The object of research is the management processes of a road construction organization. The research is based on the principles of systems analysis for structuring design processes; methods of mathematical modeling, fuzzy mathematics, discrete programming, multicriteria assessment and optimization for the selection of cloud software for road construction organizations in terms of interval information. The information system of a road construction organization includes planning, reporting, regulatory and technical documentation that characterizes the state and movement of information in the enterprise. It is important to use systems that speed up the generation, processing and preparation of documents, as well as improve the storage and retrieval of information. The introduction of cloud technologies has become a necessary condition for increasing the mobility, flexibility and efficiency of the management system of a road construction organization. Formalized processes of information collection and internal distribution can better predict the dynamics of market trends and act more quickly, make decisions confidently and reasonably. In the final stages of selection for assessment, it is convenient to apply the criteria in conditions of interval uncertainty. The study was aimed at improving the efficiency of transport management by developing a model for choosing the cloud software of a road construction organization in terms of interval information. The following criteria of partial optimization were used in the developed model: maximum speed of execution of functions by cloud software; minimum cloud software requirements for internet connection speed; minimum cost of cloud software. The scope of permissible solutions is determined by restrictions: – execution of all functions must be provided by cloud software; – the minimum speed of execution of functions by the cloud software should be not lower than set; – cloud software requirements for Internet connection speed should not exceed the specified; – the cost of cloud software should be no more than specified. The developed model will reduce the cost of purchasing cloud software and increase the efficiency of transport management of a road construction organization.

In this article, the authors examines the application of geomaterials in road constructions, it economic indicators, the dependence of surface density and unit cost, as well as strength and unit cost, are analyzed. The economic and technical advantages of using woven geomaterials are shown. Geosynthetic materials allow increasing the strength of road structures and reducing the cost of construction while maintaining strength and reliability. Geogrid road has all the permits and technical documentation: the calculation methods are developed for the solution of road construction. Woven geomaterials are the best to use and have a number of advantages, but now nonwoven geomaterials are usually used in Russia, which is caused by imperfect design methods that do not take into account the strength of the geomaterial and reduce the density of pavement when using thick geomaterials. Geomaterials are geosynthetic products for strengthening slopes, slopes, coastal zones, road surfaces and other territories that need strengthening of soils. Geomaterials, among other things, are an excellent protection against erosion, environmentally safe, reliable, have a long useful life and are easily installed. Depending on the needs and type of territory, geogrids, geomatics and road geosets are used.

The article considers the possibility of using quarry technology in the construction of a roadbed. Stable roadbed is the basis of a railway track, for its construction rocky, clay soils or sedimentary massifs are usually used. During the construction of the roadbed, heavy vehicles and special equipment (ice rinks, excavators, bulldozers, etc.) are used. Mining and road construction works, despite their diversity, consist of repeated identical operations: digging of the earth (mountain) mass, its loading and transportation, unloading into the dump or laying. For the production of these works, the same type of equipment is used: excavators, bulldozers, scrapers, graders and dump trucks. Most of the newly discovered explored deposits are located in the northern territories of Russia, so there is a high probability of launching intensive construction of railways and roads. The construction of transport high-ways is the most material-intensive area for the use of non-metallic materials and is associated with the movement of significant volumes of earth mass. In addition, the cost of performing earthworks is quite significant, so the correct choice of the method and means of mechanization of these works is a necessary condition for their successful implementation. For the construction of transport corridors under conditions of low-load soils and off-road conditions of the Arctic and northern territories of Russia, it is proposed to develop new types of vehicles based on BelAZ heavy duty quarry vehicles, which allow building embankments for roads and railways up to 10 m high (and in exceptional cases even more). When building transport highways and, if possible, preserving the environment, it is of great importance to reduce the cost of transporting earthen mass by reducing the consumption of fuel and lubricants, which account for 15-25 % of the total cost of operating powerful off-road vehicles.

The article provides a rationale for methodological approaches to assessing the effectiveness of outsourcing in organizations of the construction industry using the example of outsourcing schemes to perform personnel functions. The conditional example shows the impact of the use of outsourcing on reducing the costs of a construction organization. The main prerequisites for the use of outsourcing in the activities of enterprises in the construction industry are identified, methodological approaches to assessing the cost-effectiveness of personnel outsourcing in the construction industry enterprises are substantiated.

Neglect of soils leads to their degradation, worsens useful properties, and reduces fertility and productivity. (Research purpose) The research purpose is in conducting a comparative analysis of technologies for treating degraded soils, taking into account the economic feasibility of their restoration in non-black-soil regions of Russia. (Materials and methods) The article shows the main technological scheme of restoration of degraded soils. Authors have identified the main groups of land that are located in non-black-soil regions of Russia. (Results and discussion) The article presents the need for equipment, economic and labor costs for the restoration of each type of land in the non-black-soil regions of Russia. Authors took into account that the salary of machine operators depends on the time of direct execution of the task. It was found that the restoration of virgin and fallow lands was the most preferable from the economic, energy-saving and environmental points of view. The article shows that the restoration of pasture areas exceeds the cost of processing virgin lands, but the number of necessary machine and tractor units is comparable to work on virgin lands. Authors recommend to develop the soils with woody and shrubby vegetation in the first place, starting with land occupied by young plants. It is necessary to take into account the criteria for the fertility of the soil layer. It was found that soils with a small excess of moisture have small cost of its development, while on heavily swampy soils the cost of work on their development is many times higher than the cost of restoring other types of land. (Conclusion) The article shows that the restoration of neglected land is a necessary condition for improving the provision of human needs for food and a number of industrial goods. First of all, it is necessary to develop land that requires minimal investment of economic and labor costs.

In this paper we present a finite horizon single product single machine production problem. Demand rate and all the cost patterns do not change over time. However, end of horizon effects may require production rate adjustments at the beginning of each cycle. It is found that no such adjustments are required. The machine should be operated either at minimum speed (i.e. production rate = demand rate; shortage is not allowed), avoiding the buildup of any inventory, or at maximum speed, building up maximum inventories that are controlled by the optimal production lot size.

Introduction. In the modern conditions of the pricing system in the construction of Ukraine, the key value have the estimated norms, which are presented in separate collections, the main purpose of which is to determine the standard quantity of resources required to perform a particular type of work as a basis for the transition to the cost indicators. In order to determine the cost of road work objectively and accurately, it is essential that the indicators of estimated norms meet the requirements of regulatory documents and modern methods of execution of road works.Problematics. In connection with the active improvement of the regulatory base of the road construction industry, permanent upgrade of road organizations technique fleet, the introduction of new technologies and materials in construction and operation of roads, improving the methods of work there is a discrepancy between the existing resource element of estimated norms and the actual conditions of work in terms of built-up labor costs, the operation time of machines and mechanisms and the range of materials. Accordingly, it affects the reliability and accuracy of determining the cost of road works.Purpose. Improvement and harmonization with actual working conditions and requirements of regulatory documents of industry regulatory and estimate base of resource elementary estimated norms for work performed during construction, reconstruction, repair and operational maintenance of roads and bridges to ensure reliable and valid technical, economic and estimated calculations.Materials and methods. During work performance the analysis of the regulatory documentation, establishing the requirements to the technology of road works and materials has been carried out. A number of chronometric observations with the measurement of time of road works in full-scale conditions was carried out. The obtained data were summarized, averaged and on their basis the indicators of the resource element of the estimated norms were estimated.Results. A review of the main amendments and additions, which came into force after the approval of Amendment No 2 SOU 42.1-37641918-035:2018 [1] and Amendment No 2 SOU 42.1-37641918-071:2018 [2], which were developed to improve the regulatory-estimate base for the calculation of road works, taking into account the requirements and provisions of existing regulatory documents taking into account the current state of scientific and technological progress in the road sector.Conclusions. The above analysis of the amendments that came into force with the approval of [1]. and [2] will systematize the innovations provided by the requirements of current regulatory documents on the calculation of the cost of road works and the development of relevant documents at all stages of the investment process, planning and organization of road works, as well as the writing-off of material resources. Review and systematization of recent improvements in the estimated regulatory documents for road works will provide an opportunity to optimally plan the use of available material, labor and financial resources, often limited.Keywords: public road, operational maintenance, investment documentation, overhaul and current repairs, machine, mechanism, regulatory document, resource element estimate norm, Standard of Organization of Ukraine.

During the software development process, the decision maker (DM) must master many variables inherent in this process. Software releases represent the order in which a set of requirements is implemented and delivered to the customer. Structuring and enumerating a set of releases with prioritized requirements represents a challenging task because the requirements contain their characteristics, such as technical precedence, the cost required for implementation, the importance that one or more customers add to the requirement, among other factors. To facilitate this work of selection and prioritization of releases, the decision maker may adopt some support tools. One field of study already known to solve this type of problem is the Search-Based Software Engineering (SBSE) that uses metaheuristics as a means to find reasonable solutions taking into account a set of well-defined objectives and constraints. In this paper, we seek to increase the possibilities of solving the Next Release Problem using the methods available in Verbal Decision Analysis (VDA). We generate a problem and submit it so that the VDA and SBSE methods try to resolve it. To validate this research, we compared the results obtained through VDA and compared with the SBSE results. We present and discuss the results in the respective sections.

This study aims to identify the most important factors that cause delay in road construction projects in Jordan, which results in cost and time overrun allocated for this type of engineering projects and cause critical problems for both the developer and the contractor. The gap between the cost at completion and that originally estimated, known as cost overrun, can be regarded as one of the most important parameters reflecting the success of projects. In the public sector, money spent on project change orders results in increased construction time which in return reduces the number and size of the projects that can be completed during any given fiscal year. To achieve this goal, the documents and the final reports for several sample projects implemented over the years 2000 to 2008 were analyzed. All the projects were administered by the same organization taken from Jordan Ministry of Rural and Public Works. The results of this study can assist highway officials in their design, planning, scheduling and projects completions so that necessary actions can be taken to control these overruns in future projects. The study showed that 19 factors might cause delays of road construction projects as defined through a detailed literature review. The analysis of the study indicated that the top causes affecting time and cost overrun in road construction projects in Jordan are Terrain and Weather conditions.

This article discusses the features of the development and applicationBIM technologies in the preparation of BIM projects for timber roads in the Russian Federation. The main types of software products used in the preparation of BIM-projects of forest roads have been established. The procedure for using software products is given, their main types are established and functional capabilities are analyzed. The drawbacks and limitations of software products for general-purpose project management in the context of the use of BIM technologies are identified. The necessity of developing a specialized software product for the preparation of elements of projects for the organization of construction «Planworks», in order to increase the efficiency of the use of BIM-technologies in the preparation of projects of timber haul roads. The article describes the proposed procedure for using the developed software product, and also formulates the main stages of developing a project for organizing construction in it. The main list of the initial data required for the preparation of the organization’s project in the developed software product is disclosed. The features of the automated generation of a network model of tasks for the construction of structural elements of a timber road are described, the main types of generated tasks, as well as the features of automated task linking, are given. The advantages of using the developed software product at the stages of development of a technical design and construction of a timber road have been determined.

Abstract   Universitas Sembilanbelas November Kolaka is a university located in Kolaka Regency. This university has another campus, namely Campus B, which is located in Central Buton Regency and is separated by the sea. To increase access to these campuses, an operational ship is needed. This study aims to design an operational ship to serve the two campuses of the Universitas Sembilanbelas November Kolaka. The ship is designed using fiberglass. This study resulted in an operational ship design made of fiberglass, which has a capacity of 20 people with a maximum speed of 25 knots. The university's operational ship is 14.5 m long, 3.2 m wide, and has a draft of 0.5 m. The cost to build the ship is estimated at Rp1,526,820,000 including Value Added Tax.   Keywords: operational ship; fiberglass; fiberglass ship; shipbuilding costs.    Abstrak   Universitas Sembilanbelas November Kolaka yang berkedudukan di Kabupaten Kolaka mempunyai Kampus B, yang berlokasi di Kabupaten Buton Tengah, dan dipisahkan oleh laut. Untuk meningkatkan akses ke kampus-kampus tersebut diperlukan kapal operasional. Studi ini bertujuan untuk merancang kapal operasional untuk melayani kedua kampus Universitas Sembilanbelas November Kolaka. Kapal dirancang menggunakan bahan fiberglass. Studi ini menghasilkan rancangan kapal operasional yang terbuat dari fiberglass, yang mempunyai kapasitas 20 orang dengan kecepatan maksimum 25 knot. Kapal operasional universitas ini mempunyai panjang 14,5 m, lebar 3,2 m, dan sarat 0,5 m. Biaya untuk membuat kapal diperkirakan sebesar Rp1.526.820.000 termasuk Pajak Pertambahan Nilai.   Kata-kata kunci: kapal operasional; fiberglass; kapal fiberglass; biaya pembuatan kapal.
