The imposition of sanctions and the retaliatory measures taken by the Russian Federation affect its foreign economic relations. Difficulties with the development of relations with foreign trade partners naturally arose at the regional level. The Novosibirsk region also had to adapt to the new conditions of foreign economic activity. The region has traditionally had a significant foreign economic potential, and it is notable that the non-CIS countries account for the larger share of exports and imports. The Asian vector of foreign trade development is mainly represented by cooperation with China.

Nowadays foreign trade is the most developed form of economic relations in the world. It develops dynamically and serves as one of the main factors in the development of globalization of the world economic space. The main trends in the development of foreign economic activity of the Russian Federation are associated with many different factors, the most important of which is the transition to the digital economy.Today information technologies play an extremely important role in the life of society and determine the level of its development. Such technologies are used in many areas of human activity and are indispensable for the facilitation of doing different tasks and operations. Customs authorities as a continuously developing institute of customs administration control foreign economic activity and ensure the national security of the state, timely collection of customs payments, lawful customs control and the acceleration of foreign trade. That is why the development of information-technical support of customs authorities is one of the priorities of customs policy.The article is devoted to the institute of electronic customs in the broadest sense of this term; it also includes the main problems connected with the development of electronic customs and involves the ways to solve these problems.

This work examines the issue of entering into the Unified State Register of Real Estate (hereinafter referred to as USRN) information about the boundaries of territorial zones and ways to solve them. In order to improve the business environment at the regional level, the decree of the Government of the Russian Federation of January 31, 2017 No. 147-p approved 12 target models for simplifying business procedures and increasing the investment attractiveness of the constituent entities of the Russian Federation. According to this Order, until 2021, it is necessary to prepare, coordinate and approve the draft Rules of land use and development (hereinafter referred to as the PZZ) and enter information on the boundaries of territorial zones in the USRN.

This paper deals with macroeconomic relationships for Russian economic regions. An economic region is the main item of the regional statistics of the Russian Federation. Nowadays there are near 90 of regions and according to classification these can be industrial, agro- or subsidized regions A study is based upon the disaggregated macromodel for the Russian economic region. Then classification of the Russian regions by types of economic activity is made. Finally, we construct macroeconomic relationships for Russian economic regions specific by their type of economic activity This paper can be considered as the first attempt to create the model of the Russian regional level.

The paper proposes a methodology for analyzing the system of interaction between an industrial enterprise and customs authorities in the process of carrying out foreign trade activities based on the classification and assessment of the system elements functions for performing customs operations and customs control. Foreign economic activity, which is a set of functions of organizations focused on the foreign market in terms of the chosen foreign economic strategy, as well as the forms and methods of work in foreign markets is considered as one of the key factors in the efficiency of an industrial enterprise. Analysis of the foreign economic activity of an industrial enterprise using the developed methodology will make it possible to determine the optimal and cost-effective options for performing customs operations related to the declaration and release of goods in accordance with the declared customs procedure. The focus on large participants of foreign economic activity, which are industrial enterprises, will allow using the results of the study to reduce non-production costs associated with the implementation of foreign trade activities by these enterprises. We have chosen an enterprise of the metallurgical industry that carries out foreign economic activity in cooperation with the customs authorities of the Russian Federation as the object of the system analysis in this research. At the same time the object of analysis is considered as a unified system that has the main system properties: integrity and divisibility, the presence of significant stable links between the elements of the system, the organization and the hierarchical structure of the system, integrative qualities. The object of the research is a complex-structured system of interactions between industrial enterprises that are participants of foreign economic activity and the customs authorities of the Russian Federation. The schemes of interactions of all elements of the four-level hierarchical structure of the analyzed system are illustrated.


The article has analyzed the benefits and barriers of creating the Sino-Russian free trade based on the legal documents governing the formation of the Silk Road taking into account features of the economies’ development at the current stage. The main trading partners of the Russian Federation among the far-abroad countries have been identified. The structure of exports-imports of the Russian Federation with the foreign trade partners among the APEC countries has been analyzed, including the structure of the trade between China and Russia, and the volume of bilateral trade between countries. The article has analyzed the state of trade cooperation between Russia and China by industries, and also assessed the competitiveness of the trading environment of the Silk Road countries. The authors have compared the parametric characteristics of Russia and China, and also forecasted the changes in the commodity structure of imports and exports for the Russian-Chinese foreign trade relations.

Currently, the Russian Federation is a significant geopolitical and economic player in the modern global world, it has its own interests and traditional partnerships with most states, including business representatives of those countries that are trying to restrain its development through restrictions and partial isolation from global development opportunities . Despite the sanctions and the unfavorable world market conditions, the Russian economy showed high plasticity, stability and adaptability to external changes, which was reflected in the positive dynamics of foreign trade growth in the existing conditions. Therefore, the purpose of this article was to conduct a comprehensive analysis of the dynamics of official statistics on economic growth and foreign trade in the Russian Federation for the period 2013-2018. To achieve this goal, the following tasks were solved: 1) an analysis of the dynamics of the gross domestic product of the Russian Federation for the period 2013-2018; 2) the role of foreign trade in the gross domestic product of the country is estimated through the calculation of foreign economic quotas; 3) analyzed the dynamics of foreign trade, imports and exports of the Russian Federation; 4) revealed the shares of product groups in the structure of exports and imports, as well as the most significant counterparties of the Russian Federation. The hypothesis of the study was the thesis of the interdependence of the volume of economic growth and foreign economic activity, including taking into account changes in foreign economic conditions. The article provides a retrospective analysis of the dynamics of economic growth in terms of nominal value and purchasing power parity, as well as the dynamics of foreign trade of the Russian Federation for the period 2013-2018. A preliminary forecast of foreign trade volumes for 2019 is given. The calculation of foreign economic, export and import quotas for the same period. The Russian specifics of the dynamics and structure of export supplies and import flows, as well as the structure of both imports and exports by counteragent countries and enlarged groups of the commodity nomenclature of foreign economic activity, are examined. For the period under review, the nominal GDP fell by 28.8%, while in terms of purchasing power parity, the Russian economy grew by 5.7% over the same period. At the same time, the largest drawdown in the economy occurred in the middle of the period; in recent years, the situation in the economy has improved. The role of foreign trade in the formation of GDP during the period was relatively stable, with the exception of 2018, when the foreign trade quota sharply increased (as well as export and import). The dynamics of foreign trade and export quotas in the Russian Federation are almost identical, while imports depend on export earnings. For the study period, foreign trade turnover of the Russian Federation decreased by 18.4%, export volumes decreased by 14.8%, import purchases decreased by 24.5%. The main problem of the economy and foreign economic activity remains its dependence on the export of mineral products.

The Russian Federation is ever more actively joining world economy processes, and it is important for it to diversify foreign trade relations. In this respect, the Cooperation Council for the Arab States of the Gulf (CCASG) countries appears to be a quite real alternative to industrially developed countries. In the article, stages and the contemporary state of economic relations between Russia and CCASG are analyzed, key ongoing problems are specified.

The article examines the problems and directions of improving the foreign trade coercion system in the Russian Federation. Current realities of the international economic relations development are characterized by the active use of foreign trade coercion measures. In the conditions of international economic integration they serve as one of the most effective means of influence, in connection with which we can state the steady spread of tools of foreign trade coercion, which, along with wide attention of international organizations and the public to this problem, determines the relevance of the study. The improvement of the current foreign trade coercion system should be carried out through the active participation of the Russian Federation in the activities of the UN and, in particular, in promotion of two main directions. The first one is designed to solve the problem of collateral damage by creating a unified list of products for which bans may be imposed, and mechanisms for monitoring their use, which, as a result, make it possible to humanize the use of foreign trade coercive measures. The second direction is designed to address the illegal misuse of restrictive measures. This can be done by developing a system for assessing the legitimacy of their use by third countries, as well as by unifying the implementation of UN sanctions regimes, including the adoption of norms on the responsibilities for their violation. The implementation of the presented directions will increase the efficiency of the foreign trade enforcement measures system, and provide an opportunity to defend the legitimate rights and interests of Russian entities, which, given the current trends in the development of international economic relations, will strengthen the position of the Russian Federation on the global stage.

International economic integration through channels of foreign trade and foreign direct investment is seen as an important lever for enhancing economic growth. The significance of foreign economic activity for the Russian Federation is determined through the most important indicators generated by the resources of foreign trade and state financial support: the share of federal budget revenues from foreign economic activity; the volume of borrowing financial resources; import of technology; delivery of goods; import of components and spare parts; supply of food and everyday goods. The strategic importance of foreign economic activity for Russian regions is determined by a number of political, economic, social and other organizational conditions and factors: economic (concepts, strategies for foreign economic activity of the region) and regulatory (laws, regulations, orders, plans) documents; business structures in the field of foreign economic activity. In the presented monograph, the formulated set of practical measures for the interaction of foreign trade factors with the parameters of economic growth will ensure the development of a mechanism for the sustainable integration development of economic entities of the Russian Federation in the changed conditions of increasing sanctions pressure aimed at limiting foreign economic openness and reducing the efficiency of using the potential of international economic integration. The article analyzes current trends in the dynamics and geographical structure of foreign trade relations of the Russian Federation, which appeared in 2018 as a continuation of the breakthrough achievements of Russia in this area in the preceding 2017. The past year was characterized by new, generally positive, shifts in the foreign trade of the Russian Federation, despite the rather tough conditions of the extension of anti-Russian restriction measures by the world's leading trade contractors – the United States, the European Union, Japan and other major suppliers to international product markets. At the same time, it should be taken into consideration that quite noticeable successes in Russian foreign trade practice were accompanied by other positive results in the development of the country's economy. Such circumstances are of particular importance in the context of the manifestation and growth in recent years of increasing uncertainty, unpredictability and, as a consequence, the general «turbulence» in the systems of the world economy and international economic relations. Therefore, the need for researching new trends gaining weight in the sphere of export-import contacts of theRussian Federationat the stage of exacerbation of the situation in the global commodity exchange is now quite naturally actualized.
