This paper analyses the Indian experience of start-ups and the challenges face by the start-ups in India in terms of financial resources. India ranks third among global start-up ecosystems with more than 4,200 new-age companies and it is amongst the top five countries in the world in terms of the new business start-ups. Many initiatives have been taken by the government to promote the environment of entrepreneurship and give incentives to young start-ups by providing the new and innovative schemes. These have not only provided funds to these start-ups but have also helped them in setting business with the help of information technology. The analysis of post start-up scenario of some selected companies highlights that when start-ups get the grip on the market, they are normally acquired by global companies, who normally retain the basic theme of the start-up. While India has seen an unprecedented growth in start-ups, there are some issues which India needs to resolve in order to promote and sustain its ecosystem of entrepreneurship and start-ups.

As one of the growing business in Indonesia, this organization gets special attention from the government that it will be able to become the backbone of the nation's economy. This has led to a necessity of measuring the alignment level between IT and business at digital start-ups in order to describe the conditions for developing strategies to increase competitive benefits. According to that necessity, the research on the assessment of the alignment between IT and business is conducted by using the Luftman SAM (Strategic Alignment Maturity) model to 30 samples of IT start-up companies from various business fields in Java where the center of digital start-up exists in Indonesia. Purpose – This paper aims to analyse the determinants of business start-ups and their impact on entrepreneurial performance. The theoretical part indicates that the importance of small- and medium-sized enterprises (SMEs) considers the role of entrepreneur in the business process and provides an overview of theoretical and empirical findings in the main determinants of business start-ups. Design/methodology/approach – The empirical part is based on quantitative survey results from a model of business start-up factors and relations with the entrepreneurs' performance. The data were analysed using the statistical package for data analysis SPSS for Windows. The factor analysis was performed separately for the set of variables that have measured the reasons for founding the start-up, the personality traits, environmental factors and performance. The paper used a multiple linear regression model to identify the strength, direction and impact of different factors on the start-up performance. Findings – In general, the study identifies which indicators influence entrepreneurs' performance (personal and business) in the first years of their companies. The paper revealed the heterogeneity of the measures for performance and their different natures (from financial indicators to those related to the entrepreneur satisfaction). Consequently, one of the most significant findings of the research is that, in spite of the fact that the most commonly used indicators for the firm performance in the literature are financial, the paper should not neglect the so-called perceived performance. This is how entrepreneurs are satisfied with their success. Research limitations/implications – The study is limited to Slovenian SMEs, but can be generalised to other regions. The study offers notable contributions for research and practice (improvements in SME environmental factors). Practical implications – The personal traits and appropriate business environments can have beneficial effects on the entrepreneur's perceived performance. The findings can be used to guide the government in efficient management of different dimensions of entrepreneur environment. Originality/value – This study proved the existence of latent elements of the entrepreneur's perceived performance. It gives valuable information, which hopefully will help the policy makers and entrepreneurs to give greater respect to the meaning of critical personal and environmental factors.

Launched in 1999/2000, the new high-growth start-up programme is part of a shift in small and medium-sized enterprise (SME) policy in the United Kingdom away from a narrow focus on supporting established businesses with growth potential, to include start-ups and other types of SME. In this context, the authors consider some of the policy issues surrounding the design, development, and implementation of the new programme, with the aid of results from in-depth research in the East Midlands region. After a brief description of the new enhanced support programme for high-growth start-ups, and the policy context in which it was introduced, the authors review the support needs of this type of business and how the new programme might contribute to addressing these. In the final section they consider some of the wider policy issues raised by the programme in terms of the extent to which: first, effective regional models can be developed to encourage widespread participation by appropriate private sector organisations; second, access to appropriate finance, including seedcorn and venture capital, can be increased for high-growth-potential start-ups; third, universities are able to contribute to the generation of new business activity and become integrated into regional business support infrastructures; and fourth, the enhanced support programme is tuned to the needs of the target group and is effectively delivered.

We used confidential and restricted-access data from the Kauffman Firm Survey and matched administrative data on credit scores to explore racial disparities in access to capital for new business ventures. The novel results on racial inequality in start-up financing indicate that Black-owned start-ups start smaller and stay smaller over the entire first eight years of their existence. Black start-ups face more difficulty in raising external capital, especially external debt. We find that disparities in creditworthiness constrain Black entrepreneurs, but perceptions of treatment by banks also hold them back. Black entrepreneurs apply for loans less often than White entrepreneurs largely because they expect to be denied credit, even when they have a good credit history and in settings where strong local banks favor new business development. This analysis empirically evaluates the effectiveness of entrepreneurial policies using the number and distribution of firms as outcome variables.  The analysis occurs within the context of a natural experiment: the START-UP NY program. Implemented in 2014, START-UP NY created enterprise development zones adjacent to publicly supported universities (i.e., SUNY and CUNY campuses) within the state. New business start-ups operating within these zones, and within a specific set of technology and health-related industries received tax incentives that substantially lowered tax rates for a 5-10 year period. In 2016, the State of New York substantially altered its corporate tax structure; a policy initiative affecting firms, business owners, and households in the state simultaneously, and may also induce entrepreneurship. The results suggest that START-UP NY had a positive effect on the growth of New York's micro and small-sized firms operating in professional, scientific, and technical industries. START-UP NY also negatively affected micro-sized manufacturing firms, while positively affecting small manufacturing firms. The latter finding suggests that START-UP NY is effective in incubating micro-sized manufacturing firms that eventually grow into small manufacturing firms.
