The article provides an overview of best practices for inclusive education in higher educational institutions of the country, in terms of assessing its role in the development of inclusion in the regions. Cluster approach is proposed as the main approach to the development of regional inclusive education. The article describes the experience of organizing inclusive education in the Southern Federal University as a basic educational institution of higher education and as a cluster- forming educational organization that provides learning environment for persons with disabilities at all levels of education. The article also reveals the purpose and objectives of the university in the organization and implementation of quality inclusive education as a key development strategy. We analyze the actual state of inclusive education system at the university, which allows us to identify and describe the main activities of the Southern Federal University that ensure the establishment and development of inclusive education system both within the university and in the Rostov region in general. This also provides the opportunity to describe the current experience that may be incorporated in other institutions of higher education thus ensuring the effectiveness of formation of inclusive education system.

The main way to implement this principle of equality in the education of persons with disabilities and persons with disabilities (HIA) is now inclusive education at all levels of education throughout life. The basic concepts related to disability, integration of persons with disabilities into society, educational environment have been highlighted in the article, the differences in the understanding and interpretation of these concepts have been shown. The factors of adaptation of students with invalidity and disabilities have been disclosed. The formation of an inclusive educational environment in the University is impossible without improving the management of inclusive education in higher education system.

The readiness of the teaching staff of higher educational institutions for teaching and psychological and pedagogical support of students with disabilities is being considered. We emphasize that the personnel of the educational organization need special competence to work with persons with disabilities of various nosological groups. The issues of creating an accessible environment in the university were studied, the readiness of teachers to apply special educational technologies in the training of students with disabilities, to develop teaching and methodological materials; the ability to establish pedagogically appropriate relationships with students, and provide psychological and pedagogical support in matters of personal and professional self-determination. The results show a high degree of importance of special professional competencies for inclusive education. But, at the same time, teachers assess their own level of preparedness with students with disabilities as insufficient, which allowed to determine the main areas of work.

The manual in a brief reference form includes such aspects of the implementation of higher inclusive education as pedagogical conditions for teaching students with disabilities, technical equipment of the educational process and the regulatory framework of inclusive education, the creation of adapted educational programs of higher education for persons with disabilities and the development of adaptation courses. The manual can be recommended to teachers, staff and administration of higher educational institutions of different profiles, assistants, psychologists, employees of centers of inclusive education and used in conducting briefings on work in inclusive groups.

The article provides a classification of pedagogical conditions of realization of inclusive education in the higher education system and their analysis in six universities in Moscow. The study involved 212 students from 1 to 4 year studying in different majors and levels of training. The study was conducted by surveying. To study the teaching conditions two groups were identified in a contingent of students: students with disabilities, and without deviations in health. For the analysis of the data we used correlation and factor analysis. The results of the study confirmed the theoretical structure of the classification and showed differences in the estimates of pedagogical conditions of implementation of inclusive education of students with disabilities, and without them. The theoretical framework for the analysis and classification can be used in practice for the study of pedagogical conditions of implementation of inclusive education in educational institutions of different tupes.

The development of any nation depends on its citizens. Every citizen has their contribution to the development of a nation even the disabled person. They also have an equal rights to get a higher education. Higher education increases the chance of employability, thus, affirming dignified life for persons with disabilities. As per Census 2011, in India, out of the 121 Cr population, about 2.68 Cr persons are ‘disabled’ which is 2.21% of the total population. But it has been seen that very few of these people reach higher education. According to census 2011, 61% of the disabled children aged 5-19 years are attending an educational institution, 12% attended educational institutions earlier while 27% never attended educational institutions. That makes the author think and ask about how our higher education institutions are accessible for disabled students. How inclusive are our higher education institutions? In the light of the above-mentioned problems the present paper has discussed the education of children with special needs in higher education specifically with respect to visual impairment, hearing impairement, locomotor disability, and speech-related impairment. The discussion starts with what all kind of legal provisions and reservations which are there for them in higher education and how many are utilized and used by them. What all things are there in the new education policy for them specifically in higher education, whether their needs have been realized in detail or it has been just touched superficially and at the end, few suggestions related to all these issues have been discussed.

The article contains the results of a study focused on identifying problems of inclusive higher education in Russia. The author, based on the systematization of scientific and scientific-methodological literature, identifies the main methodological approaches to building an inclusive higher education system in modern Russia, conducts a survey of students with disabilities and disabilities, as well as conditionally healthy students studying in inclusive study groups, about the features the functioning of the modern system of inclusive higher education. The results of a qualitative and quantitative analysis of the survey data allowed the author to identify the problems of modern vocational education of persons with disabilities and disabilities.

The study of inclusive education has an early history in EU countries. It has gone through many stages in its formation from ancient times to the present day. At first the persons with disabilities were excluded from society, but today almost every country in the world agrees, that people with disabilities should live integrated in our society as it is possible. Therefore, we decided to conduct a cross-case analysis on the example of two European countries – France and Sweden.Involving persons with special educational needs in the educational process of HEI on the example of inclusive education model is not an easy process. It requires the development and application of new regulations at both, theoretical and practical levels.Authorities were interested in the problem of access to the HEI primarily in the late 20th century. However, this was accompanied with many problems. This led the public to think about who could get a higher education and who could not. It was necessary to train staff and administration, to equip universities with special equipment and prepare textbooks. This is still in the process of refinement, as not all countries can boast of a complete solution to this problem. Much has been done, but much more remains to be done.An important element in the education system is still the school, the basic level. Students come from school and get the bulk of their education there. It is noteworthy, what they got from school and what we could give them in the high school.

The relevance of the problem under study is associated with an important task of the higher education system the preparation of students future teachers for project activities in an educational institution. A modern teacher should have a wide range of knowledge, skills and abilities in the field of project activities. The purpose of the paper is a theoretical substantiation of pedagogical conditions that contribute to the formation of project competence of future teachers in the university environment. As designated pedagogical conditions are named and described: organization of training in cooperation; introduction of an additional course Learning to work on a project into the educational process; the use of the project method as a form of independent work of students in the study of various disciplines of the curriculum. The scientific novelty of the research lies in the fact that pedagogical conditions have been developed and substantiated, contributing to the effective formation of the project competence of future teachers in the conditions of a university. The theoretical significance of the study lies in the fact that its results enrich the theory and methodology of vocational education in the field of forming the project competence of future teachers; complement scientific ideas about the pedagogical conditions for the effective formation of project competence, as well as about the features of its functioning; scientific approaches are systematized. The practical significance of the study lies in the fact that the revealed pedagogical conditions lead to the effective formation of the project competence of future teachers in the conditions of a university. The developed additional course can be applied in the practice of teaching universities in order to improve the quality of professional training of future teachers. The experimental base of the study was the budgetary institution of higher education Surgut State University. The methods used in the research: generalization, analysis and synthesis of information, comparison, analysis of educational and project activities of students. The effectiveness of preparing students - future teachers - for project activities with students is an urgent task in the education system, which can be ensured through the implementation of certain pedagogical conditions. It is the pedagogical conditions that increase the effectiveness of educational and cognitive activities and contribute to the most fruitful work of the teacher and students.

Kodiklatad Polytechnic is one of the educational institutions in the Kodiklat TNI AD that conducts science and technology education. The education system applied in this institution is a combination of the education system that applies in the Army and the educational system that applies in the higher education environment. The application of the Basic Tri Pattern of Education remains valid and is integrated with the semester credit system that is commonly applicable in universities. The output of this education is that soldiers not only obtain superior attitudes and behaviors, mastery of knowledge and skills that are reliable and soldiers who are willing but also obtain a degree that is recognized by the Directorate General of Higher Education Ministry of Research and Higher Education. The utilization of teaching staff at the Kodiklatad Polytechnic needs to be professionally managed so that the balance between the needs of the teaching staff and the interests and abilities of the educational institution is realized. This study aims to analyze the factors that influence the performance of educators at the Kodiklatad Polytechnic to achieve maximum performance.   Keywords: organizational culture, work ethos, work satisfaction, educational performance.
