The spread of disinformation during the COVID-19 pandemic is largely associated with social media and online messengers. Viral disinformation disseminated in 2020–2021 was related to a wide range of topics that caused panic among people. Many false narratives emerged and attracted public interest over time, which mainly reflected the general public’s utmost belief in these topics. Text mining can be used to analyze the frequencies of keywords and topic-related vocabulary in order to track the changing focus of the public concerning online disinformation. In this paper, we present the results of a corpus-based study of Russian viral fake stories circulating during the first year of the COVID-19 pandemic. We propose a method for analyzing the central topics and dynamics of topical change in the context of the Russian COVID-19-fake story. In order to accomplish this objective, we make use of a set of tools to extract keywords, count their frequencies and analyze corresponding contexts. We apply these tools to the compiled specialized diachronic corpus of Russian viral false COVID-19-related stories. The obtained data is evaluated to determine the dynamic of topical shifts by tracking the changes in keyword frequencies as well as the use of other high-frequency corpus words. The findings of the work concerning topical fluctuations in the Russian viral COVID-19 disinformation agenda as well as given explanations for the identified drifts in public interest in the topics during the first year of the pandemic can contribute to developing effective strategies for combating the spread of fakes in the future.

Public discourse about the COVID-19 that appears on Twitter and other social media platforms provides useful insights into public concerns and responses to the pandemic. However, acknowledging that public discourse around COVID-19 is multi-faceted and evolves over time poses both analytical and ontological challenges. Studies that use text-mining approaches to analyse responses to major events commonly treat public discourse on social media as an undifferentiated whole, without systematically examining the extent to which that discourse consists of distinct sub-discourses or which phases characterize its development. They also confound structured behavioural data (i.e., tagging) with unstructured user-generated data (i.e., content of tweets) in their sampling methods. The present study aims to demonstrate how one might go about addressing both of these sets of challenges by combining corpus linguistic methods with a data-driven text-mining approach to gain a better understanding of how the public discourse around COVID-19 developed over time and what topics combine to form this discourse in the Australian Twittersphere over a period of nearly four months. By combining text mining and corpus linguistics, this study exemplifies how both approaches can complement each other productively.

Corporations play a major role in artificial intelligence (AI) research, development, and deployment, with profound consequences for society. This paper surveys opportunities to improve how corporations govern their AI activities so as to better advance the public interest. The paper focuses on the roles of and opportunities for a wide range of actors inside the corporation—managers, workers, and investors—and outside the corporation—corporate partners and competitors, industry consortia, nonprofit organizations, the public, the media, and governments. Whereas prior work on multistakeholder AI governance has proposed dedicated institutions to bring together diverse actors and stakeholders, this paper explores the opportunities they have even in the absence of dedicated multistakeholder institutions. The paper illustrates these opportunities with many cases, including the participation of Google in the U.S. Department of Defense Project Maven; the publication of potentially harmful AI research by OpenAI, with input from the Partnership on AI; and the sale of facial recognition technology to law enforcement by corporations including Amazon, IBM, and Microsoft. These and other cases demonstrate the wide range of mechanisms to advance AI corporate governance in the public interest, especially when diverse actors work together.

PurposeThe purpose of this study is to investigate communication on Twitter during two unpredicted crises (the Manchester bombings and the Munich shooting) and one natural disaster (Hurricane Harvey). The study contributes to understanding the dynamics of convergence behaviour archetypes during crises.Design/methodology/approachThe authors collected Twitter data and analysed approximately 7.5 million relevant cases. The communication was examined using social network analysis techniques and manual content analysis to identify convergence behaviour archetypes (CBAs). The dynamics and development of CBAs over time in crisis communication were also investigated.FindingsThe results revealed the dynamics of influential CBAs emerging in specific stages of a crisis situation. The authors derived a conceptual visualisation of convergence behaviour in social media crisis communication and introduced the terms hidden and visible network-layer to further understanding of the complexity of crisis communication.Research limitations/implicationsThe results emphasise the importance of well-prepared emergency management agencies and support the following recommendations: (1) continuous and (2) transparent communication during the crisis event as well as (3) informing the public about central information distributors from the start of the crisis are vital.Originality/valueThe study uncovered the dynamics of crisis-affected behaviour on social media during three cases. It provides a novel perspective that broadens our understanding of complex crisis communication on social media and contributes to existing knowledge of the complexity of crisis communication as well as convergence behaviour.

While crowding has been a persistent feature of the American prison since its invention in the nineteenth century, the last decade of crisis has brought more outspoken media investigations of prison conditions, higher levels of political and managerial turmoil, and a judiciary increasingly willing to bring the conditions of confinement under the scope of Eighth Amendment review. With the added incentive of severe budget constraints, liberals and conservatives alike now question whether this is any way to do business. Although crowding cannot be defined by quantitative measures alone, many institutions have far exceeded their limits of density according to minimum standards promulgated by the corrections profession. Some fall far below any reasonable standard of human decency. The results are costly, dangerous, and offensive to the public interest. Breaking the cycle of recurrent crisis requires considered efforts to address the decentralized, discretionary nature of sentence decision making and to link sentencing policies to the resources available to the corrections function. The demand to match policy with resources is simply a call for more rational policymaking. To ask for less is to allow the future of corrections to resemble its troubled past.

Background/context In recent years, opposition to accountability policies and associated testing has manifested in widespread boycotts of annual tests—mobilized as the “opt-out movement.” A central challenge facing any movement is the need to recruit and mobilize participants. Key to this process is framing—a discursive tactic in which activists present social issues as problems that require collective action to solve. Such framing often relies on compatible political and ideological commitments among activists and potential recruits. Yet the opt-out movement has successfully mobilized widespread boycotts in diverse communities. How have participants in the movement framed issues relating to testing and accountability? Purpose/objective/research question/focus of study I explore the discursive tactics of participants in the opt-out movement by analyzing how they frame issues related to testing and accountability over time. I ask two research questions: (1) What frames did participants in opt-out-aligned social media groups use to convince others that standardized accountability tests are a problem and build support for the movement? (2) To what extent and how did the deployment of frames change over time? Research design I conducted a mixed-methods study combining qualitative content analysis to identify frames and computational analysis to describe their co-deployment over time. Data collection and analysis I compiled a text corpus of posts to opt-out-aligned social media pages from 2010–2014. I analyzed posts using open coding to identify frames used by participants in online communities. Frames were categorized by their orientation—the general way in which they framed the problem of testing and accountability. I then analyzed the co-deployment of frames using network analysis and hierarchical clustering. Conclusions/recommendations The longitudinal analysis of frames reveals key differences in the frames used by participants. While more politically oriented frames—those characterizing testing as a social issue affecting the public schools at large—were common in early stages of the movement, less overtly political frames—those characterizing testing as an individual issue affecting children and local schools or a technical issue—became more prominent over time. Over time, socially oriented frames became decoupled from other frames, showing independent patterns of deployment. This suggests that the movement may have benefited from de-emphasizing politically oriented frames, but that it lacked an overarching shared narrative, which has the potential to limit how it might affect accountability policies and testing.

This introductory chapter goes beyond the stereotypical image of dysfunctional public service to argue that many seemingly weak state “leviathans” are instead patchworked. What this means is that they are cobbled together from scarce available resources. They have a wide range of internal variation in organizational capacities sewn loosely together into the semblance of unity. The chapter thus reveals a striking empirical observation with theoretical implications for how to conceptualize states and state capacity: amid general organizational weakness and neopatrimonial politics, there are a few spectacularly effective state agencies dedicating their full working capacity to the routine satisfaction of organizational goals in the public interest. These are the subcultural niches of the bureaucratic ethos that manage to thrive against impressive odds.

People regularly use social media to express their opinions about a wide variety of topics, goods, and services which make it rich in text mining and sentiment analysis. Sentiment analysis is a form of text analysis determining polarity (positive, negative, or neutral) in text, document, paragraph, or clause. This chapter offers an overview of the subject by examining the proposed algorithms for sentiment analysis on Twitter and briefly explaining them. In addition, the authors also address fields related to monitoring sentiments over time, regional view of views, neutral tweet analysis, sarcasm detection, and various other tasks in this area that have drawn the researchers ' attention to this subject nearby. Within this chapter, all the services used are briefly summarized. The key contribution of this survey is the taxonomy based on the methods suggested and the debate on the theme's recent research developments and related fields.

Chapter 5 explores how the foundations for TNGO legitimacy have changed over time, creating imperatives for TNGOs to invest in new capabilities and adopt new practices. In the past, TNGOs derived legitimacy from their espoused principles, representational claims, elite expertise, demonstrated financial stewardship, commitment to charity, and patterns of conformity. More recently, TNGOs themselves have helped to bring about a shift toward new bases for legitimacy that focus on effectiveness, strategy, leadership, governance, transparency, and responsiveness. However, transitioning to the legitimacy practices of the future is complicated by the persistence of an antiquated architecture that still demands that TNGO conform to legacy expectations. Nevertheless, new approaches to enhancing legitimacy provide a wide range of opportunities that invite organizations to proactively align their aspirations with emerging stakeholder expectations.
