The main resource of modern manufacturing, agricultural, construction, transport enterprises and also the companies connected with information technologies is their staff. The level of staff training corresponding to the current trends in technology and technologies development, directly defines the level of relevant production industry development and national economy in general. The development of robotics and the roboti technologies in modern economy has a significant impact on change of the enterprises requirement in human resources and also on change of employers’ requirements to professional competences of staff. In the long term, labor market will impose increased requirements to staff on possession of professional competences, on interaction with robotics in a workplace, including the ability to control the equipment, to carry out monitoring of production operations observance and be able to adapt to changes in production process taking into account functionality of robotics. According to various research and polls, the modern system of staff training does not provide the study of such professional competences. In the long term, it can result in discrepancy of the young specialists’ competence that completed training in the programs of secondary professional education, and forming the offer in labor market, to those requirements which are imposed from employers. In these conditions transformation of the staff training system which will be focused, first of all, on the formation of those competences which will allow young specialists not only to use the available equipment, but to have an opportunity to master new technologies. The paper outlines the problem of incompliance of the level of young specialists training and the current trends of robotics development on the basis of statistical data and results of the available research.

The research has been conducted in order to develop theoretical and methodological approaches to forecasting the future needs of the innovative economy in personnel to ensure the demand for formed human resources capacity. Development of basic techniques and instruments of calculation of need of innovative economy for highly qualified personnel on long-term and medium-term prospects has been based on such methodological approaches as system, activity and competence-based approaches, situational approach, methodology of the interactive, understanding and interpretive sociology, methodology of synergy, network thinking and social management, methodology of the modal analysis. A number of methodological problems of the existing systems of providing innovative economy in a personnel has been revealed, described and systematized: the forecast of balance of a labor resources does not consider changes of working conditions, modernization of production assets and new technologies; planning of target figures of enrollment of students for master programs is performed in a separation from real personnel requirements; lack of criteria system of detection of competence-based requirements of innovative economy; the imminent need of transition from scenario approach of forecasting of needs of economy for professional staff to approach “a threefold spiral”. The article proposes a methodological approach to forecasting the staffing needs of the innovative economy, which makes a provision for creating strategic long-term and mid-term forecasts and their annual adjustment at the operating level using the technologies of strategic foresight. The decomposition has been carried out by the types of forecasts for such characteristics as: level of regulation, purpose, key definitions, methods and approaches, factors, types of information, tools for providing staffing needs at each level, the main results. Such approach will allow to reduce the state costs for staff coaching and to prevent “combustion” of competences unclaimed by future labor market. The model of interaction of the labor market and the sphere of professional education, based on a strategic foresight of personnel requirements, has been designed to provide the independent, reasonable professional choice of youth today for satisfaction and social mobility of the population in future. The implementation of the proposed approach will allow to increase the quality of forecasts of personnel needs of the innovative economy and to create the basis for scientifically sound regulation of the development of general, professional and additional education at the federal and regional levels. This, in turn, will contribute to achieve maximum compliance between the personnel needs of the innovative economy and its formed resource potential.

The article deals with the training of commanding (technical) staff at schools of military railway technicians’ during the period of military staff training system foundation for the Red Army railway troops in the first half of the 1920s. Topicality of the study is caused by insufficient research of training problems of Red Army railway painter technicians throughout the days of the Civil War ending, the military reform of the 1920s, reorganisation of system of military professional education and stabilisation of a staff contingent. The article reveals the primary activities of the military administration, managing and teaching staff of military railway technicians’ schools in the interests of training technical specialists for the Red Army railway troops. An analysis is made of the disbandment background of mentioned military educational institutions, as well as of the countermeasures taken to preserve them. The finding is about the unreasonableness of the total abolition of military-railway technicians’ schools with the transfer of training junior technical personnel functions directly to the units of railway troops in the format of regimental schools. A brief generalised comparison is made of the Red Army technicians’ historical experience versus the modern training system of junior specialists and technicians of railway troops.

Paradoxically, economic slowdown has been one of the major current trends alongside with intensive technology development. Changes in nature of production require employees to acquire qualitatively different skills that were not were not previously needed. In particular, one of them is being able to provide diffusion of innovations. Consequently, investment in human capital is gaining a new meaning, the quality of which contributes to long-term economic growth in modern socioeconomic reality. Investing is being implemented on different levels, starting from an individual and all the way to a company or a government. Every entity plays their own special role in the process of achieving the common goal of improving the quality of human capital. Investing in entities from different levels requires different tools, mechanisms and involves different kinds of risks for investors. Benefits gained from human capital don’t only belong to investors but also take the form of positive externalities.

The purpose of the article is to reveal the essence of the value-oriented approach and substantiate the necessity of its application during the development and implementation of information technologies. The research methodology is based on the application of a systematic approach as a gen­eral scientific principle of understanding complex organized objects, as well as a dialectical method necessary for the implementation of cultural studies research. The scientific novelty of the research is that the article has further developed approaches to the development of technology on humanistic principles, due to the dehumanization of modern society under the influence of new technologies. Conclusions. The importance of carrying out relevant scientific and technological research, making efforts to raise awareness at the turning points of technology development and initi­ating discussions on the context of their application, including consideration of social values at different stages of technological development. It was revealed that among the priorities of technology application should be: focus on social values, empowerment, promoting the formation of the future by people and for people, etc. This requires responsible management of technologies, control over their use, substantiation of the optimal implementation of values in their development. The social values and needs of mankind should become an indispensable criterion of perception of the newest technologies.

Methodologically, we will carry out a bibliographical review, dealing, in the first place, with the relationship between Education and Culture. Second, we will bring to light the importance of Education for the qualification of future professionals, specifically with regard to new technologies. The article is devoted to current trends in the development of small and medium-sized businesses, whose role is crucial in the agricultural sector. It is established that agricultural production with specific features and in conditions of instability of the economic environment of their functioning and climate change requires the activities improvement of productive enterprises, characterized by flexibility, mobility, high maneuverability and the ability to respond quickly to changing economic conditions and changing business needs over time. In addition, the decline of rural areas is a dangerous trend in the further development of the agricultural sector of the economy as a whole, so the effective operation of agricultural enterprises is associated with solving these problems. The activity of agricultural enterprises in the context of large, medium, small and micro enterprises is assessed, the sources of their financing are analyzed, the restraining factors of their potential growth are singled out. It is established that small and medium business is an integral part of the development of the agricultural economy, which is able to provide domestic consumers with food, promotes competition, solves important economic and social problems of rural revival and rural development, so it needs more attention to support prospects by expanding financial opportunities and intensification of entrepreneurial activity. The position of the agricultural sector of the economy in the future depends on the level of long-term investment, its lending and state financial support for agricultural producers. The activities of small and medium-sized enterprises in the agricultural sector need new approaches to promote their development by increasing the role and importance for agriculture and the economy as a whole. State support should be focused on promoting agricultural markets development, introducing new technologies, improving the investment attractiveness of industries, accomplishing the infrastructure of the agricultural market, financial and credit support, forming and implementation of rural development strategies in Ukraine.

Intellectual potential of modern society is determined by application of new types of thinking, by development of new kinds of activities and new technologies. One of the results of implementation/exploitation of this potential is establishment of Culture, Social Communications and Information Technologies Institute at Baikal State University. The possibility of bringing together humanitarian and mathematical education within one university section is substantiated in this article. Examples are given how efficient mathematical methods can be used for some liberal arts studies. Implementation potential of mathematical methods in Mass Media in the light of modern trends of technology development is considered. It is shown by the example of major players of the Western Online Media market that Big Data technologies can not only significantly improve the accuracy of audience measurement but also influence the editorial policy of Media. The results of mathematical studies in the field of Mass Media at Baikal University are described.

Background An electronic health record (EHR) is the state-of-the-art method for ensuring all data concerning a given patient are up to date for use by multidisciplinary hospital teams. Therefore, medical students need to be trained to use health information technologies within this environment from the early stages of their education. Objective As little is known about the effects of specific training within the medical curriculum, this study aimed to develop a course module and evaluate it to offer best practice teaching for today’s students. Moreover, we looked at the acceptance of new technologies such as EHRs. Methods Fifth-year medical students (N=104) at the University of Tübingen took part in a standardized two-day training procedure about the advantages and risks of EHR use. After the training, students performed their own EHR entries on hypothetical patient cases in a safe practice environment. In addition, questionnaires—standardized and with open-ended questions—were administered to assess students’ experiences with a new teaching module, a newly developed EHR simulator, the acceptance of the health technology, and their attitudes toward it before and after training. Results After the teaching, students rated the benefit of EHR training for medical knowledge significantly higher than before the session (mean 3.74, SD 1.05). However, they also had doubts about the long-term benefit of EHRs for multidisciplinary coworking after training (mean 1.96, SD 0.65). The special training with simulation software was rated as helpful for preparing students (88/102, 86.2%), but they still did not feel safe in all aspects of EHR. Conclusions A specific simulated training on using EHRs helped students improve their knowledge and become more aware of the risks and challenges of such a system. Overall, students welcomed the new training module and supported the integration of EHR teaching into the medical curriculum. Further studies are needed to optimize training modules and make use of long-term feedback opportunities a simulated system offers.

IT outsourcing is one of the new types of outsourcing. One of the current trends is the use of IT instead of other types of outsourcing. IT outsourcing implies the maintenance of the entire information infrastructure of a company (or individual components) by a third-party company, which specializes in these processes. This is a refusal to hire information technology specialists. There is no universal classification of IT outsourcing services. Several types of IT outsourcing can be distinguished: external and internal; resource and functional; outsourcing of IT infrastructure, IT processes or full outsourcing; disposable and long-term; main and additional. The IT outsourcing has a number of advantages: financial savings, the ability to engage in specialized activities, professional services, promptness of implementation of new technologies. IT outsourcing has some disadvantages: data security, trade secrets, and poor-quality services. Before using IT outsourcing services, a company should analyze business processes, determine the economic efficiency, and conclude a contract.
