The “social question” and the disclosure of a wide range of the category “social state” are among the most popular in the research of scientists of various sciences. Political scientists, sociologists, economists, philosophers, historians and lawyers present us in the most favorable light the possibilities of the state influence of the past on the well-being of citizens through active and diverse intervention in various spheres of life. However, there is still no unified idea about the genesis of the social state and its features. The purpose of the study is not just to proclaim new stages in the evolution of the idea of a social state, but to establish clear criteria for their definition, which it is proposed to designate as a set (system) of the following features: 1) evolution (change, improvement) of the type of thinking, theoretical approaches; 2) economic and industrial evolution (change or improvement of economic and industrial relations); 3) legislation that affects the viability of the state; 4) the degree of satisfaction with the life of citizens (according to the results of independent sociological surveys). Based on the conducted historical analysis, it is concluded that the origins of the social state have their roots in Ancient Greece during the times of Solon and Pisistratus, who showed practical examples of social reformations.

The collective monograph presents the results of the sociological monitoring "Social state and civil society in the context of the implementation of national projects", carried out within the framework of the 50th stage of the Russian sociological monitoring "How are you, Russia?" (August-September 2020), reflecting the dynamics of perception the socio-political situation in Russia by the main groups and strata of the population. The authors analyze the processes of the formation of the social state and civil society taking place in society in a pandemic, the social well-being of Russians in recent years, the dynamics of their attitude to the state, its policy, ensuring the norms of democratic development and the implementation of national projects. For researchers, analysts, teachers, postgraduates, students specializing in the study of sociopolitical processes, politicians, organizers and activists of election campaigns, management personnel.

Social indicators have not fulfilled their promise, or at least have not lived up to the expectations held of them in the late 1950s and 1960s. Despite the continued growth of social statistics, produced both by governments and other organisations, the aim of producing precise, concise and evaluatively neutral measures of the state of society and of change in society has apparently eluded some of the best minds of the social science and governmental statistics communities. Whereas a wide range of economic indicators and data are readily available, if not without their problems (cf. Johnson, 1988), and integrated into the concepts of economic theory, standard measures of crime, health, well-being, education and many other social characteristics have proven much more difficult to construct and establish as standard yardsticks of social conditions. This note considers some of the reasons for these difficulties. It relates specifically to the aspiration to construct social indicators, not to social statistics more generally (as reviewed in, for example, Carley, 1981).

Currently, the development dynamics of the market and socio-economic relations require creating hybrid forms of organizations, able to fill the market niches and to intervene when the state cannot fulfill its obligations. In this sense, social entrepreneurship is a popular term that encompasses a wide range of structures and organizations, running the business in order to achieve certain social impact. It should be understood that social entrepreneurship is not a project, but business, business of dual nature: entrepreneurship with strong social impact. The stages of development of the theoretical approaches to social entrepreneurship are presented in this article. Some issues of the formation of social entrepreneurship in Kazakhstan are considered. The main obstacles to the development of social entrepreneurship in Kazakhstan are the disparity of information on social entrepreneurship, the lack of consulting services, criteria and support mechanisms, public information on state tenders and contact details. Meanwhile, the development of social entrepreneurship in Kazakhstan is becoming an important activity for all stakeholders - the entrepreneurs, the state, and the society. Social entrepreneurs can become reliable partners of the state in solving the social problems in the country. They will be able to solve the social problems of the population in a qualitative way, simultaneously saving the budget funds allocated for the social sphere.

The state is increasingly experienced as both intrusive and neglectful, particularly by those living in poverty, leading to loss of trust and widespread feelings of alienation and disconnection. The relevance of determining the theoretical and methodological determinants of the Robert von Moll’s concept of the social state is due to the need to determine the patterns of evolution of ideas about the state and law, as well as the need to assess the ability to use the potential of the Robert von Moll’s theoretical and legal heritage, his predecessors and contemporaries to identify the optimal model of the social state. Modern Russia attempts to build such state. The proclamation and consolidation of Russia as a social state governed by the rule of law at the constitutional level requires attention both to the experiments carried out in social and legal development, and to the practices of social reform, and also to those ideas that have not yet been embodied. The ideas of European scholars regarding the evolution of the state-legal organization of society in the early modern period, based on which Robert von Mohl (1799–1875) developed original concepts of a social state and a state governed by the rule of law are discussed in the article. An analysis of the state of European political and legal thought and identification of the factors that have a significant impact on the development of Robert von Mohl’s doctrine of a social state governed by the rule of law are the purposes of the scientific article. The methodological basis of the study was the dialectical-materialistic, general scientific (historical, systemic) and special (historical-legal, comparativelegal) methods of legal research. The method of reconstruction and interpretation of legal ideas had great importance. As a result of the study, it was concluded that in the first half of the 19th century in European political and legal thought various approaches was formed to consider the problems of social protection and how to resolve them. The development trend of European political science became the transition from ideas and principles formed in the conditions of police states and enlightened absolutism to the ideas of a state governed by the rule of law (constitutional) that protects the rights and freedoms of a citizen. At the same time, it was a question of the rights and freedoms of only a part of the population: the proletariat growing in number and significance was not always evaluated as an independent social stratum. The axiological principles of state justification have also changed. Rights and utility principle became dominant principles. In the first half of the 19th century the social issue as an independent scientific problem of the European political and legal thought was not posed and not systematically developed. Questions about the social essence of the state, the specifics of the implementation of the state social function, the features of public administration in the new stage of socio-economic development of society predetermined the emergence of the idea of a social state. This idea was comprehensively characterized in the Robert von Mohl’s works. He went down in the history of political and legal thought as founder of the concepts of social and governed by the rule of law state.

The monograph contains a theoretical analysis of the social effectiveness of the internal affairs bodies as the degree of satisfaction of the population with the quality of law enforcement activities to protect their interests, rights and freedoms. The results of a multidimensional analysis of empirical studies of the influence of macro - and microsocial factors on the effectiveness of interaction between the population and law enforcement agencies are presented. Improving labor incentives is a condition for the Russian economy to recover from the crisis, increase the well-being of the population, and further develop the country. In this regard, in the policy and organization of remuneration, it is proposed to switch from an orientation towards the physiological minimum to a standard of income that would allow an employee to earn a decent income on himself and the child, to the standard of economic sustainability of a family with children. A fair salary exempts the worker from dependence on the social assistance of the state, determined by the decision of the official. The transition of the state policy of personal income is a way to reduce the poverty of workers, to ensure material well-being for the economically active population, thereby creating a middle class, the basis of social stability and social peace in society. And the account of expenses for children is an objective component of the price and reproduction of labor in the system of market relations.
