Keterkaitan sektor perikanan dalam perekonomian nasional akan menentukan peran strategis sektor tersebut dalam pembangunan perikanan dan pemulihan perekonomian nasional. Untuk itu telah dilakukan kajian mengenai keterkaitan sektor perikanan ”dalam arti luas” dengan menggunakan metode analisis keterkaitan ke belakang (backward lingkage) dan ke depan (forward lingkage) berdasarkan pendekatan model input output. Data yang digunakan dalam kajian ini adalah data sekunder dari table input output tahun 1990, 1995 dan 2000. Hasil kajian menunjukkan bahwa selama periode 1990-2000, secara rata-rata keterkaitan sektor perikanan dalam perekonomian nasional masih relatif lemah dengan indeks keterkaitan berkisar sebesar 0,46-1,10. Kecenderungan penguatan keterkaitan ke belakang terjadi pada perikanan darat, sedangkan penguatan keterkaitan ke depan terjadi pada industri pengolahan dan pengawetan ikan. Selain itu, keterkaitan antara kelompok perikanan primer (perikanan laut dan perikanan darat) dan kelompok perikanan sekunder (industri pengeringan dan penggaraman ikan dan industri pengolahan dan pengawetan ikan) lebih mencerminkan keterkaitan ke depan berupa aliran pasokan komoditas ikan untuk bahan baku. Namun keterkaitan itu masih relatif lemah dan cenderung semakin lemah. Tittle: Fisheries Sector Linkages in The National Economy: An Input-Output Approach.Fisheries sector linkage in National Economy will determine the strategic roles of the sector for its development and National Economic recovery. In line with this, a study was conducted to determine backward and forward linkage of the sector using input output model approach. Secondary data were used, that are input output tables of the year 1990, 1995 and 2000. The results of the study showed that during the period of 1990 - 2000, the average linkage of these sector in National economy are relatively weak with the index of linkage approximately of 0,46 - 1,10.Stronger backward linkage was observed in inland fisheries, while stronger forward linkage demonstrated on industrial fish processing and preservation. The linkage of primary fisheries group (sea and inland fisheries) to the secondary fisheries group (industrial fish processing) indicating the forward linkage such as fish supply as raw materials. However, the linkage is relatively weak.

Kajian ini bertujuan mengetahui sejauhmana kontribusi ekspor sektor perikanan ”dalam arti luas” dalam perekonomian nasional, khususnya pada pertumbuhan output, pendapatan masyarakat dan penyerapan tenaga kerja. Kajian ini menggunakan data sekunder yaitu tabel Input Output tahun 2000 yang dikeluarkan oleh BPS. Kajian ini menggunakan metode analisis Input Output. Hasil kajian memperlihatkan bahwa kontribusi ekspor sub sektor industri pengolahan hasil perikanan dalam pembentukan output dan pendapatan masyarakat ternyata jauh lebih besar dibandingkan dengan sektor perikanan yaitu masing-masing 10,28% dari Rp 102.264.263 juta; 5.55% dari Rp. 28.721.949. Namun sebaliknya dalam penyerapan tenaga kerja, ternyata kontribusi ekspor sektor perikanan justru lebih besar dibandingkan dengan sub sektor industri pengolahan hasil perikanan sebesar 7,45% dari 2.685.339 orang. Oleh karena itu diperlukan peran pemerintah secara lebih nyata dalam mendorong besaran multiplier effect melalui penciptaan lapangan kerja dari kegiatan ekspor sub sektor industri pengolahan hasil perikanan dengan cara menumbuhkan kegiatan usaha di sub sektor industri perikanan yaitu di sub sektor industri pengeringan dan penggaraman dan sub sektor industri pengolahan dan pengawetan ikan. Tittle: Export Contribution of Fisheries sector in National Economy: An Input Output AnalysisThe objective of the research is to assess the extent of export contribution of Fisheries sub sector and its products in National Economy, especially on output growth, social income and labor absorption. Secondary data of input output table 2000, which published by BPS was used in this study. The method of input output analysis was used. Results of the research indicate that export contribution of processed fish product industries on output growth and social income are higher than the fisheries sector, which are 10.28% of Rp 102.264.26% and 5.55% of Rp 28.721.949, respectively. On the other hand, contribution of fisheries sector is higher than the one of processed fish product industries. Therefore, the government plays an important role to boost the multiplier effect on labor absorption of industrial fish processing by growing the activities on this sector; i.e. salted and dried fish and processed and preserved fish in terms of labor absorption.

Penelitian ini bertujuan untuk mengkaji ketersediaan bahan baku dan skala pemasaran industri pengolahan hasil perikanan di Kabupaten Konawe Selatan. Penelitian dilaksanakan pada tahun 2017 dan 2018 dengan menggunakan data primer dan sekunder. Data primer diperoleh melalui kuesioner yang didistribusikan kepada 21 responden pelaku usaha. Data sekunder diperoleh melalui publikasi Badan Pusat Statistik (BPS), Dinas Kelautan dan Perikanan, serta Dinas Perindustrian dan Perdagangan Kabupaten Konawe Selatan. Data diolah melalui analisis deskriptif dan SWOT. Hasil penelitian menunjukkan bahwa kekuatan industri pengolahan hasil perikanan di Kabupaten Konawe Selatan karena bahan baku bersumber dari potensi lokal, namun kelemahannya adalah bahan baku tersebut masih fluktuatif. Kendala bahan baku dialami khususnya oleh industri fermentasi, pengasapan, dan pengeringan ikan. Selain faktor musiman, ketersediaan bahan baku juga terkendala karena bahan baku sebagian besar berasal dari nelayan tradisional dengan struktur armada perikanan yang didominasi oleh nelayan skala kecil. Dengan demikian, pengembangan industri hasil perikanan mensyaratkan perbaikan di sektor hulu melalui sinergitas kebijakan penanganan keterbatasan bahan baku dari berbagai lembaga terkait. Sementara itu, temuan penelitian menunjukkan bahwa 24% unit usaha telah menembus pasar nasional. Ketersediaan bahan baku juga terkendala karena 28% telah menembus pasar regional, sisanya 48% hanya mampu memasarkan produknya di wilayah lokal. Kelompok industri yang hanya menjangkau skala lokal, yaitu industri pelumatan, pengasapan, dan pemindangan, serta beberapa usaha makanan olahan hasil perikanan. Bagi industri yang mengalami jangkauan pasar yang rendah akibat minimnya ketersediaan bahan baku, maka dapat menggunakan bahan baku pengganti namun tetap mempertahankan kualitas produk sesuai dengan selera pasar.Title: Fish Processing Industry in South Konawe Regency,  South East SulawesiThis study aimed to examine the availability of raw materials and the marketing scale of fish processing industry in South Konawe Regency. This research was conducted in 2017 and 2018 using primary and secondary data. Primary data were collected through questionnaires from 21 respondents. Secondary data were collected from Statistics Indonesia, Fisheries and Marine Affairs Office, and Industry and Trade Affairs of South Konawe Regency. Data were analyzed with descriptive analysis and SWOT analysis. The results found that raw material from local sources is the major force of fish processing industry. However, the fluctuating condition of its availability becomes the weakness. Fermentation, smoked fish, and dried fish processing industries suffer from this raw material problems. In addition, the availability of raw materials also largely depends on fishing results from small-scale traditional fishers. Therefore, the development of the fish industries need some specific improvement in the upstream section through the synergy on policies regarding raw material management from related institutions. Meanwhile, the research finding showed that 24% of business units have penetrated national market 28% have penetrated regional market, while the remaining 48% have only penetrated local market. The local industries were pulverized, smoked fish, fish brine, and some other fish processing industries. Those who could only reach small market area due to limited availability of raw materials are able to use substitute materials in a similar quality of market preferences.

Kelautan dan perikanan merupakan sektor yang potensial sebagai tumpuan (prime mover) pembangunan ekonomi. Kajian ini dilakukan dengan tujuan mengetahui dinamika dan posisi keterkaitan sektor kelautan dan perikanan dalam perekonomian Indonesia. Data yang digunakan adalah data sekunder yang bersumber dari Tabel Input-Output Kelautan dan Perikanan Tahun 1995, 2000 dan 2005. Analisis keterkaitan dilakukan dengan menggunakan model Input-Output dengan pendekatan Rasmussen's Dual Criterion. Hasil kajian menunjukkan bahwa selama periode 1995-2005, indeks kepekaan dan daya penyebaran dari sub sektor yang tercakup dalam sektor kelautan dan perikanan mengalami kondisi yang dinamis. Selain itu, sub sektor – sub sektor tersebut selama periode analisis hanya menempati posisi dalam kelompok potensial dan kelompok kurang berkembang. Berkaitan dengan temuan ini, diperlukan dukungan kebijakan investasi, kebijakan iklim usaha dan kebijakan lainnya yang secara terintegrasi mampu meningkatkan keterkaitan sektor kelautan dan perikanan dengan lebih nyata dalam perekonomian Indonesia, sehingga posisinya meningkat menjadi sektor unggulan. Tittle: Linkages Dynamics of the Marine and Fisheries Sector in Indonesian Economics, 1995 2005:Rasmussen's Dual Criterion Approach.Marine and fisheries sector is emerging as a potential sector and prime mover for economic development. This study is an evaluation of the dynamics and linkages position of marine and fishery sector in Indonesia economy. This study used secondary data which are derived from Input-Output Tables of Marine and Fisheries in 1995, 2000 and 2005. It applied the Input-Output model with Rasmussen's dual Criterion approach for linkage analysis. The results showed dynamic situation of sensitivity and dispersion of marine and fisheries sector during period of 1995-2005, which can be categorized as a potential groups and less developed groups. This study found that the requirement of investment, business climate and other related policies to increase more significantly marine and fisheries sector in Indonesian economics, which lead to prime mover sector.

This study aims to analyze the factors that influence the processing income of Baung fish. Sampling using the census method. The data used are primary and secondary data. Data analysis was performed using multiple linear regression. The coefficient of determination (R2) is 0.90, indicating that the processing income of Baung fish (Y) can be explained by the variables of raw materials (X1), supporting materials (X2), transportation costs (X3), amounting to 90% while the remain 10 % is influenced by other factors that are not included in the equation. The significance value of F is 0,000 indicating that H0 is rejected or H1 is accepted, there are the raw materials variable (X1), supporting materials (X2), transportation costs (X3), which is simultaneously have a significant effect on the variable net income of Baung fish processing (Y). Partially the cost of raw materials has an effect on the income of Baung fish processing, in the other hand the supporting costs and transportation costs partially have no effect on the income of processing Baung fish. The classical assumption test shows that the data is normally distributed, there is no multicollinearity and heteroscedasticity.

Kajian ini bertujuan untuk menganalisis konektivitas sektor kelautan dan perikanan dalamsistem Masterplan Percepatan dan Perluasan Pembangunan Ekonomi Indonesia (MP3EI) yangdilakukan pada tahun 2014. Kajian dilakukan dengan menggunakan data sekunder berupatabel interregional input-output (IRIO) 2010 yang telah dimutakhirkan (updating) dari IRIO 2005menggunakan metode row-augmented technical coefficient-sheet/RAS. Hasil kajian menunjukkanbahwa konektivitas sektor kelautan dan perikanan antar wilayah cenderung tinggi yang ditunjukkanoleh besarnya koefisien keterkaitan ke belakang/indeks daya penyebaran dan koefisien keterkaitan kedepan/indeks daya kepekaan lebih besar dari satu satuan unit; namun konektivitas wilayah timur denganwilayah barat masih rendah yang ditunjukkan oleh masih besarnya dominasi Pulau Jawa, Sumateradan Bali dalam aktivitas ekonomi sektor kelautan dan perikanan. Hal ini memberikan indikasi alirandistribusi belum berjalan optimal sehingga keterkaitan ekonominya juga terhambat. Untuk itu, penguatankonektivitas antar koridor ekonomi (pulau utama) termasuk pada kegiatan yang terkait dengan kelautandan perikanan merupakan strategi utama dalam mengimplementasikan MP3EI. Kebijakan yangdirekomendasikan untuk mendorong kinerja yang lebih optimal pada usaha kelautan dan perikanan,antara lain: (1) meningkatkan investasi pada sektor industri pengolahan hasil perikanan melaluipembangunan dan perbaikan infrastruktur, institusi dan sumberdaya manusia; dan (2) membangun danmemperbaiki sarana transportasi antar pulau melalui penguatan Sistem Logistik Ikan Nasional (SLIN).Title: Connectivity Analysis of Marine and Fisheries between Main IslandsRegion of IndonesiaThis study aimed to analyze the connectivity of marine and fisheries sector in Masterplan forAcceleration and Expansion of Indonesia’s Economic Development (MP3EI) system conducted in 2014study was conducted using secondary data from Tables of interregional input-output (IRIO) 2010 hadbeen updating of IRIO 2005 with row-augmented technical coefficient-sheet/RAS method. This results in flow distribution is not optimal, so the economic relationship is alsoinhibited. To that end, strengthening connectivity between economic corridors (main island), including theactivities related to marine and fisheries are the main strategies in implementing MP3EI. Recommendedpolicies to encourage more optimal performance on marine and fisheries, among others: (1) increaseinvestment in fish processing industry through the development and improvement of infrastructure,institutions and human resources; and (2) establish and improve the means of transportation betweenislands through the strengthening of the National Fish Logistics System (SLIN).

The study aims to examine the profitability and forward linkage analysis of poultry feed covering Dhaka, Gazipur, Narsingdi, Kishoreganj and Mymensingh districts. In total 30 feed mills which categorized such as high, medium and low quality on the basis of feed conversion ratio along with 45 dealers; 15 sub-dealers and 120 farmers purposively. The primary data were collected during March 2013 to March 2014 by using survey schedule, KII and FGD. In addition, the secondary data were collected from different government documents. It is evident that the cost of feed was found Tk. 39295, Tk. 38643 and Tk. 37218 per MT (metric ton) respectively for high, medium and low quality feed mills. The gross returns were found Tk. 43160, Tk. 42330 and Tk. 40500 per MT and gross margin was Tk. 6486, Tk. 5957 and Tk. 5285 per MT respectively. The net returns were found Tk. 3865, Tk. 3687and Tk. 3279.2 per MT respectively. It indicates that total gross return, gross margin and net return of high quality feed mill is higher than medium and low quality feed mill. It is also evident that about 60% of raw materials were purchased from Dinajpur, Rangpur, Rajshahi, Jamalpur and coastal areas namely Bagergerhat, Chittagong and Khulna where as 100 percent of feed additives were imported. The unavailability of raw materials was the major problems for feed mills operation which influenced feed price and quality. Amanat UU 32 tahun 2014 tentang Kelautan salah satunya percepatan dan penguatan ekonomi nasional dari potensi kelautan yang ada. Penelitian ini mengkaji kontribusi PDB ekonomi kelautan; dampak pengembangan ekonomi kelautan; dan implikasi kebijakan pengembangan ekonomi kelautan. Metode penelitian menggunakan analisis data sekunder. Data yang digunakan adalah data sekunder tahun 2010-2015 yang diperoleh dari Badan Pusat Statistik (BPS). Data dianalisis secara deskriptif kuantitatif menggunakan model I-O (Input-Output) yang diupdate ke tahun 2015. Hasil penelitian menunjukkan bahwa persentase produk kelautan terhadap PDB terus meningkat mencapai 28.01 % pada tahun 2015. Berdasarkan kajian terhadap dampak ekonomi yang dihasilkan, perlu diprioritaskan pengembangan ekonomi kelautan pada tiga sektor yaitu: industri kelautan, perikanan dan pariwisata bahari. Prinsip kebijakan pengembangan ekonomi kelautan harus inovatif dan berkelanjutan yang bertumpu pada peningkatan daya saing, modernisasi sistem produksi, penguatan kapasitas pelaku industri dan berbasis komoditas.Title: Dynamics and Policies of Indonesia’s Ocean Economic DevelopmentLaw number 32 of 2014 about The Sea mandates the national economic acceleration and empowerment from the potential of marine. This research examined the contribution of the ocean economy to GDP, impact of ocean economic development, and policy implication of ocean economic development. The research used secondary data analysis method. It used secondary data of 2010-2015 that were collected from Statistics Indonesia. Data were analyzed with quantitative descriptive method with I-O model (input-output), that were updated to 2015. The results showed that the percentage of marine products contribution to GDP increased to 28.01% in 2015. Based on the analysis of economic impact, it is necessary to prioritize the ocean economic development on three sectors: marine industry, fisheries, and marine tourism. The ocean economic development policies must be innovative, sustainable, increasing competitiveness, modernizing production systems, and strengthening the capacity of industrial and commodity-based players.

This research aim at knowing tobacco and tobacco agro-industry growth inclination in Jawa Timur Regency, knowing backward and forward linkage of tobacco agro-industry sector to the other economic sectors in Jawa Timur Regency, knowing economic impact is caused by tobacco agro-industry sector base on multiplier effect of output, income, and labor in Jawa Timur Regency. This research used Input-Output Table of Domestic Transaction based on Producer Price in Jawa Timur at 2010, secondary data about land size, production, and productivity of tobacco around 2000-2011, also number of industry, labor, and tobacco ago-industry output value in Jawa Timur Regency around 2000-2011. The results of this research show that tobacco land size is declining, but number of industry, labor, and tobacco industry output value are increasing. Backward linkage for cigarette sector is low while tobacco processing sector is high. Forward linkages for both sectors are low. Cigarette sector is belonging to output and income sector with low impact, but it has high labor impact. Tobacco processing sector is belonging to output and income sector with high impact, but it has low labor impact.

The main problems of constructing multiregional input-output (IO) models used for the development of spatial and sectoral long-term national economy forecasts are caused by the absence of proper statistics. Therefore, it is necessary to make up the input-output tables (IOTs) based on a limited set of direct and indirect indicators that measure spatial patterns of production, consumption, capital formation, etc., sufficiently accurate for filling up multiregional IO models. The paper discusses Russian IOT spatial mapping problems and proposes an approach to partial automation of the procedures necessary for regional IOT construction (by federal districts). The regionalization was carried out using a static IO model with the bounding sum control. As a result, a set of consistent regional tables for 2015 was developed, with the eight IOT sum equalling Russia’s IOT. Based on the estimated regional IOTs, a static multiregional input-output model (OMIOM) across federal districts for 2015 was made up. The model allows us to proceed to the follow-up phase, i. e., developing a semi-dynamic model for long-term national economic projection computations
