Russian economy is characterised by raw materials dependence, the impossibility of using the latest achievements of the sixth technological mode, rapid digital development, internationalisation of scientific and technological progress, the impact of technological shifts on structural transformations. These aspects lead to the implementation of an innovative scenario for the development of regions in the context of neo-industrial challenges, which is necessary for identifying and consolidating the most effective tools for innovating the modern Russian economy. This problem primarily affects regional economic systems with a set of innovative economic entities. To solve the problem, we analysed and generalised the scientific-theoretical, methodological framework, and practical aspects of regional innovative development, taking into account current trends and key parameters of neo-industrialisation. Considering neo-industrialisation in regional economic systems, the innovative development path increasingly depends on such critical parameters as human capital, intersectoral interaction, and technological modernisation processes. The paper presents scientific and theoretical substantiation of the possibilities of regional innovative development in the context of current trends of neo-industrialisation. Research methodology and tools include systemic, categorical, structural, and functional analysis, conceptual modelling. We identified and described objective factors, trends, and problems of ensuring the long-term regional innovative development. Further, we defined and classified the current trends of innovative development of the regional economy, as well as substantiated the key parameters of neo-industrialisation. Then, we created a model of regional innovative development. To explain the discrepancies between the actual and the desired level of the development of neo-industrialisation parameters, we presented an algorithm that allows identifying bottlenecks, forming a roadmap, and implementing a mechanism for strengthening the potential of regional innovative development. Additionally, we specified key aspects of the innovative development path of regions, considering the current state of the real sector. The obtained theoretical results can be used for forecasting the most important economic challenges and identifying strategic factors for the regional innovative development in the context of neo-industrialisation.

The article deals with the management of innovative development of economic systems. Enterprises of high-tech sectors of the economy were selected as the object of the study. It is proved that innovative trans-formations in the chosen industry are inevitable and this industry is undergoing significant transformations caused by large-scale digital processes. It is proved that the effectiveness of the innovative development of the industry is associated with the monitoring of its main development indicators, and therefore a system for evaluating the innovative development of high-tech industries based on key indicators is proposed.

The imbalance in the structure of the range of paid services provided to the population, caused by the COVID-19 pandemic, requires a flexible approach to management, identification of alternative business methods, and greater adaptation to the needs of the population. This trend determines measures to manage the urban infrastructure of public services, innovation and investment activities aimed at improving the efficiency of economic systems. The purpose of this study is to build a model for managing the development of paid services, taking into account the key factors of development, aimed at identifying the potential for improving the service sector. The goal was achieved by solving the following tasks: to diagnose the innovative development of paid services to the population; to build an economic and mathematical model for the development of paid services; to determine the direction of development of paid services to the population. The research methods used are comparison, analysis, synthesis, system approach, economic and mathematical modeling. The study identified features of innovative development of sphere of services, characterized by less active innovative activity on industrial production driven by economic factors; the model of «Three I» the development of services based on a mathematical relationship of infrastructure investment and innovative way to develop a balanced strategy of development of sphere of paid services to the population in the Russian economy. Based on this model, a set of recommendations can be formed to ensure business flexibility in the service sector in the conditions generated by the COVID-19 pandemic.

Currently, the development of modern economic systems takes place in a continuous increase in the requirements for the quality and reliability of their innovative functions. This creates the need to search for new sources of their increase in the course of innovative development of companies. In this paper, the study of existing approaches to assessing the reliability of the development of innovative economic systems based on determining the level of their structural survivability. It is noted that the achievement of reliability of innovative development of the organization is provided by choosing the most effective project, taking into account the internal capabilities of the company and the degree of influence of environmental factors on it. The choice is based on the mechanism of determining the impact of the level of structural survivability on the effectiveness of projects with different innovation orientation. The results of the study on the example of petrochemical enterprises showed that in the current conditions of development, the impact on the personnel component of the production potential of the company will give the greatest effect to achieve the reliability of the development of innovative economic systems.

Discriminatory conditions and principles of equality and mutually beneficial cooperation between countries are revealed. The article summarizes the factors that determine the innovative development of regional economic systems. It was determined that the desire to diversify the sectoral structure should be based on an understanding of the role of construction as a sector of the economy, outstripping the development of the general economic situation. The hypothesis about the existence of a strong relationship between the volume of work in construction and the volume of output of innovative products in regional economic systems has been put forward and confirmed. In 2010–2018, there is a close relationship between the number of commercialized innovations and the volume of work in the construction industry in Russia. At the same time, the correlation between these parameters in various federal districts and subjects of the Russian Federation is not unambiguous. Russian regions are classified according to the strength of the relationship between these parameters. It is concluded that, mainly, in the border regions, construction is not associated with the development of innovative industries and innovative infrastructure.

The subject of the research is financial policy, tax regulation and mechanisms for ensuring advanced innovative sustainable development of the manufacturing industries, given the low investment attractiveness of the Russian economy. The purpose of the research was to seek tools and the most effective and efficient sources of financing national goals and strategic objectives of the Russian Federation development. The research used the dialectical method, the inductive and deductive approaches, the index method as well as grouping, comparisons, descriptive analysis, statutes and regulations, data of the Russian Statistical Service (Rosstat) and related publications.Based on the research findings, it is concluded that the effective and competitive innovative development of the domestic industry is hardly feasible without enhancing the competitive advantages and investment attractiveness of the Russian business. To this end, it is proposed to take the best advantage of Russia’s national natural wealth through its more equitable distribution by equalizing the potentials of the extractive and manufacturing industries as well as better financing of the country’s socio-economic development. Tax regulation tools are proposed to bring the Russian economy out of dependence on fuel and raw materials exports and ensure more efficient use of national natural resources as the main competitive edge of the Russian economy, the most important factor of investment attractiveness and a source of wealth for the entire population. The scientific novelty of the study is the substantiation of the proposed measures aimed at tax regulation improvement making it possible to increase financial flows directed to the innovative development of manufacturing industries as well as the state budget revenues thereby enhancing the competitiveness and investment attractiveness of the above industries along with relieving the national economy from the fuel and raw materials dependence.

In the spring of 2020, the Russian economy, like the economies of many countries of the world, underwent a serious test. The losses and consequences of this test are largely determined by the stability of the economy, the stability of institutions, the presence or absence of systemic problems. In this article, the authors focus on the main problems of the Russian economy and how they are aggravated by the pandemic. Different models of government support for the economy are used in different countries with different levels of economic development, social and economic priorities. The most important task of the state in Russia in the short term is to implement measures aimed at combating the collapsed problems in connection with the pandemic: competent support for the financial and real sectors, the population and the social sphere. In the long term, in order to ensure economic growth, it is necessary to focus on solving the following identified problems: the raw materials dependence of the Russian economy, the low quality of economic growth, the decline in real incomes of the population, the uneven level of technological development of industries and regions, and the lack of macroeconomic stability. The presence of these problems made the Russian economy even more vulnerable to the negative impact of force majeure and increased the relevance of their solution.

The subject of our research was the analysis of changes in the specialisation of Russia in mutual trade with the countries of the Customs Union — the Common Economic Space — the Eurasian Economic Union since the beginning of the functioning of the single customs territory. The work aims to characterise the impact of the integration process within the CU-SES-EAEU on the commodity structure of Russian exports to the grouping countries and the possibilities for realising Russia’s export potential in the markets of the partner countries. The author examines the most important trends and factors in the evolution of the commodity structure of mutual trade within the EAEU and Russia’s exports to these countries, assesses the importance of the EAEU countries for the realisation of the export potential of Russia. The study concluded that the integration process had a positive effect on the commodity structure of Russia’s exports to the EAEU countries: during the unification, the share of mineral products in total exports decreased by one third, while the share of machinery and chemical products, food products and agricultural raw materials rose. The author substantiated that the EAEU states are the most important market for Russian goods with a high share of value added and their importance is increasing. Nevertheless, the prospect for further realisation of the export potential of Russia in the markets of the EAEU countries is very ambiguous and will be determined by two factors: the growth rate of the Russian economy and the real achievements in the field of shaping long-term integration effects.
