Effective planning and optimization of rail transport operations depends on effective and reliable forecasting of demand. The results of transport performance forecasts usually differ from measured values because the mathematical models used are inadequate. In response to this applicative need, we report the results of a study whose goal was to develop, on the basis of historical data, an effective mathematical model of rail passenger transport performance that would allow to make reliable forecasts of future demand for this service. Several models dedicated to this type of empirical data were proposed and selection criteria were established. The models used in the study are: the seasonal naive model, the Exponential Smoothing (ETS) model, the exponential smoothing state space model with Box–Cox transformation, ARMA errors, trigonometric trend and seasonal components (TBATS) model, and the AutoRegressive Integrated Moving Average (ARIMA) model. The proposed time series identification and forecasting methods are dedicated to the processing of time series data with trend and seasonality. Then, the best model was identified and its accuracy and effectiveness were assessed. It was noticed that investigated time series is characterized by strong seasonality and an upward trend. This information is important for planning a development strategy for rail passenger transport, because it shows that additional investments and engagement in the development of both transport infrastructure and superstructure are required to meet the existing demand. Finally, a forecast of transport performance in sequential periods of time was presented. Such forecast may significantly improve the system of scheduling train journeys and determining the level of demand for rolling stock depending on the season and the annual rise in passenger numbers, increasing the effectiveness of management of rail transport.

The work contributes to the development of the optimal solution of the horizontal and vertical gap between the platform edge and the tramway threshold in Wroclaw. General arguments for the development of urban rail transport have been described, and the basic features of an attractive system are discussed. Historical and current works focused on the position of the car floor with relation to the platform were collected, taking into account selected current foreign regulations. Suggested solutions possible for use in Wroclaw conditions were posed. The necessity of carrying out further detailed studies and considerations to be carried out in the second part of the work has been emphasized.

The article concerns the application of LCC (Life Cycle Cost) life cycle analysis as a method of assessing the effectiveness of investments in rail transport. On the basis of general guidelines contained in professional literature and international standards, including PN-EN 60300-3-3:2017-07, the LCC calculation method for rail transport is presented. This method can be used to assess the effectiveness of various variants of purchasing new vehicles, as well as to compare the costs of their modernization.

Due to the reliability standard set during the design and even when it reaches orexceeds the standard service life of more than 90 % of locomotives, railway transport continues toperform its functions. Many years of experience in the operation of locomotives confirm thecorrectness of the norms laid down in the standards for their design to the design loads andindicators of dynamics and strength of load-bearing structures: the standard stock ratio (2) ensurestheir operation during the service life.(25 ... 30 years) In many countries, as part of the extension of the service life of TRS at onetime had to solve complex scientific and applied problems. For example, most recently in Europeancountries, rolling stock depreciation was up to 65% of service life. In the interaction of TRSproducers and users, the concept of repair and modernization of TRS at the facilities ofmanufacturers was adopted, and the amount of modernization depended on customer requirements.After the modernization of the extension of the service life of TRS, it could be used on certainsections of the railway or in other types of work: economic, export, shunting. In our country, thelong-term operation of the TRS of a small number of series led to the fact that the rolling stock wasalmost not renewed and the problem of extending the service life was not solved. Now difficultpolitical and environmental factors have led to the fact that after some time it will be dangerous touse rail transport. As the world and domestic experience of TRS operation shows, urgent changes inall links of the industry and operation are necessary. The resource of TRS put in production allowsto keep and maneuver in a choice of strategy of management of the maintenance of TRS. Inconnection with the aging of rolling stock and the development of the assigned service life arerelevant to the study of the original and residual resources of the structure. To do this, thestandards must be clarified and supplemented on the basis of accumulated operating experienceand taking into account modern knowledge to assess and ensure the necessary durability and safetyof operation of vehicles. Based on this, the topic of changing the system of extending the service lifeis relevant. The article considers the concept of general approaches to extending the service life oflocomotives.

The issues addressed by the article concern the assessment of energy efficiency in rail transport, resulting from the proper organization of rail traffic. The problems related to energy consumption and, thus, the negative impact of rail transport on the natural environment are highly significant in terms of the green deal concept, climate change and sustainable development. In this article, energy efficiency is investigated in the context of minimizing the energy consumption necessary to satisfy a specific transport requirement. The essence of this article is to present an approach to energy-efficient planning of rail freight traffic. This article aims to develop a method covers the allocation of railway vehicles dedicated to freight traffic (locomotives and railcars) to perform a defined transport task, taking into account the energy efficiency assessment of the solution, routing the train launched with regard to the accomplishment of the defined transport task on the railway network, and determining the conditions of transport for a defined transport task, taking into account the allocated rolling stock (locomotives and railcars) and the route. In this article, based on the presented state of knowledge, a decision-making model has been proposed, including the model’s parameters, the values being searched for, indicators for assessing the quality of the solution, as well as the limitations and boundary conditions of the problem. The function of minimizing the energy consumption necessary to transport a shipment within the railway network (determining the energy efficiency of the proposed solution) has been proposed as the criterion. In addition, a description of the proprietary method of selecting rolling stock for accomplishing tasks, based on the assessment of the energy efficiency of the solution and a case study illustrating the operation of the method on the example of the area of Poland, has been presented.

The means of rail transport as well as other modes of transport primarily enable people to easily overcome certain distances over a period of time. This implies the need for it to be adapted to such specificities, together with other elements in places where high concentrations of passengers are exchanged. This paper deals with a common problem of accessibility of rail transport to people with reduced mobility (PRM). PRM refers to people whose mobility is reduced due to physical incapacity, an intellectual deficiency, age, illness or any other cause of disability when using transport. Therefore, a thorough analysis of accessibility of rail transport to this group of passengers will be conducted for the city of Zagreb according to certain indicators. The rail station is considered to be accessible if a PRM passenger can enter passenger terminal, consume services available there and if is able to get to the platform from where the train will depart. The rolling stock is accessible if a PRM passenger can buy a ticket, enter the train and have predicted and available space in the train. By determining the real state of accessibility to PRM passengers of all railway stations and used rolling stock in suburban rail transit in the city of Zagreb, measures will be proposed to increase accessibility to these passengers and thus facilitate their integration into society in this segment and increase their quality of life.

The article includes an analysis involving the requirements for the adaptation of rolling stock for use by people with movement dysfunction. The requirements including construction and dimensions have been summarized and detailed conditions necessary to ensure the assumed level of travel comfort for people with reduced mobility with real examples of solutions used in currently operated railway vehicles. The focus was on the requirements set out in Regulation No 1300/2014 regarding technical design and construction solutions for adapting railways to the transport of disabled people, TSI PRM. Based on the collected material, an analysis of the compliance of the actual state with the theoretical one, included in the standard, was carried out. Elements designed and manufactured in a manner consistent with the recommendations contained in the standard, as well as those that require a re-analysis of rolling stock constructors, repair or necessary changes are indicated. The components analyzed included, among others, seating positions, movement zone - including internal and external doors, toilets or platforms enabling access to the interior of the vehicle The opinion of disabled people using rail transport was also included by conducting a survey and performing analysis and then interpretation of the data obtained. Basing on this analysis, solutions that will increase the comfort of travelling for people with disabilities have been proposed.

Rail transport plays a significant role in the life of the economic sector of the country. However, the existence of a significant number of negative factors violate the timing of the planned ways of its development. Among them, it is worth paying attention to the slow pace of adaptation of already adopted legislative initiatives, insufficiently substantiated taxation of services provided for the transportation of various goods and passengers (cross-subsidization) and problems arising from the transportation of privileged categories of citizens. Іncrease in the price of services provided, the presence of an inflation component, exchange rate fluctuations, etc. Despite the constant increase in the price of transportation services, the renewal of rolling stock and stationary railway transport is not carried out at a level that would help raise its quality level. This phenomenon is present in the operations of transportation of goods, luggage and passengers. There is a discrepancy between the growth rate of prices for rail transport services and their quality level. Among the additional negative factors should be noted the lack of funds for the renewal of rolling stock and its repair; inefficient financial planning and asset management of divisions; lack of working capital; low level of effective personnel planning and management; the threat of losing highly qualified employees, especially managers, due to reaching retirement age; lack of sufficient motivation for innovation and inventive activity; insufficient qualification of employees; possible resistance of personnel to organizational changes. There are also technical and technological problems. A significant part of the financial resources for the development of the domestic railway does not enter the process of cash flow formation due to the presence of corrupt actions carried out by individual representatives among the responsible persons. Representatives of the top management of the domestic railway must have an effective program of anti-corruption measures, but taking into account the legal framework that is already laid down in existing legislation. This study indicates the exacerbation of existing problems of the domestic railway, which requires immediate intervention at the macroeconomic and microeconomic level, as well as macro-legal and micro-legal level. The article reveals the problems of development of railway enterprises, determines the negative impact of corruption on its development, argues the need for anti-corruption measures that act as regulators of the development of the railway industry in the future. Outlines the content of the principles and substantiates the feasibility of their implementation in accordance with the Draft Law of Ukraine «On the Principles of State Anti-Corruption Policy for 2020–2024». Contains the author's proposal on the content of the conceptual categories «strategic anti-corruption intentions» and «anti-corruption event» and argues the benefits of their use by top management of the railway industry.

The operation safety of the railway rolling stock depends directly on the strength of the base part of the wheelset – its axle. Therefore, in recent years numerous studies of theoretical and experimental nature, both for means of rail transport, and for machines containing rail track equipment are carried out. This paper substantiates the main parameters of the fatigue test bench for axles for wheelsets of railway rolling stock. We performed an analysis of the load schema for bench tests, determined the dependence of the bench work force on the parameters of the wheelset axle. In addition, we substantiated the design and parameters of vibrator. For the research, we adopted the following criteria of rationality: work force, energy consumption and longitudinal dimension of the test bench. The design is considered the best, if these criteria acquire the smallest values. The results of the research indicate that the load scheme “cantilever beam” is rational for the fatigue bench tests of the axles for wheelsets of railway rolling stock. The best design of the vibrator have to provide the test bench work force by rotating the unbalanced mass around the stationary wheelset axle. The rational vibrator contains a sectoral eccentric mass rotating at an angular velocity of about 150 s-1. In this case, the eccentric mass value is about 80 kg, and its eccentricity is 135 mm.
