This paper presents a user-friendly application developed for assessing the quality of the meteorological forecasts issued by the Moldavian State Hydrometeorological Service (SHS). The scores are calculated using a method developed at Meteo Romania (National Meteorological Administration), which has been running operationally since 1996. The meteorological elements evaluated in this verification system are cloud cover, wind speed, fog, glazed frost, hail, frost, minimum and maximum air temperature, as well as the appearance, shape, distribution and intensity of precipitation. The automatic weather forecasting verification system is based on two graphical interfaces, both of them having a specific role in simplifying the user interaction with the database where the information is stored. This work was realized within the World Bank project "Development of a standardized verification mechanism and QMS for the Moldova SHS".

In the sector of remote sensing applications, the use of stereo data is on the steady rise. An attempt is hereby made to develop a software suite specifically for exploitation of Cartosat-I data. A few algorithms to enhance the quality of basic Cartosat-I products will be presented. The algorithms heavily exploit the Rational Function Coefficients (RPCs) that are associated with the image. The algorithms include improving the geometric positioning through Bundle Block Adjustment and producing refined RPCs; generating portable stereo views using raw / refined RPCs autonomously; orthorectification and mosaicing; registering a monoscopic image rapidly with a single seed point. The outputs of these modules (including the refined RPCs) are in standard formats for further exploitation in 3rd party software. The design focus has been on minimizing the user-interaction and to customize heavily to suit the Indian context. The core libraries are in C/C<sup>++</sup> and some of the applications come with user-friendly GUI. Further customization to suit a specific workflow is feasible as the requisite photogrammetric tools are in place and are continuously upgraded. The paper discusses the algorithms and the design considerations of developing the tools. The value-added products so produced using these tools will also be presented.

Terrestrial photogrammetry nowadays offers a reasonably cheap, intuitive and effective approach to 3D-modelling. However, the important choice, which sensor and which software to use is not straight forward and needs consideration as the choice will have effects on the resulting 3D point cloud and its derivatives. <br><br> We compare five different sensors as well as four different state-of-the-art software packages for a single application, the modelling of a vegetated rock face. The five sensors represent different resolutions, sensor sizes and price segments of the cameras. The software packages used are: (1) Agisoft PhotoScan Pro (1.16), (2) Pix4D (2.0.89), (3) a combination of Visual SFM (V0.5.22) and SURE (1.2.0.286), and (4) MicMac (1.0). We took photos of a vegetated rock face from identical positions with all sensors. Then we compared the results of the different software packages regarding the ease of the workflow, visual appeal, similarity and quality of the point cloud. <br><br> While PhotoScan and Pix4D offer the user-friendliest workflows, they are also “black-box” programmes giving only little insight into their processing. Unsatisfying results may only be changed by modifying settings within a module. The combined workflow of Visual SFM, SURE and CloudCompare is just as simple but requires more user interaction. MicMac turned out to be the most challenging software as it is less user-friendly. However, MicMac offers the most possibilities to influence the processing workflow. The resulting point-clouds of PhotoScan and MicMac are the most appealing.

Background: Fog computing paradigm has recently emerged and gained higher attention in present era of Internet of Things. The growth of large number of devices all around, leads to the situation of flow of packets everywhere on the Internet. To overcome this situation and to provide computations at network edge, fog computing is the need of present time that enhances traffic management and avoids critical situations of jam, congestion etc. Methods: For research purposes, there are many methods to implement the scenarios of fog computing i.e. real-time implementation, implementation using emulators, implementation using simulators etc. The present study aims to describe the various simulation and emulation tools for implementing fog computing scenarios. Results: Review shows that iFogSim is the simulator that most of the researchers use in their research work. Among emulators, EmuFog is being used at higher pace than other available emulators. This might be due to ease of implementation and user-friendly nature of these tools and language these tools are based upon. The use of such tools enhance better research experience and leads to improved quality of service parameters (like bandwidth, network, security etc.). Conclusion: There are many fog computing simulators/emulators based on many different platforms that uses different programming languages. The paper concludes that the two main simulation and emulation tools in the area of fog computing are iFogSim and EmuFog. Accessibility of these simulation/emulation tools enhance better research experience and leads to improved quality of service parameters along with the ease of their usage.

Abstract Motivation Liquid chromatography–mass spectrometry-based non-targeted metabolomics is routinely performed to qualitatively and quantitatively analyze a tremendous amount of metabolite signals in complex biological samples. However, false-positive peaks in the datasets are commonly detected as metabolite signals by using many popular software, resulting in non-reliable measurement. Results To reduce false-positive calling, we developed an interactive web tool, termed CPVA, for visualization and accurate annotation of the detected peaks in non-targeted metabolomics data. We used a chromatogram-centric strategy to unfold the characteristics of chromatographic peaks through visualization of peak morphology metrics, with additional functions to annotate adducts, isotopes and contaminants. CPVA is a free, user-friendly tool to help users to identify peak background noises and contaminants, resulting in decrease of false-positive or redundant peak calling, thereby improving the data quality of non-targeted metabolomics studies. The article is devoted to the analysis tools for assessing human capital based on world rankings in the context of sustainable development. The most famous world rankings of human capital, studied by such international organizations as the World Bank, the United Nations, the World Economic Forum, the University of Groningen in collaboration with the University of California at Davis and others, are considered. Quantifying human capital as the economic and social value of a skill set is measured through an index. Each organization makes measurements according to its own method. The application of different criteria and indicators for assessing human capital at the macroeconomic level is analyzed. The considered assessment methodologies are overwhelmingly based on statistical approaches. Analyzed the position of Ukraine in the world rankings in recent years in dynamics. It has been confirmed that these international ratings can be considered as a reflection of the state of human capital in Ukraine. Revealed quite high rating positions of Ukraine in comparison with other countries. The results allow us to conclude that there is insufficient government funding for the development of human capital. It is concluded that Ukraine needs to improve the quality of human capital as a leading factor in increasing the efficiency of the country's economy in the context of sustainable development. The study showed that the use of high-quality, highly qualified human capital leads to an improvement in the country's position in the world rankings.

One of the popular uses of UAVs in photogrammetry is providing an archaeological documentation. A wide offer of low-cost (consumer) grade UAVs, as well as the popularity of user-friendly photogrammetric software allowing obtaining satisfying results, contribute to facilitating the process of preparing documentation for small archaeological sites. However, using solutions of this kind is much more problematic for larger areas. The limited possibilities of autonomous flight makes it significantly harder to obtain data for areas too large to be covered during a single mission. Moreover, sometimes the platforms used are not equipped with telemetry systems, which makes navigating and guaranteeing a similar quality of data during separate flights difficult. The simplest solution is using a better UAV, however the cost of devices of such type often exceeds the financial capabilities of archaeological expeditions. &lt;br&gt;&lt;br&gt; The aim of this article is to present methodology allowing obtaining data for medium scale areas using only a basic UAV. The proposed methodology assumes using a simple multirotor, not equipped with any flight planning system or telemetry. Navigating of the platform is based solely on live-view images sent from the camera attached to the UAV. The presented survey was carried out using a simple GoPro camera which, from the perspective of photogrammetric use, was not the optimal configuration due to the fish eye geometry of the camera. Another limitation is the actual operational range of UAVs which in the case of cheaper systems, rarely exceeds 1 kilometre and is in fact often much smaller. Therefore the surveyed area must be divided into sub-blocks which correspond to the range of the drone. It is inconvenient since the blocks must overlap, so that they will later be merged during their processing. This increases the length of required flights as well as the computing power necessary to process a greater number of images. &lt;br&gt;&lt;br&gt; These issues make prospection highly inconvenient, but not impossible. Our paper presents our experiences through two case studies: surveys conducted in Nepal under the aegis of UNESCO, and works carried out as a part of a Polish archaeological expedition in Cyprus, which both prove that the proposed methodology allows obtaining satisfying results. The article is an important voice in the ongoing debate between commercial and academic archaeologists who discuss the balance between the required standards of conducting archaeological works and economic capabilities of archaeological missions.

Inform plays a very important role in life and nowadays, the world largely depends on the World Wide Web to obtain any information. Web comprises of a lot of websites of every discipline, whereas websites consists of web pages which are interlinked with each other with the help of hyperlinks. The success of a website largely depends on the design aspects of the web pages. Researchers have done a lot of work to appraise the web pages quantitatively. Keeping in mind the importance of the design aspects of a web page, this paper aims at the design of an automated evaluation tool which evaluate the aspects for any web page. The tool takes the HTML code of the web page as input, and then it extracts and checks the HTML tags for the uniformity. The tool comprises of normalized modules which quantify the measures of design aspects. For realization, the tool has been applied on four web pages of distinct sites and design aspects have been reported for comparison. The tool will have various advantages for web developers who can predict the design quality of web pages and enhance it before and after implementation of website without user interaction.

This paper examines the relation between regulation and economic performance in the context of 23 developed economies. We apply a generalisation of the growth accounting model popularized by Solow to data over the 2002-2008 period. In the model, we assume that regulatory quality impacts on growth via its impact on total factor productivity growth. We look at three measures of regulatory quality, all of which are based on the set of governance indicators developed by the World Bank. The model is estimated using a fixed effects as well as a random effects estimation strategy. Our findings do lend support for the view that the better the quality of regulation, the higher rate of economic growth, but find no support for the view that the strength of the positive growth impact is stronger for countries that rank relatively lower on the regulatory quality scale.

AbstractDevelopment of early childhood language is very important in developingthe communication and interaction skills with others. Stimulation of the development of language skills can be done in the family and school environment. The purpose of this study is to determine the extent of contributionof media audio AKSI utilization in developing early childhood language ability. This study uses an experimental method to early childhood that using media audio AKSI as a learning treatment. The result of this study revealed that media audio AKSI has a signi cantly contribution for developing early childhood’s languange skills because enabling to improve the quality of children’s learning achievements, enabling to make teacher more productive, enabling to provide alternative learning media that more user friendly, and enabling to the ease of audio  les storage, retrieval, and utilization makes learning become more  exible. AbstrakPengembangan berbahasa anak usia dini sangat penting dilakukan untuk mengembangkan keterampilan berkomunikasi dan berinteraksi dengan orang lain. Stimulasi pengembangan kemampuan berbahasa tersebut dapat dilakukan, baik di lingkungan keluarga maupun lingkungan sekolah. Tujuan penelitian ini adalah mengetahui sejauhmana kontribusi pemanfaatan media audio AKSI terhadap pengembangan kemampuan berbahasa anak usia dini. Penelitian ini menggunakan metode eksperimen terhadap peserta didik usia dini melalui treatmen penggunaan media audio AKSI dalam pembelajaran. Hasil penelitian ini mengungkapkan bahwa media audio AKSI memberikan kontribusi yang cukup besar terhadap pengembangan kemampuan berbahasa anak usia dini karena mampu meningkatkan kualitas hasil belajar anak, mampu membuat pendidik lebih produktif, dan mampu memberikan alternatif media pembelajaran yang lebih user friendly, dan kemudahan penyimpanan, pengambilan, dan pemanfaatan  le audio menjadikan pembelajaran menjadi lebih  eksibel.
