The sustainable development of regional economies directly depends on the stability of systems (political, social, economic and environmental) both in international terms and by the subjects of any country. In the constituent entities of the Russian Federation, the stability of regions is primarily determined by science-based state policy, the priority of which is aimed at improving the standard of living of the population. A highly effective state policy makes it possible to improve the quality of life of the population, economic growth, and solve social problems of society, regional and municipal entities. The social sphere in the modern market environment is one of the largest segments of regional economic development. The economic role of the social sphere consists in the ability to increase the per capita monetary income of the population, reduce the share of the population with incomes below the subsistence minimum, the level of unemployment, morbidity, etc. A well-developed social mechanism is necessary for the effective implementation of all social processes. Thus, the article examines theoretical approaches to the concept of a social mechanism for sustainable development of the region's economy in a market environment, which allowed us to formulate the author's definition and recognize the "social mechanism" as a planned impact on each individual in social processes, in order to achieve significant results aimed at stable economic development. It is highlighted that a mechanism is a system that has a negative and positive impact, has a certain structure and performs clearly defined functions. A structural and functional model of the social mechanism is proposed, which includes five elements, each of which is necessary to achieve the goal of regional development. Based on the structural and functional model, the authors propose the features of the influence of the social mechanism on the solution of urgent problems of regional economic development in the market environment. The priorities of state support for the regions are justified, which should be based on the formation of an effective functioning of the social mechanism, which will contribute to the sustainable development of the region's economy and make them financially stable and independent.

The formation of methodological tools for the sustainable development of regions, the formation of an integrated system of strategic planning of socio-economic development at the municipal level is among the least developed topics. On the example of a municipality, the practice of developing strategic planning documents, their compliance with the requirements of the existing regulatory framework, the mechanism for implementing the strategy and ensuring its implementation with financial resources is studied. The factors influencing the formalization of the developed strategic landmarks of the territory are established. The article substantiates the need to supplement the algorithm of strategic planning of socio-economic development of municipalities of the regions with new methods of analyzing the construction of vertical and horizontal economic relations, in order to select options for structural transformations, as well as to determine the resource potential, including labor. Establishment of indicators of goal-setting in the social sphere and its direction.

The genesis and evolution of the formation of agglomeration and their impact on ensuring sustainable development in Ukraine were investigated. Criteria and the main features of agglomeration in the structure and components of sustainable development were disclosed. It is noticed that the main task of the forming agglomeration is to help to improve the living standards of residents of settlement remote from the city-core of agglomeration and equalization of differences in social and cultural services to the population. A number of measures were offered to accelerate the process of providing sustainable development. Among the latest, the development of mechanisms for attracting investments in the development of the social sphere and increasing the efficiency of their usage may provide positive effect.

The aim of the article is to analyze risks in the social sphere and their impact on the development of society in Ukraine. Increasing the impact of risks in the sphere of demography, employment, remuneration, etc. in the context of sustainable development has been determined. The conducted research shows that the risks related to the labor sphere and the health of the population are the most aggressive and dangerous for the safety (as shown by the coronavirus pandemic) because protracted problems in the political, social and economic spheres are accompanied by job losses, economic decline, low wages for more than half of the working population. In view of the ambiguity and uneven economic development of the administrative territorial units of Ukraine it has been determined that education and knowledge can become a factor that can lead to the activation of innovative changes and reduce the negative impact of social threats. For this reason, the most important requirement for the sustainable development of Ukraine is the formulation of a social policy, based on an effective system of methods aimed at preventing risks and reducing probability of their occurrence.

Introduction. The article is devoted to the disclosure of an important task that now faces Ukraine, namely, the achievement of the competitiveness of its economy. This should be achieved on the basis of the principles of sustainable development, which is based on maintaining a balance of opportunities for the biosphere, social and economic development in order to meet the needs of the population. At the same time, the social sphere, and above all its educational sector, is of enduring importance.Purpose of the research. Therefore, the purpose of the study presented in this article is to substantiate ways to increase both quantitative and qualitative indicators of the national economy through the implementation of a new educational paradigm, intensification of the countryʼs socio-economic development, and the growth of its competitiveness.Results. Deepening of methodological approaches to identify trends in relation to the impact of the social sphere on ensuring sustainable economic development, achieving the competitiveness of the state in the context of the need for the national economy to enter an innovative growth trajectory.The content component of sustainable socio-economic support is analyzed. The role of education in this process is highlighted. The state of its development and resource provision is characterized. The main factors that contribute to the increase in the production of goods and services on an innovative basis are highlighted. In this regard, the analysis of the current situation in Ukraine regarding the training of highly qualified personnel and the activities of employees performing innovative developments has been carried out.It is proposed to actively introduce a new educational paradigm, new educational technologies that contribute to the growth of not only quantitative, but also qualitative parameters of the social sphere, economy and society as a whole.Prospects. As follows from the practice of economically developed countries, without raising the educational level of the population, it is impossible to ensure the growth of labor productivity, as well as to achieve the active introduction of new technologies in all spheres of production, together with production, together with the efficient use of resources, which is an important condition for the sustainable socio-economic development of our country. Therefore, it is promising to introduce this experience into domestic practice.

The advocates for the sustainable development theory question current methods applied to achieve the economic growth. This theory states that the economic growth should not increase the environmental pollution and the social tension. The irrational use of natural resources and insufficient investments in the human capital cause a inadequate development path for various countries and their territories. This article models three components for sustainable development of the RF constituent entities which shape the economic, social, and environmental areas of human life: GRP growth, better living standards evaluated against social wellbeing coefficient, and pollution reduction. This study aims to substantiate the reciprocal relationships between three above mentioned components of the sustainable development in the Russian regions and to develop the forecasting tools for further practical recommendations. The methodology of open vector autoregressions is taken to be the main research method. In this case, special attention has been paid to find the optimal maximum lag value in the model and to substantiate the Granger causality between endogenous variables. The results of the study prove that economic, social, and environmental areas of the human activity are interconnected. To achieve the sustainable development for the regional systems under the acquired model, sustainable development in the Russian regions is achieved by investing more into the human capital and macroeconomic stability. These tools could be applied to forecast the changes in the economic, social, and environmental components of the RF regions’ sustainable development. The tools have been verified with the data on the social and economic development of Perm region, which gives high quality forecasts with a low forecast error value. Further update of the mathematical tools and forecasting the social ecological and economic connections become the basis for the development of the optimal trajectory for the sustainable development in Russian regions and provide better quality for the developed and implemented regional strategies for the social and economic development.

The article is devoted to topical issues of formation of sustainable development in Ukraine. In this regard, the essence of sustainable development is revealed in the context of the place and role of the social sphere as its the leading factor. The structure and main components of sustainable development are revealed. The role in the process of sustainable development of the social sphere is noted, in particular, its components such as education, health care, culture, organized recreation. The analysis of relevant socio-economic indicators was performed. Particular attention is paid to identifying the problems of development of these components of the social sphere in the context of globalization and European integration. We prove that in these conditions serious changes occur with the main productive force, in particular, the growth of the educational and cultural level of workers of modern production. We emphasize the growth of the specific weight of mental activity.          The strategy of managing sustainable development processes is disclosed taking into account the factors influencing these processes. The attention is focused on the fact that the development of the social sphere contributes to the acceleration of the development of productive forces, the convergence of material and cultural conditions of life, predetermines significant changes in the system of social relations, which allows for sustainable development.          Considerable attention is paid to the formation of mechanisms to ensure the growth of the educational and intellectual potential of the country and the promotion of human health - the main productive force of society, as well as mechanisms that ensure the efficient use of resources, which contributes to the sustainable development of both the economy in general and the social sphere in particular.          Thus, it is important not only to ensure the growth of the social sphere, but also its effective use.

Balancing the social, economic and environmental priorities for public health is at the core of the United Nations (UN) approaches to sustainable development, including the Sustainable Development Goals (SDGs). The four dimensions of sustainable diets are often presented as health, society, economics, and the environment. Although sustainable diet research has focused on health and the environment, the social and economic dimensions of sustainable diets and food systems should not be forgotten. Some research priorities and sociocultural indicators for sustainable healthy diets and food systems are outlined in this report. The present goal is to improve integration of the social dimension into research on food and nutrition security.

The article provides an overview of the effects of the resonant impact of clusters on the ability of mountain areas to adapt to the modern realities of the technological level, as well as the ability to apply innovations, attract investment in the agro-industrial and tourist cluster. A panel of indicators is presented that provides correct comparability of achievements and reflects information for aggregation by various parameters of the economic and geographical indicators of the region: the national environmental rating of the subjects of the North Caucasus Federal District; indicators of sustainable development of the Russian Federation and the North Caucasus Federal District; investment risk of the republics of the North Caucasus Federal District; the main economic and social indicators of the RSO-Alania. It is established that the geoinformation study of the use of a multicomponent indicator of the state of mountain territories is the basis for determining the vector of their further socio-economic development and justifying appropriate management decisions to stabilize economic development. The peculiarity of the approach is the selection of criteria that will be used in the development of mechanisms for the sustainable development of mountain territories according to the target indicators, in accordance with the UN resolution "Transforming our world in the field of sustainable develop-ment for the period up to 2030".
