Congruence of Human Core Faculties: A Phenomenological Inquiry on the Lived Philosophies of LGU Officials

<p>The philosophical underpinning of this study states that the sound interplay of the intellect and will is necessary in living a good and happy life. Its main objective is to determine the congruence of the core faculties of selected local government unit by exploring their lived philosophies as public servants. To attain this objective, this study employs a qualitative method of research utilizing phenomenological inquiry via triangulation technique. The sharing of philosophies and experiences of study participants through a focused group discussion are triangulated with the results of the interviews with their barangay constituents. The results manifest that the dominant philosophies which ignite them to choose their careers are service as their life’s passion and service as their life’s orientation. These philosophies are expressed in their public service done with love, dedication and commitment; spent untiringly and timelessly not only in multi-sectoral but also in multidimensional areas with God as their driving force. These lived-philosophies are observed by their constituents through their sound relationship, appropriate support services, effective management and efficient programs of activities. Hence, the study confirms the congruence of the core faculties of the study participants through their lived philosophies as attested by their barangay constituents. This implies that leaders in academe, government, church, business, etc. who are agents of social transformation and development are hereby challenged to ascertain the congruence of their core faculties by striving to live their professed sound philosophies.</p>

As the core of a sentence,  a verb can be analysed using syntax and semantic interface based on the verb situation type. One aspect in the verb situation is telicity which shows the process shown by the verb whether involve a bounded activity or unbounded activity with inherent endpoint. This paper analyzes the verbs telicity based on the verb classes proposed by Vendler (1967) namely achievement, accomplishment, activites and states. The aim of the analysis is to find the semantic feature of a verb using syntax and semantics interface. The data in form of sentences were taken from Hemingway’ short story The Short Happy Life of Francis Macomber. The analysis employs descriptive qualitative method using observation technique. The data was presented in both formal and informal method. The results show that ity can be analysed both syntactically and semantically. The nature of globalization is breaking through the geographical boundaries of area and changing the forms that have been established before. Cultural globalization seems to create new culture. The purpose of this research is to give description about the existence of Globalization in language and inter-racial marriage in Jayapura. This research used descriptive qualitative method.  The object of this research was the indigenous students of Papua in Jayapura. Places to obtain the data were in student’s dorms such as Biak, Fak-fak, Wamena and Meraukes’s dorms. Focus Group Discussion (FGD) was the single manner in collecting data. This technique applied semi-structured way in which the researcher developed and dig elaborately the questions to find the core answers. Recording was the way documented FGD. Recorded data was transcribed and then reduced by classifying and indexing features of globalization in language and inter-racial marriage. The findings were analyzed and described based on contextual phenomenon. The result of this research revealed that (1) language phenomenon was in cost and benefit of practical used, they tended to “code mix” in order to broad the scope area of their communication, moreover with this term their social relation could be run effectively. (2) inter-racial marriage responds were caused by both internal and external factors that indicated the attitude to face the similar case

Crime is an integral part of every society. To a very large extent, it affects adequate functioning of the society. Over millennia, as the society has evolved, the patterns of perpetrating crime have also evolved. With globalisation and its inherent dependence on Information Communication Technologies (ICTs), new waves of crimes have swept the entire global community. Through time-space distanciation, these technologies have, on one hand, enhanced the traditional crimes and, on the other hand, created new waves of crimes. This study examines the effects of the coverage of ICTs on the perpetration of crime from and in Lagos and societal perception of those involved in cybercrimes. This study adopts the qualitative method of data collection. Four areas in Lagos were randomly selected based on their differential level of development and varying access to the digital world, and four focus group discussion sessions were held. Four case studies of those involved in cybercrimes were also conducted in each area. Content analysis was used for the analysis of data and ethnographic summaries were used to buttress the main themes of the findings that were deduced from the content analysis. The study found that the coverage of ICTs has positive effect on the existence of new waves of crime in Lagos. The farther a settlement is from the core and industrial part of Lagos, the lower the prevalence of these new waves of crime. Since all settlements in Lagos are woven into the wool of social interaction, these new waves of crime inevitably grow.

Each religious sect has its own characteristics, whether fundamental, radical, or religious. One of them is Insan Al-Kamil Congregation, which is in Cijati, South Cikareo Village, Wado District, Sumedang Regency. This congregation is Sufism with the concept of self-purification as the subject of its teachings. So, the purpose of this study is to reveal how the origin of Insan Al-Kamil Congregation, the concept of its purification, and the procedures of achieving its purification. This research uses a descriptive qualitative method with a normative theological approach as the blade of analysis. In addition, the data generated is the result of observation, interviews, and document studies. From the collected data, Jamaah Insan Al-Kamil adheres to the core teachings of Islam and is the tenth regeneration of Islam Teachings, which refers to the Prophet Muhammad SAW. According to this congregation, self-perfection becomes an obligation that must be achieved by human beings in order to remember Allah when life is done. The process of self-purification is done when human beings still live in the world by knowing His God. Therefore, the peak of self-purification is called Insan Kamil.

The article describes the main components of the institutional framework of an archetypical approach to public administration. It is determined that the system of preparation of public servants is based on a chain of universal foundations of archetype, in particular, it is influenced by the principle of formation of personnel in the public service, formed on the basis of public opinion. Based on two basic principles relating to admission to public service, three basic models of training civil servants in the European country are defined: German. French and Anglo-Saxon. We analyze each of the models and define the archetypes that influenced their formation and development. The advantages of each model are determined, in particular, the benefits are: the German model of training managers is the balancing between the theoretical knowledge and practical skills that a public servant receives during training, but as a disadvantage one can distinguish the orientation of preparation for legal orientation, which limits the ability to hold managerial positions for many employees The French model of professional training of public servants should include a well-balanced understanding of tasks, namely: decentralization and territorial organization of public services, communication, support of territorial communities, in-depth knowledge and understanding of the need for cooperation with institutions of the European Commonwealth, high-quality human resource management and orientation towards environmentally friendly innovations, such a model of training of public servants is holistic, costly and effective; The Anglo-Saxon model of training of public servants is its orientation towards the implementation of the concept of public administration and the individual approach to employee training, taking into account all the specifics of its activities, providing for the formation of personnel capable of solving specific problems. It is concluded that today in most European countries dominated by mixed models that include elements of different models.

The goal of berthing Nigeria’s full-scale industrial revolution is yet to be achieved. All the industrial development plans have so far failed to accelerate the nation’s industrialization, hence the country’s low industrial base which has kept her in the league of developing nations. In fact, Nigeria has in recent times been experiencing deindustrialization, as several industries have collapsed and some others, such as Unilever and Michelin, have relocated to other countries. Several factors are responsible for Nigeria’s low industrial development and they include: inadequate infrastructure (particularly, energy), poor technological base, multiple taxes and levies, and, the shortage and high cost of foreign exchange. Despite a growing body of literature on industrialization in Nigeria, not much has been written about the link between Public Service Reforms and industrialization in Nigeria. This paper examines the links between the implementation of the Service Compact (SERVICOM) Charter and the achievement of Nigeria’s industrial development policies, especially the ‘Ease of Doing Business’ Policy. The paper makes the case that the goal of industrializing Nigeria will not be fully realised without an efficient Public Service. Furthermore, the paper highlights the need for Nigerian public servants to have the right work attitude, and to be morally upright and patriotic, in order to create a business-friendly environment and to build investor confidence, so as to facilitate and accelerate the country’s industrialization and overall national development. The author recommends that the Nigerian government should strengthen the implementation of the Servicom Charter and also incorporate the Charter into the industrialization plan.

The article investigates the imageological aspect of mentor’s communicative competence in public service and reveals the communicative functions of mentor’s image in relation to the mentees. The author determines the communicative skills necessary for the mentor in all processes and stages of this personnel technology. Based on the analysis of scientific publications, the author discloses and justifies the role models of mentor’s behavior in relation to the mentees from the perspective of the mentor’s image, authority, and communicative competence. The author has conducted an expert survey among public servants, which allowed identify the main professional, business, moral, psychological, and integral qualities that are the most effectively developed by the public servant in the process of performing mentor’s functions. As a result, the author suggests a structural-logical model of the communicative competence of a mentor in the public service in the process of perceiving its communicative knowledge, skills, and competencies for achieving the effectiveness of mentoring.

The importance of studying public service portrayals in popular film lies in theimportance of popular culture itself. Popular culture defines generations, both creating and reflecting trends. It provides a window to worlds that may otherwise be a mystery. Popular film messages merge with other media and environmental factors to form a perceived reality for many (Kelly and Elliott 2000).This article examines the depiction of non-elected public servants in movies. It seeks to identify how these individuals are depicted in film and to determine if there are any specific stereotypes or patterns that emerge regarding how Hollywood describes nonelected government officials. It will do this by undertaking a content analysis of a small sample of recent government-themed feature films, ones that have entered into the popular culture mainstream since the late 1980s and early 1990s, as well as certain earlier films that have entrenched themselves into the popular culture vernacular.

In this paper, the author examines public service as depicted in the television series Buffy the Vampire Slayer (BtVS). First, she shows how slaying meets the economist’s definition of a public good, using the BtVS episode “Flooded” (6.04). Second, she discusses public service motivation (PSM) to determine whether or not Buffy, a public servant, operates from a public service ethic. Relying on established measures and evidence from shooting scripts and episode transcripts, the author concludes Buffy is a public servant motivated by a public service ethic. In this way, BtVS informs scholarship on public service by broadening the concept of PSM beyond the public sector; prompting one to wonder whether it is located in a sector, an occupation, or in the individual. These conclusions allow the author to situate Buffy alongside other idealized public servants in American popular culture.
