Sustainable development of rural areas is very significant for the economic development of the Republic of Serbia. Reduction in the number of citizens in rural areas and neglect of agriculture in the previous years have led to numerous economic and social problems. The most important among them include the unfavorable demographic trends, undeveloped infrastructure, small agricultural farms that are not market oriented, a low productivity level of agriculture and a low income per farm, a large share of agriculture in rural economy, a low degree of diversification of rural economy, insufficient investment into rural areas, etc. Such condition is unsustainable because it causes more difficult life and work conditions in rural areas. Rural areas in the Republic of Serbia are the subject of this analysis. The aim of the paper is to examine possibilities of further development of rural areas in Serbia. The methods which will be used in the paper include the methods of synthesis, analysis and compilation.

The problems of developing social and labor sphere in rural areas, as well as forming necessary living conditions for the rural population are considered. The main organizational and legal aspects of regulating the socio-economic development in rural areas of the Republic of Kazakhstan for the period 1990-2020 are analyzed. The priorities of the state’s internal policy within the framework of special programs for the social development of the countryside and creating favorable conditions for the rural population are considered. Basing on the analysis, the main reasons for the outflow of the rural population to the cities are revealed: the lag of rural areas in comparison with urban ones in terms of cultural and living conditions, underdevelopment of social and engineering infrastructure in the countryside, low prestige of labor in agriculture due to low income, and unattractiveness of life in rural areas. This formulation of the issue, transferring the focus from the traditional agrarian problem of securing personnel to the territorial one, requires creating new approaches that would allow considering the countryside as an integral system of labor resource potential formation and reproduction. The need to create agro-towns by stimulating economically promising villages that are most favorable for living and to grow economic activity of labor resources is substantiated with the aim of preserving the way of rural life, expanding employment and attractiveness of labor in rural areas, as well as providing social and engineering infrastructure facilities with high-quality services. Measures are proposed to increase labor activity motivation of the rural population and the effective use of labor potential in agriculture on the basis of the socio-economic modernization of the rural economy, aimed at creating conditions for the growth of labor productivity in agriculture, the development of production and industrial relations, and ensuring productive employment in the countryside.

Abstract For Moldova’s agriculture are characterized the existence of many small family farms and only a small number of corporate holdings (limited liabilities companies, agricultural production cooperatives etc). Most of individual farms, small by size produce only for own family consumption and cannot find their way to the market place. The accentuated poverty makes rural economy to flow more and more to a natural subsistence economy, isolating itself from the market economy. The goal of this paper is to delimitate different types of farms based on selected indicators and to appreciate their level of development. Differences in farms levels of development are appreciated through cluster analysis. The research includes the analysis of farms survey data. This research was carried as a part of the Academy of Sciences project “Sustainable rural development in Republic of Moldova in the context of EU accession”. In the project were surveyed 938 individual farms from nine districts across the country. As a result, we distinguish three types of farms: natural, family and market household. The cluster analysis allows to characterize the farms level development, to determine the main priority directions, and to elaborate measures for the individual farms further sustainable development.

Rural development implies both the economic betterment of the people living in rural areas as well as bringing out holistic development. Accordingly, government has made paradigm shift from individual-centric rural development support to creation of gainful self-employment as well as wage employment among rural masses. Entrepreneurship, in this direction, has become an important consideration. Economic growth of a region largely depends on the involvement of poor and marginal sections into the process of entrepreneurship development. Globally, a large number of unemployed youth and women are becoming self-employed through entrepreneurship and creating employment opportunities for others. Researchers have worked on women's empowerment, economic development, and their role on micro-credit movement. The work on role of women in sustainable development is very limited. This chapter has tried to analyse issues related to women entrepreneurships in light of sustainable rural development in India to meet the research gap in the current context of Indian rural economy.

Development and deepening of processing of agricultural products, including grains, improvement of its quality characteristics will contribute to increase of employment in rural areas, satisfaction of internal and external demand, increase of foreign exchange receipts in the state and incomes of producers. The aim of the article is to evaluate the prospects for the development of the market for large products in Ukraine, taking into account trends in changes of supply and demand. The methodological basis of the study: the systematic and dialectical approaches and the use of methods of synthesis and analysis in determining the patterns and features of the market for large products in Ukraine. The article analyzes the dynamics and structure of production of grains, identifies the problems of increasing the supply of their main species. The factors of internal and external demand for national grain and future trends of development of this market have been considered. It has been proved that the production volumes of the main grains depend directly on the availability of raw material supply and its quality, the demand for finished products both in the Ukrainian market and from the side of the importing countries of Ukrainian products, as well as the retrospective profitability of the sale of alternative crops. Expansion of national sales in the national market can be achieved through the comprehensive application of non-tariff restrictions that do not conflict with WTO agreements. The scientific novelty of the research is to systematize the factors of formation of demand and supply of large products and to analyze their impact on the market environment. The practical significance of the research lies in identifying the main areas within which the problems of further development of the large industry are generated, which creates the basis for the development of measures to minimize their negative impact. In this article, on the example of the districts of the Republic of Bashkortostan, the need for a comprehensive use of marketing and branding tools at the municipal level is actualized. The marketing approach in municipal management is considered as one of the effective mechanisms in increasing the investment and tourist attractiveness of depressed territories. Designated foreign and domestic experience in the field of territorial marketing and branding. The problems and prospects of applying the tools of territorial marketing and branding in relation to the Uchalinsky municipal district – one of the south-eastern regions of the Republic of Bashkortostan – are analyzed in detail. The conclusion is made about the need to diversify the economy of the region and the feasibility of developing a comprehensive program – the “Marketing Concept of Uchaly District of the Republic of Bashkortostan”, aimed at increasing its investment attractiveness and competitiveness. A number of territorial brands for the Uchalinsky district of the Republic of Belarus are proposed – “Uchalinskaya Jasper”, “Uchalinsk Gold”, “Uchalinsky Silver”, “Uchalinsky Kumys” and others. The necessity of introducing in the Department of Economic Development, Investments and Entrepreneurship of the District Administration additional staff units of specialists in the field of territorial marketing and branding, which would supervise more clearly the issues of patenting, branding of local products, is substantiated. As a result of the study, the authors prove the necessity of organizing in the future in the Republic of Bashkortostan a tourism and recreation zone with a preferential taxation for subjects of ethnic business, including agricultural and ethnic tourism, primarily in the south-eastern regions. It was concluded that the integrated application of the marketing approach in the regional and municipal management will contribute to increasing the investment and tourist attractiveness of rural areas, more efficient development of the rural economy, growth of employment, incomes and quality of life of villagers.

The article describes the main factors, that characterize the current status of Russian agriculture. The most obvious problems and negative trends of rural social and economic policy are distinguished on the basis of current statistics. We emphasizes the need for new mechanisms of effective use of the resource potential of rural areas, one of which may be a rural tourism. A comparative analysis of foreign and Russian agritouristic practice was carried out. The potential and key problem areas development of this type of tourism is demonstrated on the example of the research objects of rural tourism in Tatarstan. Guiding by the Republic of Tatarstan, which is one of the agricultural regions of the country, a study of a number of rural tourism objects were conducted, the results of which reveal the contents of the key factors, hindering the formation agritouristic activity and allocate the necessary conditions for the full and progressive development of this type of tourism in Russia. The final part of the article emphasizes the fact, that the agricultural development of the tourism sector, as one of the most practical tools to overcome the crisis in the rural economy, is possible only if the inclusion of rural tourism as an integral component of the state of social and economic policies for sustainable development of rural areas.

Currently, the agro–industrial complex (AIC) of the Republic of Kazakhstan has all the advantages and opportunities to become a new driver of economic development. The article examines the state of households of the population provides statistical data on the main indicators of the dynamics and structure of livestock products and the productivity of livestock and poultry for all categories of farms in the Republic of Kazakhstan. The paper shows the role of production of household farms in comparison with other categories of farms. In recent years, households (formerly personal subsidiary farms) play an important role in the country’s agriculture and make a significant contribution to ensuring the food security of the state. Further development of farms of the rural population is directly related, in particular, to the improvement of the living standards of rural residents, and in general to the development of rural areas. The aim of the study is to develop theoretical and practical recommendations for the further growth of the main indicators of livestock production by households and their significant impact in ensuring the country’s food security. In this regard, it is necessary to consider trends in the production of livestock products by all categories of farms, and in particular the contribution of households to the process of trends in the production of livestock products by households in the context of ensuring food security in our state.

Moldovan agriculture is still characterized by a pronounced structural dualism with a very large number of small-scale family farms. The accentuated poverty makes rural economy to flow more and more to a natural subsistence economy, isolating itself from the market economy. The scope of the paper is to assess the farm performance and its contribution to the development of rural areas. The research analysis is based on national statistics and survey data of 723 farms. In order to assess farm performance technical efficiency (TE) and stochastic frontier analysis is used. The contribution of different types of income on the farm development level is analysed through regression analysis. Increasing of farm performance through a higher efficiency and competitiveness could be regarded as the key solution to the low income problem of rural families.

The concept of sustainable rural development comprises three aspects - social, economical and ecological. They are supposed to act in synergy, but, at the same time, these aspects are supposed to be competitive. Agriculture, as a traditional activity of rural economy, contributes to the sustainable development of rural areas only if there is an adequate resources management. If not, there will be a significant degradation of rural environment. These are the reasons why sustainable agriculture development is emphasized since it maximizes productivity and minimizes negative effects on nature and human resources. In this context, one should observe the connection between agriculture and tourism existing in the EU, where the application of sustainable agricultural development concept produces external effects connected to biodiversity protection and environment in rural areas. These become a good foundation for the development of rural and ecotourism. EU enlargement induced diversification of support programmes that EU gives to the candidate countries, as well as to those who are just entering the process of stabilization and association to the EU. Through cross-border cooperation projects, many goals can be accomplished, among which aspiration for promotion of sustainable economical and social development in border regions is one of the leading. Knowing that these regions are usually passive and underdeveloped, the projects of cross-border cooperation could induce development of those activities in local economy, which could bring better living conditions and economic prosperity on the one hand, and protection of environment on the other. Examples of this kind of projects in Serbia can usually be found in rural and ecotourism development.

The study was carried out within the framework of program-targeted funding by the Committee of Science of the Ministry of Education and Science of the Republic of Kazakhstan ("Development of the concept and mechanisms of balanced territorial development of the economy and society of Kazakhstan"). The purpose of the study is to determine the role and significance of the development of ecological tourism in the Republic of Kazakhstan as a factor in the diversification of the sectoral structure of the country's rural economy. The study used a structuralfunctional approach, a review of scientific publications, including foreign authors from the Scopus, Web of Science databases; state programs and regulatory legal acts of the Republic of Kazakhstan on this issue in the Republic of Kazakhstan, statistical data. The article provides a comprehensive analysis of the theoretical foundations of economic diversification and its benefits. The theoretical and methodological aspects of the development of ecological tourism as a factor in the socio-economic development of rural areas have been studied. As part of the state program for the development of the tourism industry of the Republic of Kazakhstan for 2019–2025, tools have been proposed for transforming tourism into a highly profitable sector of the economy, the tasks of which include the creation of 75 thousand jobs in remote rural areas. The authors of the article consider the issues of priority of the development of rural areas, the need to find ways to normalize living conditions and economic growth, which should be the diversification of the economy. Tourist and recreational resources that provide the regions of the country necessary for the development of ecotourism were identified and substantiated.
