The efficacy of the Responsibility to Prevent suffers from two key problems; causal indeterminacy, and a dependence on the political will of states, particularly the permanent five members of the Security Council. The vast array of factors which can be cited as potentially contributing to the outbreak of conflict and atrocity crimes mitigates against the determination of definite “conflict triggers”. This does not mean prevention is impossible but does limit the efficacy of “early warning systems”. The dynamics of the “four crimes” within R2P’s purview further limits the efficacy of prevention as the decision to engage in mass atrocities is taken in response to a perceived existential crisis. This significantly limits the scope for leveraging the “internal” aspect of R2P as the decision to commit these acts is invariably born from a belief that no other option is available to the potential aggressors. Thus the specifics of atrocity crime prevention places great emphasis on the operationalisation of the external dimension of R2P, namely the role of the international community. So long as the response of the “international community” is predicated on the political will of states, however, the efficacy of prevention in these areas will be limited, as the “international” response is prey to narrowly defined national interests.

This study aims to determine and analyze the Diversification Strategy of Cultural Attractions in Support of Tourism Development in Wakatobi Village. This research method is qualitative research. The determination of the informants in this study was obtained by purposive sampling. The informants are community leaders and traditional leaders who are key informants. The results show that the opportunity for Wakatobi Regency to become a cultural tourism destination can be opened, because it is supported by the exoticism of local communities with their cultural diversity. The strategy that can be prioritized in the development of Wakatobi village tourism is the diversification of cultural attractions that are organized through institutions or Tourism Awareness Groups initiated by the community and funded by the local government and acting as an active facilitator. It seems that the political will and political commitment of leaders to maximize local government efforts need to be supported by tourism stakeholders from the government, private sector and the wider community, this is a weakness that needs to be covered so that the strategy in developing Community Base Tourism (CBT) tourism in Wakatobi provides a diversification of attractions. tour which is actually quite interesting to witness. Penelitian ini bertujuan untuk mengetahui dan menganalisa Strategi Diversifikasi Atraksi Budaya Dalam Mendukung Pengembangan Wisata Desa Wakatobi. Metode penelitian ini adalah penelitian kualitatif. Penentuan informan penelitian ini diperoleh secara Purposive sampling. Adapun informan yaitu tokoh masyarakat dan tokoh adat yang merupakan informan kunci. Hasil penelitian menunjukkan peluang kabupaten wakatobi menjadi destinasi wisata budaya dapat terbuka, karena didukung oleh eksotisme komunitas lokal dengan keberagaman budaya yang mereka miliki. Strategi yang dapat diprioritas dapat dalam pengembangan wisata desa Wakatobi adalah  diversifikasi atraksi budaya yang terorganisasi melalui kelembagaan atau Kelompok Sadar Wisata yang diprakarsai masyarakat dan didanai oleh pemerintah daerah serta berperan sebagai fasilitator yang aktif. Tampaknya political will dan political comitment pemimpin untuk memaksimalkan upaya pemerintah daerah perlu di dukung oleh stekholder pariwisata dari pihak jajaran pemerintah, swasta dan masyarakat luas hal merupakan kelemahan yang perlu ditutupi agar strategi dalam pengembangan wisata Community Base Tourism (CBT) di Wakatobi menyajikan adanya diversifikasi atraksi wisata yang sesungguhnya cukup menarik untuk disaksikan.

Following a short-term burst of migration activity after the dissolution of the USSR, the current situation is marked by the unusually low population territorial mobility, defined by both the political and, increasingly, the socioeconomic factors. While this trend indicates some degree of minority accommodation, it also demonstrates the depth of economic crisis and increasing socioeconomic differentiation. Visible also is the disproportionate influence exercised by Russia on the formation of migration flows in the region. Remaining the major recipient of migrants, Russia increasingly plays a role of supplier of labor migrants to the West, and acts as a ‘‘bridge’’ for those attempting to reach Western Europe. Meanwhile, Russia still lacks an effective legislative base, institutional mechanisms, and political will for dealing with the new migration flows.

Inspired by philosopher Peter Hallward’s call for a renewed focus on political will, this article examines its conceptualization within three areas of the discipline: non-representational theory, post-politics, and Gramscian geographies. Non-representational theorists draw attention to the role of affect in shaping political life, but have little to say about conscious collective volition. In contrast, post-politics scholars offer an extensive vocabulary for understanding political will as a prescriptive form of agency, but risk confining the political to an abstract, regulative idea. Meanwhile, Gramscian geographies’ dialectical approach to political will can complement both by mediating between extremes of objective and subjective determination.

The article focuses on the peculiarities of Vietnam’s position in the orbit of the ideological and theoretical influence of China. The author examines the most important party documents of both states, reveals their main similarities and differences. The author concludes that Hanoi scrupulously studies, critically assesses, and actively uses the experience of Chinese economic and political reforms. The party and state leadership of Vietnam, when carrying out major transformations of recent decades, was directly guided by the successful experience of their Chinese colleagues. This led to the situation where today’s political systems of Vietnam and China are quite similar, but still are not (and will never be) twin brothers. At the same time, the countries developed a wide network of inter-party contacts which is used not only as an instrument of exchanging views on adapting Marxism-Leninism to current realities, but also as an additional and mutually beneficial channel of communication on a wide range of issues. Despite this, the similarity of the political systems does not necessarily lead to a change in foreign policy. China has an impressive array of tools to influence its southern neighbor, but their ideological closeness is definitely not the most important of them. It is concluded that the role of ideology in Vietnam’s policy, although it remains noticeable, is significantly inferior to the role of national interests and pragmatic views.

Since the outbreak of the SARS-CoV-2 pandemic, the European Union has taken tentative steps toward the issuance of joint debt. This progress is significant but puzzling: the technical value of such instruments has never been in doubt; however, the political will to move forward has always been lacking. What changed? This short article argues that contemporary political economy research points us toward the role of ideas and identity in explaining this shift.

This chapter describes the role of traditional peacemaking in the Sanaag region of Somaliland. The civil war in Somaliland spawned devastating inter‐ and intra-clan violence and political power struggles which caused the death and displacement of thousands. Over several years, peace initiatives were led by clan elders and community leaders, using xeer. The initiatives were largely successful because of the political will to make them succeed and the spirit of reconciliation; the way they worked upwards from grassroots level, and the fact that they were locally funded, with minimal government interference. However, there has been inadequate implementation of agreements, insufficient memorialization of victims, and lack of fair and effective governance. It is argued that local reconciliation processes are fragile and therefore vulnerable to external intervention. They must be locally owned, free from fixed agendas or deadlines, and work from the bottom up.

Islamic legal discourse on a practical level is often understood to be limited to the problem of istinbāt, fiqh or ushul fiqh. There is a challenge to expand it to include philosophy, normative and empirical cases. Study of manuscript is one of the related by that studies. This article presents Tanqīh al-Zunūn ‘an Masā'il al-Maimūn by Shaykh Hasan Maksum as an identifier of the political and social links to Islamic legal in the Deli Sultanate. From this it was found that the sultanate had a stake in the determination of the law as well as the role of the ulama in maintaining the attitude as a speaker of legal provisions. There are seven legal issues that are discussed normatively, and they originate from the existence of arguments in the community. This manuscript not just addition Islamic legal in the Deli Sultanate, it also showed the authority of Shaykh Hasan Maksum as a 'brilliant star' scholar in legal matters, although it was rarely discussed and raised at the research level.
