The article represents the results of the analysis of existing approaches to describing economic clusters. These approaches use self-dependent characteristics that complicate evaluating and comparing clusters. Consequently, the author offers the concept of information disclosure of a cluster and its overall indicator. This indicator enables to evaluate clusters, to define a stage of their functioning and to compare results of their activity with other clusters. The existing Russian methods of describing clusters form the basis for this article. These methods are proposed by the Cluster observatory of Higher School of Economics and the Geographic information system “Industrial Parks, Science and Technology Parks and Clusters” of the Russian Federation. The author singles out three aspects of characteristics: attributive, quantitative, qualitative. The characteristics used for calculating the overall indicator of disclosure are quantitative and qualitative. They are generalized and unified using indicators of the project of the Ministry of Economic Development of the Russian Federation “Development of the Innovation Clusters – Leaders of World-Class Investment Attractiveness”. The author offers two approaches to using the information disclosure indicator: dynamic and reference. The dynamic approach enables to define a stage of cluster development using the relation of the current condition to the previous one. The reference approach defines cluster development in relation to a standard that describes its global competitiveness. Both offered approaches can be used by regional and federal government bodies as well as cluster management for taking strategic decisions on the region development.

The aim of the study is to find solutions aimed at the formation of optimal conditions for the creation and functioning of reclamation parks on the territory of existing institutions for reclamation subordinated to the Ministry of agriculture of Russia, through the establishment and justification of the necessary list of functions and powers of their management companies. The comparative analysis of the concept of creation of agricultural parks and the documents regulating functioning of agro-industrial parks is carried out. In addition, the studies were conducted in the context of Federal programs and other legislative acts of the Russian Federation. The analysis of regulatory documentation and scientific developments in the field of agro-industrial sector allowed to compare and make informed decisions on the formation of functions and powers of the management companies of reclamation parks. The formed materials will allow to organize highly effective work of the management companies of recreational parks, by endowing the latter with the necessary functions and powers, without burdening them with unnecessary functions that are not within their competence. Thus formation of functions and powers providing competitive level of activity of reclamation parks needs to be carried out on the basis of functions and powers of the industrial and agroindustrial parks regulated by the current legislation. The formed substantiations will allow to accelerate decision-making processes in the field of powers and functions of managing companies of reclamation parks by legislative and Executive authorities, and thus will contribute to more rapid development of the reclamation complex of the Russian Federation, and as a consequence of the implementation of Federal programs and other legislative acts aimed at the development of agriculture and import substitution in this area.

Thе article examines the relevance and problems of cluster development in the conditions of a market economy in the Kyrgyz Republic, noting that they are not sufficiently developed by both scientists and specialists, despite having natural and labor resources. It is noted that the Kyrgyz Republic has all the prerequisites for their integrated use and the creation of new industries, based on the existing infrastructure, mineral and fuel and energy resources, agricultural products, recreational conditions and employment of the local population with a reduction in migration flows to the Russian Federation, Kazakhstan and other countries.

In modern conditions clusters are considered as an effective tool for achieving sustainable economic growth in the regional economy. Their successful development is a decisive condition for creating a new management model based on the priority of innovative production renewal. In this regard, the creation of high-tech and efficient clusters should become the main direction of strategic management of territorial development by the state authorities of the Russian Federation subjects. However, the solution of this task is impossible without the development of an appropriate methodology and techniques for assessing the effectiveness of the regional economy clustering, which could be used in the development of cluster initiatives and preparation of state programs for regional cluster development. The article highlights the main results of the research carried out under the RFBR grant «Effectiveness of cluster spatial development of the region in conditions of transition to an innovative economy» No 16-12-59011 in 2016-2017. Theoretical and methodological grounds for developing a multi-criterial approach to assessing the cluster effectiveness of the regional economic space have been formulated. Interpretation and distinctive features of the cluster as a self-developing system are given. Configuration of the effectiveness criteria for cluster spatial development of the economy is proposed, which is a primary visualization of the cluster criterial efficiency model. Description of the criterial and indicative approach to the analysis of the effectiveness of regional economy cluster development is given and an integral indicator is proposed for its evaluation. Methodology for assessing the Regional cluster index was tested in nine regions of the Russian Federation, which territorial clusters were officially registered in the Register of industrial clusters 2016 of the Ministry of Industry and Trade of the Russian Federation. Results of the survey can be of interest to representatives of the government bodies at various levels, heads of specialized cluster structures, enterprises and organizations that are members of clusters.

The current realities of economic development bring to the fore tools that can provide not so much quantitative growth as qualitative changes in economic systems at different levels. Competitive advantages can be achieved by innovative tools, the development of which can be hindered by a number of factors: lack of funding, qualified personnel, high taxes, unfair competition, etc. Against the background of these problems, the advantages of special economic zones, industrial parks, clusters, territories of advanced socio-economic development, disclosed in this article, are obvious. The purpose of the study is to substantiate the need for active implementation of innovative tools for territorial development in municipalities of the Republic of Tatarstan, as well as in other regions of the Russian Federation, in order to activate innovative and investment activities in them. In terms of objectives, tasks of the article are: to describe an innovative infrastructure that defines territorial development in the Republic of Tatarstan; to investigate the basic results of activity of innovative tools for territorial development in the Republic of Tatarstan; to develop recommendations for implementation of innovative development of territories in the municipalities of the Republic of Tatarstan. Achieving this goal is realized through the use of research methods such as description, comparison, analysis, etc. The empirical basis of the study was data published on the websites of the Ministry of Economy of the Republic of Tatarstan and the Ministry of Economic Development of the Russian Federation, the Higher School of Economics, The Association of Clusters and Technoparks of Russia, and other materials. As a result of the research, the main tasks of ensuring positive progressive dynamics of the Republic of Tatarstan with the use of innovative tools for territorial development are formulated: SEZs, industrial sites, industrial parks, territories of advanced socio-economic development and others. The article pays close attention to the justification of the need for municipalities of the Republic of Tatarstan to use these innovative tools, which have proven their effectiveness as growth drivers for the development of territories.

The journal version of Chapter 1.1 of "The Russia Competitiveness Report 2011: Laying the Foundation for Sustainable Prosperity" prepared by the World Economic Forum and Eurasia Competitiveness Institute analyzes major problems Russia is faced with in this field. Three advantages and five systemic weaknesses of the country are considered. The analysis on the basis of the Global Competitiveness Index shows that real improvements along these five directions could lead to significant increase in competitiveness and growth of welfare in Russia.

The article highlights the challenges facing the process of creation and development of the North Caucasian Federal District tourist cluster. It provides the results of an analytical research into the development of the tourist industry in the Russian Federation, identifies the constraints to tourist cluster development, the major problems and plausible solutions that may pave the way towards the targeted results. The authors lay out a scheme for tourist cluster creation and define priority directions of training personnel for the tourist and service sector.
