The article provides a detailed analysis of the problem of implementing the concept of e-government and using ICT instruments of corruption prevention. That issue is considered in the context of the global trend of ensuring transparency of public service. Prospects for the use of information and communication technologies (ICT) as cost-effective and convenient tools of ensuring openness and transparency of the public service system and also the corruption reducing have been studied. Transparency of action within the public service and public administration system, public initiative and public rejection of corruption are seen as prerequisites for building participatory democracy, restoring the public trust in government and, consequently, preventing corruption through sound management decisions, ensuring high accuracy and openness of official information for the public. It has been identified that the Internet and ICT have significantly reduced the cost of collecting, disseminating and accessing information, which has been a significant step towards eradicating corruption at the grassroots level. As a result of these tools using, the last decade has demonstrated the rapid development of the concept of e-government to ensure maximum access to information with the transparency, accountability and anti-corruption measures. The focus is put on the studying of the innovative component of anti-corruption public management, which means the modernisation of ways of the providing the information to citizens, on the one hand, and strengthen the ability of citizens to resist corruption, on the other. Such a component, in particular, is ICT and digitalising of public services, which remains the main focus of the paper. It is concluded that the intensifying of the usage of digital technologies in public administration and public service aims, in addition to overcoming corruption, is aiming the increasing of the level of transparency and fairness in decision-making, disintermediation and increasing budget expenditures efficiency.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. The modernization of the management system and the knowledge management model is needed in the context of the public administration reform, taking into account the concept of decentralization and Good Governance. That is why the article focuses on the author’s approach to substantiating the formation of a modern knowledge system in public management and administration in Ukraine. It is proved that the approach to the knowledge system formation should be based on the identification of the needs of public administration objects. The need to comply with the necessary diversity law for a management subject of public entity regarding its knowledge of the entity has been identified. The content of the principle «from general to specific» for the objects of public administration is considered. The formation structure of the basic knowledge system in the public sphere is presented, which unites a number of blocks. The first block deals with the system of basic knowledge of public management and administration. The second block deals with the idea of a public authorities system at different levels. The third block concerns the formation of basic knowledge about public service. The fourth block concerns the formation of a basic knowledge system about current trends in the development of domestic public administration. The fifth block deals with the knowledge about the development and implementation of public policy and implementation of public administration. The sixth block deals with the consideration of public administration as a deliberate activity to establish internal procedures and processes in public administration to ensure their smooth functioning. The seventh block concerns the knowledge system for ensuring social stability. The eighth block is a glossary of basic terms and the ninth is a bibliography. The proposed approach is the scientific substantiation of the development of educational and professional programs of the basic textbook and standards for the specialty 281 – «Public Management and Administration». Adopting and using Information and Communication Technologies (ICTs) in the public sector affords undeniable benefits in terms of efficient and cost-effective provision of services, facilitating public management and promoting transparency and participation through e-government systems. However, many governments around the globe face many challenges and still struggle to implement e-government initiatives successfully. Cloud computing may offer a new chance to address many of these challenges by providing elastic scalable, customized, and highly available environment. Moreover, it is already adopted and proved to be advantageous for governmental institutions in different countries. By analyzing some cases, this paper extracts the main drivers of cloud computing adoption in the public sector organizations. Cost saving and the need for scalability are the main common factors that drive public sector organizations to move their services to the cloud.

Public Administration as a field of academic inquiry has faced numerous challenges. Public management scholars focus exclusively on the executive level of management in public organizations. Knowledge possessed by lower-level managers, workers, and/or the public is ignored and deemed to be irrelevant or unimportant in the decision-making process within agencies. In general, technical rationality, or what passes for traditional management practice and the new public management, has had some success for executives and managers in public organizations insofar as motivating individuals for instrumental purposes. (*) The success of public management as a social and political movement makes it difficult to overcome. The concentration of the “public management movement” on the executive level of management has supplanted traditional public administration and public service. It is the ideology of public management that is the primary focus of this paper. Alternatives including the New Public Service and the knowledge analytic will be presented briefly as a counterpoint to address the democratic shortcomings of the public management movement, both new and old.*See Guy B. This article discusses the application of the new public service concept in serving the public. This is based on the Public Administration Problem in its development which has gone through several stages. As one of the countries in the world, of course, it is part of the global administration system, which always develops in accordance with the development of contradictions and mutual relations between nations in the world. So that the implementation of the new public service can have an impact on the implementation of the New Public Service with an awareness of the real role of the state. It is no longer authoritarian or still chooses who has the right to receive services from the State. In the current context, the practice of Public Administration has led to the principles of the New Public Service paradigm.

It has the capacity to help equip the next generation of public and civil servants for the multitude of complex and challenging tasks they must undertake. Teaching public policy builds capacity within the public service, and can also be useful in training and preparing those who work alongside government, providing voluntary or contracted services.

From the late 1970’s onwards, traditional public administration was criticized because it does not meet the needs of developing and changing new world. Following this critique, a new approach to public administration was proposed under the name of New Public Management. The development of new public management changed the concept of the public service. Accountable, transparent, effective, and efficient services have become the basic principles of management. On the other hand, the term “quality” has also gained popularity in public administration. In this sense, Total Quality Management (TQM) was adopted to develop quality systems in public administration worldwide. Turkey has also adopted that system. In this study, the situation assessment of TQM process in Turkey was made through the presentation of strengths and weaknesses. The literature search is conducted to achieve this aim and it is obtained from the research that since quality management cannot be fully realized, there are some deficiencies in practice and in regulatory. In this context the regulatory process needs to be revised specially in terms of evaluating and auditing.

Ethics and accountability are some of the cornerstones of public management. One of the ways in which ethical standards in the public service can be promoted is by developing a Code of Conduct that set a standard of behaviour to be followed. The diversity of information and communication technologies (ICT) and increased use of ICT have created a variety of ethical issues. In this paper, the process for formulating a Code of Cyberethics for eThekwini Municipality in South Africa is described. The development of such a code will also ensure service delivery that responds to citizens’ needs and improves the communication process with citizens.

Since the turn of the century, a global trend of re-municipalization has emerged, with cities reversing earlier privatizations and returning infrastructure and public service delivery to the public sector. The reversal of privatization measures is not an entirely new phenomenon. In the US, for example, returning public services to in-house production has been a long-standing feature of ‘pragmatic public management’. However, many cases of re-municipalization that have occurred since the early 2000s represent a distinctive shift from earlier privatization policies. High-profile cases in cities including Paris and Hamburg have thrust re-municipalization into the limelight as they have followed public campaigns motivated by dissatisfaction with the results of privatization and a desire to restore public control of vital services, such as water and energy. Just as the reform of public services towards privatization spawned a vast body of scholarship, the current re-municipalization phenomenon is increasingly attracting the attention of scholars from a number of disciplinary perspectives. The articles contained in this symposium contribute to this emerging literature. They address some of the burning issues relating to re-municipalization, but they also point to issues yet to be resolved and shed light on a research agenda that is still taking shape.

"The paper addresses to the Public Administration (PA) from the management perspective. The first part of the study defines the conceptual framework of the two management doctrines, generically called the New Public Management and New Public Government. The second part of the paper reviews the transformation movement in PA management and governance in Romania in the last two decades. The methodology of the study consists in the analysis of the recent theoretic studies on PA modern approach, and official documents, national and European reports, and other publications related to the PA reform in Romania.
