The role of international standards is analysed in accordance with the quality management of organisations by the requirements of sustainable development. Organisations and companies become increasingly dependent on each other and foreign partners in business, prosperity, socio‐economic change and environment responsibility. There is an essential necessity for using International Standards under these changing conditions. The management systems standards ISO 9001 (quality) and ISO 14001 (environment) have gained recognition in Lithuania. ISO 9001:2000 is approaching 750 and ISO 14001 is approaching 140 certifications across a diverse range of organisations in the manufacturing, service and government areas. The narrow view of quality management has now been swept aside by ISO 9000:2000 quality management principles that aim to help organisations achieve sustained success. But there are some difficulties in implementing these principles. Auditors are responsible for correct implementation of standards. For the auditors they represent a key for transforming the way quality system audits, as recognised by the International Accreditation Forum (IAF). Too many auditors lack real interpersonal skills or experience to engage effectively both main board directors and the shop floor workers. It is very important that auditors must have sufficient preparation, training and gravitas and will be reluctant to engage top management and have capability to interface at this level. The main topics of how to manage quality audit according to the requirements and new quality management principles of ISO 9000:2000 standards are presented in this article. It also provides recommendations on the management of audit programmes, the conduct of internal or external audits of quality management systems, as well as on the competence and evaluation of auditors. This article provides auditors with effective questioning techniques that will enable them to establish that an organisation is managing its processes effectively. Įmonės ir organizacijos vis daugiau tampa priklausomos viena nuo kitos ir užsienio partnerių verslo, socialinėse, ekonominėse bei aplinkosaugos srityse. Šiomis sąlygomis labai naudinga pasinaudoti tarptautiniais standartais, nes jie padeda vienodai suprasti ir suderinti daugelį kriterijų. Lietuvoje pastaraisiais metais didžiausio populiarumo sulaukė tarptautiniai standartai ISO 9000:2000 (kokybė) ir ISO 14000 (aplinkosauga). Lietuvos gamybiniame, paslaugų ir viešajame sektoriuose jau yra apie 750 organizacijų, įdiegusių kokybės vadybos sistemas pagal ISO 9001:2000 standartą, ir apie 140 organizacijų, įdiegusių aplinkos vadybos sistemas pagal ISO 14001 standartą. ISO 9000:2000 standartai reikalauja esminių organizacijos požiūrių į vadybą pokyčių. Vadybos sistemos turi padėti kurti pridedamąją organizacijos vertę. Standartuose išreikštas požiūris, kad organizacijos tikslai turi būti pasiekiami efektyviai ir rezultatyviai valdant procesus ir jų sąveiką, iš esmės keičia auditų atlikimo būdą, nes auditoriai yra atsakingi už teisingą standartų nuostatų traktavimą ir įgyvendinimą. Auditoriai turi išmokti naujos audito atlikimo technikos, kuri leistų auditoriams nustatyti, ar organizacija efektyviai valdo procesus ir pasiekia užsibrėžtų tikslų. Tai nėra lengvas uždavinys ir susiduriama su nemažais sunkumais. Straipsnyje nagrinėjamas šių sunkumų pobūdis ir pateikiami kai kurie jų įveikimo būdai, analizuojama audito metodologija, tinkamo klausimyno sudarymas bei audito atlikimo technika, kaip to reikalauja ISO 9000:2000 standartų kokybės vadybos principai.

The International Organization for Standardization issued the new ISO 9001:2008 standard with title Quality Management systems. Requirements at 15 Nov 2008. In spite of arrangements lasting more years the requirements of the standard basically have not changed. The main goal of changes was in one hand the more understandable and clearer text, on the other the increasing compatibility with the standard ISO 14001. This paper gives an explanation of changes in requirements ISO 9001:2008. These changes have been taken into consideration by the users if they want to suit the expectations of the new document.

The article focuses on examining the problems of developing the quality management systems at the enterprises engaged in foreign economic activities. Today, companies operate in constantly changing market conditions. The formation of a new competitive environment forces companies to pay attention again to the efficiency and quality of goods and services, because in a fierce competition only those com-panies survive that could quickly adapt to such conditions. Globalization of markets, on the one hand, gives the consumer the right to choose the best, and, on the other hand, forces the manufacturer to look for new means to improve quality at the lowest cost. All these factors lead to the active development of quality management systems and methods, considering the wishes of consumers, the search for weaknesses in production and the best adjustment of the whole process for further successful development. Considering the above mentioned, the pur-pose of the article is to study the development and implementation of quality management system, as well as to identify the main problems of formation of quality management systems at enterprises-subjects of foreign economic activity and provide theoretical recommendations for their solution. The article reveals the essence of “quality” notion and discloses the concept of “quality management of the enterprise”. The description of modern quality management systems is implemented on the example of quality management system ISO 9001, food safety management system ISO 22000, environmental management system ISO 14001 and occupational safety and health management system OHSAS 18001. It has been studied the experience of world leaders in forming quality management systems on enterprises, namely the United States, Japan and European countries. Statistics on the number of ISO quality certificates received in 2013–2019 in Ukraine is presented to reveal the dynamics of developing the processes of business entities quality certification in our state. The problems that arise in domestic enterprises engaged in foreign economic operations during the formation of quality management systems are generalized.Keywords: quality, quality management, quality management system, international quality standards, certification, enterprise com-petitiveness. Статтю присвячено вивченню проблем формування систем менеджменту якості на підприємствах-суб’єктах зовнішньо-економічної діяльності. Розкрито сутність понять «якість» та узагальнено категорію «управління якістю діяльності підприємства». Охарактеризовано сучасні системи менеджменту якості підприємницьких структур, зокрема: систему управління якістю ISO 9001, систему управління безпечністю харчових продуктів ISO 22000, систему екологічного керування ISO 14001 та систему управління безпекою та гігієною праці OHSAS 18001. Відстежено досвід світових лідерів щодо формування систем менеджменту якості, а саме Сполучених Штатів Америки, Японії та європейських країн. Простежено динаміку розвитку процесів сертифікації якості бізнес-одиниць, зокрема за кількістю отриманих сертифікатів якості групи ISO у 2013–2019 роках в Україні. В результаті, узагальнено проблеми, які виникають у вітчизняних підприємств-суб’єктів ЗЕД під час формування систем управління якістю, а також наведено рекомендації щодо їх вирішення. Ключові слова: якість, управління якістю, система менеджменту якості, міжнародні стандарти якості, сертифікація, конкурентоспроможність підприємства.

The article contains analysis of modern approaches to quality management in the forensic science institutions, reviewed evolution of the view about quality as an object of management. Author considered a structure and a volume of notion of forensic science activity and mark out the elements of structure that form complex factor that affects the quality. Based on international and one’s country experience is given the historical retrospective of process of development and deployment of mechanisms of managements of quality in production and forensic science. The conceptual approaches to quality problems enshrined in the series ISO 9000 and ISO/IEC 17025 international standards, their similarities and distinction, and also applicability limits concerning activity of the forensic science institutions are analyzed. The special attention is paid to the analysis of problems arising in the design and implementation of quality management systems, identified their causes, and made recommendations for improving the effectiveness of management.

In recent years, the security and defense sector of Ukraine has been undergoing reforms aimed at gaining the country's membership in the NATO North Atlantic Treaty Organization. One of the many aspects of these reforms is the introduction of some specific standards, in particular, the AQAP 2000 series standards in the quality management systems of military equipment enterprises. In the case of implementation of several international standards at the enterprise, there is a need to create integrated quality management systems. The article presents options for implementing two or more standards in the QMS of the enterprise, analyzes their disadvantages and advantages. The main requirements of the AQAP 2110 standard, which should be integrated with the requirements of the ISO 9001 standard in the context of the PDCA cycle ("Plan-Do-Check-Act"), are considered. The stages of the implementation of integrated QMS are described. The scheme of deliveries of products to the customer in which there is a certification of the quality management system of the manufacturer (supplier) by the external body on conformity assessment, control over the quality of production by military representation, and the government quality assurance GQA has resulted. Government quality assurance GQA means that the authorized national body carries out the process of assessing the conformity of the quality management system of the manufacturer (supplier) to the requirements of ISO 9001 and NATO standards AQAP 2000, which allows the customer to gain confidence in the quality of defense products. A special requirement is to draw up a Quality Plan, which defines the activities, processes, resources, responsibilities of the manufacturer, etc., to convince the customer and the GQA representative that the company can manufacture and supply products of appropriate quality and on time, because in case of defective products or failure to deliver is lost time for a replacement or waiting, and this is a constant risk to the country's combat readiness. Requirements for the content and design of the Quality Plan are given in the standard AQAP 2105. In addition to the above, the following specific requirements of AQAP 2110 are analyzed as the operation of the metrological support system at the enterprise according to DSTU ISO 10012, product configuration management with software according to ACMP 2100, risk management, etc.

Purpose: The implementation and certification of Management Systems International Standards, such as ISO 9001 and ISO 14001, achieved a high international recognition, with more than 1 million organizations with their Quality Management Systems certified worldwide. Researchers have been paying considerable attention to this theme and the number of published articles has robustly growth. Although, on an overall basis, the research results support the existence of positive impacts on the use and certification of these International Standards, there are various inconsistency and contradictory results, leading to some controversy over its impacts for organizations. This study aims to bring a longitudinal time perspective to this area of research, analyzing the articles published since 1996, on the benefits of Management Systems Certification. A longitudinal perspective of countries of authors origin, keywords and journals is presented, complemented with an evaluation of the research results.Design/methodology/approach: The research was supported with a Bibliometric Study, with data collected from Web of Science, SCOPUS, and Research Gate data bases. Following the detailed analysis of the journal titles, articles abstracts and their full content, an evaluation scale was applied to access if the results support the existence of a positive relationship between MSC and economic, financial or stakeholder results.Findings: The results evidence a steep increase in the number of publications addressing Management Systems Certification benefits, that mainly originate from Europe (48%) and East Asia and Pacific (23%), with Spain as the clear leading country accounting (43% of the total number of articles published between 1996 and April 2017). Journal of Cleaner Production (EMSC) and Total Quality Management and Business Excellence journal (QMSC) are the leading journals for disseminating the research and the most used keywords are “Quality/Environment”, “ISO 9001/14001”, “Performance”, “Management Systems” and “Certification”. There are also insights that the research is now open to other Management Systems either than Quality and Environment. The systematic review of the selected papers shows that the Management Systems adoption and certification brings fairly positives benefits (average 2,34 in a 1 to 5 Likert type scale) for the certified organizations, although some variations are observed.  Some avenues for future research should consider the reliability and validation of measures; sampling and biases errors; the use of control, moderating and mediating variables; the consideration of time and situational contingencies; and the search for explanations for cause and effect relationships.The results of this research support the view that the investigation of Management Systems Certification benefits is indeed an issue of high academic and practitioners interest. This research, although subject to some subjective evaluation of the authors, and acknowledging that the research articles are not always comparable, aims to give some insights for this continuous research field.  Research limitations/implications: Although the authors took measures to reduce subjectivity, it should be noted that the evaluation could be subject to the authors own interpretation and the research articles are not always comparable.Originality/value: This research makes a longitudinal and comprehensive evaluation of the articles published since 1996 on the benefits of Management System Certification. It highlights trends and gives contribution for future research, on a field of intense academic and practitioners interest.

The article examines the scientific issues of quality improvement through further the quality management systems improvement that are formed at the service sector enterprises in Ukraine. It is proved that Ukraine's integration into the European community requires focusing on the competitiveness issues. According to this thesis, the achievement of the high competitiveness has a paramount importance and becomes a decisive factor in the service sector commercial success provided that the proper quality of services. It was considered the quality of products and services production concepts changes and quality management over a long historical period from the total quality management to the enterprise level management. It is shown that historical trends have led to the emergence of first theoretical research, and then to the practical implementation of the creating quality management systems idea. It’s broken down about those that, in order to preserve the high quality of the product, and the services, it’s necessary to read the control system for the quality, as it would win the scientific and technical achievements, stimulate the good practice of all efforts. It is indicated that the creation of new dimensions of quality is stimulated by the modern high pace of life, the steady growth of production of products and services, the need for a constant search for new, more effective, concepts, methods and tools for organizing quality systems and managing them that meet the requirements of today. Organizational and methodological, practical and conceptual ambushes have been established, which, in essence, allow the virtual science problem of formulating effective management systems in the field of services. The article also investigates the issues of the formation of qualitymanagement systems at the enterprises of the service sector through the prism of modern directions of standardization and certification, the experience of standardization in general and, in particular, in the EU countries and in Ukraine. The reasons and purposes of creating standards are investigated. In the services quality management, the direct objects of management are the processesthat determine the quality of each service. The development of management decisions regarding the determination of indicators that determine the provision of a quality product is considered as an important component of the quality management program in service enterprises. The concept of qualitymanagement at service enterprises is analyzed, presented in the ISO 9000 series: «quality assurance», «quality management», «quality improvement». The coordination of the management function with the general tasks of quality management in the service sector has been determined. It is emphasized that it is extremely necessary to study and develop new international standards, which would take into account the modern scientific and technical level, world practical experience, and outlined ways to eliminate technical barriers in cooperation between different countries and to ensure the multiplier effect of economic development, the inclusion of national actors in international production chains.

The article deals with the most relevant international standards created to promote the developmentand increase the efficiency of local government structures. The works of domestic and foreign authors isanalyzed, defining the role of the local government potential in ensuring sustainable development of theregions. The link between UN global goals and the standards adopted by the International Organizationfor Standardization for sustainable development is analysed. Were taken into consideration the standardsconnected with work of local government authorities: ISO 9001:2015 «Quality management systems –Requirements», ISO 18091:2019 «Quality management systems – Guidelines for the application of ISO9001 in local government», ISO 37120:2018 «Sustainable cities and communities – Indicators for cityservices and quality of life», ISO 31000 «Risk Management – Guidelines», IEC 31010 «Risk Management– Risk Assessment Techniques», ISO 22301:2012 «Societal security – Business continuity managementsystems – Requirements», ISO 20121:2012 «Event sustainability management systems – Requirementswith guidance for use». Presented opinion about relevance of the seven quality management principles to local government and degree of their implementation in local government in Ukraine. The key features ofthese standards and their role in improving the quality of life of the population and the efficiency of thework of local government bodies are considered. Examples of quality management systems implementationexperience in local government abroad (based on Italian research) and feedback on the results are provided.Provided examples and explanation of city indicators according to ISO 37120. And how standards canhelp prepare and respond properly in the most unpredictable situations, contribute to effective disaster riskmanagement through the provision of universal tools and mechanisms at the city, state and regional levels ofgovernment. The possibilities of applying international practice in Ukraine are considered and importanceof international standards’ implementation in local government as a key to sustainable development wereexamined.

This research explores the impact of the firm’s internal and external attributes on its degree of implementation of quality management according to the ISO 9000 standard. This econometric study, based on the data gathered from a sample of Tunisian companies certified or in the course of certification in ISO 9001: 2000, reveals that the application of quality management depends on the organizational and environmental context of the company: a motivation rather internal than external to be certified, the application of ISO 9004 standard  recommendations, the adhesion of the company to the leveling program, size, investment in new technologies of information and communication and in technologies of analysis and measurement and the importance of innovation and quality criterion for customers.

The authors' task was to analyze the development of quality management systems at the current stage in Russia, as well as at the previous stage in the USSR. As a result, we came to the conclusion that the factors stimulating the implementation of ISO 9000 standards are the need to promote products on the world market, as well as the possibility of receiving orders from the state. In the future, strict adherence to these standards will allow enterprises to significantly reduce the likelihood of lawsuits from consumers, which is important in the context of the development of the legislative framework and increased control over the business. The practical significance of the article is the possibility of familiarizing management and personnel with quality services, whose task is to prepare for certification for compliance with ISO 9000 standards in how this process took place in other companies. The originality of this work is to summarize the experience of implementation of ISO 9000 standards at enterprises and to analyze the factors contributing to or hindering this process.
