The article examines the modern realities of the functioning of the State Regional Development Fund as a budget program within the State Budget of Ukraine. The purpose of the study is to reveal the key features of the Fund functioning in modern conditions, to assess the current state of financial support of regional development projects, to identify the main problems in this field, and to develop possible solutions. The article substantiates the importance of sustainable development of territories as a mode of functioning of the region, characterized by harmonious positive changes in the most important spheres of life of the individual, society, and state, considering the interests of present and future generations. The change of the tendency of the gap between the declared and approved volumes of financing of regional development projects in 2015-2021 is estimated and the possible consequences of such gap are outlined. The volume and number of development projects in the regional and district dimension, funded by the Ukrainian State Regional Development Fund in 2020, are marked on the map of Ukraine. The need for uniform distribution of project financing based on the new zoning and elimination of "white spots" on the project map is emphasized. The ratio of the number of regional development projects in terms of settlements of implementation by their status was studied. Structural analysis of the use of funds of the Ukrainian State Regional Development Fund by purpose and type of work is performed; the average cost of regional development projects by category and in general are calculated and compared. Based on the analysis, the "bottlenecks" of the Ukrainian State Regional Development Fund functioning at the present stage are identified and the ways to solve them are proposed.

The implementation of national regional policy depends on the extent to which its mechanisms and instruments ensure effective regional development. One of the important tools for solving the problems of social and economic development of the regions is the program approach to planning and management of the regions. However, the situation with funding and implementation of regional target programs in the regions is unsatisfactory. The purpose of the article is to investigate trends and find out the problems of budget financing of social and economic development using the program-targeted approach on the example of Zaporizhzhia region. The following methods were used for the study: historical, abstract and logical, systemic and comparative analysis. In the article, the issues of budget financing of social and economic development using a program-targeted approach are examined. The regional target programs and projects of the State Regional Development Fund for Zaporizhzhia region are analyzed. The following main features, weaknesses and problems of financing are identified: the dominance of the social component of the regional programs and projects of the State Regional Development Fund over the development-related one; duplication of tasks and activities by different programs; inconsistency of regional target programs with the strategic and operational goals of regional development strategies; fragmentation of regional target programs, which significantly complicates their management The directions of improvement of the regional target programs’ funding that correspond to the peculiarities of the current stage of social and economic development of Ukraine are outlined: activation of extrabudgetary financing, control of program measures implementation, elimination of duplication of program measures.

The article summarizes the arguments and counterarguments within the scientific discussion on the resource management of the State Fund for Regional Development of Ukraine (Fund). The main purpose of the study is to assess the effectiveness of resource management of this Fund from the standpoint of improving the effectiveness of state financial support for regional development in Ukraine. Systematization of literature sources and approaches to solving the problem of effective use of state budget funds to finance regional development goals showed that in general there is a positive assessment of the feasibility of the State Fund for Regional development in Ukraine, but there are significant shortcomings and problems in financing regional development measures. The urgency of solving this scientific problem is that being a significant budgetary resource for the implementation of goals and objectives of regional development, the Fund is not used effectively due to improper management. The study of the peculiarities of the resource management of the State Fund for Regional Development of Ukraine in modern challenges was conducted from the standpoint of assessing compliance with national legislation of budgetary discipline, economic and social feasibility and taking into account the following factors: ensuring full compliance with budget legislation of Ukraine; absence of violations of terms of distribution of means of fund; absence of violations in planning, selection and approval of investment programs and regional development projects; directing the established share of Funds resources to the economic development of the regions; timely and full development of resources at the planned facilities; an effective system of internal control over the effective use of budget funds; based on the results of the study, conclusions were prepared. The methodological tools of the study were the methods of economic and statistical analysis, grouping, comparisons, index analysis and factor analysis. The research period is 2016—2020. The article presents the results of the empirical analysis, which showed that there are systemic problems in the organization of resource management of the State Fund for Regional Development. The study empirically confirms and theoretically proves that it is necessary to update the provisions of Article 241 of the Budget Code of Ukraine to determine the resources of this Fund in the amount of at least one percent of the total fund of the State Budget of Ukraine; the distribution of the fund’s funds should take into account territorial differentiation according to the regional human development index; identification of additional criteria for selection of regional development projects that will ensure the achievement of positive economic changes in the regions; organize an effective system of internal control and internal audit. The results of the study can be useful for use in research and in the activities of state, regional and local governments in terms of taking into account the peculiarities of the management of the State Fund for Regional Development in Ukraine.

The model of long-term planning of sustainable regional development in the context of providing a effective state regional policy is developed in the article. The received model is simulated and it’s involves the coordination of macro and micro indicators of sustainable development. The GRP value is calculated with the forecasted values of these indicators, and then their equilibrium is estimated which is possible, as was noted above, on the basis of the Gini coefficient. This allows to receive an agreed forecast for all indicators. To ensure the effectiveness of the state policy influence on sustainable development is possible by systematizing the activity and formalization of the state regional policy and improving its organizational, legal and methodological support, in particular, correction of the defining and adjusting parameters of the sustainable development in the scale of separate regions and the state. Since the normatively fixed criteria for evaluating such a development differ significantly among themselves (applied for the quarterly and annual evaluation). The main stages of planning of regional development processes in the social and economic directions are specified. In view of them, information and analytical technology is built. The forecasting technology should provide a refinement of the system of indicators of the sustainable development of regions and expansion of those indicators that are necessary to describe the conditions of this development in relation to the state as a whole. In our view, the realization of this task should take place provided that the correlation analysis of the indicators is applied. The choice of a method of research of development of regional processes is proved. The adequacy of the model of long-term planning of sustainable regional development in Ukraine is estimated. The results received are the basis for working out of a complex of actions for indicative plans and monitoring of the development of the state regional policy.

Abstract. The article examines the features of the state regional policy of Ukraine and financial and credit mechanisms for its implementation in 2016—2019. The purpose of the article is to determine the possibilities of using various financial instruments in the state strategic development of regions and cities in the implementation of the integration strategy of regional development management of Ukraine. The methodological basis of this research are projects of international technical assistance, statistical information of the Ministry for Communities and Territories Development of Ukraine, the State Statistics Committee of Ukraine, strategies and strategic plans for urban development. The normative-legal basis of realization of the state regional policy in Ukraine is investigated. Models of financing regional policy depending on the leading role of regional development actors and the predominance of external or local resources for new initiatives are identified (model «top development», «external development», «internal development»). The financial instruments used to implement the strategic development plan of the region and the city (budget, investment, credit, grant) are studied. The projects and programs implemented in Ukraine in the field of decentralization and regional policy are summarized. The practice of using financial instruments of state strategic development on the example of the cities of Central and Eastern Ukraine (Dnipro, Zaporizhia, Kharkiv, Kryvyi Rih, Poltava) is studied. It is proved that the resources of the state budget are the main source of funding for infrastructure investments in the region and the city. Problems of regional strategies implementation are highlighted: ineffectiveness of existing mechanisms and tools for strategy implementation, lack of clear correlation between budget and strategic planning, insufficient amount of funding and its unpredictability, lack of regional development strategies with adequate financial resources. The directions of improvement of the state regional development are defined: expansion of the international and regional relations, intensification of receipts in the city (foreign and internal investments), formation of investment positive image, development of public-private partnership, distribution of corporate social responsibility policy. The scientific article is devoted to the coverage of one of the most pressing problems of Ukraine - problematic aspects of its economic security. The authors cover the current state of Ukraine's economy and analyze the views of domestic and foreign scholars on overcoming the economic crisis in the country. The current state of legal support of the foundations of financial and economic security of Ukraine is studied. The emphasis is on the crucial role of reforming and creating a new concept of the financial system of Ukraine. The foreign experience of ensuring the economic security of the country is analyzed. The paper plays a crucial role in reforming the system of public authorities in order to reduce the corruption element in public processes. The authors define that the financial system is a significant social sphere in society, on the state of which depends not only the economic security and reliability of the country, but also the potential of the state on the world stage as a whole. That is why the article focuses on the development of a new effective concept that would restructure the entire sector of the financial system of the state should be a priority in state and regional policy. This determines the urgency of studying the main problems and shortcomings of the current financial system of Ukraine, as well as the objective need to introduce a new concept of economic security of Ukraine. The Concept proposes ways to optimize the activities and structure of the subjects of financial system management in Ukraine, coordination and interaction between them. Proposals are provided for improving the administrative legislation that defines liability for financial offenses. Criteria for evaluating the effectiveness of financial system management are outlined. The concept envisages reforming the bodies of the Ministry of Finance of Ukraine, the Ministry of Internal Affairs of Ukraine, the Security Service of Ukraine, the State Tax Service of Ukraine, the State Customs Service, the State Fiscal Service, the State Audit Office, the Financial Monitoring Service, the Office of the Prosecutor General of Ukraine. state policy in the field of economy and finance, ensuring the economic security of the country, combating economic crime, reducing the shadow economy, control over the completeness of customs and tax revenues, as well as the effective use of the State budget.

Today, the different speeds of regional development and the preservation of unresolved structural contradictions, which have a pronounced regional dimension, have become one of the main foundations of political reconstruction in the growth of changes to ensure national security. Favorable regional institutional environment creates opportunities for optimal use of resources of the territory, which is the basis for ensuring the proper quality of life of the population of the region, eliminating all possible dangers at all levels. The strategic objectives of regional policy are to increase the competitiveness of regions and strengthen their resource potential, ensure human resources development, development of interregional cooperation, it is clear that under conditions of stable functioning of the security system at the regional level and thus the national system. In addition, the regional policy of the state - targeted actions of the state aimed at balancing the conditions of regions and their results, improving the use of aggregate regional resources and opportunities that can be implemented against the background of comprehensive security actions in all areas, including local levels. The mechanism of implementation of state regional policy, which can be defined as a system of specific state levers and organizational and economic means by which state influence on the spatial organization of society, provides socio-economic development of regions, improves the structure of their economic complex. That recently, due to the crisis situation in the country and military action, the system of state regional policy has paid considerable attention to the system of ensuring the security of the region from possible threats and challenges that may cause national dangers. The main components of the integrated mechanism of state regional policy of Ukraine, as defined by current regulations, are: the relevant legal framework, budget and financial regulation of regional development, forecasting and programming, development of various forms of territorial organization of productive forces. Legislative regulation at the international level of regulatory relations creates favorable conditions for a single legal activity related to national security, which, in turn, includes organizational and communicative tasks in the implementation of domestic and foreign policy at all levels.

Problem setting. The development of social relations, the economic well-being of the population and the stable social structure of any state in the present circumstances are conditioned by a series of factors, one of which is the development of innovative infrastructure. One of the most important directions of development of the economic sector of our country was the formation of an innovative model of the economy, which puts to law the new tasks of clarifying the purpose and social value of law as a regulator of social relations. Analysis of recent researches and publications. The current state of the study of the selected issues indicates that the sources from which public-law organizations are investing innovative activities of small and medium-sized innovative entrepreneurship in the EU are insufficient. At the same time, the state policy of the EU countries in the scientific and technical sphere is realized through the use of various instruments, which include: legislation, tax policy, size and nature of the allocation of budget funds, including for the implementation of works in priority areas, the formation and maintenance of infrastructure, personnel, etc. Target of research is to identify the public and legal means of investing small and medium innovative entrepreneurship in the EU. Article’s main body. In the EU, the innovative component of public policy encompasses the scope of national scientific institutions (institutes, research centers, university laboratories, etc.). There are government programs that receive partial funding from the state budget. The state is guided by different criterias when deciding on the financing of specific works. First, the prospect of each specific direction is evaluated from the point of view of preserving the country’s achieved position on the world market in the future. Second, the recognition at the governmental level of innovation as a vital factor of economic development, the conduct of a broad government company on the problems of innovation. The current state of regulatory support suggests that structural funds such as the European Regional Development Fund and the European Social Fund should be considered as the main public sources of investment for innovative enterprises. In particular, such funds are implementing EIC Pathfinder Pilot, FET Innovation Launchpad, EIC Transition to Innovation Activity, EIC Accelerator, Programme for the Competitiveness of Enterprises and Small and Medium-sized Enterprises (COSME) etc. Conclusions and prospects for the development. In the EU, the investment of small and medium enterprises is not homogeneous, but a large part of them, despite the large number of investment support tools for such companies, face significant challenges in accessing investment resources. Developing a successful pan-European policy requires an indepth understanding of the problems and specifics of financing the innovation activities of small and medium innovative enterprises in EU Member States.

The article investigates the priorities of budget investment and trends in the distribution of capital expenditures among the budgetary system levels in Ukraine during 2010-2019 period. It has been established that capital expenditures of budgets in Ukraine cannot be equated with capital investments from the budget, since they contain articles that are inconsistent with the classical understanding of investments. But the analysis of their dynamics and structure makes it possible to identify the priorities of budget investment and the distribution of budget investment among the budget system levels. It has been established that since 2015 in Ukraine there has been an increase in the share of capital expenditures of the consolidated budget in the total expenditures of the consolidated budget at the expense of local budgets, which are a consequence of an increase in the local budgets resource base in relation to the decentralization reform. A positive trend of growth in the percentage of capital expenditures fulfillment of both state and local budgets was revealed. Also, since 2015, a change in the ratio of capital expenditures among the levels of the budget system in the direction of the prevalence of local budgets and a change in the structure of capital expenditures of the state and local budgets has been revealed: in the state budget, capital transfers to enterprises that are a form of support for certain sectors of the economy are decreasing, but in local budgets they are growing. Thus, the economic function of the state to support individual sectors of the economy is delegated to local budgets. It also revealed a change in priorities in the structure of financing public investment projects from the state budget of Ukraine during 2019-2020 from social development projects to transport infrastructure development projects (70% of funding). It has been established that capital investments from budgets of all levels are not aimed at multiplying budget investments; therefore, an increase in budget capital expenditures does not guarantee the acceleration of the state economic development. The improvement of the investment activities state management system should be realized in the direction of formation and budgetary financing the investment projects that will contribute to the introduction of new technologies, the creation of new jobs and the investment attractiveness of the country.
