Foreign researchers consider the phenomenon of grandparents’ labour in the framework of the economy of parental labour. Since the early 2000s, Russian scientists have been actively studying this problem due to high socio-economic disparity of Russian regions, and important strategic objectives stated in the Demography National Project and the Strategy of Spatial Development of the Russian Federation for the period until 2025. We identified and described specific regional situations, namely, models of grandparents’ labour in the socio-economic space of the country. To analyse grandparents’ labour, we examined individual questions of the “Comprehensive monitoring of living conditions” survey published by the Federal State Statistics Service (Rosstat). The research methodology includes both hierarchical (based on Ward’s method, the square of the Euclidean distance, and other measures) and non-hierarchical cluster analysis (the k-means method). We proposed a method for studying grandparents’ labour based on research of parental labour and international demographic studies on grandparenthood. The empirical analysis revealed 6 models of grandparents’ labour in the socio-economic space of Russia. These models differ in the level and intensity of involvement of older women in the sphere of grandparents’ labour and their potential in this area. For each model of grandparents’ labour, we identified the core regions (groups of regions) involved in the clustering. We explained why the government should be interested in the activation and stimulation of grandparents’ labour in Russian regions. Further research should focus on examining the particularities of grandparents’ labour depending on the actors: men, grandparents living with their grandchildren and apart from them, living in the same city, in the same or different regions of Russia.

The problem of spatial development of the entities of the Russian Federation remain one of the most essential issues of the regional economy, despite a thorough scientific elaboration. The spatial development of the entity of the Russian Federation should be based on scientific approaches to the conduct of regional policy and take into account the patterns of development of its central and peripheral territories. The purpose of the study is to identify and justify the strategic directions for managing the spatial development of the region (the entity of the Russian Federation). The theoretic basis of the research is composed of the "core-periphery" theory, the works of Russian scientists devoted to the study of economic space. To characterize center-periphery polarization there were used the coefficient of center-periphery variation and the methods of statistical analysis. The research materials were the official statistical collections and bulletins published by the Federal State Statistics Service, factual evidence in the monographs of Russian and foreign scientists, the results of authors’ proper research. The theoretical aspects of the study of spatial development management in the region have been considered and the participants of this process have been identified. It is substantiated that the spatial development of the region can be divided in three aspects: the location of productive forces in the regional space; system of settlement in the regional space; the relationship between the various elements of the space ("north-south", "center-periphery", etc.). The experience of management of spatial development of the region has been investigated in terms of: socialist economics of planning; transition from the economy of planning to the market economy; modern conditions (the Sverdlovsk region was taken as an example). In the conditions of growing agglomerative processes the priority prospects of the government policy in management of spatial development of the region in the direction "center-periphery" should be management of spatial development of agglomerations as a whole, creating alternative centers in the economic space of the region and stimulating economic activity in the periphery. These research results can be applied for developing a regional policy aimed at reducing the center-periphery differences and polarization of the regional economic space.

INTRODUCTION. This article discusses that part of the classical Eurasian concept, which is devoted to ethno-national relations prevailing in Northern Eurasia, the characteristics of the factors and traditions that determined the formation of the Russian superethnos. The content of the categories “Eurasian nationalism” is revealed, which, according to the classics of the doctrine, should become the core idea of the formation of the Russian multi-national nation. Considerable attention in the article is paid to the analysis of the correlation and interconnection of the categories “people” and “nation”, the characteristics of their specific features.MATERIALS AND METHODS. The article is based on a study of the concepts of Eurasianism presented in domestic and foreign science and the provisions of the Federal Target Program approved by the Government of the Russian Federation “Strengthening the Unity of the Russian Nation and Ethnocultural Development of the Peoples of Russia (2014 – 2020)” are considered.RESEARCH RESULTS. In the article the thesis is substantiated that the modern theoretical substantiation of the tendency for the formation of the “Russian nation” is associated with the desire to strengthen the national substrate of Russia as a single federal state and to avoid the sad experience of the split of the USSR. The author analyzes various approaches to realizing the task of forming a multi-national nation on the basis of the Russian people and shows his own position with respect to the idea of adopting a special Law on the Russian nation.DISCUSSION AND CONCLUSIONS. The article critically evaluates the position that rigidly links the formation of a nation with the creation of its own sovereign national state which in most cases is not applicable to multinational states.

В статье представлены результаты проведенного анализа структуры и динамики доходов региональных бюджетов в Российской Федерации с выявлением доминирующих факторов, повлиявших на их формирование. На основе авторского подхода осуществлена классификация российских регионов с учетом рисков по отношению к устойчивому развитию субъектов РФ. Дано обоснование использования теории вероятностей при бюджетном планировании и прогнозировании. Исследование базируется на большом количестве собранных эмпирических данных Федерального казначейства, Министерства финансов РФ, Федеральной службы государственной статистики.The article presents the results of the analysis of the structure and dynamics of regional budget revenues in the Russian Federation with the identification of the dominant factors that influenced their formation. Based on the authors approach, the classification of Russian regions was carried out taking into account risks in relation to the sustainable development of the constituent entities of the Russian Federation. The rationale for using theory of chances in budget planning and forecasting is given. The study is based on a large amount of empirical data collected by the Federal Treasury, the Ministry of Finance of the Russian Federation, and the Federal State Statistics Service.

13  February  2019,  Dmitry  Medvedev,  Chairman  of  the  Government  of  the  Russian Federation, approved the “Spatial Development Strategy of the Russian Federation for the Period up to 2025”. This document is undoubtedly a significant milestone in the formation of the state regional policy. However, its practical significance caused reasonable doubts among experts. First of all, attention was drawn to the basic term of “spatial development”. How does it differ from the “regional development policy”, the principles main goals and mechanisms of which have not yet defined? May the substitution of the concepts be a way of avoiding this fundamentally important task? They caused questions and uncertainty of the role of regions in the Russian Federation in ensuring the spatial development of the economy. Their place in this process is not specified. The Strategy actually did not take into account the differences of the Russian regions in terms of their socio-economic development and innovative potential. The overall conclusion of a significant part of the expert community was reduced to the need for: substantial refinement of the Strategy; concretization of its basic provisions; developing mechanisms to enhance the role the Russian regions in this process, taking into account differences in their levels of development and socio-economic potential. An attempt to demonstrate the significance of these differences was undertaken in this study, the results of which are summarized in this article.

The need to formulate a strategy for the development of farms in the North-West of the Russian Federation is confirmed by the fact of their significant contribution to maintaining rural areas and ensuring food security in the region. The article proposes recommendations for creating strategic foundations for the development of peasant farm enterprises in the North-West of the Russian Federation, which can be used by the authorities when developing such a strategy. The study is based on the works of both domestic and foreign scientists-economists dealing with the issues of strategic planning considering farms and identifies various nuances of this issue. According to the foreign researchers, it is important for a farmer to find his competitive advantage, and this must be done taking into account the assessment of internal and external opportunities and threats. The analysis used the data of the Federal State Statistics Service for the municipal districts of the Northwestern Federal District, as well as methods of socio-economic analysis, economic and statistical (groupings), SWOT analysis, the problem tree method, the method of typing the municipal districts by A.I. Kostyaev. The study made it possible to propose recommendations for the formation of a strategic framework for developing farms in the North-West of the Russian Federation. Main scenarios for the development of this category of farms in accordance with the determined types of municipal districts and the classification of alternative farming strategies existing in modern science were identified, and SWOT was carried out, i.e., the analysis of the peasant farm enterprise development from the point of view of the farmer and the state. Also a problem tree for developing these farms was built, taking into account the specifics of the Northwestern Federal District, which made it possible to identify the difficulties that hinder the successful functioning of farms. In order to improve the functioning of peasant farm enterprises in the region, measures are recommended that should become the basis for the development strategy of these farms in the North-West of the Russian Federation, including: increasing state support, improving the legal framework, expanding educational programs and consulting activities, supporting the sales market by the government authorities.

Currently, the creation of strategic documents and the implementation of the action plan to achieve the goals and objectives set out in such documents is widespread among large business companies, both manufacturing and mining sectors, the retail sector, as well as elevated to the rank of mandatory for corporations with state participation, Federal state unitary Enterprises and a number of similar organizations. Such requirements are imposed on a number of sectors of the economy, and the cultural sector, where there are two documents of strategic goal – settingthe Basis of the state cultural policy and the Strategy of the state cultural policy, has not escaped this.It is important that these strategic planning documents, which represent a whole body of normative legal acts defining the goals and directions of the country's development, are of significant legal significance, as they are approved by the Decrees of the President of the Russian Federation or by resolutions and orders of the Government of the Russian Federation, which, in particular, means that they are binding.The article is devoted to the analysis of approaches to the definition of the role of libraries presented in various strategic documents of the Federal level, approved in recent years, which in a General sense can be considered clearly formulated "state order" for the implementation of which the activities of public libraries of the country should be focused in the coming years and in the long term.

At the present stage of the development of genetic engineering activities in the Russian Federation the question of the expediency of distributing powers between federal executive bodies and executive bodies of constituent entities is relevant. In this regard, the experience of Germany in securing the relevant powers in the field of genetic engineering for the executive authorities is considered, in particular, the powers of the federal executive authorities of Germany are examined to release and place genetically modified organisms, to monitor the impact of artificial microorganisms on human health and the environment, as well as administrative functions for maintaining information registers of information about modified organisms. The Author analyzes the powers of the German Federal Ministry of Food and Agriculture (German: Bundesministerium für Ernährung und Landwirtschaft – BMEL), the Federal Office for Consumer Protection and Food Safety of Germany (German: Bundesamt für Verbraucherschutz und Lebensmittelsicherheit – BVL) and other bodies. In addition, the Author has investigated the powers of the federal states of the Federal Republic of Germany in the field of genetic engineering work related to the use and production of artificial microorganisms and GM products. As an example, the competence of the authorized body of the federal state of Hesse – the Department of the Government of Hesse for genetic engineering – is considered. Analysis of the powers of the executive authorities of Germany in the field of genetic engineering made it possible to formulate conclusions and recommendations for streamlining the powers of executive authorities and organizations in Russia. As a result, proposals were made to improve public administration in the field of genetic engineering activities in Russia, including the need to entrust a separate authority with the authority for comprehensive regulation in the field of genetic engineering activities, as well as the inexpediency of currently providing executive the authorities of the constituent entities of the Russian Federation, the powers to exercise public administration in the area under consideration.

At the moment, the question of correlation between national and regional identification and their impact on the Russians' consciousness stays acute. The peculiarities of historical development, the aspects of the government policy in Russia and global crisis of identity do influence the process of selfidentification among the Russian citizens, sometimes at the expense of the regional level. Nonetheless, regional identity is still an important piece of social-cultural puzzle of the Russian regions, both national and administrative-territorial. The indications of regional identity, at least partial, or as one of the few identities, can be found among senior students. To find the markers demonstrating that, the mass polling of the students was performed in schools of the Siberian Federal district. The results of this research allows us to detect different types and nature of national, regional, local identity among students from different subjects of the Russian Federation, as well as to define the local specifics in question of social-political selfidentification.
