The peculiarities of agriculture, which require the creation of conditions for its development, retain the importance of the role of the state in supporting the industry. The need for such participation is reinforced by the latest trends in economy. Export orientation, digitalization, the coronavirus pandemic reinforce the political and economic causes of state intervention. The purpose of this work is to consider key methods and priorities of state support for agriculture and the possibility of their improvement and expansion under the influence of new requirements. Having studied the mechanism of concessional lending to agriculture, it was concluded that it was effective and identified some problems that served as a basis for identifying opportunities for its further improvement. It was concluded that the state plays a dominant role in the development of small forms of agribusiness and the expansion of agricultural export potential. The unique features of the COVID-19 pandemic, which faced not only the world but also Russian economy, have opened up opportunities and created threats to agricultural development. The coronavirus pandemic has given a powerful impetus to the massive introduction of digital technologies. The article considers possible directions of developing methods and directions of state participation in agriculture.

The formation of the spectrum of global economic and political challenges for Russia is a factor in returning the issues of economic modernization to the public administration agenda, taking into account the current state and development trends of the country’s economy as a whole and its regions. As a research tool, the system method and the method of statistical observations are used. In Russia, the role of the state in regulating economic processes and its predominance in the structure of Russian economy remains significant. All this makes it necessary to consider the participation of the state in the process of modernization transformations. The article discusses the historical experience of modernization in developed countries with significant state participation, as well as modern Russian goals of state participation in economy, the role of the relevant policy in achieving the goals of modernization (on the example of the “May Decree” of the President of the Russian Federation of May 7, 2018), its contingency with the practices and role of big business as an integral part of the modernization process. The paper suggests ways to optimize public policy in the direction of modernization, taking into account the priorities formulated for the management system.

After had being carried out nationalization and hostility against west countries, the New Order regime made important decision to change Indonesia economic direction from etatism system to free market economy. A set of policies were taken in order private sector could play major role in economic. However, when another economic sectors were reformed substantially, effords to reform the State Owned Enterprises had failed. The State Owned Enterprise, in fact, remained to play dominant role like early years of guided democracy era. Role of the State Owned Enterprises was more and more powerfull). The main problem of reforms finally lied on reality that vested interest of bureaucrats (civil or military) was so large that could’nt been overcome.

Organization of the state regulation of tourism in Ukraine and opportunities for its improvement on the basis of learning from the experience of leading tourist countries in Europe is the purpose of the study. The notion and main purpose of the state regulation of tourist activities is substantiated. It is established that the history of the state regulation of tourism in Ukraine points to the frequent change and re-organization of its central body, which did not facilitate the development of tourism. Analysis of the role of the state in the organization and development of tourist activities in different countries of the world allowed determining four types of models of the state participation in regulation of tourism as a constituent element of economy of the mentioned countries: American, Budget-Forming, European and Mixed. Experience of leading tourist countries (France, Spain, Great Britain and Italy) convinces of the necessity for the efficient building-up of the state bodies responsible for the development of the mentioned branch. Efficient organization of tourism in a country and its state regulation, cooperation with non-governmental institutions, active promotion of the national tourist product, implementation of efficient promotion and PR activities and a developed tourist infrastructure facilitate interest in this country by the tourists and inflow of monetary resources.

Abstract The article examines the current state of innovative agricultural development in Ukraine and determines the role of the state in the sphere of innovative development of the agricultural complex. The role of the state in the family has been increasing, arguably,since the beginning of modern history. Historical sociologists like CarleZimmerman suggested that modern history has been characterizedby a gradual increase in the power of the state and that this growthis inversely proportionate to the declining importance of the family.The very field and concept of “family policy” presupposes that the fa-mily is a legitimate sphere of life for state intervention and activity. Yetthe intervention of the state may be like the touch of Midas: that whichit touches it destroys. If scholars like Zimmerman are correct, then themore the state intervenes in the family, the more we can expect the fa-mily to decline. This is borne out by recent experience, and very logicalreasons may be adduced for this and very clear manifestations in are-as like family integrity, parental rights, child welfare, and the increasein family-connected bureaucracies associated with the welfare state.Often our only acceptable response to the problems created by govern-ment intervention is more government intervention. Not only can thecure be worse than the disease; the cure canbe the disease. The resultis ever-more-powerful and ever-more-intrusive government bureaucracy– all purporting to solve the problems created by the previously policiesand the previous bureaucracy. The only way to break this vicious cycle isto discard some of our sacred assumptions about what constitutes familyhealth and to accept a new understanding of the relations between thefamily and the state.

Disputes and dispute resolutions are part and parcel of any functional industrial relations system. Therefore, the need to resolve them equitably, efficiently and effectively for the benefit of the actors is of paramount importance. The objective of this study is to examine the State intervention in dispute settlement and its contributions in peaceful resolution of disputes in Nigeria. The paper adopted the qualitative research approach. Relevant data were collected from the Lagos offices of the Federal Ministry of Labour and Employment, the Industrial Arbitration Panel and the National Industrial Court. The study found that the various pieces of legislation enacted by the State have positively impacted on the settlement of Industrial Disputes in Nigeria. However, it was observed that despite the positive contributions, there are still some areas for improvement. The study therefore made the following recommendations; that the powers of the Minister of Labour and Employment should be restricted to create an enabling industrial relations environment for the actors and that the parties to disputes should be allowed the choice of which method of disputes settlement to use among other recommendations.

This article views the mechanism and modern forms of financial capital mobilization in risky and uncertain conditions of the economic environment. From the perspective of the institutional approach, there is a group of problems typical for two different financial capital mobilization models: the bank loans market and the stock market. It reveals some contradictions of capital mobilization mechanism through bank lending by a critical assessment of subjective and purely subject-object relations; the major participant currently is the State. The features of the process of investing in a portfolio of securities in the current environment of high volatility of systematic and specific nature are defined, which ultimately determine the need to revise the prerequisites of classical portfolio theory and the development of new algorithms for redistribution of capital.Solving the problem of the role of the State in the financial capital mobilization will allow the mechanism to adjust itself in the direction of growth in bank lending instruments. Simultaneously, there is an increase in the growth rate in the real sector of the Russian economy.  The proposed mathematical apparatus of fuzzy set theory, based on uncertainty factors variety of the economic system being considered, is capable of minimizing the portfolio investment risk.

This paper analyses the continuities and discontinuities regarding the concept of structural change in Latin American structuralism and neo-structuralism and considers the global context in which these ideas and their variations are produced. In this sense, the transformations of capitalism from 1950 onwards are taken into account as are the diagnoses and strategies promoted by the ECLAC to ultimately achieve structural change through structuralism and neo-structuralism. How the role of the state is conceived in each of these contexts and the consequences derived from state intervention to promote the structural change are also analysed.

AbstractIn 2001, due to Singapore's low level of entrepreneurship, the state introduced an economic policy known as the Technopreneurship 21 programme. Along with many economic incentives and structural changes, the state has also embarked upon an ideological campaign to create a more pro-entrepreneurial society. This study focuses on examining the attitudes of undergraduates towards entrepreneurship as a means of understanding the Singapore state's ability to 'change' mindsets. It finds that although the respondents still feel that Singapore is currently still un-entrepreneurial, they are very positive for the future. Indeed, the undergraduates even felt that the best way for Singapore to become pro-entrepreneurial was for more state intervention. This paper concludes that because of the capacity and capability of the highly interventionist Singapore government, it is a key agent in the process of cultural transition in Singapore.
