This study aims to determine and analyze the Diversification Strategy of Cultural Attractions in Support of Tourism Development in Wakatobi Village. This research method is qualitative research. The determination of the informants in this study was obtained by purposive sampling. The informants are community leaders and traditional leaders who are key informants. The results show that the opportunity for Wakatobi Regency to become a cultural tourism destination can be opened, because it is supported by the exoticism of local communities with their cultural diversity. The strategy that can be prioritized in the development of Wakatobi village tourism is the diversification of cultural attractions that are organized through institutions or Tourism Awareness Groups initiated by the community and funded by the local government and acting as an active facilitator. It seems that the political will and political commitment of leaders to maximize local government efforts need to be supported by tourism stakeholders from the government, private sector and the wider community, this is a weakness that needs to be covered so that the strategy in developing Community Base Tourism (CBT) tourism in Wakatobi provides a diversification of attractions. tour which is actually quite interesting to witness.

In 2013 and 2019, the local government legislation of the province of Punjab in Pakistan saw two rounds of major changes – each of which led to a new local government Act being passed. In 2013 the changes were driven by constitutional and judicial requirements and in 2019 by the political will of Pakistan’s new coalition government. This article analyses and compares the functional assignment (FA) architecture of the two Acts against a set of parameters. The study finds that marginal improvements to the FA architecture introduced by the 2019 Act are offset by continuing inconsistencies and lack of clarity over ‘who does what’ in the functions assigned to local governments. The authors suggest that improving the functionality of local governments requires full implementation of the design features of the new system, including institutional strengthening of provincial-level entities which regulate and oversee the local government system.

Effective counteraction to corruption at all levels is not possible without the symbiosis of such components as influencing the causes and conditions of corruption, creating systemic anti-corruption legislation, its effective application to all without exception manifestations of corruption in all levels of state power. However, such a symbiosis can only produce a positive result if the political will of the state leadership is available. I would call it a "conditio sine qua non" (a condition without which there is) overcoming corruption in the country, because in Latin "conditio sine qua non" means "a necessary condition", a necessary condition for the result. Political will in combating corruption is not only the will of the political leader (head of state) as an individual, but also the will of individuals from his immediate environment. Only political will is capable of ensuring the effectiveness of all other necessary components of counteracting corruption. The political will of the leadership of the state is a conditio sine qua non of minimizing corruption in the country, that is, a condition without which effective counteraction to corruption and corruption crime in Ukraine is impossible. The presence of political will is a prerequisite in the chain of others who are not capable of effectively preventing the spread of corruption in the absence of political will of the government. No other political conditions, economic, social or legislative levers will succeed in reducing corruption. Therefore, a promising direction for further research on this issue is the development of a scientifically sound mechanism for political influence of the government on the effectiveness of anti-corruption measures in Ukraine.

The political party's position as a determinant of government head nomination in Indonesia made the political party a central and strong role in the determination of the Cabinet in the presidential government of Indonesia and allowed the political party to determine the Cabinet domination established by the President elected. This research aims to determine the model of the presidential institution strengthening in the multi-party era in Indonesia and to know the political and juridical construction of the presidential institution in determining the cabinet in Indonesia. The method used is a normative legal research method with a conceptual approach. The results of this research are, firstly that the strengthening of the presidential institution in the multi-party era can occur when done with the restriction of political parties through the mechanism of the parliamentary threshold. Secondly, that the political construction of the cabinet determination by the President is based on the coalition of political party supporters of the government, and the juridical construction of the President may elect the Minister of the party proposal because it is based on article 6A paragraph (2) The Constitution of the Republic of Indonesia 1945.

…widespread social evils are seldom unconnected with the selfish and brutal behavior of powerful groups and individuals…(Andreski, 1966)Most economic models do not explicitly incorporate the “state” or the “government” into their analyses. Instead, this entity is viewed as a deus ex machina which plans and directs economic policy according to notions of efficiency, growth, distributional justice, and so on, that form the central concepts of the models. Unfortunately, the same naive thinking permeates a good deal of public policy analysis. This is the case, for example, with issues of development and underdevelopment. Here, attention is concentrated on “technical,” or “economic,” solutions, while taking for granted, either implicitly or explicitly, the existence of the political will necessary to implement them.

AFTER MORE THAN A DECADE IN WHICH DOMESTIC POLICY PROVIDED the major issues for party debate in West Germany, the determination of the Brandt government on taking office to engage itself in activities designed to ‘normalize’ relations with the Eastern Bloc has had notable effects on the West German parties. The political climate has altered; partisanship has been intensified; the Basic Law has been tested in novel circumstances; and the governing coalition and the apprentice opposition have both faced trials and tensions in terms of their party base. The new Ostpolitik has had its effects on the political climate in terms of the first use of the constructive vote of no confidence, the erosion of the coalition majority, the pressures for a premature general election; but the short-term and longer-term effects on the West German parties are likely to be of greater significance. This article seeks to assess the significance of the Ostpolitik for the government and opposition parties. For, whatever the benefits or disadvantages which the Ostpolitik may bring to the Federal Republic in intrinsic terms, it is already clear that it has modified considerably the pre-1969 pattern of party politics.
