Purpose. The aim of the article is to reveal the meaning of the concept of "finances of the civil society" and to outline its place in the financial system of the state. Methodology of research. A set of general and special research methods is used to achieve this goal: abstract and logical method, including methods of analogy and comparison, induction and deduction, scientific abstraction (to clarify the conceptual apparatus of the problem under study); graphical and systematic methods, logical generalization and systematization (to determine the place of finances of the civil society in the financial system of the state, as well as to visualize the movement of cash and non-monetary benefits in the civil society finance system). Findings. It is determined that the study of civil society finances should take into account such two main aspects as the financial resources of the CS and the management component. It is proposed that the term "financial resources of civil society institutions" should be understood as monetary funds available to CSOs that have a legitimate source of origin and are aimed at achieving the statutory goals of these institutions. The lack of a unified approach of the legislator to understanding the role of the management component for the finances of the CS is revealed. The interpretation of the category "finances of the civil society" as economic relations is aimed at optimizing the processes of formation, distribution and use of financial resources available to CSOs in order to ensure their statutory goals and improve the quality of the social environment. The necessity of classifying the finances of civil society to the finances of non-profit institutions and organizations, which respectively belong to the finances of economic entities, is substantiated. It is determined that CSOs interact with such economic entities as the state, households and enterprises in order to achieve certain goals and attract resources for activities. It is established that as a result of such interaction between them there are economic relations. In this case, all subjects of economic relations from such interaction receive benefits of both monetary and non-monetary nature. Originality. The concept of "finances of the civil society", which we understand as economic relations aimed at optimizing the formation, distribution and use of financial resources available to CSOs in order to ensure their achievement of statutory goals and improve the quality of the social environment, is substantiated and introduced into scientific circulation. Practical value. The obtained research results can be used for further research on the organization and functioning of civil society finances, as well as in the practice of non-governmental organizations of various kinds. The article discusses approaches to the definition of the concept of “civil society” presented in various encyclopedic sources, and also analyzes the state of the non-profit sector of economy postulated as a conductor of civil society institutions in the social environment on the example of the Volgograd region. The relevance of the research is determined by the significance of the role played by non-profit organizations in the formation and development of the social environment of the region. In the context of the need to consolidate the creative efforts of both individual citizens and social groups, the development of the non-profit sector of economy becomes an objective necessity. The purpose of the work is to consider the essence of the category “civil society”, as well as to apply the results to the study of the state of civil society institutions in Volgograd region. The research methodology includes structural and statistical analysis. The empirical base of the analysis is provided by official statistics for the period 2014–2020. The results of the study suggest that the planned development of the non-profit sector of regional economy requires the construction of an autonomous system of financing, in which budget funds will no longer play a key role in the formation of financial resources of its subjects.

The current atmosphere ruling in the society,the quality of created and contemporary relations among people are in principle simultaneously relatively faitfully projected into the relations inside the family, into the collective. Its approximate reflection is present, therefore, in the living working collective. Deformed social relations are deforming, what is clear, also the environment of economic relations. The atmosphere in the working place is immediately influencing the movement of social relations, from the atmosphere unreeled from the state of the society.However, the most dangerous for the society and its existence is the creation of such a situation and the social atmosphere that are directly determined and channeled by non legal and unrightful practices of concret individuals and groups which are typical for the so called social underworld.It is unavoidably necessary also to proceed to the revision of documents concerning the attained education in the interest of the optimal run of the state and its economics that are shoved by managers in all grades and levels of the state and its public administration management. Such a procedure in the private sector should be activated in the facultative base. It would be necessary to eliminate and to remove - on the basis of the exactly achieve results - from management processes and influence such persons that are not shoving the achieved declared education by the trustworthy way. It will be also necessary to analyze their justification and ways of their selection into the management functions together with the determination of the concrete personal responsibility for the contingent unstandard way in the selection process. After the moral and material social damages counting up it will be inevitably necessary to require the compensation from persons and institutions that caused the mentioned damagers.Means accumulated in such a way will be able to use for the development of public estates.

The relevance of the research topic is due to the denationalization of the social services market and, as a result, the growing importance of the third sector in their provision; the development of civil society, the construction of social problems, in the solution of which non- profit organizations play an important role. A comparative analysis of assessments of the emerging model of interaction between civil society and the state will allow us to determine its current state, show strengths and weaknesses, the most pressing problems and development trends. A large role in the study of the issues raised belongs to the study and critical understanding of the leading practices of building interaction between the state and civil society, which will not only adapt the most appropriate practices, but also avoid possible problems. The proposed research will help to establish feedback between the state, business and supported NPOs and develop recommendations for optimizing this interaction. The aim of the study is to comprehensively evaluate the effectiveness of the emerging model of interaction between the state and NPOs as new actors in the country’s economic and socio-cultural policy and forecast the prospects for its development. The study is based on the study of the perceptions of leaders and key actors of NPOs about the prospects for the development of their organizations in the context of the emerging model of interaction with business and the state. The authors put forward a hypothesis about the need to study the assessments of the existing model of interaction between the state and NPOs by representatives of executive authorities responsible for the implementation of relevant programs, direct managers and key actors of NPOs, as well as representatives of target groups of their activities in the regions to determine the problems and prospects of interaction between the state, business and NPOs.

Summary The paper presented the separation of the economy into three sectors. The mutual relations between sectors were described, with a particular reference to the cooperation of non-governmental organizations and public institutions. The role of non-profit institutions in the proper and efficient implementation of the social function of the state was highlighted. The attention was paid to the importance of non-governmental organizations in the system of social security as well as to the significance of tasks undertaken in cooperation of public administration. The assessment of the quality of the conducted cooperation was conducted and the necessity of deepening it for mutual benefits, and the benefits of beneficiaries as well, was recommended.

This article is devoted to the study of the international and Kazakhstani experience of building, regulation of relations between the state and civil society institutions, the definition of modern directions for the development of the third sector of Kazakhstan, as well as barriers and constraints that impede the transformation of relations between government bodies and non-profit organizations. In the framework of the study the experience of European states was taken, as countries that in historical perspective have the greatest experience in establishing relationships with the civil sector. On the basis of the study, the authors identified general tendencies that characterize the relations between the state and civil society, which are expressed in the strengthening of support for the third sector, the managerial and controlling functions of civil society institutions, as well as the replacement of some areas of activity of state bodies by non-governmental organizations.

Changes in the social environment have made the people's needs of public services present-day in China. However, the needs are so large that the government cannot always answer such needs on its own account. Therefore, a non-profit organization (NPO) is expected to solve this problem. Here, NPOs should appropriately provide the information that meets the needs of their stakeholders. Such information could establish trust in their management just like the business enterprises. Most of items regard the Foundation Transparency Index (FTI) as an indicator concerning the quality of NPOs' information disclosure. However, the quality should be embodied not only in the completeness but also in the accuracy and the timeliness. The article deals with the case of China Charities Aid Foundation for Children (CCAFC) which got the full-mark of FTI. It focuses on researching the information disclosure practice by CCAFC from 2010 to 2017. It finds out that though the CCAFC got the full-mark, the information disclosure still has problems not only in the completeness but also in the accuracy.

Reformation-era opened the opportunities for political freedom and the development of religious life among the Islamic community in Indonesia. It can be seen in the strengthening of the identity and the movements of religious groups outside the mainstream religious groups, namely radicalism. Acceptance of different narratives based on religious sentiments is shown in the public space by building a distinction between "us" and "them". There is a need for an antidote toward radical understanding that resulted in acts of terror naming the deradicalization. By qualitative methods, this study indicated that during the nine years of the establishment of the National Counterterrorism Agency (BNPT) the programs are still static because the program has not been able to minimize or even eliminate radical understanding that led to acts of terror. All elements of civil society must strengthen the deradicalization program of BNPT. Both NGOs (Wahid Institute and SETARA Institute) stated that the process of deradicalization was not only on individual problems, but the social environment also played an active role. It is the state that has the ability in the process of deradicalization, but the state must involve civil society.

The article is devoted to the review of current changes in the legislation on notaries related to the development of electronic civil circulation, analysis of existing digital risks and assessment of the role of notaries in combating them. In modern economic realities, a significant expansion of the sphere of competence of the notary is carried out by introducing completely new notarial actions into the scope of the notary’s terms of reference. At the same time, the notary does not just follow the general ‘digital’ trend, but independently makes significant efforts to effectively perform the tasks of the social sphere regulator assigned to it by the state. The creation of the Unified Notary Information System as part of the formation of the technological infrastructure to ensure the security and stability of legal relations in the context of electronic civil circulation takes to a new level the quality of notarial services and the security of legally relevant information. The role of notaries significantly increases in conditions when the use of digital technologies in the economy, public administration, social sphere becomes one of the main vectors of world development, and society and the state inevitably face the flip side of this process – digital risks that jeopardize the safety of participants in civil turnover and their property. In 2020, as part of the implementation of the national program ‘Digital Economy’, it is planned to introduce a number of innovations that will create the basis for a stable and secure ‘digital’ turnover.

Development institutions are becoming the most important tools for regulating economic activity both in Russia and in the world, through the implementation of social projects, the accumulation of financial resources and their direction to the priority areas of state development. The purpose of the study is to study the financial results of state corporations, in particular development institutions, and their role in providing project financing. The proposed article provides an assessment of the profit of the state corporation «Bank for Development and Foreign Economic Activity» (GC «Vnesheconombank»), emphasizes the specifics of the state corporation as a non-profit organization, and provides recommendations for improving the efficiency of the financial activities of the GC «Bank for Development and Foreign Economic Activity».
