The article discusses approaches to the definition of the concept of “civil society” presented in various encyclopedic sources, and also analyzes the state of the non-profit sector of economy postulated as a conductor of civil society institutions in the social environment on the example of the Volgograd region. The relevance of the research is determined by the significance of the role played by non-profit organizations in the formation and development of the social environment of the region. In the context of the need to consolidate the creative efforts of both individual citizens and social groups, the development of the non-profit sector of economy becomes an objective necessity. The purpose of the work is to consider the essence of the category “civil society”, as well as to apply the results to the study of the state of civil society institutions in Volgograd region. The research methodology includes structural and statistical analysis. The empirical base of the analysis is provided by official statistics for the period 2014–2020. The results of the study suggest that the planned development of the non-profit sector of regional economy requires the construction of an autonomous system of financing, in which budget funds will no longer play a key role in the formation of financial resources of its subjects.

Purpose. The aim of the article is to reveal the meaning of the concept of "finances of the civil society" and to outline its place in the financial system of the state. Methodology of research. A set of general and special research methods is used to achieve this goal: abstract and logical method, including methods of analogy and comparison, induction and deduction, scientific abstraction (to clarify the conceptual apparatus of the problem under study); graphical and systematic methods, logical generalization and systematization (to determine the place of finances of the civil society in the financial system of the state, as well as to visualize the movement of cash and non-monetary benefits in the civil society finance system). Findings. It is determined that the study of civil society finances should take into account such two main aspects as the financial resources of the CS and the management component. It is proposed that the term "financial resources of civil society institutions" should be understood as monetary funds available to CSOs that have a legitimate source of origin and are aimed at achieving the statutory goals of these institutions. The lack of a unified approach of the legislator to understanding the role of the management component for the finances of the CS is revealed. The interpretation of the category "finances of the civil society" as economic relations is aimed at optimizing the processes of formation, distribution and use of financial resources available to CSOs in order to ensure their statutory goals and improve the quality of the social environment. The necessity of classifying the finances of civil society to the finances of non-profit institutions and organizations, which respectively belong to the finances of economic entities, is substantiated. It is determined that CSOs interact with such economic entities as the state, households and enterprises in order to achieve certain goals and attract resources for activities. It is established that as a result of such interaction between them there are economic relations. In this case, all subjects of economic relations from such interaction receive benefits of both monetary and non-monetary nature. Originality. The concept of "finances of the civil society", which we understand as economic relations aimed at optimizing the formation, distribution and use of financial resources available to CSOs in order to ensure their achievement of statutory goals and improve the quality of the social environment, is substantiated and introduced into scientific circulation. Practical value. The obtained research results can be used for further research on the organization and functioning of civil society finances, as well as in the practice of non-governmental organizations of various kinds. There is a steady trend in the wide range of literature on the study of institutions: the definition of theoretical judgments often does not coincide and is not combined with the definition of general connections and patterns, which leads to ignoring the principle of systematic analysis of socio-economic processes. Indirectly, this means the priority of the random (individual) over the whole and general. Meanwhile, the concept of an institution correlates with the specific content of a phenomenon or process and is supplemented by a generalized and systematic approach. The study of such an urgent problem of the market economy as institutional choice through non-profit organizations requires the extension of the analysis not only to governmental but also to non-governmental structures, which are an element of the whole. In this regard, the article provides a historical overview of the development of nonprofit organizations and charitable activities as a large-scale social phenomenon, which made it possible to draw attention to the possibility of using the experience of past years for the purposeful organization of non-state institutions of charity, including by improving social partnerships. Analysis of the current state of non-profit organizations in Ukraine, despite the growth in their number, shows a decrease in the volume of charitable activities. In recent years, the country has taken certain steps to improve charity. However, this is not enough. The institutional environment for philanthropy needs to be improved. The solution to this problem is possible with the active influence of the state on the management of non-commercial activities. Improving the tools of functioning, financing, as well as increasing attention to the development of statistics in this area of activity is considered relevant. In this regard, the purpose of the article is to identify pressing issues and ways to improve charitable organizations. The solution to this problem is possible with the active influence of the state on the management of non-profit activities. The development of the institutional framework of the nonprofit sector of the economy means the improvement of financial reporting, greater openness of charitable organizations, streamlining of their legal relations, liberalized taxation and strengthened control over the activities of non-profit organizations. The article pays special attention to the problem of accumulation and distribution of charitable funds. The potential of charitable organizations can be expanded by shifting the focus of their regulation away from predominantly corporate to regional administration, which increases the importance of the institution of partnership in the development of charity. The article uses historical and logical methods, which allowed to study the formation and development of non-profit organizations in the evolutionary aspect.

The article provides an analysis of the formation of the social services market in the Volgograd region since the adoption of a federal law that introduced fundamental changes in the field of social services, allowing non-profit organizations to act as full participants in the social services market. A review of domestic publications addressing key issues is presented: economic and managerial aspects of access of non-profit sector organizations to the social services market, infrastructure support, the formation of a state support system, successful regional practices. The role of non-governmental suppliers in the social services market is shown, the specifics of the modern institutional structure of the social services market are described. The current state of the social services market is characterized, the data of the report of the Ministry of Economic Development of Russia for 2018 on the implementation by the constituent entities of the Russian Federation of measures to ensure access to non-profit organizations to budgetary funds are presented. The main quantitative indicators of the social services market of the Volgograd region are highlighted. The results of a sociological study showed that the majority of the population does not use the services of non-profit organizations, the popularity of their services is low, and free services are most in demand. The possibilities of non-profit organizations when entering the social services market of the Volgograd region were identified: extensive experience in providing services, the availability of proven social technologies, targeted nature of assistance, customer focus. Despite the creation of conditions for expanding the access of non-governmental organizations to budget financing, there are barriers to accessing the social services market: delayed cost recovery when services are completed, economically unjustified tariffs, insufficient compensation to non-state suppliers, unnecessarily bureaucratic reporting procedure of non-profit organizations for services provided. To develop the demand and supply of non-profit organizations, it is necessary to inform the beneficiaries in more detail about the quality of the services provided, tariffs, increase the level of public confidence, introduce successful experience in other regions. Creating favorable social and economic conditions, consolidating the efforts of all interested parties can create an effective system of social services in the Volgograd region on the principles of interagency cooperation.

The relevance of the research topic is due to the denationalization of the social services market and, as a result, the growing importance of the third sector in their provision; the development of civil society, the construction of social problems, in the solution of which non- profit organizations play an important role. A comparative analysis of assessments of the emerging model of interaction between civil society and the state will allow us to determine its current state, show strengths and weaknesses, the most pressing problems and development trends. A large role in the study of the issues raised belongs to the study and critical understanding of the leading practices of building interaction between the state and civil society, which will not only adapt the most appropriate practices, but also avoid possible problems. The proposed research will help to establish feedback between the state, business and supported NPOs and develop recommendations for optimizing this interaction. The aim of the study is to comprehensively evaluate the effectiveness of the emerging model of interaction between the state and NPOs as new actors in the country’s economic and socio-cultural policy and forecast the prospects for its development. The study is based on the study of the perceptions of leaders and key actors of NPOs about the prospects for the development of their organizations in the context of the emerging model of interaction with business and the state. The authors put forward a hypothesis about the need to study the assessments of the existing model of interaction between the state and NPOs by representatives of executive authorities responsible for the implementation of relevant programs, direct managers and key actors of NPOs, as well as representatives of target groups of their activities in the regions to determine the problems and prospects of interaction between the state, business and NPOs.

This chapter presents an account of the social origins of civility in the course of an argument distinguishing civility from civil society—or, rather, insisting that civility must be included in the definition of civil society if that concept is to carry the weight placed upon it. Civil society is a form of societal self-organization that allows for cooperation with the state while permitting individuation. The chapter argues that civil society only “makes sense” when it contains a heavy dose of civility. The initial breakthrough to civilized acceptance of difference in Europe obviously predated the emergence of capitalism. However, capitalism did have something to do with the establishment of a culture of political civility in England, for soft political rule was not always present there; on the contrary, it was a historical achievement.

This article is devoted to the study of the international and Kazakhstani experience of building, regulation of relations between the state and civil society institutions, the definition of modern directions for the development of the third sector of Kazakhstan, as well as barriers and constraints that impede the transformation of relations between government bodies and non-profit organizations. In the framework of the study the experience of European states was taken, as countries that in historical perspective have the greatest experience in establishing relationships with the civil sector. On the basis of the study, the authors identified general tendencies that characterize the relations between the state and civil society, which are expressed in the strengthening of support for the third sector, the managerial and controlling functions of civil society institutions, as well as the replacement of some areas of activity of state bodies by non-governmental organizations.

Reformation-era opened the opportunities for political freedom and the development of religious life among the Islamic community in Indonesia. It can be seen in the strengthening of the identity and the movements of religious groups outside the mainstream religious groups, namely radicalism. Acceptance of different narratives based on religious sentiments is shown in the public space by building a distinction between "us" and "them". There is a need for an antidote toward radical understanding that resulted in acts of terror naming the deradicalization. By qualitative methods, this study indicated that during the nine years of the establishment of the National Counterterrorism Agency (BNPT) the programs are still static because the program has not been able to minimize or even eliminate radical understanding that led to acts of terror. All elements of civil society must strengthen the deradicalization program of BNPT. Both NGOs (Wahid Institute and SETARA Institute) stated that the process of deradicalization was not only on individual problems, but the social environment also played an active role. It is the state that has the ability in the process of deradicalization, but the state must involve civil society.

The key characteristic of the XXI century is the rapid development of productive resources and information technologies. This feature results in the fast development of new and existing forms of entities and to the globalization of their activities. Non-profit organizations, regardless of organizational and legal form, are beginning to play a significant role in the socio-political and economic life of modern states. Such organizations promote the development of civil society and freedom of speech, and they can be a tool for achieving both the long-term and short-term goals of the state, or a group of people united on a certain basis. That is why the legal and tax regulation of non-profit organizations is an important factor in their development and serves as a tool to control the activities of non-profit institutions by the state. By regulation of the kinds of non-profit activity, the state may promote concepts of national development as, for example, an increase of life term through granting non-profit status to sports clubs and defined hospitals. Such an approach, in the long-term perspective, may result in economic growth through an increase of lifecycle of productive resources. As of today, one of the most discursive categories related to accounting and taxation of non-profit organizations is the concept of profit which appears as a result of excess revenue of the non-profit organization over expenses related to the execution of the statutory activity. In this article, the approaches to the definition of the concept of profit and income of a non-profit institution were analyzed through the analysis of existing approaches to its definition applied to classical business entities, also the definition of a profit of a non-profit organization was proposed. Additionally, possible sources of income of a non-profit institution in accordance with current legislation, and the peculiarities of payment of remuneration to employees of non-profit institutions were analyzed. Moreover, based on the normative requirements of the Ukrainian state authorities the general formula for calculation of the taxable income of non-profit organizations was designed.
