The article shows that the period from 1918 to the beginning of the 1930's was characterized by considerable efforts in the cause of the birth and advancement of historical Ukrainian studies at the Katerynoslav University, and later in the Katerynoslav (Dnipropetrovsk) Institute of Public Education (DIPE), as the first institutional forms of the Oles Нonchar Dnipro National University. It was emphasized that the central figure of that period was Academician D. I. Yavornytsky, who laid the foundations for a Ukrainian school of science, and rallied around him a number of professors, like-minded professors, post-graduate students and students. The activity of the People's Academician in the field of historical Ukrainian studies was closely linked with other areas of Ukrainian studies and contributed to the development of Ukrainian historical memory, consciousness and culture. The rise of authoritarianism, and then totalitarianism in the policies of the ruling Soviet-communist regime, led to the curtailment of Ukrainization, the intensification of ideological and political harassment and repressions against a number of professors, young scholars, postgraduates and students. Disclosed as having lost the opportunity to conduct scientific and pedagogical work at the DIPE, D. I. Yavornytsky did not stop creative contacts with staff and graduate students of the institution, using up to the early 1930's various forms of cooperation within the framework of the Dnipropetrovsk Research Department of Ukrainian Studies at the Ukrainian Academy of Sciences (UAS), the Dnipropetrovsk regional historical-archaeological museum, the Dnipropetrovsk Scientific Society under the UAS and the DniproGES archaeological expedition. It was emphasized that after 1933 the further progress of the Dnipropetrovsk scientific school of Ukrainian studies and its important direction - historical Ukrainian studies - was interrupted under the conditions of the Stalinist totalitarian regime.

The creation of a school on applied geometry at the National University of Bioresources and Nature Management of Ukraine is associated with the names of the so-called prof. Obukhova Violetta and prof. Rozov Seraphim. Thanks to these outstanding personalities, the Department of Drawing Geometry and Mechanical Engineering of the Ukrainian Agricultural Academy (the old name of the department and university) became widely known in the former Soviet Union. Members of the department annually honor the memory of prof. Obukhova V., hold a scientific and practical conference «Obukhov Readings». Now the conference has acquired international status and is held by order of the rector of the university. The conference is attended by teachers from Kiev universities, from universities in other cities, scientists who had to work with V.S. Obukhova or listen to her lectures, being students, doctoral students, graduate students. The development of the school is evidenced by the fact that over the past 15 years, 15 PhD theses have been defended by former graduate students of the department. Some of them are working on doctoral dissertations. Today, the scientific school was headed by Doctor of Technical Sciences, Professor of Pilipakа Sergey. Under his leadership, 17 master's theses and 3 doctoral dissertations were defended. It should be noted that the range of scientific research of the school representatives is quite wide. Many publications focus on bending surfaces based on the invariability of the expression of a linear surface element. The main area of research is geometric modeling of technical forms and automation of their design. In the field of view of scientists - the design of unfolding surfaces, as a bypass single-parameter set of planes, the location on the surfaces of geodetic lines and their design according to a given curve, which should be a geodetic line for the surface and interpolation of a point series in plane and space.

The main historical periods of the scientific school of applied geometry of the Kiev National University of Construction and Architecture are presented. The main three stages of the formation of the school are considered - from the beginning of the creation of the Department of Descriptive Geometry and Engineering Graphics to the present. Today, the scientific school of applied geometry of the KNUSA has many unresolved tasks and current problems. In recent years, the number of people wishing to defend candidate and doctoral dissertations has decreased significantly. In accordance with this, the work of the department in training young scientists has decreased, the number of graduate students and doctoral students has decreased. In addition, despite the fact that applied geometry is applied science, it is quite difficult today to establish ties with production, to introduce into production the latest results of scientific work of graduate students and applicants. Therefore, the main task of the department today is to preserve the traditions of the scientific school of applied geometry of KNUBA. The further work of the Department of Descriptive Geometry and Engineering Graphics of KNUBA will be aimed at ensuring that the scientific school does not cease to exist, but continues to develop and expand.

AbstractThe centre of astronomy in Tajikistan is the Institute of Astrophysics of the Academy of Sciences of Tajikistan. This institute carries out scientific research and contributes to the preparation of the astronomical staff and to astronomical education. The reform of education in Tajikistan continues and now astronomy is studied in schools (together with physics) and at universities. The Tajik State Pedagogical University resumed in 2007 the training of teachers in physics and astronomy. Since 1999 the Tajik National University (TNU) offers a a specialty in astronomy. In 2006 is restored the Small Academy of Sciences (SAS) of Tajikistan. There is a planetarium in Khujand and in 2006 the Institute of Astrophysics, TNU and the Astronomical Society of Tajikistan, along with the support IBSP/UNESCO, organised the Training Methodical Center (TMC) “TAJASTRO” at the Hisar astronomical observatory for students, graduate students, young scientists, and teachers at secondary schools.

For almost half a century Romania was under a totalitarian regime. In times of severe censorship and information control the communist regime promoted public libraries. This paper will present the main phases of the public library system development and discuss how the state’s emphasis on providing large collections of books influenced library services. As part of an oral history project, this paper will use memories of people who worked in public libraries of various sizes in the 1970s and the 1980s, archival documents and secondary sources to contribute to a more nuanced discussion about the recent history of Romanian public libraries. What were the phases of the development of the national library system and how important was the library collection for the institutional survival of the public library? The paper will also discuss the collection development policy and contrast it with the impoverished professional development within the library system.

This course was developed to satisfy in part the requirement that "a program in the principles of scientific integrity" be a part of any training program funded by the National Institutes of Health (NIH) or the Alcohol, Drug Abuse, and Mental Health Administration (NIH "Guide for Grants and Contracts," vol. 18, no. 45, 1989). The booklet On Being A Scientist (National Academy of Sciences, 1989) was chosen as required reading. The issues were presented in 15 1-h sessions. Public policy issues were not addressed. A danger was to be overly critical of scientific misconduct and stimulate a cynical skepticism of the integrity of the working scientist. One problem is that there are only general procedures a student can follow when encountering misconduct. Numerous guest speakers provided depth, objectivity, and authenticity to the discussion.

Book Review: P.A. Vodop’yanov, V.S. Krysachenko. (2018). Strategiya bytiya chelovechestva: ot apokaliptiki k noosfernomu veku [The strategy of humanity’s existence: from the apocalyptic to the noospheric age]. Minsk: Belaruskaya nauka. p. 306. [in Russian]. I am pleased to hold in my hands the elegant edition of the new book by philosophers and political scientists who are known not only in their countries — Belarus and Ukraine. It was created with the efforts of academic publishing in the anniversary series dedicated to the 90th anniversary of the National Academy of Sciences of Belarus, a corresponding member of which is one of the authors. Each creator of this book is known for his fundamental work in the fields of philosophy of science, social ecology, study of global issues and geopolitics and known for his own scientific school. Both Pavel Vodop’yanov and Valentyn Krysachenko, by the way, are full members of the National Academy of Sciences of Ukraine. Earlier, the previous work of these two authors, « Velikiy den gneva: Ekologiya i eskhatologiya [The Great Day of Wrath: Ecology and Eschatology]» (1983) (Minsk: Universitet. p. 282.), was awarded by a joint prize of three presidents: the National Academy of Sciences of Ukraine, the National Academy of Sciences of Belarus and the Academy of Sciences of Moldova. Therefore, from the new monograph the reader expects no less interesting content, a clear logic presentation, significant generalizations. And these expectations are fully justified. The book consists of introductory considerations, five chapters and summaries. In its content, it is completely ontological. The fundamental generalizations of human thought are considered by the authors through the prism of whether our reality exists, who is responsible for its destiny, what person`s place and value are in the course of the development of the universe, and what are the further perspectives of the earthly existence of man. And all this is analyzed and traced with the involvement of concepts and empirical material from a wide variety of fields of knowledge, beginning from the Holy Scripture to the latest futuristic reflections. The ontology of the crisis state causes concern as for the validity of moral and ethical regulators of interpersonal relations, internal degradation and disharmonization of the modern civilization. Eternal human values- goodness, justice, honesty, mutual assistance, etc. — are increasingly conceding to violence, malice, hatred and other bifurcation agents. So, does humanity have a real chance of the settled future. Isn’t this just an illusory dream? Monograph by P.O. Vodop’yanov and V.S. Krysachenko is a notable phenomenon in the scientific world, it is a fundamental study that delineates the in-depth foundations of human existence and, at the same time, it is imbued with anxiety and feelings for our common future. One attracts the style and manner of the material presentation, the encyclopedic awareness and, at the same time, the constructive ability to justify its position. It will interest not only humanities and naturalists, but also politicians and public figures and just people who concern or worry about the world’s current human collisions.
