Determinants of citizens' attitude to the Ukrainian government: a sociological analysis

The article considers the perception of citizens of the government of Ukraine depending on the institutional forms of its formation. Citizens 'attitudes toward government are individuals' reactions to government policies and the activities of its leaders. The formation of these reactions occurs by comparing one's own expectations about the government's activities with the perception of the results of these activities. The dynamics of the influence of socio-economic, value-ideological and structural factors on the assessment of government activities was analyzed on the basis of empirical data from the five waves of the European Social Research (ESS) and the 2020 monitoring study of the Institute of Sociology of the National Academy of Sciences of Ukraine. the dynamics of the influence of socio-economic, value-ideological and structural factors on the assessment of power was analyzed. It was found that in the case of forming the government through a coalition of political forces in the parliament, citizens' perception of government activities is largely determined by their ideological beliefs. In particular, in relation to both governments of Yulia Tymoshenko, more satisfaction was observed among people who position themselves on the right ideological flank. On the other hand, in relation to the government of Viktor Yanukovych, more satisfaction was observed among people positioning themselves on the ideological left flank. In contrast to this, when the government is formed on the initiative of the presidential administration, government policy is perceived by the population through the prism of their structural and socio-economic interests. Satisfaction with the activities of the second Mykola Azarov’s Government and the Denys Shmyhal’s Government was mostly conditioned by an income and financial situation of the respondens. The results of the study generally supported the assumption that the turnover of government and the institutional form of government is reflected in the attitude of citizens to the activities of governments.

The article presents reflections on the book Science and Human Dimensionality of Surrounding Reality written by E.M. Babosov, who is a famous philosopher and sociologist, academician of the National Academy of Sciences of Belarus. The book was published to the 90th anniversary of the author’s birth. The reviewed book reveals the nature, features, and trends of scientific cognition. There demonstrates wide panorama of interconnections between scientific cognition and education, religion, culture, political system, management, national and global security. The book’s author describes the challenges, issues, and prospects of the 21st century. In his research, E.M. Babosov searches the answer to the question: Will science save humanity? The author’s meditations in the book is the result of his thoughts and concerns of recent decades. The academician acknowledges that scientific cognition, comprehension, and interpretation have eventually become his vocation. According to the book’s author, the progress of science is always a challenge, when the right and the wrong are equal, and new ideas change the usual world-picture. E.M. Babosov provides his vision on relevant modern issues in the light of the government practice of the Republic of Belarus, its diverse manifestation under the global instability condition as well as emphasizes the most relevant problems in the areas of cyber and media spaces, network society formation, largescale digitalization of all human activity spheres. The author analyzes the issues of the development of Belarusian statehood, national identity, national system of government management, personal and public security, political system advance.

The article is devoted to the 110 anniversary of the birth of the Belarusian scientist, the founder of the section of chemical science – Chemistry of solids, the organizer and the first director of Institute of the General and Inorganic Chemistry of the National Academy of Sciences of Belarus, academician of the Academy of Sciences of Belarus – Mikhail Mikhaylovich Pavlyuchenko. In the article, the career devoted to search of the implication and chemical mechanism of the processes proceeding with participation of solids is described. Identification of the defining stages (limiting stages) and regularities of thermal dissociation reactions and synthesis of different classes and various structure of substances, as well as the definition of ways to operate these processes are described in this paper. His pedagogical and practical activities were purposeful, he looked for and found the young people interested in scientific research, excited them with his ideas, prepared 40 candidates and 3 Doctors of Chemistry. Together with the academician N. F. Ermolenko and the engineering structure of the institute, he prepared, proved the ways and possibilities of use and enrichment of sylvinites of the Starobinsky field, and repeatedly reported for the government and wide audience on importance of chemical industry development in Belarus. His course of life is a service to science and the Homeland.

Members of the American Society for Microbiology (ASM) have a considerable history of bringing scientific and technical knowledge to the issue of biological weapons control and being available to serve in advisory roles to the government. ASM's involvement with the biological weapons issue began in the 1940s, when microbiologists served as advisors to the government's Biological Defense Research Program and participated in the Biological Warfare Committee of the U.S. National Academy of Sciences. In 1970, a controversy resulting from the ASM's involvement with this issue abated when the ASM Council approved a statement concerning non-secrecy and free movement in research. Simultaneously, the society affirmed support for President Richard M. Nixon's action to end the U.S.'s offensive biological weapons program. The society's code of ethics, published in 1985, contains two relevant sections that seek to discourage ASM members from participating in biological weapons development.

The partnership between the Regional Government and the private sector is a step that the Government can take as an effort to cover up the limitations in waste management in the city of Pekanbaru. The dynamics of rapid population growth have had consequences for increasing the volume of garbage to approximately 1,100 tons per day. The Pekanbaru City Government then took steps to implement partnerships with the private sector as an effort to manage waste management. However, the involvement of the private sector in dealing with waste issues actually showed a failure in 2015. In 2018, the Pekanbaru City Government again planned to submit waste management to the private sector. Therefore, this study tries to focus on two formulations of the problem, which is why the Pekanbaru City Government again delegates the authority to manage waste in the city of Pekanbaru to the private sector? And what is the right scheme for government and private partnerships in carrying out waste management in Pekanbaru City? To answer the above questions, this research was escorted by the Reinventing Government theory of David Osborne and Ted Gaebler and also the theory of Public Private Partnership. Through the case study method, this research will explore the partnership between Pekanbaru City Government and the private sector in waste management in Pekanbaru City. The results showed that the objective of the partnership between the Regional Government of Pekanbaru and third parties in waste management in the city of Pekanbaru was to overcome the inability of the Pekanbaru City Government to provide facilities and infrastructure, garbage fleets, human resources and budget constraints. Thus, the logic of this partnership leads to one of the lines of thought offered by Osborn regarding the Catalytic Government (Steering Rather Than Rowing). The scheme of success of the partnership of Pekanbaru City Government and the private sector in waste management needs to pay attention to process factors, partner factors and structural factors. Thus, waste management in the city of Pekanbaru requires a paradigm shift, from being limited to disposal to become a focus on management and utilization.

The April 2018 article of Diana Mutz “Status Threat, Not Economic Hardship, Explains the 2016 Presidential Vote,” was published in the Proceedings of the National Academy of Sciences and contradicts prior sociological research on the 2016 election. Mutz’s article received widespread media coverage because of the strength of its primary conclusion, declaimed in its title. The present article is a critical reanalysis of the models offered by Mutz, using the data files released along with her article. Contrary to her conclusions, this article demonstrates that (1) the relative importance of economic interests and status threat cannot be estimated effectively with her cross-sectional data, and (2) her panel data are consistent with the claim that economic interests are at least as important as status threat. The preexisting sociological literature has offered interpretations that incorporate economic interests and, as a result, provides a more credible explanation of the 2016 election.

Use Rights Certificate Business Place (SHPTU) is proof of ownership of the right to use business premises (shop) in a market that is owned by market traders. SHPTU have a fairly high economic value. Therefore, expected SHPTU can be used as loan collateral. SHPTU have a common element of the lease, as in article 1548 of the Civil Code. Because SHPTU not the right material, then SHPTU can not be guaranteed by using a material guarantee institutions. The research method with the added element of normative juridical empirical, with the analysis of qualitative data. From the analysis it can be concluded that SHPTU not the right material, but given SHPTU has economic value and can be transferred, it is expected that the government can immediately respond to the needs of society (the Merchants Market) to the existence of a guarantee institution which can accommodate SHPTU shop as loan collateral. Resulting from the rigidity of the legal material to deliver the right material on business premises or SHPTU recommended for use kaedah contained in Article 48-49 of the legislation Flats by issuing Certificates of Building Owners and Building (SKBG), where the issuance of the certificate is the same between Local government in this case the Department of Public Works and the Department of Housing, while still managing PD Pasar Jaya as it has been running for this. Issuing authority on the issuance of a certificate is not PD Pasar Jaya but agency in charge of publishing the SKBG. When referring to the Building Act SKBG publishing at the Department of Public Works, and when referring to the Law on Housing, the publishing SKBG by the Department of Housing. That way it is assured of legal certainty as mandated by state law, as well as the grand theory of Hans Kelsen. The thematic focus of this issue of the journal "Religious Freedom" was determined by the International Scientific and Practical Conference "Religious Freedom: Updating of Family Values", held on September 24-25, 2018 in Kyiv, Ukraine. Since 1994, conferences, which discussed various aspects of the existence of religious freedom, have become traditional. They necessarily ended with publication of materials of public discussion. This year the conference was devoted to the XXV-year anniversary of the Ukrainian Association of Religious Studies (URA), authoritative in Ukraine and far beyond its borders. The conference was organized by the Institute of Philosophy named after G.S. Skovoroda of the National Academy of Sciences of Ukraine, the Ministry of Culture of Ukraine, the Ukrainian Association of Religious Studies, the Institute of Religious Freedom. The materials of the mounds located on the Lower Dnieper Right Bank, investigated by the Krasnoznamiansk expedition of the Institute of Archaeology of the National Academy of Sciences of Ukraine in 1995, are introduced into scientific circulation. In total, 27 burials were examined, mainly of the Early Bronze Age, which were located in three burial mounds that fell into the reclamation zone between the villages of Kachkarovka and Sablukovka of the Beryslavskyi district of the Kherson Region The total number of mounds reaches 16 units. The Bronze Age of this region has been extremely insufficiently studied. Therefore, the published burials substantially supplement the understanding of it. As in other places, the first Yamna culture burials in the mounds are oriented along the west-eastern line, the later burials are oriented in a circle. The shape of the graves, the position of the buried people is typical for this region. These are rectangular pits with marked corners, shoulders or ledges. At a later stage — on the right or left side. Children’s Yamna culture graves with a large amount of inventory draw attention. For the Early Bronze Age, this is evidence of the presence of a powerful social center of the Yamna population. At the same time, the burials of adults are not distinguished by either size or inventory. In addition to ceramics, among the items were found two rather rare items — Pan’s flutes — bone musical instruments made of the middle parts of bird bones. Also important is the discovery of a Yamna culture pot in an Ingul grave, which is another evidence of the long-term coexistence of these two groups of population.
