Two modern large scale city planning projects are considered using a comparative analysis method - master plans for two sites for mixed functional use: one in the city of Sochi, the Russian Federation, and the second in the Zayudas area near Amsterdam, the Netherlands. The author outlines innovative principles in the design of the site in Sochi as part of the former infrastructure of the Olympic Games with tasks in three main blocks: development, mobility and energy supply to obtain the maximum result - a modern, sustainable, high density and att ractive area. In the Zayudas area, the tasks of urban planning of a high density area concentrated on a transport hub were completed. Monitoring the sustainability of the area includes the following seven areas: mobility, public spaces, development and food supply, energy, waste management and circularity, water and greenery, society. An att empt has been made to form an image of an important international top platform for entrepreneurs and knowledge intensive institutions, which makes it possible to count on the dissemination of this design experience. The results of testing in the process of implementing the Zayudas district show the possibility of using the proposed European practices of urban planning in the Russian context.

Since the late 20th century major, European cities have exhibited large projects driven by neoliberal urban planning policies whose aim is to enhance their position on the global market. By locating these projects in central city areas, they also heighten and reinforce their privileged situation within the city as a whole, thus contributing to deepening the centre–periphery rift. The starting point for this study is the significance and scope of large projects in metropolitan cities’ urban planning agendas since the final decade of the 20th century. The aim of this article is to demonstrate the correlation between the various opposing conservative and progressive urban policies, and the projects put forward, for the city of Madrid. A study of documentary sources and the strategies deployed by public and private agents are interpreted in the light of a process during which the city has had a succession of alternating governments defending opposing urban development models. This analysis allows us to conclude that the predominant large-scale projects proposed under conservative policies have contributed to deepening the centre–periphery rift appreciated in the city.

Considerando a dinâmica e a estrutura urbana de Belém no início do século XXI como expressão da acumulação das intervenções urbanas e das práticas de planejamento e gestão do espaço da cidade, analisa-se a genealogia do planejamento urbano para compreender a produção de um espaço que tem como característica a negação da natureza e a produção da desigualdade entre classes sociais. Nesse aspecto, identificou-se três períodos específicos que produziram impactos significativos na produção do espaço urbano de Belém: o terceiro quarto do século XVIII (1755 – 1777) com as reformas promovidas no período Pombalino na Amazônia, momento de expressão de uma modernidade urbana e arquitetônica; o final do século XIX e a primeira década do século XX (1890 – 1910), momento de ascensão da economia regional a partir da intensificação de atividades extrativas que produziram reformas urbanísticas com tons higienistas e; por fim, o período entre 1940 e 1970, que marcou uma série de propostas de planejamento com viés técnico-burocrático na produção do espaço. Do ponto de vista da metodologia adotada, estabeleceu-se como percurso de pesquisa: i) levantamento bibliográfico de caráter teórico e empírico da temática; ii) levantamento documental acerca das práticas de planejamento e intervenção dos períodos destacados com base em legislação, planos e projetos de cada um dos períodos; iii) coleta de iconografia representativa da época as quais as políticas foram executadas. Apresenta-se como resultados a hipótese de que a narrativa de uma pretensa ausência de planejamento como fator explicativo dos problemas da cidade é um discurso que não tem base na realidade, posto que historicamente é exatamente o oposto que a pesquisa indica, as modalidades de planejamento efetivadas em Belém acentuam problemas como a segregação socioespacial.Palavras-Chave: História, Planejamento Urbano, Modernidade, Belém.AbstractConsidering the dynamics and urban structure of Belém at the beginning of the 21st Century as an expression of the accumulation of urban interventions and planning and management practices of the city, the historical genealogy of urban planning is analyzed as a way of understanding production of a space that has as characteristic the negation of the nature and the production of the inequality between social classes. In this aspect, three specific periods were identified that produced significant impacts on the production of the urban space of Belém: the third quarter of the seventeenth century (1755 - 1777) with the reforms promoted in the Pombaline period in the Amazon, a time of expression of an urban and architectural design; the end of the nineteenth century and the first decade of the twentieth century (1890 - 1910), a time of great rise of the regional economy from the intensification of extractive activities that produced urban reforms with hygienic tones; and finally, the period between 1940 and 1970, which marked a series of planning proposals with a bureaucratic technical aproach in the production of space in Belém. This work established as following research methodology: i) survey bibliographical of theoretical and empirical character of the analyzed subject; ii) documentary survey of the planning and intervention practices of the highlighted periods based on municipal, state and federal legislation, as well as the master plans and development plans of the periods; iii) collection of iconography representative of the time to which the policies were executed in the urban space. The hypothesis is that the narrative of a supposed absence of planning as a factor of the city's problems is a discourse that has no basis in reality, since historically it is exactly the opposite that the research indicates, that is, the modalities in Belém accentuate problems such as socio-spatial segregation.Keywords: History, Urban Planning, Modernity, Belém.

The article describes the origin and formation of the «Dipromisto» Institute. The peculiarities of the project approach and methodological findings of the institute at the beginning of 1930s are considered.. The realism and pragmatism of Ukrainian specialists in the field of urban planning are noted. A necessary component in the devel-opment of the master plan of the new city, or the reconstruction of the existing one, was the technical and econom-ic studying of the city and more detailed analytical work. Only after that the sketch project was made and devel-opment of the final project of planning and drawing up in detail of the partial project of planning of the first turn was carried out. The Institute's development has consistently attempted to make the city aware and practical, not only as a supplement to industrial production, but as a self-sufficient facility designed to ensure all aspects of people's lives. The same approach was used in the process of developing the master plan of Kharkov (1933-1938). Thanks to the Institute, several dozen master plans of cities and about a hundred master plans of industrial settlements of the Ukrainian SSR were designed, and a master plan of Kharkov was developed. The school of complex urban planning was formed thanks to the work of many talented specialists: O. Eingorn, G. Sheleikhovsky and P. Alyoshin, as well as D. Bogorad, M. Davidovich, I. Malozyomov, O. Marzeev, P. Khaustov and other specialists. Eingorn was the undisputed ideological leader of the Institute. Thanks to his leadership, a methodology for designing cities was developed. First of all, the design process was divided into four stages: technical and eco-nomic studying of the city; drawing up a draft planning plan; development of the final planning project; drawing up a detailed partial draft of the first stage planning. Eingorn paid great attention to the architecture of the city and work with the landscape and another important implementation of O. Eingorn is a reorganization of the de-sign process and the work of the architect-designer and associates. Another prominent specialist – G. Sheleikhovsky. He co-authored and engineered and designed two large ur-ban projects, the master plan of Kharkiv and Big Zaporizhia. He was also a scientist who laid the foundations of urban climatology, which in the 1930s was just beginning to develop. In the process of city development and construction, an oriented urban planning can reasonably determine the direction of the development,the population and land use structure of the city,in order to make overall arrangements and coordinate all aspects of the contradictions. Urban planning has become a necessary part in the development of the city. This paper summarizes the overall plannings of the city of Songyuan over the years, so that readers can clearly grasp the Songyuan city planning and development process and get some enlightenment.

ResumenLa actuación sobre el medio urbano de regeneración y renovación integrada (aMU-RRi) configura el nuevo paradigma de la intervención urbana, la preservación urbana con carácter conjunto e integrado. Para ello redefine la viabilidad económica, afecta el deber de conservación del derecho de propiedad a la actuación y articula un modelo de equidistribución de reparto de costes que supera las pautas del urbanismo que hemos conocido.El presente artículo constituye un breve recorrido histórico por los instrumentos y técnicas que ha dispuesto el urbanismo español para la preservación urbana: desde inviable e insostenible modelo clásico del urbanismo, pasando por el modelo de la sostenibilidad que incorporó la sostenibilidad plena y el régimen estatutario del derecho de propiedad, pero que estableció un régimen general de intervención sobre el suelo urbanizado inviable y dejó un hueco falto de regulación para la preservación de la ciudad; para alcanzar la definición de la aMU-RRi con la legislación del modelo por la ciudad y sus adaptaciones autonómicas de medio urbano y que ayudará a la formación del nuevo paradigma urbanístico, basado en la función social del derecho de propiedad que nos hemos dado para la preservación urbana conjunta e integrada de eso que llamamos, la ciudad.AbstractThe integrated urban regeneration and renewal intervention (aMU-RRi) configures the new paradigm of urban intervention, with its joint and integrated character for urban preservation. To this end, it redefines the economic viability, affects the duty of preservation of the right of property and articulates a model of equistribution of distribution of costs that surpasses the urban planning guidelines that we have known.This paper constitutes a brief historical journey through the instruments and techniques that Spanish urban planning has provided for urban preservation: from an unviable and unsustainable classic urban planning model, through the sustainability model that it incorporated full sustainability and the statutory property rights regime, but that established an unviable general intervention regime in the existing city areas and also left a gap due to the lack of regulation for the preservation of the city; and finally up to the definition of the aMU-RRi with city preserving legislation and its regional adaptations and that will help the formation of the new urban paradigm, based on the social function of property rights that we have been given for the joint and integrated urban preservation of what we call, the city.

A pretensão é polemizar sobre o entendimento de modernização como processo cumulativo e complementar de idéias e afirmar o de atualização e diferenciação das regras e preceitos urbanísticos, de modo a assegurar o ordenamento citadino, assim como discutir a permanência dessas regras na atualidade; ou melhor, o paradoxo entre continuar afirmando o saber urbanístico, fundado nas teorias da modernidade, e prescindir desse saber, dada a inexistência de um outro modo de promover o ordenamento e o controle da cidade. O caminho adotado foi o de reconstituir as idéias dos urbanistas, objetivadas nos planos urbanísticos elaborados nos anos 30 e 50 no Recife. Nos anos 30, os planos urbanísticos introduziram, principalmente, os preceitos dos Ciams, cujos autores foram Domingos Ferreira (1927), Nestor de Figueiredo (1932), Atílio Corrêa Lima (1936) e Ulhôa Cintra (1943). Nos anos 50, as idéias propugnadas traduziram, entre outros, os preceitos do Movimento de Economia e Humanismo, apresentados no estudo de Lebret (1954) e nas diretrizes de Baltar (1951). A escrita de tal narrativa compara esses planos explicitando as diferentes concepções e representações do Recife e coloca em discussão a permanência desses saberes em relação à emergência de outros na atualidade.Palavras-chave: história; modernização; saber; urbanismo; representações. Abstract: The aim of this paper is to discuss the understanding of modernization as a cumulative and complementary process of ideas. To this end, we introduce the notion of the actualization and differentiation of city planning norms and rules as a way of assuring the ordering of the city. We also discuss the maintenance of these rules at the present time and the paradox between the continuity of current urban knowledge founded in the theories of modernity and the abandonment of that knowledge in favour of alternative ways of promoting the ordering and control of the city. The way chosen was that of reconstructing the ideas set out in the urban plans drawn up in Recife in the 30s and 50s. In the thirties, urban planning principally introduced the ideas of Ciams, whose authors were Domingos Ferreira (1927), Nestor de Figueiredo (1932), Atílio Corrêa Lima (1936) and Ulhôa Cintra (1943). In the fifties, urban planning translated, among other things, the norms of the Economy and Humanism Movement that are presented in the study of Lebret (1954) and in the proposals of Baltar (1951). The paper compares these plans, explaining the different concepts and representations of Recife and its localities and discussing how this knowledge has survived the emergence of new concepts.Keywords: history; modernization; knowledge; city planning; representation.

In the article was found that the planned location of new or expansion of existing production clearly coincided with the movement of certain segments of the population to these regions for employment, examining and analyzing the problems of migration of the population of the former USSR. The researches of the Russian town-planners Bocharov Y.P.,       Belousov V.M., Vladimirov V.V., Maloyan G.A., Lezhava I.G. and other are devoted the problems of development of the theory of settlement with loss of planning component in development of systems of settlement and general plans of cities in new market (social and economic) conditions. Leading domestic urban planners have devoted their research to the problems of the development of the theory of settlement in Ukraine, the system of settlement and the development of master plans in modern market conditions (1992-2014). Some of them are Filvarov G.K., Yezhov V.I.,   Demin M.M., Lavrik G.I., Repin V.M., Timokhin V.O., Shkodovsky Y.M., Rudnitsky A .М. and other. The article presents the stages of formation of production relations, social, economic, architectural and spatial evolution under the pressure of migration processes, based on the analysis and research: The formation of the labor market (places of employment) in the development of industry, transport links and resettlement (early nineteenth - early twentieth century). Urbanization of cities in the early twentieth century due to migrations (free labor) from near and far agglomerations. Urbanization of the late twentieth century due to the release of labor (the collapse of the collective and state farm system). Under the pressure of migration and transport processes the compositional and planning spatial structure of the city is determined by the following aspects: the hierarchy of the city in the general network of settlements; the level of the city's public transport network; mobility of city residents; location of attractive objects for migrants in the city planning structure; socio-demographic characteristics of residents. Territories of cities with developed production are becoming the poles of industrial industry with the latest technologies, as well as centers of business.

This article examines the urban public and business subcenters as secondary elements of the city system, the closest in properties to its main center. The criteria defining the public business subcenters are highlighted. The current trends in the formation of social and business subcenters in large cities and megalopolises are considered. Analysis of world experience is produced. Foreign concepts of spatial development are analyzed on the example of several existing urban subcenters. Various available cartographic materials and literature sources have been studied. They cover the development of urban business centers and various aspects of urban development. The methods of spatial formation of the planning structure of urban public business subcenters are highlighted: the cluster and channel. The development stages of urban subcenters from the territory of concentration of small trade and residential establishments to large-scale multifunctional urban planning formations are presented. The prospects for the development of business subcenters in major cities of the Russian Federation are analyzed and trends are identified: social and business polycentrism, disposition of administrative and business centers on the outskirts of cities and the formation of self-organizing business subcenters, mainly based on shopping and entertainment centers in residential areas. Prospects for development of urban subcenter in a large city are considered on the example of the city of Belgorod. Conclusions are drawn on the need to develop new models of urban public business subcenters taking into consideration the modern planning specifics of large cities and megalopolises of the Russian Federation. Models of urban public business subcenters must meet the requirements of polyfunctionality, to have high architectural and town planning qualities, to take into account the needs of population in the design area and to ensure the sustainable development of the urban periphery.

Harbin, located in Northeast China, is the provincial capital of Heilongjiang province, the People’s Republic of China. The city was one of the most crucial junction cities on the Chinese Eastern Railway built in the early 1900s, which connected Russia and China. Russian migrants had a significant impact on the rapid urbanisation and industrialisation of Harbin and Russian features can be identified from Harbin’s urban planning, which is unique to other major Chinese cities. However, there is limited research on Russian influence on Harbin’s urban development during the Russian colonial period from 1898 to 1931, which is the focus of this paper. Field observation, map analysis, and desktop research were conducted to collect qualitative data. This study addresses the importance of Russian colonial impact on Harbin’s urban planning and the heritage conservation of the city’s historical urban fabric. Findings of this research can help researchers and local authorities understand the uniqueness and value of Russian inspired city planning. It will also be beneficial to the development of appropriate conservation guidelines which are applicable to Harbin and to other Chinese cities previously under colonial influence.
