The objective of the research was to examine and analyze the articles that address public tourism policies in specialized magazines at a global level, with the aim of knowing through comparative public policies, alternative solutions in a post-pandemic scenario. Regarding the methodology, articles were selected whose titles presented one or more keywords that referred to the disease "Covid-19" and "public tourism policies" in Spanish and English. To process the information, the content analysis technique was used. The results showed that the place and space occupied by tourism public policies in the main tourism magazines is scarce and not seen as a management tool for the sector. The conclusion emphasized the lack of clarity regarding the methodology used in the articles and the scarce proposal of public policies that were implemented in situations of health crises, epidemics, wars, etc. For the rest, the following questions served as a guide for the analysis: 1) What is the role of governments in the tourism sector? and, 2) What public policies did governments implement in similar situations such as the current health crisis?

Public services in the tourism sector are one of the most important parts to support the increase in the Human Development Index (HDI) in the economic sector. This requires quality services based on the government's development strategy through public policies that are linked to regional potential, especially the tourism potential of the South Garut area. Based on the results of research with a qualitative approach that the tourism potential of South Garut, both coastal and mountainous areas, is very potential and really needs the attention of all parties, especially the government to make public policies in the tourism sector.

 RESUMOEste estudo tem como objetivo apresentar o impacto pandemia da Covid-19 nos empreendimentos do setor do turismo em Aracaju/SE. Setenta e seis empreendimentos do setor de turismo e hospitalidade participaram da pesquisa respondendo a um questionário com foco em três principais construtos: Impacto econômico, medidas governamentais para a crise e políticas públicas para a retomada do turismo. Os dados foram coletados usando um questionário on-line autoadministrado, no período de 01 a 15 de julho de 2020, além da pesquisa de campo com a aplicação do questionário nos empreendimentos turísticos localizados na Orla de Aracaju/SE. A análise teve como base a estatística descritiva. Os resultados principais demonstram que houve 405 demissões do início da pandemia até junho/20 e que 58% dos empreendimentos tiverem uma queda acima de 76% no faturamento, sendo que a recuperação desse faturamento, para 49% dos entrevistados só se dará em 2021, mas para 32% só após 2021. Em relação às medidas governamentais, para 53% os governos deveriam reduzir os impostos (federais, estaduais e municipais) e 36% acreditam que a concessão de empréstimos com juros baixos seria a melhor opção.  Dentre as políticas públicas para a retomada do turismo, 65% dos entrevistados afirmaram que a melhor medida governamental na pós-pandemia é melhorar divulgação do destino, colocando Sergipe nas vitrines do mercado de turismo e 10% acreditam que a melhoria da infraestrutura turística é mais necessária.Palavras-chave: Covid-19. Aracaju/SE.Impacts of the Covid-19 pandemic on Enterprises Tourists from Aracaju / Sergipe / BrazilABSTRACTThis study aims to present the pandemic impact of Covid-19 in the tourism sector in Aracaju / SE. Seventy-six enterprises in the tourism and hospitality sector participated in the survey by answering a questionnaire focusing on three main constructs: Economic impact, government measures for the crisis and public policies for the resumption of tourism. The data were collected using a self-administered online questionnaire, from the 1st to the 15th of July 2020, in addition to the field research with the application of the questionnaire in the tourist resorts located on the Orla de Aracaju / SE. The analysis was based on descriptive statistics. The main results show that there were 405 layoffs from the beginning of the pandemic until June / 20 and that 58% of the enterprises had a drop above 76% in revenue, and the recovery of that revenue, for 49% of the interviewees, will only happen in 2021, but for 32% only after 2021. Regarding government measures, for 53% governments should reduce taxes (federal, state and municipal) and 36% believe that the granting of loans with low interest would be the best option. Among public policies for the resumption of tourism, 65% of respondents stated that the best governmental measure in the post-pandemic is to improve the destination's disclosure, placing Sergipe in the windows of the tourism market and 10% believe that the improvement of tourism infrastructure is more needed.Keywords: Covid-19. Tourism is a public sector that should be managed seriously to improve the livelihoods of many people. The potential of Aceh's tourism must be encouraged by quality public policies so that all of its potential will be maximized. In fact, there are still many weaknesses in public policies in the tourism sector that have rendered Aceh's tourism potential in vain. This study aims to describe Aceh's public policy in the tourism sector in terms of opportunities and challenges. The research approach used is a qualitative analysis through a literature review that relies on secondary data, namely by collecting and mapping data from government documents in the form of tourism plans, tourism regulations, work reports on tourism and similar studies on tourism policies. The results of the study show that the Aceh Government has seen great opportunities in the tourism sector, especially from halal tourism, but what remains a challenge until now is that the Government of Aceh has not resolved problems related to tourism governance, tourism destination development and tourism branding.

Every person’s right to rest and leisure, including reasonable limitation of working hours and periodic holidays with pay, as well as the right to freedom of movement without restriction, except as provided by law, determine the opportunity and necessity of the harmonious development of domestic and international tourism. The harmonious development of domestic and international tourism depends on the quality of public policies designed to stimulate the growth of this sector, especially the public expenditure policy. This paper aims to analyse the impact of tourism regarding the respect for the right to rest, the effectiveness of public policies applied in the field of tourism, especially the public expenditure policy aimed to stimulate tourism, to formulate solutions for the development of the tourism sector in the Republic of Moldova by strengthening the right to rest. The Human Development Index (HDI) is considered an aggregated indicator with the capacity to more or less consistently quantify the level of respect for economic, social and cultural rights. Based on the simple regression method, the relationship between HDI as a dependent variable and Travel and Tourism Sector Competitiveness Index (TTCI) as an independent variable is tested. The presented analysis suggests the conclusion that the quality of respect for the right to rest, materialized, including through tourism, is a factor with a major positive impact on the HDI. An important place in the paper is occupied by the generalization of the EU countries experience in the field of public policies designed to stimulate tourism development approached through the prism of respecting the right to rest and leisure.
