The article is devoted to current trends in the development of small and medium-sized businesses, whose role is crucial in the agricultural sector. It is established that agricultural production with specific features and in conditions of instability of the economic environment of their functioning and climate change requires the activities improvement of productive enterprises, characterized by flexibility, mobility, high maneuverability and the ability to respond quickly to changing economic conditions and changing business needs over time. In addition, the decline of rural areas is a dangerous trend in the further development of the agricultural sector of the economy as a whole, so the effective operation of agricultural enterprises is associated with solving these problems. The activity of agricultural enterprises in the context of large, medium, small and micro enterprises is assessed, the sources of their financing are analyzed, the restraining factors of their potential growth are singled out. It is established that small and medium business is an integral part of the development of the agricultural economy, which is able to provide domestic consumers with food, promotes competition, solves important economic and social problems of rural revival and rural development, so it needs more attention to support prospects by expanding financial opportunities and intensification of entrepreneurial activity. The position of the agricultural sector of the economy in the future depends on the level of long-term investment, its lending and state financial support for agricultural producers. The activities of small and medium-sized enterprises in the agricultural sector need new approaches to promote their development by increasing the role and importance for agriculture and the economy as a whole. State support should be focused on promoting agricultural markets development, introducing new technologies, improving the investment attractiveness of industries, accomplishing the infrastructure of the agricultural market, financial and credit support, forming and implementation of rural development strategies in Ukraine.

One of the most important directions in this context is the problems of organizational and legal forms of development of entrepreneurial activity in agriculture. Effective development of entrepreneurial activity in agriculture is hindered by poor adaptation to market conditions and low investment attractiveness of agrarian production and economic formations, unsystematic and dispersed revenues for modernization of production activities, insufficient state support, imperfection of the organizational and economic mechanism for managing the development of various organizational and legal forms of entrepreneurial activity activities in the agrarian sector. In the historical aspect of the development of entrepreneurial activity there are the following forms: private farms, individual holdings, households, peasant farms, private and state agricultural enterprises, collective farms, in particular peasant unions, agricultural companies, inter-farm enterprises and associations, of various kinds and types societies that are divided in form of association and level of responsibility. The most important of these, which have become accustomed and function in agriculture, are agricultural enterprises, in particular private ones, and households. However, today the state of development of entrepreneurial activity in the agroindustrial complex remains rather complicated and requires complex comprehensive reforms, the main role of which should be owned by the state. That is why among the objects of state regulation a special place should occupy the agrarian sector of the economy and the forms of entrepreneurial activity, in particular the agrarian market and the formation of its infrastructure, which is conditioned by the state regulation. The main problems of the agrarian sector development include the low efficiency of agricultural production and the problem of deformation of price proportions, the solution of which is directly related to the perfection of the infrastructure and mechanisms for regulating the agricultural market. The process of establishing enterprises on the basis of co-operation and their integration with processing enterprises will reflect the interests of agricultural producers and promote their stable and efficient development. The most effective form of co-operation is production, sales and service cooperatives, created on the basis of cooperation of shares and natural forage lands, fixed assets, livestock of animals that unite agricultural producers, households, purchasers, enterprises of the processing industry, various catering enterprises, institutions and organizations. Co-operation, by its very nature, is an economic and voluntary phenomenon. Integration is the next stage of effective economic forms of cooperation among the participants in the agrarian market.

The article considers the current trends in the organization of agricultural production. The directions of evaluation of efficiency of use of production resources are revealed. The prospects for the development of agricultural business in the Republic of Tatarstan are determined. It is noted that in modern conditions, the importance of agriculture in ensuring food security is significantly increasing. The results of regulation of agricultural production and state support of various organizational forms of agricultural business are shown on the example of agricultural formations of the Republic of Tatarstan. They ensured the sustainable development of rural areas and the agricultural sector of the republic, increasing labor productivity and the efficiency of using the production resources of agricultural enterprises on the basis of innovations.

The purpose of the article is to determine the directions of integration processes in the development of entrepreneurial activity in the agricultural sector of the economy. Research methods. Using statistical and graphical methods, the state and trends of integration transformations of agricultural enterprises in Ukraine were assessed. Research results. The dynamics of changes in the number of agricultural enterprises in Ukraine during 2013-2019, their structure on the basis of legal status, scope and results of activities are analyzed and the relevant conclusions on the ways of development of integration processes in the agricultural sector are formed. The functioning of agrarian business entities of different sizes has been studied. The integration potential of small business entities in the agricultural sector has been identified. The dynamics of the main production indicators of small and micro enterprises is given, their share in the total volume of agricultural production is determined. Also, small forms of management due to integration and cooperative processes provide an opportunity to develop in rural areas, making financial contributions to local budgets, while large enterprises (agricultural holdings) usually have minimal impact on the development of rural economy and rural areas. The main segments of agricultural production (such as potatoes, vegetables, fruits and berries) in which households play a key role are identified. Priority areas for the development of personal farms have been identified, in particular, through the creation of family farms and their association in cooperatives, etc. The information base of the study is the scientific achievements of leading domestic and foreign scientists, analytical data of the State Statistics Service of Ukraine. On the basis of the obtained results the social and economic expediency of development of cooperative forms of management in the countryside and integration of small-scale agricultural producers is substantiated. Scientific novelty. It is proposed to turn personal peasant farms into family farms as components of integration formations in agrarian business. Practical significance. The state of business structures of the agricultural sector of the Ukrainian economy is assessed and the prospects and advantages of the development of integration formations and cooperation in the sustainable development of rural areas are outlined. The purpose of the article is to summarize the methods of state support for agricultural enterprises in order to increase their competitiveness in determining the directions of support for entrepreneurship in the agricultural sector of Ukraine. Research methods. The methodological basis of the article is the dialectical method of cognition and the systematic approach to the study of the fundamental provisions of science regarding the state support development for subjects of agricultural entrepreneurship. The use of the monographic method has allowed to substantiate aspects of state support for agrarian entrepreneurship. Research results. The state and methods of state support of entrepreneurship in the agrarian sector of Ukraine and the development of entrepreneurial activity in rural areas are investigated. The financial state of agrarian enterprises and the state of state support in the agrarian sector of Ukraine are analyzed. Forms and methods of state support of agricultural enterprises of Ukraine are substantiated. Recommendations for increasing the competitiveness of agricultural enterprises, the competitiveness of their products, increasing export potential and the international image of agricultural production have been developed. Scientific novelty. The directions of state support for the further development of entrepreneurship in the agrarian sector are proposed. The legislative, regulatory and economic aspects of state regulation, the possibilities of its improvement and targeting are considered. Practical significance. The practical recommendations for improvement of state support of agrarians in modern conditions are offered. The conceptual approach to formation of the state regulation of agrarian production which can be the basis for development of measures for state support of agrarian enterprises is substantiated. Entrepreneurship is one of the pillars of the economy of the country and covers all sectors irrespective of ownership forms. Currently, this activity is increasingly spreading in rural areas. Our research results on transformation in the agricultural sector of the economy show that it is due to the development of entrepreneurship and strengthening entrepreneurial orientation and improvement of business environment economic entities in rural areas they were able to quickly and efficiently adapt to market conditions and to enter the foreign market, therefore, the purpose of the paper is to define the basic principles and the principles of entrepreneurial activity, its specifics and trends in agriculture and rural areas, to show the beginning and the development of collective and individual entrepreneurship. Methodology. The theoretical and methodological basis of the research is the dialectical method of cognition and systematic approach, through which theoretical and methodological foundations of the development of business interactions in the agricultural sector in terms of institutional transformations. The results showed that in the article, the methodical design determining the nature and characteristics of agricultural business organically integrated the concept of institutional knowledge of the economic order, which allows us to identify the evolutionary concept of the formation of enterprises; the structure of the institutional system of entrepreneurship in the context of the evolution of this concept. Practical implications. The studied institutions create incentives for the development of science and education, encourage the mobility of production factors, and facilitate the transfer of scientific and technical information and the introduction of new technologies, promoting entrepreneurship and innovation. Conversely, inefficient institutions reduce the potential level of well-being, reduce reliability assurance of property rights, and enforce contracts. Value/originality. Given systematic and analytical characteristics of the effects, significance, dynamics of development of agrarian entrepreneurship in the context of institutional transformation, show the paradox, the stability of the institutional environment will not soon be reached, therefore, the dilemma of institutions remains unresolved. In general, the institutional transformation has ensured the formation of a mixed economy, the real pluralism of forms of ownership and agricultural management even if they are not yet fully institutionalized in the market. Transformations in the business environment we call the transformation of institutional conditions for the development of economic formations. Institute of entrepreneurship for the imperfections of the rules and conditions of economic interactions has not yet become mutually beneficial by the Institute for functional participants. Analysis of the development of agrarian enterprises in the conditions of institutional transformations proves the inconsistency of the institutional framework of entrepreneurial activity, which leads to a decrease in the number of enterprises – economic entities, non-transparent activities of business entities, the removal of landlords from participation in the activities of enterprises.

In modern conditions, all phenomena, and socio-economic processes of the functioning of economic entities are interconnected, interdependent and conditioned. When analyzing economic phenomena and processes, we are faced with the multidimensionality of their description, that is, with the need to consider a large number of features. At the same time, it is not always possible to immediately single out the most significant, the main ones. This fact actualizes the need to study both the form of connection between socio-economic phenomena and processes, and the degree of its manifestation. The analysis of the investment attractiveness of rural areas can be carried out, including using the method of factor analysis. The purpose of the article is to develop a tool for assessing the factors of investment attractiveness of rural areas. For this, a factor analysis was carried out to determine the factors that have the greatest impact on the functioning of agricultural enterprises for further work on the formation of a strategic program for the development of agricultural territories. The study was carried out on empirical data from the Northern districts of the Omsk region (Russia). The results obtained will make it possible to develop complex management solutions aimed at regulating the activities of agricultural producers and provide the necessary support measures.


Current trends in the development of agricultural business are analyzed and modern factors affecting their competitiveness are investigated in the article. Scope of the implementation of digitalization processes in enterprises of the agricultural sector of Ukraine and author's assessment of their impact on competitiveness is considered. The prospects of increasing the economic efficiency and competitiveness of agricultural enterprises in modern conditions of operation are investigated. The naivety of investment resources in agricultural enterprises and the possibility of attracting them to digitalization projects are estimated the article. It is proved that economic processes digitalization in the agricultural sector of Ukraine will create unique opportunities for ensuring the internal balance of the consumer market, increasing the stability of rural areas and increasing the competitiveness of representatives of small agricultural businesses in Ukraine at the international level..

Personal fulfilment, financial security, flexibility, relationships, information, rules - these are all hallmarks of entrepreneurship. Furthermore, one more important factor should be added to the list, which enables satisfaction resulting from reliable income and self-fulfillment: this is openness. An open mind to changes, to novelties, and to the workforce is necessary. The central question of the present research is how to effectively develop Hungarian small and medium-sized agricultural enterprises, especially in the Transdanubian region, by utilizing these factors. In addition to production, institutional and price risks, agricultural enterprises, like other sectors, are also affected by massive labour shortages and resource-intensive development objectives. In the research, primary agricultural producers, micro, small and medium-sized enterprises were surveyed through questionnaire in the second and third quarters of 2019. Using the snowball method, both the development opportunities and the risks were mapped in this sector, mostly among growers. The research results show that there is a correlation between satisfaction and development and favorable workplace relationships. These correlations were presented by demonstrating the relationship between technological development, income satisfaction, stable job creation, and the need to try new developments. However, there seems to be an invisible boundary to development in the examined field, which may stem from uncertainty, and yet, it is important to maintain development and learning activity so that the right knowledge and know-how is available to the business when needed. Since the results show that there is a lack of openness to new technologies among the farmers in the studied region, and this may pose a problem in the future in terms of meeting the expectations of precision farming, it is recommended to focus on innovation in the agricultural sector in Hungary.

Despite modernization, digitalization, and informatization of human activity, economic systems continue to depend on natural factors. First of all, this applies to the agricultural sector, which depends on the dynamics of temperature, amount of precipitation, which affect the cultivation of crops, state of pastures, which is important for the development of animal husbandry. The purpose of this article is to analyze the situation in the Republic of Kalmykia in 2020 caused by natural and climatic disasters. For this purpose, the author used such methods as the analysis of documents, materials of the national and federal media, observation, interviewing during a scientific expedition to the regions of the republic. This approach allowed us to hear the opinions of rural residents whose livelihoods were affected by the unprecedented climatic drought and get a reliable picture of the consequences of the natural anomaly. The Republic of Kalmykia is the driest in the southern part of European Russia. Rural areas of the republic are regularly affected by drought, one successful year alternates with two or three unfavorable ones. The analyzed year of 2020 was the driest, which brought huge losses to the agricultural sector of the republic. About 54 agricultural organizations and 1,416 peasant farms were affected, the productivity of pastures in the republic fell by two or three times due to the drought, and even more in the most affected areas. Agricultural producers suffer huge losses, which will further affect the development of the region’s agro-industrial complex. The article analyzes how internal (agricultural enterprises, farms, authorities, the Ministry of Agriculture) and external resources (federal authorities) interacted in overcoming the emergencies. The lack of scientific analysis of the relationship between natural, climatic and economic factors hinders not only the adoption of the necessary measures to support the region, but also the prevention of negative consequences of various natural anomalies, and the timely and adequate response to them.

The purpose of the research of this scientific work is to assess the possibilities of development of farms in modern conditions, as well as to find out the problems and prospects of farms in Ukraine. Method. Farming is a form of entrepreneurial activity of citizens with or without the creation of a legal entity who have expressed a desire to produce marketable agricultural products, process and sell them in order to make a profit on land provided for family farming. An important role in the production of agricultural products is now given to farms that have actually become full-fledged entities in the agrarian diversified economy, have passed their first stage of formation and formation. The presence of a large number of large producers, problems of organization and location of wholesale markets, insufficient population of rural areas, inadequate level of resource supply – all this determines the specifics of the competitive environment in which farms operate. The task of development of farms in Ukraine requires the study of the peculiarities of their activities, analysis of the current stage of functioning of farms, identifying obstacles to their development and outlining areas for improvement of their activities. This is what determines the relevance of this article. Results. The scales and tendencies of development of farms in Ukraine, their place among other agricultural producers, including in the context of regions of Ukraine are analyzed. The main indicators of their activity are described. It is confirmed that despite the large number of farms, their place in the agricultural economy of Ukraine still remains insignificant. The main organizational and economic problems of farm development in Ukraine have been identified, which are related to the lack of equity, conditions for free access to credit, as well as the inadequate ratio between prices for technical equipment and agricultural products. The position of farms in the world is revealed. Scientific novelty and practical significance. The development of farming as a priority form of agricultural farms is shown. A number of measures for the development of farms are proposed. The advantages of farms over personal farms and over agricultural enterprises are given. Problems and prospects of farming in Ukraine are revealed.
