The article deals with the issues related to the implementation of the sustainable development methodology in the field of state administration. The article states that the World scientific community has long questioned the expediency of development, in the centre of which there is only material production. This causes the need to change the whole paradigm of human development – from the ideology of accumulation of material wealth and competition for resources, to the ideology of reasonable sufficiency and mutual assistance. It is considered human achievements in the sustainable development management, which have already been sufficiently worked out in the specialized publications on public administration. It is substantiated that strategic goals require a systematic, step-by-step technology for the development and implementation of relevant programs/projects to achieve strategic goals, which are carried out in accordance with recognized regulations and techniques. Based on the general management theory of system development, a systematic approach to the implementation of the development strategy is considered and the main principles of strategy implementation at the tactical level are given. The research emphasizes that at the tactical level in project management, there are all the necessary tools to create a mechanism for implementing the developed strategy. It is precisely that the lack of application of all known project management tools causes dissatisfaction of the public with regard to the implementation of the strategies. Failure of the developed strategy implementation may be due to two main reasons: the first - the disadvantages of the strategies themselves, the second is the lack of tactical measures to implement the strategy. The shortcomings of strategic planning and the lack of effective mechanisms for managing sustainable development, which are the consequences of incomplete using of project management methodology in the system of public administration in Ukraine, are highlighted. It is proposed to monitor the practical implementation of the sustainable development strategy in Ukraine taking into account combining of strategic and tactical project management.

Sustainable development of the Stebnyk Mining Industrial Area (MIA) is fully consistent with the goal of the National Program for the Development of the Mineral Resources of Ukraine until 2030. It is the ensuring the urgent needs for mineral resources without the risk of depriving future generations of their needs (On Approval of the National Program…, 2011). The triune concept of sustainable development is based on the economic, environmental and social components. For practical implementation of the sustainable development strategy of Stebnyk MIA, it is expedient to design, create and operate the Stebnyk natural and man-made geopark based on the blighty (Zinko, Shevchuk, 2011; Mokryi et al., 2017) and European (Alexandrowicz., 2006) experience. Expert assessments of the environment indicate the need to use information and analytical technologies in the management, modeling, and design of environmental safety Stebnyk MIA.

Education is a core element of the Sustainable Development Concept. It is not only because of the declaration of SDG 4 within the 2030 Agenda but also its embeddedness in other goals, targets, and indicators. Thus, the study aims to generalize approaches to define the relationship between the efficiency of the strategy of sustainable development of the national economy and state regulation of education. The research is accomplished for 14 Central and Eastern European countries (2006–2016) using the combination of principal components method and parametric method of stochastic frontier analysis in the software package STATA 11 and FRONTIER 4.1. As a result, the empirical proofs of the strong and adequate link between the efficiency of the sustainable development strategy of the national economy and state regulation of education are identified. The technical efficiency indexes were also calculated that allowed forming three clusters for Central and Eastern European countries distributed by the level of state regulation of education and efficiency of sustainable development strategy implementation. It helps to distinguish the main measures to reform the state regulation of education in Ukraine considering the experience of Slovenia, Poland, the Czech Republic, countries that proved to be the leaders in a sphere of sustainable development strategy implementation. The recommendations for further improvements in educational policies were defined. The paper is devoted to the issues of providing the sustainable development of the enterprises in current conditions. The definition of sustainable development in this context is given. The author's definition of sustainable development of the business entity is given, strategic goals (strategies) of sustainable development of the enterprise in economic, social and ecological spheres are formulated, the basic principles of sustainable development strategy of the enterprise are given, theoretical and practical aspects of sustainable development management are considered, in particular, the main subsystems and tools for management's influence of the management system to provide the sustainable development of the enterprise are identified. It is noted that the sustainable development of the enterprise is influenced by a set of both favorable and unfavorable external and internal factors. Such institutional factors as regulatory, tax and (until recently) monetary policy of the state, the law enforcement system activity, and the lack of judicial proceedings have gained particularly negative impact on business activity in Ukraine. Accordingly, its own model of management based on sustainable development in current business sector in Ukraine has not yet formed. This is also due to the lack of market strategic thinking of the management of the vast majority of enterprises in the conditions of increased uncertainty and instability of the external economic environment in our country. Simultaneously, both the economy in general, and individual enterprises in the short term can be competitive only if they operate on the basis of the sustainable development concept, which requires effective interaction of environmental factors with key internal subsystems of enterprises.

The strategies for sustainable development have been included in the medium and long term plan of 2010 for national economic and social development. Protecting the environment is the most important prerequisite and safeguards for the sustainable development strategy. In the study, we described the history of the environmental problems in the world, the proposal and implications of sustainable development, and outlined the dialectical relationship of development with the environment. The environmental protection measures for sustainable development were proposed here, according to the environmental situation severely affecting its biophysical environment.

In this paper the author suggests a methodological toolkit for assessing the sustainability of the investment and construction complex at the meso-level of management. To ensure the sustainable development of the investment and construction complex, it is necessary to maintain the effective industrial structure that ensures the achievement of social effects, assists to preserving the trend of long-term economic growth and contributes to the increase in competitiveness of domestic construction enterprises. The methodological toolkit is based on the methods of the pricing theory and is necessary for the scientific substantiation of the accepted managerial decisions at the level of industrial management, for the formation of the optimal industrial structure, and for the development of effective methods of a tax policy. Practical implementation of methodological developments, conducted through the example of the regional investment and construction complex of the Voronezh region, allowed empirically to confirm the formulated principles of planning and implementing the organizational and economic changes in the management system of the investment and construction complex to ensure its sustainable development.

Reasons why water storage reservoirs are necessary in accordance with the sustainable development strategy are described in the paper. The main positive and negative impacts of reservoirs on the environment are analyzed. The most important are: the improvement of hydrological regimes (decreasing maximal and increasing minimal flows), the creation of optimal water management, utilization and protection of water, and the creation of better conditions for river and coastal ecosystems. Negative impacts and measures for its mitigation or elimination are also analyzed. The conclusion is that water storage reservoirs can be harmoniously incorporated into the environment. Serbia has a limited number of locations suitable for the construction of reservoirs, therefore it is necessary to retain these areas for storage in regional development plans and other legal acts.

The Sustainable Development Strategy implies a targeted long-term process that affects economic, social, environmental and institutional aspects of life. The goal is to meet the social and economic interests of citizens, reduce poverty, reduce unemployment and gender inequalities and reduce negative impacts on natural resources and the environment, resulting in long-term economic growth with economic efficiency, technology and innovation. Accordingly, in 2015, the United Nations adopted Resolution A / RES / 70/1 - Transforming our world: the 2030 Agenda for Sustainable Development, based on three dimensions of sustainable development: economic growth, social inclusion and environmental protection. At the end of the 20th century, parallel with the theory of development, which turned into the concept of sustainable development, there was globalization that integrated the entire world regions in order to gain as strong economic and financial positions as possible on the world stage. Today, Serbia is not in a position to choose whether to engage in modern globalization processes, but it must continue the initiated transitional reforms and accession to the European Union, regardless of the economic, political or environmental consequences. By implementing national policies, Serbia should aim at national and economic sovereignty, which will further influence sustainable development. Only by changing the current economic policy, by creating a national strategy based on the exploitation of domestic economic and industrial potentials, by reducing unemployment, social responsibility and individual freedom, economic growth and sustainable development can be achieved. This work, besides the introduction, consists of materials based on the presentation of the sustainable development strategy of the Republic of Serbia and also presents the results and discussion that draft the current situation with possible solutions to achieve sustainable development in the future. Finally, the final ratifications are provided.
