In contrast to the traditional view on economics, related to productivity and economic growth, we focus our attention on the development of modern technologies, services, and the knowledge economy. The fast pace of technology innovations requires higher-quality education. In this matter, the objects of the research are universities that influence the population and economic development as well as the regional development as one of the involved institutions. The paper deals with the contextual analysis of the university environment within the conditions of regions in the Slovak Republic upon the selected subindexes, such as macroeconomic performance and stability, innovation policy, institutional quality, and the quality of human resources. The differences between the regions are analyzed through the Index of the quality of regional university environment (IQRUE) that enabled to recognize these differences better. The ranking of the regions has been created according to a daily index when interpreting the results by the comparison of each region. The Pearson’s correlation coefficient and Spearman’s ranking correlation coefficient were used to testing the relationship between GDP and science and research expenses. The results are presented in the tables and graphs. The conducted research enabled the identification of the deficiencies of the university environment in every region of Slovakia. As a result, some universities are disadvantaged within the competition. Continuous elimination of deficiencies should not be a priority of universities only, however, the entire society should prioritize it. The state, local self-government bodies should play the leading role to create the conditions to improve the quality of the university environment and pay attention mostly to the disadvantaged regions.

Research is considered a function aimed at obtaining new knowledge and its application for the solution to problems or questions of a scientific nature, The universities framed in the fulfillment of their social function have a complex task given by training a competent professional who assumes research as part of their training and who learns to ask questions that they are able to solve through scientific research.  Scientific research is an indicator of the quality of processes in the university environment, so it must be increased by virtue of the results of the work carried out by research teachers and students the objective of this work is to know the perception of the teachers of the Faculty of Medical Sciences of the University of Guayaquil about the scientific activity. Objective: to know the perception of the teachers of the Faculty of Medical Sciences of the University of Guayaquil about the scientific activity. Methods: theoretical and empirical level were used, a questionnaire with closed questions aimed at knowing the opinions on the research activity in this institution was applied. Result: that of the sample analyzed 309 (39.3%) said they agreed with the training for the writing of scientific articles. 38.6% said they agree with the training on research projects. Conclusion: that teacher’s research should be enhanced to ensure the formation and development of research skills in students.

Self-study skills are one of the soft skills that play an extremely important role for students in the university environment. However, some universities in Vietnam, at present, have not introduced this skill into teaching soft skills, including Tra Vinh University. Self-study skills determine the majority of students’ learning outcomes, but in fact, not many students are aware of this. By questionnaires and in-depth interviews conducted in May 2019, the authors wish to present the current situation of self-study skills of students of the Department of State Management, Office Administration and Tourism, thereby proposing solutions of integrating self-study skills into specialized knowledge teaching in order to improve the learning quality of students of the Faculty in particular and Tra Vinh University in general.

Resumo: As universidades têm a atribuição de formar cidadãos responsáveis e éticos, de forma que contribuam com o desenvolvimento sustentável e resolução de problemas sociais. Nesta esteira, a responsabilidade social no ambiente universitário viabiliza a construção de ações que impactam a sociedade favorecendo a inclusão social, melhoria na qualidade de vida e outros benefícios. Diante desse cenário, busca-se nesta pesquisa responder ao seguinte questionamento: qual a importância da responsabilidade social nas universidades? E para responder a essa indagação, o artigo apresenta como objetivo geral: identificar qual a importância da responsabilidade social no ambiente universitário, e como objetivos específicos (1) compreender fatores históricos e práticos que favorecem a aplicabilidade da responsabilidade social nas universidades; (2) identificar os desafios na aplicabilidade de responsabilidade social; (3) analisar as características fundamentais da responsabilidade social. Quanto à metodologia aplicada, o artigo foi construído por meio de uma análise sistemática da literatura que permitiu realizar uma revisão teórica e conceitual, em seguida, houve a discussão da literatura, considerações finais e referencial teórico. Os Resultados revelam que a Responsabilidade Social Universitária possui muitos desafios a serem enfrentados e que o espaço universitário precisa ser fortalecido para que proporcione à sociedade indivíduos com capacidade técnica capaz de resolver problemas sociais. Abstract: Universities are responsible for training responsible and ethical citizens, so that they contribute to sustainable development and the resolution of social problems. In this way, social responsibility in the university environment enables the construction of actions that impact society, favoring social inclusion, improved quality of life and other benefits. Given this scenario, the aim of this research is to answer the following question: what is the importance of social responsibility in universities? And to answer this question, the article presents the general objective: to identify the importance of social responsibility in the university environment, and as specific objectives (1) understand historical and practical factors that favor the applicability of social responsibility in universities; (2) identify challenges in the applicability of social responsibility; (3) analyze the fundamental characteristics of social responsibility. As for the methodology applied, the article was built through a systematic analysis of the literature that allowed for a theoretical and conceptual review, then there was a discussion of the literature, final considerations and theoretical framework. The Results reveal that University Social Responsibility has many challenges to be faced and that the university space needs to be strengthened so that it provides society with individuals with technical capacity capable of solving social problems. Keywords: Social Inclusion. <p><strong>Purpose:</strong> Besides their educational and research functions, universities are currently essential for dissemination of knowledge in innovation processes, thus affecting the economic and social development of their environments. The formalized cooperation of the Slovak University of Agriculture (SUA) in Nitra and its partners in research and science was examined in this context.</p><p><strong>Methodology/Approach:</strong> Formal cooperation of the university with working life partners in terms of their sectoral and geographic affiliation was analyzed in the paper. The Central Register of Contracts and the SUA Internal Register of Contracts were used as principal sources of data. Based on interviews and selected studies conducted in the Slovak Republic we further focused on identification of barriers to the transfer of the results of research into practice.</p><p><strong>Findings:</strong> The paper confirmed cognitive and spatial proximity between SUA and its partners. The sectoral focus of the partners is closely related to the profile of the university. From the spatial point of view, more significant concentration of SUA partners in the region of Western Slovakia was confirmed. We identified several barriers to the transfer of the results of scientific research activities from the university environment into practical life.</p><p><strong>Research Limitation/implication:</strong> We conducted research on the example of one university, thus it is not possible to generalize the results.</p><strong>Originality/Value of paper:</strong> The paper analyzes the collaboration of the University in science and research with partners in practical life and identifies weaknesses and barriers to this cooperation.

The article discusses the significance of responsibility in providing safety of the environment surrounding the person. The problem is caused by the contradiction between the human need for security and impossibility in many cases to satisfy it because of inadequate fulfilment of the duties by employees. The purpose of the article is to outline the ways of solving this contradiction by pedagogical means. The methodological basis of the research is systematic, activity-based, and subject-subject approaches. The author reveals the essential features of responsible behavior and prerequisites for the formation of a responsible person: macro-level (organization of public life); family and other micro-communities; educational institutions. Importance of effort consolidation of all subjects of pedagogical influence for solving urgent educational problems is noted. The role of certain principles of education in the formation of a responsible person in the past and at the present stage is shown. Particular attention is paid to the role of higher education in the formation of responsibility, since it is in the university environment where students develop such patterns of behavior that afterwards may be used in public and everyday life, and in their profession. This approach makes a purely pedagogical issue socially important.

Introduction. The article reflects the authors’ system for calculating the level and quality of digitalization of the educational process in Russian universities. This task is actualized by a number of circumstances of modern realities. The need to create a digital twin / double for each university has become a trend due to the importance of providing applicants, students and graduates with the most accessible educational environment. The high-quality digital environment of a university during the spread of pandemics is an important condition for maintaining the stability of the educational process. Today, the ability of universities to quickly adapt the digital educational space to the needs of distance learning is a significant sign of the viability and quality of the management staff of higher education institutions. Methods and materials. To develop the system, the authors used a mathematical tool – the method of summary indicators for calculating the level of digitalization of universities, which allows to evaluate various characteristics of the value, efficiency and quality of objects with a significant number of different parameters. Analysis. To develop indicators – basic rating indicators – the authors used the results of a preliminary study of the best practices of digitalization of the university environment of leading foreign and Russian universities. The system takes into account the needs for digitalization of the educational environment of three different categories: applicants, students and graduates. Results. The introduction of the rating into the Russian practice will allow to justify a system of recommendations to university administrations to improve the level and quality of their digitalization of the educational process.

The phenomenon of globalization had resulted in strengthening of the international capital movement in the 1990s, which led to an intensive retraction of small and open economies into the globalization process.  The foreign direct investment (FDI) has since gained its importance, especially in the area of local and regional development.  Its positive impact is reflected at the local, as well as at the national level.  FDI is the means of ensuring technology transfer, increasing employment, as well as improving the quality of the workforce.The aim of this article is to assess the stock of foreign direct investment and its localization in the Slovak regions at NUTS III level.  From the content perspective, the article analyzes the economic development of the Slovak region by region, based on the stock of FDI, by using models from neoclassical theory of regional development for the period from 1999 to 2009.  We assumed that the different regional stock of foreign direct investment would have a significant impact on the economic differentiation of the regions in the Slovak Republic.  This analysis confirmed our assumption.

The use of technological devices has changed the way individuals interact with their university environment. This paper examines the use of a smart context as a link between individuals and their university environment through an exemplification of the urgent problems deriving from different domains and technological systems, as well as of information and communication devices employed in university teaching-learning contexts, to improve the quality of higher education and individuals’ cultural life. When does the university become “smart”? It is not sufficient that universities define themselves as smart places to underline the main challenges they must face in their efforts to become and remain smart. The article recognizes a university as a “smart” institution when it has its roots in the understanding and critical awareness of the basic knowledge, in the identification of the more realistic competencies and the search for the meanings of a “smart university community” that pursues high quality. The paper concludes with an account of the experience of the ICT Centre of the University of Ferrara, who try to achieve these goals, implies the adoption of innovative perspectives, and discusses the building of a new culture putting in the middle a “smart university” and its cultural principles.
