In fulfillment of the order of Governmental Сouncil for the Social Patronage Сhair O.Yu. Golodets on the implementation of interdepartmental models of pro- viding social and educational services in testing and implementation of social services professional standards, Moscow State University of Psychology and Education with support of Ministry of Labor and Social Protection of Russian Federation held a distant alignment meeting (webinar) “Regional and Municipal Practices of Implementation of Social Services Professional Standards” on February 26, 2016. Participants of the alignment meeting made recommendations on the organization of the transition of social sphere organizations in the regions of the Russian Federation to the dealing according to social services professional standards, including the development and implementation of region roadmap for professional standards testing in the 2016–2018, professional and public discussion of regional models and regulations of interdepartmental interac- tion while providing social and educational services.

The most important political event in 2020 was the nationwide vote on the approval of amendments to the Constitution of the Russian Federation. Some of the adopted amendments directly concern the social sphere; they are designed to ensure an increase in the well-being of Russian citizens and the level of their social protection. This has actualized scientific research on social justice in all social sciences and humanities. In this regard, legal science is most interested in questions related to at least two aspects. First, to what extent are the amendments to the Russian Federation Constitution relevant from the point of view of the social sphere current state? To what extent are they conditioned by the current agenda and modern social relations content? On the other hand, to what extent does the current legislation designed to serve the implementation of the constitutional foundations meet the requirements of the Basic Law? Do not the provisions of the Constitution become an unattainable bright ideal in the modern system of legal regulation of specific legal relations? This work is devoted to the formulation of precisely these questions. It provides examples from the sphere of regulation of social and labor relations, which make it possible to talk about the difficulties that the law is already facing today, not having sufficient funds in its traditional arsenal to ensure the implementation of fair social standards established in the Constitution. The development of employment non-standart forms, the precarization of the labor market, an objective decrease in the number of hired workers in the total number of employed, creates a significant circle of subjects who today do not have access to the rights and guarantees established by the Constitution, since they are traditionally ensured by the norms of labor law, which does not apply to these citizens. Based on the experience of individual foreign countries, it is concluded that in order to fully implement the constitutional foundations and principles in the world of work, it is necessary to extend certain traditional labor rights and guarantees to the self-employed and workers employed on online platforms.

Introduction: the protection of the rights of persons with disabilities is one of the priority directions of the modern social policy of any democratic state. Considerable attention is paid to this direction by the state. At an expanded meeting of the board of the General Prosecutor's Office of the Russian Federation V.V. Putin summed up the results of the department's work for 2020 and gave instructions to continue to keep the social protection of disabled people under control. The President of the Russian Federation noted that in 2020 the number of identified, and most importantly, eliminated violations in the field of protecting the rights of persons with disabilities increased.Purpose: to improve the participation of the prosecutor in proceedings on cases of administrative offenses in the field of social protection and social services for disabled people. Results: the author's position on adding to the exclusive competence of the prosecutor the initiation of cases of administrative offenses under Art. 5.41 of the Administrative Code of the Russian Federation. In addition, it is proposed to introduce into the Code of Administrative Offenses of the Russian Federation a norm providing for the notification of the prosecutor about the time and place of consideration of a case on an administrative offense in relation to persons with disabilities of I and II groups.Conclusions: the article raises the problem of bringing officials of public authorities to administrative responsibility. The necessity of amending the Code of the Russian Federation on cases of administrative offenses in order to improve the participation of the prosecutor in proceedings on cases of administrative offenses in the field of social protection and social services for disabled people is substantiated.

The article describes the experience of the Moscow State University of Psychology and Education in the development and implementation of training programs for masters competent in the field of psychological rehabilitation. A model of the activity of a psychologist-rehabilitologs is proposed, the main task of which is the involvement of a rehabilitant in solving the problems of his life, as a result of which he becomes an actor of his own activity. The original master's program “Psychological rehabilitation in the social sphere” is presented, aimed at training qualified personnel to work in the field of restoring mental health and effective social behavior of children and adults of vulnerable categories, including people with disabilities, developed in accordance with the updated regulatory framework and the requirements of the professional standard of a specialist in social rehabilitation.

The expansion of the borders of the Far Eastern Federal District due to the inclusion of the Trans-Baikal Territory and the Republic of Buryatia in its composition actualizes the problem of inequality of regions (primarily in the social sphere), which in the new boundaries of the macroregion has significantly increased and has acquired a «supernormal» character. It has been established that the lag of the «new» Far Eastern subjects in the level of social development is accompanied by an increase in negative phenomena in the social sphere. This article focuses on direct and indirect factors affecting the development and functioning of the social sphere in rural settlements. The high role and importance of the actions of local governments in meeting the social needs of the population is noted. The author considers the criteria related to the organization of social facilities in municipalities. Analysis of the performance of the population in the municipal areas. The comparison of population size and density in different regions of the Russian Federation is carried out. Changes in the socio-economic situation of the population due to the impact of various factors are evaluated. Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

The article describes the first official meetings between the leaders of the Moscow State University of Civil Engineering, BRE Global Limited and the Russian Green Building Council in Moscow on the topic of the localization of the Building Research Establishment's Environmental Assessment Method (BREEAM) to for the Russian Federation. It outlines the main steps taken and the actions to be undertaken of the parties to those proposed activities. Then a brief overview is provided of the main aims of the partners’ organisations, their positions in the countries and their purposes. The main part of the article summarises the benefits of an international “green” standard. There is an introduction to the National Scheme Operators, the processes involved in the BREEAM schemes and the role assessors play. The main intention for the article is to show the potential for synergy when connecting the country’s largest organisations involved in sustainable construction.

Methodical approaches to the assessment of efficiency of the investment projects, implemented at the expense of budgetary funds are considered in the article. The results of the analysis of the legislation of 85 territorial subjects of the Russian Federation, fixing the assessment of the investment projects, implemented at the expense of budget funds are presented. The analysis of indicators of the assessment of social and budgetary efficiency of investments, presented in regional methodology is carried out. The need of development of methods of the assessment of efficiency of the investment projects, implemented in the social sphere, allowing selecting projects for financing, is proved.

According to the WHO “World Report on Disability 2011”, there are more than a billion people with disabilities worldwide. At the current stage of development of the social state in the Russian Federation, one of the most priority issues is to ensure socialisation, integration into society and comfortable living for people with disabilities. A disabled person, according to the legislation of the Russian Federation, is a person who has health disorders that cause the need for social protection due to life restrictions associated with injuries, diseases and/or defects. At the same time, the limitations of vital activity mean the loss of several functions possessed by a healthy person: self-service, independent movement, the ability to communicate, orientation in space, control of their behaviour, learning, employment and other activities. This article is aimed at studying the measures taken by the regional authorities to support the integration of persons with disabilities into society.
