tersebut. Permasalahan lain dalam qanun syariat islam yang diterapkan di Provinsi Aceh dan khususnya Kabupaten Aceh Barat adalah belum diberlakukannya aturan kepada Warga Negara Asing yang melanggar norma-norma syariat islam. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis permasalahan sosial yang dialami masyarakat terkait pelaksanaan peraturan Syariat Islam di masyarakat Aceh Barat. Pendekatan penelitian ini menggunakan kualitatif. Hasil penelitian ini menunjukkan bahwa permasalahan sosial penerapan Syariat Islam di Kabupaten di Aceh Barat pasca pemberlakukan peraturan Bupati Nomor 5 Tahun 2010 belum berjalan secara maksimal karena terjadi peningkatan kasus-kasus yang signifikan dari tahun 2011-2015. Pelanggaran-pelanggaran terhadap penerapan syariat Islam tersebut diantaranya disebabkan oleh kelemahan sosialisasi ke masyarakat dalam penerapan kebijakan dan kurangnya anggaran operasional, sehingga implementasi kebijakan tidak berjalan dengan baik. Selain itu ada juga intervensi kelompok aktivis Hak Asasi Manusia yang meyakini bahwa hukum syariat Islam yang diterapkan di Aceh adalah melanggar HAM.Regent Regulation No. 5 of 2010 on the Regulation of Enforcement of Islamic Sharia in the use of Islamic dress in the District of West Aceh. This is a key issue in this research. The implementation of the regulation becomes a contradiction in the life of the community in understanding and complying with the policy. Another problem in qanun syariat Islam that is applied in Aceh Province and especially West Aceh regency is not yet enforced rules to foreign citizen who violate norms of Islamic sharia. This study aims to identify and analyze social problems experienced by the community related to the implementation of Islamic Sharia rules in the people of West Aceh. This research approach uses qualitative. The results of this study indicate that the social problem of the implementation of Islamic Sharia in the District in West Aceh after the enactment of Regulation No. 5 of 2010 has not been running maximally due to the increase of significant cases from 2011-2015. Violations against the implementation of Islamic Sharia are caused by the weakness of socialization to the community in the implementation of the policy and the lack of operational budget, so the implementation of the policy is not going well. In addition there are also intervention groups of human rights activists who believe that Islamic sharia law applied in Aceh is a violation of human rights.

Abstract This study aims to describe zakat concept is a solution to the social problems in Indonesia. Zakat can improving people's welfare. In this paper want to explain zakat concept to  social problem solution in Indonesia. Indonesia is a country with a large Muslim population with a population of 209.12 million. This is zakat in Indonesia is very potential. By using a study of literature (literature research), the author analyzes zakat concept is  solution to the social problems in Indonesia. The results of the study show that the existence of zakat is to be managed and maximized properly, in order to solve the social problems in Indonesia. In addition, zakat is also a means of welfare for the people. So, creating a prosperous society and the realization of equality within the Indonesian state. Keywords:  Zakat, Muslim, Social Problems, Poverty     Abstrak Studi ini bertujuan untuk mendeskripsikan konsepi zakat sebagai pemecahan problematika sosial di Indonesia. Zakat dapat menjadi sarana dalam meningkatkan kesejahteraan umat. Seringkali timbul problematika sosial yang disebabkan karena kemiskinan. Untuk itu dalam paper ini akan dibahas konsepsi zakat dalam memecahkan problematika sosial. Indonesia merupakan negara dengan penduduk muslim yang besar dengan jumlah penduduk 209,12 juta jiwa. Dengan begitu, zakat di Indonesia sangat potensial keberadaannya. Dengan menggunakan studi literatur (literature research), penulis mendeskripsikan studi konsepsi zakat sebagai pemecahan problematika sosial di Indonesia. Hasil studi menunjukkan bahwa keberadaan zakat sudah saatnya untuk dikelola dan dimaksimalkan dengan baik, demi terpecahkannya permasalahan sosial yang terjadi di Indonesia. Selain itu, zakat juga menjadi sarana menyejahterakan umat. Sehingga terciptalah masyarakat yang sejahtera dan terwujudnya pemerataan di lingkungan negara Indonesia. The existence of vagrants and beggars as a sub-culture of poverty is a separate problem for the government and the people of Yogyakarta in general. This research was conducted to examine and analyze the effectiveness of the Yogyakarta City Government Regional Regulation No. 1 of 2014 concerning the handling of homeless and human rights beggars in the review of maqasid shariah and seeks to find the crucial factors that influence the effectiveness of the DIY city government regulation based on a human rights perspective. humans in the view of maqasid syariah. The facts in the field were collected using qualitative methods with a sociological normative juridical approach and technical analysis using analytical descriptions. The results of this study are the Role and Functions of the Social Service in tackling Homeless and Beggars in the Special Region of Yogyakarta which has been procedurally fulfilled based on the Yogyakarta Regional Regulation No. 1 of 2014, but conceptually has not been fully implemented in the DIY City Regional Regulation No. 1 of 2014. In the perspective of human rights, in terms of quantity, the regional regulation has guaranteed the fulfillment of the rights of the homeless and beggars, the implementation is in accordance with standard operational procedures in the field. According to the Maqasid syariah perspective, the government's program to overcome sprawl has realized the maqasid syariah, namely the maintenance of religion (hifz din), reason (hifz al-aql) maintenance of the soul (hifz al-nafs) maintenance of offspring (hifz al-nasl) maintenance of property ( hifz al-mal)

Human rights as a barometer of the law in its formation is to see from the social phenomena that grow and develop in society that gave birth to social contract. Society is understood as the unity of separate individuals who build a personal bond before the emergence of society itself. The state's form of responsibility to its people is to create opportunities for people to gain their rights, as a form of contribution to the people as legitimate owners. The State can no longer ignore any form of any popular will, it is a Right that must be protected and gained great influence from other societies, including the international community globally, which can ultimately affect and / or become a barometer of globalization. Globalization is portrayed as increasing interconnection and social interdependence, politics, economy, law and culture of society behavior, but globalization has also resulted in diminishing the virtue of nation state even an important phenomenon that can not be avoided by anyone, any nation and any country, including Society, nation and state of Indonesia. For that it is fitting for the people and the Indonesian nation to be wary of the growth and development of Globalization that can damage the Mission of Pancasila as the Reject Measure the life of nation and state.

In the collective imagination, the practices and outcomes of social entrepreneurship seem to hold hope for a better future. So far, these practices have been largely assumed as idealised types with the ‘social’ in social entrepreneurship underexplored. Such assumed neutrality, we argue, is hampering the development of a more robust theoretical corpus for understanding the phenomenon and inspiring practices that are more effective. In this article, we analyse the sensemaking of the social in social entrepreneurship by exploring the ways in which social entrepreneurs make sense of social problems and develop solutions for addressing them. Our empirical analyses of the stories of 15 social entrepreneurs indicate two distinct types of sensemaking and sensegiving practices, aligned with Amartya Sen’s notions of social justice. Drawing on these findings, sensemaking and social justice theory, we elaborate a two-type social sensemaking model pertaining to the appreciation and assessment of circumstances and the differing problem/solution combinations emerging from alternative ontological views of what constitutes a social problem.

This study aims to describe in full and in depth the social reality and various phenomena that occur in the society which is the subject of research so that the characteristics, characters, traits, and models of these phenomena are described. The main issues in this study are 1. How is the welfare of scavengers and beggars in Palu City 2. What factors affect the welfare, psychological and financial of scavengers and beggars. 3 What is the strategy of the Palu City Social Service Family Welfare Consultation Institute in motivating the welfare of scavengers and beggars. This research is classified as qualitative with the research approach used is a normative and sociological approach, namely environmental interactions that are in accordance with social units, individuals, groups, institutions, or communities. The data source of this research is the people of scavengers and beggars. Furthermore, the data collection methods used were observation, interviews, and documentation. Then the data processing and analysis techniques were carried out through three stages, namely: data reduction, data presentation and drawing conclusions. This study was carried out by checking the validity of the data with trigulation techniques. In an effort to improve people's welfare, these efforts cannot be separated from the Regional Medium-Term Development Plan (RPJMD). Based on this basis, the Palu City Social Service has adopted various policies to improve the welfare of the community, especially scavengers and beggars. In the study, it was found that the welfare of scavengers and beggars in Palu City by the Family Welfare Consultation Institute (LK3) is an increase in human and economic resources, by providing assistance in the form of rehabilitation and knowledge development to provide abilities to beggars and scavengers in Palu City. There are many factors behind the emergence of scavengers and beggars in people's lives. Based on the author's observations, the factors in the emergence of beggars and scavengers can be caused by 1. Poverty problems (Financial). 2 Educational problems. 3 Work skills problems. 4 Psychic Problems

ABSTRACTThis article offers a theoretical framework for studying loneliness among older people from a social problems perspective. The framework combines the constructionist approach to social problems (Spector and Kitsuse) and systems theory (Luhmann). Based on the first approach, we understand the social problem of loneliness among older people to be the result of claims-making activities by different key actors. These activities are guided by underlying moralities, causalities and solutions. With the second approach, we can explain how social problems are framed differently within different social systems. The proposed framework is primarily aimed at researchers studying social (in contrast to bio-medical or psychological) aspects of loneliness among older people. It helps not only to guide research designs in order to address conflicting perspectives, rationalities and interests but also to enable researchers to grasp fully how ‘loneliness among older people’ is attributed (potentially shifting) meanings through communicative acts by influential stakeholders in the ‘social problems industry‘. Combining constructionism and Luhmann's theory also helps to interpret and explain concrete claims-making concerning loneliness as a social problem. The argument in this article is illustrated via three different social systems: medicine, religion and economy. Loneliness among older people appears to be something different from each of these perspectives: as a matter of health and illness, of spirituality, and of incentives and commodities, respectively.

Abstract The French and Belgian bans on face veils in public places have been subjected to strong substantive human rights critiques. This article takes a complementary approach, examining the bans from the perspective of procedural fairness. Indeed, the French and Belgian bans are extreme examples of legislative processes taking place above the heads of the people concerned, neglecting the ban’s possible human rights impact. After exploring what the social psychology notion of procedural fairness entails for the judiciary and the legislator, especially in a multicultural context, this article details procedural fairness shortcomings with respect to the face veil ban in France and Belgium. Subsequently, the article sets out how the European Court of Human Rights might compensate for these shortcomings.
