Rail transport plays a significant role in the life of the economic sector of the country. However, the existence of a significant number of negative factors violate the timing of the planned ways of its development. Among them, it is worth paying attention to the slow pace of adaptation of already adopted legislative initiatives, insufficiently substantiated taxation of services provided for the transportation of various goods and passengers (cross-subsidization) and problems arising from the transportation of privileged categories of citizens. Іncrease in the price of services provided, the presence of an inflation component, exchange rate fluctuations, etc. Despite the constant increase in the price of transportation services, the renewal of rolling stock and stationary railway transport is not carried out at a level that would help raise its quality level. This phenomenon is present in the operations of transportation of goods, luggage and passengers. There is a discrepancy between the growth rate of prices for rail transport services and their quality level. Among the additional negative factors should be noted the lack of funds for the renewal of rolling stock and its repair; inefficient financial planning and asset management of divisions; lack of working capital; low level of effective personnel planning and management; the threat of losing highly qualified employees, especially managers, due to reaching retirement age; lack of sufficient motivation for innovation and inventive activity; insufficient qualification of employees; possible resistance of personnel to organizational changes. There are also technical and technological problems. A significant part of the financial resources for the development of the domestic railway does not enter the process of cash flow formation due to the presence of corrupt actions carried out by individual representatives among the responsible persons. Representatives of the top management of the domestic railway must have an effective program of anti-corruption measures, but taking into account the legal framework that is already laid down in existing legislation. This study indicates the exacerbation of existing problems of the domestic railway, which requires immediate intervention at the macroeconomic and microeconomic level, as well as macro-legal and micro-legal level. The article reveals the problems of development of railway enterprises, determines the negative impact of corruption on its development, argues the need for anti-corruption measures that act as regulators of the development of the railway industry in the future. Outlines the content of the principles and substantiates the feasibility of their implementation in accordance with the Draft Law of Ukraine «On the Principles of State Anti-Corruption Policy for 2020–2024». Contains the author's proposal on the content of the conceptual categories «strategic anti-corruption intentions» and «anti-corruption event» and argues the benefits of their use by top management of the railway industry.

The issues addressed by the article concern the assessment of energy efficiency in rail transport, resulting from the proper organization of rail traffic. The problems related to energy consumption and, thus, the negative impact of rail transport on the natural environment are highly significant in terms of the green deal concept, climate change and sustainable development. In this article, energy efficiency is investigated in the context of minimizing the energy consumption necessary to satisfy a specific transport requirement. The essence of this article is to present an approach to energy-efficient planning of rail freight traffic. This article aims to develop a method covers the allocation of railway vehicles dedicated to freight traffic (locomotives and railcars) to perform a defined transport task, taking into account the energy efficiency assessment of the solution, routing the train launched with regard to the accomplishment of the defined transport task on the railway network, and determining the conditions of transport for a defined transport task, taking into account the allocated rolling stock (locomotives and railcars) and the route. In this article, based on the presented state of knowledge, a decision-making model has been proposed, including the model’s parameters, the values being searched for, indicators for assessing the quality of the solution, as well as the limitations and boundary conditions of the problem. The function of minimizing the energy consumption necessary to transport a shipment within the railway network (determining the energy efficiency of the proposed solution) has been proposed as the criterion. In addition, a description of the proprietary method of selecting rolling stock for accomplishing tasks, based on the assessment of the energy efficiency of the solution and a case study illustrating the operation of the method on the example of the area of Poland, has been presented.

The study focuses on the ambiguity of management decisions in conditions of economic competition and quarantine restrictions. It is concluded that in the field of freight transportation there are antagonistic interests of the environment in the process of making management decisions by managers of JSC “Ukrzaliznytsia”. The classification of information situations related to the uncertainty of the environment is used, according to which the fifth information situation most closely corresponds to the current situation in the market of transport services. The choice of the fifth information situation is due to the factors caused by the government’s decisions to impose quarantine restrictions. Most of these factors have had a negative impact on the expectations of businesses in general and cargo owners in particular. The state of economic competition in the field of freight transportation was studied by analyzing the structure of goods by different modes of transport for January-November 2019-2020, indicating the absence of significant changes or restrictions on freight traffic. Thus, quarantine restrictions did not cause irreparable damage to the railway industry directly, but they indirectly affected a number of indicators. Analysis of economic competition, level of uncertainty, degree of ambivalence of government decisions and structural and dynamic analysis of the market of transport services in January-November 2019-2020, allowed creating a methodology that ensures the validity of management decisions in economic competition and ambivalence of government actions. It consists of 6 stages: formulation of the purpose; formation of the corresponding information base; formation of an expert group; direct survey; selection of the most promising solutions for stabilizing the situation in the field of rail freight; assessment of the homogeneity of the expert group. The application of this technique gives railway companies additional competitive advantages, even in conditions of growing uncertainty and risk.

The article studies the main trends in the market of container transportation in rolling stock of various types, considers the process of transporting large-capacity containers in open wagons. The operational and economic aspects of removing administrative restrictions on the implementation of this type of transportation are noted. The dynamics of rental rates for rental of gondola cars and platforms in 2019-2020 is present. The summary characteristics of the gondola car fleet and fitting platforms on the Russian Railways network have been study. The analysis of the market share of the largest owners of gondola cars and fitting platforms was carry out. The advantages and disadvantages of using the technology of container transportation in open wagons are list. Solutions are propose to create a competitive environment in the container transportation segment of the transport services market.

AbstractSafety is a key and necessary condition for the sustainable development of the railway industry. Every entity operating in the railway area should maintain and increase the level of security as part of its operations. The subject of the analysis of data on the rail transport safety in European countries and content of the safety culture program implemented in Poland, whose main objective is to implement safety culture principles in the railway transport and to encourage all companies operating in the railway industry to improve the rail transport safety as the key condition for the sustainable development of railway industry. Paper contains results of the analysis of the European rail transport safety level in the context of the objectives set for Poland indicated by the European Union (CSI value) as improvement areas.

Introduction. The article presents the results of a survey of employees of the railway industry and volunteers of various professions on their attitude to the possibility of employment of women as a locomotive driver and assistant driver. The aim of study is to determine the socio-psychological aspects of allowing women to work as a driver and assistant driver of an electric train among employees of various professions, including in the railway industry. Materials and methods. Anonymous online survey conducted among 112 people: 60 women aged 29.9±7.9 years (from 19 to 55 years), and 52 men aged 29.6±8.4 years (from 15 to 53 years). Results. There is an ambiguous attitude to the prospects of allowing women to work as a driver and assistant driver of an electric train. The most urgent problems of an organizational nature that accompany changes in labor legislation are noted: the abolition of allowances "for harm", the increase in the retirement age, inconveniences in holiday homes that are currently designed exclusively for men. There are also positive prospects for these changes: the possibility of healthy professional competition and the emergence of new areas of professional growth for women, as well as increasing the prestige of OAS "Russian Railways" by creating an image of a company that provides candidates with equal rights regardless of gender. Conclusions. The appearance (although it would be more accurate to say "return") of women to work as drivers and assistant drivers is not a forced measure, as it was in wartime, but the result of the modernization of rolling stock and railway infrastructure, bringing to the fore the assessment of professionally important operator qualities, regardless of the gender of candidates. However, gender characteristics cannot be ignored in the socio-psychological context - for example, when recruiting locomotive crews with mixed composition or when creating a favorable psychological climate in a locomotive depot.

The article considers the main directions of development and modernization of the locomotive complex infrastructure. Current geopolitical and economic conditions for the functioning of railway transport in most post-Soviet states are such that it is extremely difficult to provide required quality of transport services and break-even operations at high expenses for maintaining the railway infrastructure and rolling stock. Dynamics of transportation of the Tajik Railway (TSR) is shown, which displays that most of its sections are classified as low-intensity ones. The paper proposes methodical principles, setting and qualitative analysis of the task of rationalization of operational work and organization of car flows for international transportation, taking into account the specifics of the Tajik Railway. There is a problem of complex maintenance of the efficiency of operational work in modern conditions based on the synthesis of the tasks of self-management (rational internal operational technology of the Tajik Railway) and coordination tasks (technological interaction with railway administrations of other states). Author substantiated the necessity of solving this problem. Proposed classification of technological restrictions and controlled variables in the performance of transport takes into account methods for changing external conditions for the functioning of the railway landfill and methods for increasing internal efficiency of its operation. The search for the solution of the problem involves direct search of variants along its ordered set with clipping of groups of variants that do not correspond to constraints, with the subsequent finding of compromise control over a set of effective alternatives.

Background: In a world where every municipality is pursuing the goals of more sustainable mobility, bicycles play a fundamental role in getting rid of private cars and travelling by an eco-friendly mode of transport. Additionally, private and shared bikes can be used as a feeder transit system, solving the problem of the first- and last-mile trips. Thanks to GIS (Geographic Information System) software, it is possible to evaluate the effectiveness of such a sustainable means of transport in future users’ modal choice. Methods: Running an accessibility analysis of cycling and rail transport services, the potential mobility demand attracted by these services and the possible multimodality between bicycle and rail transport systems can be assessed. Moreover, thanks to a modal choice model calibrated for high school students, it could be verified if students will be really motivated to adopt this solution for their home-to-school trips. Results: The GIS-based analysis showed that almost half of the active population in the study area might potentially abandon the use of their private car in favour of a bike and its combination with public transport systems; furthermore, the percentage of the students of one high school of Palermo, the Einstein High School, sharply increases from 1.5% up to 10.1%, thanks also to the combination with the rail transport service. Conclusions: The GIS-based methodology shows that multimodal transport can be an effective way to pursue a more sustainable mobility in cities and efficiently connect suburbs with low-frequent public transport services to the main public transport nodes.

In order to reduce the negative impact of urban traffic air pollution, this paper firstly analyzes the relationship between urban traffic air pollution and vehicle speed, after providing the relationship model, the paper establishes a comprehensive pricing model of urban traffic air pollution based on bi-level programming, the model considers the traffic air pollution pricing, and includes the factors of congestion pricing, bus fee, pricing revenue redistribution on improvement of public transport services and the expansion of road capacity. The case study shows that the implementation of comprehensive pricing of urban traffic air pollution can reduce traffic pollution and unreasonable traffic flow, which is conducive to the sustainable development of the city.

AbstractGraceful extensibility has been recently introduced and can be defined as the ability of a system to extend its capacity to adapt when surprise events challenge its boundaries. It provides basic rules that govern adaptive systems. Railway transportation systems can be considered cyber-physical systems that comprise interacting digital, analog, physical, and human components engineered for safe and reliable railway transport. This enables autonomous driving, new functionalities to achieve higher capacity, greater safety, and real-time health monitoring. New rolling stock introductions require continuous adaptations to meet the challenges of these complex railway systems as an introduction takes several years to complete and deals with changing stakeholder demands, new technologies, and technical constraints which cannot be fully predicted in advance. To sustain adaptability when introducing new rolling stock, the theory of graceful extensibility might be valuable but needs further empirical testing to be useful in the field. This study contributes by assessing the proto-theorems of graceful extensibility in a case study in the railway industry by means of adopting pattern-matching analysis. The results of this study indicate that the majority of theoretical patterns postulated by the theory are corroborated by the data. Guidelines are proposed for further operationalization of the theory in the field. Furthermore, case results indicate the need to adopt management approaches that accept indeterminism as a complement to the prevailing deterministic perspective, to sustain adaptability and deal effectively with surprise events. As such, this study may serve other critical asset introductions dealing with cyber-physical systems in their push for sustained adaptability.
