Introduction: all branches of law are constantly under the influence of the social environment, especially of the national policy and economy. In this regard, the author of the paper set the aim to research the influence of the processes of the digital economy development of the Russian Federation on the industry of Russian criminal law and to identify the relevant trends and relationships. Methods: the methodological framework for this study is a set of methods of scientific knowledge, among which the main ones are the methods of consistency, analysis and the comparative law method Results: grounded in the paper the author’s point of view is based on the domestic and foreign legislation, international legal acts and opinions of the academic community on the problems of interaction of the economic and legal systems, processes and results of their mutual influence. Based on the analysis, a list of problems currently impeding the development of the digital economy of Russia, which can be resolved using the criminal law means, is revealed. The questions of the gap in the Russian criminal legislation concerning a number of socially dangerous acts committed with the use of modern information technologies are raised. Conclusions: the study revealed the importance of the intersystem links between the national economy and its digital sector with Russian criminal law, the need to take them into account in the lawmaking work and their impact on the effectiveness of the industry, the implementation of its sectoral goals and objectives. It is proposed to criminalize a number of socially dangerous acts committed with the use of modern information technologies, taking into account the traditions of the national law-making and the successful experience of the international community and a number of foreign countries in preventing attacks on the information security.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.

Digitalization of society and public life is an objective fact and a challenge for Russia, which is rich in resources and risks. The article provides an assessment of the passport of the national program “Digital economy of the Russian Federation”, which is among the 12 national projects on 12 areas of strategic development, established by the decree of the President of the Russian Federation from 7 May 2018 No. 204 “On the national goals and strategic objectives development of the Russian Federation for the period up to 2024” and contributes to the solution of problems in the field of “Digital economy”. This fact already raises a number of topical questions: “Why is the program included in the list of projects?”, “Why will the national program on the digital economy be implemented within the framework of state programs of the Russian Federation: ‘Information society’ and ‘Economic development and innovative economy’?”, “How much does it contribute to the preservation and development of an integral Russia?”. The authors set a goal — using structural and functional diagnostics to give an expert opinion on the prospects for achieving qualitative and quantitative targets of the national program “Digital economy of the RF” and their value. The methodological key for the examination is the modification of the checklist for system social engineering. The introductory part of the work is devoted to the relationship between the categories of integrity and value, social system engineering, which are important for building the desired social reality, as well as an overview of approaches to social design, its goals and purpose. The main part of the work analyzes the passport of the national program “Digital economy of the RF” from the point of view of its structure, the function of their implementation at the level of state administration, and it also considers the coverage of federal and regional programs and projects of elements of the digital economy in terms of the completeness of significant tasks to be solved. In conclusion, a summary is given in the form of responses to the social engineering checklist: “Are we building a whole?”, “Are we building a valuable entity?” and “Are we building a valuable entity correctly?”.

Introduction: the identification and analysis of the causes and factors, including the gaps in the legislation, generating an increase in the capital outflow, as well as the improvement of the currency, investment and tax legislation are relevant and important issues. Purpose: to study the problems of the legal regulation to prevent the outflow of capital from the Russian Federation. Methods: the fundamental categories and principles of materialistic dialectics, the generally accepted methods of comparative law became the methodological framework for solving the tasks. As part of the study of the legal foundation to prevent the outflow of domestic capital abroad, the authors also used the methods of analysis and synthesis, functional and systematic approaches, and the formal legal and statistical methods. Results: grounded in the paper the author’s point of view is based on the study of the international conventions, treaties and agreements to which Russia is a party, and the domestic legal acts regulating relations in the field of preventing the outflow of domestic capital abroad, as well as the opinion of the competent academic community. Conclusions: the study identified the characteristic features of the process of capital outflow from Russia and developed a list of recommendations aimed at improving the measures of the state legal regulation in the field of combating the outflow of capital abroad.

This article discusses the main developments in information technologies of the hotel business, which is especially relevant due to the fact that today the process of economy digitalization in the Russian Federation significantly influences hospitality industry. Automation of hotels associated with the use of modern technologies particularly improves the quality of customer service. In this research major trends in the development of information technologies in hotel business were identified. They include: cloud computing, artificial intelligence, blockchain, augmented reality, etc. This paper defines the main problems of introduction of modern information technologies in hospitality industry. The study revealed that currently, information technologies are improving rapidly, directly impacting hotel business, but also assessing hotel market of the Russian Federation. In terms of development and use of modern information technologies it is important to note that a lot depends on management of a specific hospitality enterprise.

The article discusses current trends characteristic of the Russian criminal law and the practice of its application in the fi eld of combating terrorism. The acts provided for in Chapter 24 of the Criminal Code of the Russian Federation (Articles 205205.6 of the Criminal Code of the Russian Federation) are analyzed in detail from the point of view of the location of the legislative material, as well as the structures of the elements of the crimes. Special attention is paid to the structure of Articles 205205.6 of the Criminal Code of the Russian Federation (dispositions, sanctions, notes). The types of structures of terrorist crimes at the time of completion are considered. The article analyzes the current practice of applying this Articles of the Criminal Code of the Russian Federation, as well as offi cially published judicial statistics. The study allowed us to identify existing contradictions within the criminal law and formulate some recommendations for improving legislation in the field of combating terrorism.

This article discusses the current issues of the development of the digital economy. The significant role of information technologies in the development of modern production and services is noted. The development of digital means of economic activity creates new risks that are not yet sufficiently taken into account by modern economic mechanisms. The digitalization of economic activity is the basis for the emergence of new types of economic activity, as well as a fundamental change in traditional ones. The Digital Economy of the Russian Federation program is a set of measures in various fields of activity aimed at stimulating the creation of an information society. According to the" Strategy for the Development of the information Society in the Russian Federation for 2017-2030", a distinctive feature of the information society is the critical level of influence of information on the economic, socio-cultural living conditions of citizens. Such a definition takes into account the possibility of applying certain information in economic activities. Consideration of such changes should be reflected in the Information Security Document, the updating of which is an actual issue of national economic security.

The purpose of this research is to find and consider the problems of the criminal law of the Russian Federation in the context of rapidly developing information technologies, as well as search and offer solutions to these problems. The problem of this research is that widespread information and computer technologies have generated many new illegal types of human activity, some of which are currently unsuccessfully regulated by the criminal legislation of the Russian Federation. The novelty of the research is justified by the novelty of the problem. The main conclusions of this research are suggestions of solutions to the problems considered on the further development of criminal law of the Russian Federation in the field of information and computer technologies.
