The article analyzes the modern state educational policy. It is emphasized that the main tasks for the Ukrainian state are to determine social, economic, global and other factors that have both positive and negative impact on the formation of state educational policy, on the model of building educational policy capable of solving current global problems of humankind. It is emphasized that the conceptual analysis of the possibilities of solving global educational problems should be considered in the historical aspect of this issue, which will provide an opportunity to obtain methodologically comprehensive results.It is emphasized that the dialectical, phenomenological, structural-functional method, the method of collecting and analyzing the original empirical material, content analysis of documents, the method of building temporal models of systems development should be used as basic methods of research of state educational policy. A brief description of the seven stages of the evolution of educational policy concepts and their relationship with the process of reproduction and accumulation of knowledge is given. The evolution of personal and public interests in educational policy is summarized by building temporal spatial models, analyzes a number of global educational problems faced by each nation state in the XXI century, identifies the unique role of balanced state educational policy in preventing threats to the reproduction of scientific knowledge. The principles of realization of the national educational policy are defined: establishment of cooperation of consumers and creators of innovative technologies; breakthrough in the creation and application of information and communication technologies; unification of the global educational space; prevention of increasing the digital divide; elimination of personnel donations of individual countries; establishing flexibility in co-financing education; continuing education. It is established that the implementation of all formulated ethos in the national educational policy will provide an effective result of the functioning of the educational sector, in accordance with the demands of the XXI century, and will protect from current threats in the field of knowledge reproduction.

The article is devoted to the methodological problem of the use of information and communication technologies in the system of higher education. The formation of new models of educational activities with the wide use of information and communication technologies is the main component of the modernization of education. In addition, modern higher education is faced with the task of training students in accordance with federal state educational standards. The task requires the search for new technologies for the organization of educational activities. One of these technologies is the WebQuest technology, which can be aimed at solving the problem of effective professional training of students. As a solution to this problem, didactic possibilities and conditions for using the WebQuest technology have been identified and described.

research aimed to explain the defense of oral interactions in the presence of information and communication technologies such as WhatsApp (WA) as well as to explore some of the positive contributions of WA used in building the Real Life Communication especially in the learning environment. By applying the Exploratory design, this research involved 4 participants from various educational backgrounds as a purposively selected data source indicated as WA users at once. Data were collected through Focus Group Discussion, Interview, and Observation and analyzed by several stages i.e. data reduction, displaying data, categorizing, and verifying and concluding. The results showed that oral interactions can decrease both in the language community and learning environment as the dominant use of WA that is not wise. Nevertheless, the use of WA applications also had some positive contributions in building a real relationship. Finally, the assumption that the negative impact of using the WA application should be able to change the mindset and positive attitude of the scholars in initiating and defending an oral interaction in the learning environment.

The recent rapid developments in technology have caused great changes in all areas of human life. This study aimed to determine the views of teacher candidates on the rights and freedoms affected by information and communication technologies (e.g., telephone, computer, and internet). The study was carried out in the spring term of the 2020-2021 academic year, and the sample consisted of 100 volunteer teacher candidates studying the "Human Rights and Democracy Course" at the Faculty of Education of Yozgat Bozok University. The data of this qualitative research were collected through teacher candidates’ compositions and were analyzed using content analysis. According to the results of the research, the rights and freedoms that are thought to be positively affected by the use of information and communication technologies are as follows: freedom to obtain and disseminate information, freedom of communication, right and duty of education, right to congregate / right of organization, right to legal remedies, freedom of expression and dissemination of thought, and right to enter public services. The negatively affected rights and freedoms are determined as privacy of private life, right to request the protection of his/her personal data, personal liberty and security, freedom of information and dissemination, and right to health. To minimize the negative impact of information and communication technologies on rights and freedoms, teacher candidates expressed some suggestions such as information and communication technologies education, human rights education, sanction/punishment, personal security measures, and increasing supervision.

Wide use of computers, information and communication technologies and gadgets in industry and society unlocks creativity, refines logic, stimulates analytical and research skills, makes work much easier, and allows many types of activities to be performed remotely. But despite their indisputable advantages, information technologies have a downside. The negative impact of computers and electronic gadgets on the cognitive, emotional and mental states, the gastrointestinal tract, vision and the musculoskeletal system have been proved. Children are particularly sensitive to the negative effects of IT. This study provides concise information on some IT-associated health conditions (IT-associated morbidity) and proposes some measure to minimize the negative effects of IT on children’s health.

The modern labor market, focused on the level of the technological progress, makes a set of requirements for university graduates, which are based on fluency in a foreign language. The protracted period of the pandemic forced to transfer the educational process in universities to an online format, for which the entire existing potential of e-learning of universities was used (electronic information and educational environment + modern information and communication technologies + competencies of teachers). But the question is whether the employer will be satisfied with the results of teaching young specialists a foreign language through ICT alone. The article makes an attempt to analyze the positive and negative aspects of teaching a foreign language, exclusively using the electronic information and educational environment of an organization. The research methodology and methods. The source base of the study are scientific and journalistic articles on the topic, information from the official website of the Ministry of Science and Higher Education of the Russian Federation "Portal of Federal State Educational Standards". In the research the methods of structural analysis, synthesis, comparison, generalization were used.
