The aim of the article is to analyze risks in the social sphere and their impact on the development of society in Ukraine. Increasing the impact of risks in the sphere of demography, employment, remuneration, etc. in the context of sustainable development has been determined. The conducted research shows that the risks related to the labor sphere and the health of the population are the most aggressive and dangerous for the safety (as shown by the coronavirus pandemic) because protracted problems in the political, social and economic spheres are accompanied by job losses, economic decline, low wages for more than half of the working population. In view of the ambiguity and uneven economic development of the administrative territorial units of Ukraine it has been determined that education and knowledge can become a factor that can lead to the activation of innovative changes and reduce the negative impact of social threats. For this reason, the most important requirement for the sustainable development of Ukraine is the formulation of a social policy, based on an effective system of methods aimed at preventing risks and reducing probability of their occurrence.

Abstract In the North West of England the issue of a perceived infrastructure gap is of increasing concern. Investment needs to be made to improve the transport infrastructure of the region if it is to be expected to promote the development of its own regional logistics gateway. Funding tools have been set up to address the challenges arising from the imbalance in infrastructure development that exists between regions in the north of the United Kingdom and those in the south. For regions with well developed economies the outlook is promising as the availability of modern transport infrastructure looks set to improve. However, some sources believe that the development of new transport infrastructure will have a negative impact upon sustainable development. It is expected that this will occur in a range of both direct and indirect ways. As a result, it is critical that planning for the creation of new intermodal transport infrastructure, or the upgrading of that which already exists, takes into account the impact that these developments will have on the sustainable development of the host region. A scenario based development methodology is proposed in this paper. It was developed to provide a way to identify potential scenarios that may arise within a given region as a result of transport infrastructure projects. To create significant scenarios the methodology is dependent on the availability of a sufficient quantity of quality data. For this paper that data was collected through a focus group composed of stakeholders from the region in question. This was further supported by the performance of an impact survey using the same group of stakeholders.

The genesis and evolution of the formation of agglomeration and their impact on ensuring sustainable development in Ukraine were investigated. Criteria and the main features of agglomeration in the structure and components of sustainable development were disclosed. It is noticed that the main task of the forming agglomeration is to help to improve the living standards of residents of settlement remote from the city-core of agglomeration and equalization of differences in social and cultural services to the population. A number of measures were offered to accelerate the process of providing sustainable development. Among the latest, the development of mechanisms for attracting investments in the development of the social sphere and increasing the efficiency of their usage may provide positive effect.

The article explores the role and contribution of intellectual work to the process of ensuring and improving the main aspects of human life in accordance with the Global Sustainable Development Goals (SDGs). Intellectual work is considered as an important resource for the creation of high-quality, innovative production, which provides for solution of important global problems of sustainable development. As part of a multilateral integrated approach, the impact of intellectual work results on the achievements of SDGs is researched. It is determined that the SDGs are interconnected and reinforce each other in the process of achievement, which is why their results are also comprehensive, that is, the result of improvements in the field of one goal is the way to achieve another one. A reflection of the dominant role of intellectual work in achieving the Sustainable Development Goals is the ninth SDGs – innovation and infrastructure. The development of technologies, creation of innovations and breakthrough solutions are crucial in the context of achieving the SDGs, and, accordingly, intellectual work, intellectual property and innovations are increasingly becoming socially significant and, due to the increased importance, need developing and implementing the policy of the integrity of scientific research along with protecting their results. Prospect for further research in this direction can be the issues of enhancing the efficiency of intellectual workers and increasing the opportunities to use the potential of intellectual activity for the further development of society.

The formation of methodological tools for the sustainable development of regions, the formation of an integrated system of strategic planning of socio-economic development at the municipal level is among the least developed topics. On the example of a municipality, the practice of developing strategic planning documents, their compliance with the requirements of the existing regulatory framework, the mechanism for implementing the strategy and ensuring its implementation with financial resources is studied. The factors influencing the formalization of the developed strategic landmarks of the territory are established. The article substantiates the need to supplement the algorithm of strategic planning of socio-economic development of municipalities of the regions with new methods of analyzing the construction of vertical and horizontal economic relations, in order to select options for structural transformations, as well as to determine the resource potential, including labor. Establishment of indicators of goal-setting in the social sphere and its direction.

The article raises the issue of social risks of the COVID-19 pandemic in three problem areas: health, education, support for the most vulnerable population groups, analyzes the impact of the pandemic on the interaction of government and society. In this case, social risk is seen as a danger that arises within the social sphere of society, which has negative social consequences and affects the lives of individuals, social groups and society as a whole. The current situation has shown that the medical and science systems of Ukraine are not ready for a large-scale pandemic. The author notes that after the end of the pandemic, a serious analysis of the problems that have arisen in the field of health care and the development of strategic measures to support the national health care system, medical institutions and health workers will be needed. The article analyzes the impact of the pandemic on the usual lifestyles of pupils / students, their families and teachers, which led to far-reaching economic and social consequences, emphasized on a number of socio-economic issues, including: - equal access to education (not all families can provide the same means for distance learning and have access to quality Internet). Pandemic allowed focusing on those people who especially need help: the elderly people, people with disabilities, members of large families and others. A large number of problems in the social sphere, which arose or deepened during the quarantine and did not receive a proper response from the state, are largely related to systemic problems. The article raises emphasizes on the fact that the attention of the state needs to be focused on structural problems. The state has to respond to the challenges in a timely manner, develop integrated approaches and solutions that will work in the long term perspective.

The aim of the study is to analyze the models of public-private partnership (PPP) and substantiate the choice of the model to ensure sustainable development of the social sphere. The life-cycle cost (LLC) model is represented as the most effective one for realizing municipal facilities development projects.

AbstractThe growing number of cars cities is worsening the quality of life of our citizens, aggravating their problems with mobility, social inequality, health and ecology. The implementation of the Sustainable Development Goals implies carrying out measures aimed at reducing the impact of urban transport systems in three interrelated directions. The aim of this chapter is describe the conditions and measures to reduce the negative impact of these problems combined into transport policy measures in two ways. The method of expert assessments allowed to rank these activities in order to establish the sequence of their implementation in cities in order to bring their state closer to the “livable city”.

The subject of the work the conditions, characteristics and trends of creation of effective system of social protection of the population. The aim of this work is to study the main directions of state social policy in the context of integration processes. The methodology of work. The work is done on the basis of studies of modern scientific views on the definition of the nature and development of social protection and social policy in Ukraine under conditions of integration processes. The results of the work. The article is devoted to social protection issues in the context of social policy, because the main objective of this policy is improving the welfare and the promotion of comprehensive state protection of the intellectual potential of society, given the characteristics of integration processes. Assessed the status and trends of development of financial provision of social protection in Ukraine and assess its compliance with the European norms and standards. Formulated proposals for the development of system of financial provision of social protection in Ukraine in the context of processes of European integration. Conclusions. The analysis of current formations of the essence of the term "social protection" have shown that it is interpreted by scientists around the same, this implies a system of measures which compensate for the social inequality of citizens, to ensure equal access of every person to a certain minimum of social benefits, to protect every individual against social risks, which always have a place in human life. Ascertained the need and trends of gradual reform of the social protection system in Ukraine with the aim of as close as possible to her baseline conditions in the relevant international norms and standards embodied in ILO instruments and European Union, which are designed to guarantee a decent life to every person upon the occurrence of the relevant social risks regardless of gender, age, duration of stay in a particular country.

The sustainable development serves as the resulting index of new economic, social and political development in society with multiple uncertain parameters due to the increased process dynamics. It foresees the creation of personnel training system, the personnel able to develop proactively and fit the times. Consequently, it sets other tasks to the professional education system. The analysis conducted by the authors is directed to studying the term “professionalism” on the example of the social sphere, the dynamics of key professional functions and possibilities of social sphere specialists’ professional conversion. Respectively, primary trends in the social education development and the compliance with the labour market needs in social sphere, the impact of professional activity of social sphere specialists towards sustainable development in our country were analysed. The evaluation of study results was carried out during the development of professional and education standards, their professional and public hearings, and the development of recommendation on application of network and distance technologies in the social education.

The article notes that humanity has realized the need for changes in the social paradigm, in particular in the context of the transition to sustainable development. In this regard, the theoretical and methodological aspects of social safety in the context of sustainable development are investigated; reveals the essence of the category "social safety" and its components. It is emphasized that social safety, which covers all spheres of human life – social, economic, environmental and guarantees the safety of society from various types of threats. The most important factors affecting the provision of social safety are also considered, the leading place among which is occupied by those that are of a socio-economic nature. These factors ensure the avoidance of social deformations and imbalances in human life, the infringement of his vital interests. An assessment is made of the situation in Ukraine regarding social safety, and in this regard, possible threats are identified. Among these threats, it is especially noted that Ukraine stands out for its low birth rates and a high mortality rate, that is, it has a significant excess of mortality over fertility. An important statement is that the formation of social safety is not only the overcoming of existing problems and threats, but, above all, the formation of tools to prevent and protect society from their onset. Considerable attention is paid to the substantiation of approaches to the formation in our country of conditions for ensuring social safety, taking into account the principles of sustainable development of human civilization and its scientifically sound balance. Among these principles are noted – the acquisition of new knowledge by employees; priority development of the social sphere; implementation of an active regulatory policy of the state to ensure social guarantees, which should take into account the concentration of state resources on the satisfaction of priority social interests; creating an effective mechanism for achieving social safety. All this should contribute to sustainable socio-economic development.
