The Autonomous Non-Commercial Organization “Minority Report” Research Center carried out a complex all-Russian monitoring of accessibility of higher education for students with disabilities in 1/3 of state universities (165 universities in 51 regions). The authors explored the issue from the point of view of organizations offering services in higher education (universities) as well as from the point of view of their customers (disabled students and their parents) and completed the picture with the data obtained through monitoring and participant observation; this enabled the authors to reveal the main problems that students with disabilities experience in getting higher education – in the stages of career guidance, university admission, studying at university and further employment. For instance, the authors point out to the legal restriction ‘one university – one profession’ referring to admission quotas for students with disabilities; problems with getting documents required for university application; low accessibility of educational environment and insufficient supply of special teaching devices; low accessibility of university websites etc. The authors propose the following specific measures for raising the accessibility of higher education for the disabled: introducing changes to legal acts restricting the opportunities of the disabled in higher education; changing the practices in organizations responsible for medical and social assessment in how they provide documents required for university application; expanding the services offered by resource and training centers; introducing a unified standard for university websites in sections referring to disability services, etc. This project was supported by state grant funds, Executive Order of the President of the Russian Federation issued on April 01, 2015 #79-рп, and on the basis of the contest carried out by the All-Russian Non-Governmental Organization «Liga Zdorovya Natsii».

The paper focuses on the main aspects of working towards making quality higher education accessible for persons with disabilities. The paper reveals specific educational conditions necessary for teaching and supporting students with disabilities, such as: developing and implementing career guidance programmes, adapted educational programmes, programmes for social psychological support, programmes for employment assistance and post-graduate support of students. Adaptation of educational programmes implies not only establishing a set of common requirements for adjusting the educational process to teaching individuals with disabilities depending on the specifics of their disability, but it also implies developing universal approaches and requirements for providing special settings in which their learning takes place. It is important that physical (architectural), informational, academic services and facilities be available for students with different disabilities and that members of the staff of an education organization have special competencies for working with the disabled persons. The paper also stresses the necessity of developing and implementing an effective model of extending the successful experience that a number of universities have in teaching students with disabilities to the system of higher education in general. This major goal could be achieved through the establishment of a network of resource and training centers in the regions of Russia.

The article deals with the issues of legal regulation of ensuring accessibility of higher education for the disabled and people with disabilities. The relevance of obtaining agricultural education in the Russian Federation, which should be as close as possible to the main consumer — the rural population, is emphasized. The openness of agricultural education to the needs of rural residents will help reduce migration fl ows and preserve young people in rural areas. Attention is drawn to the fact that obtaining agricultural education is possible and accessible not only for people without disabilities, but also for people with disabilities. The advantage of providing higher agricultural education to this category of rural residents is that they are not aimed at migration, they live permanently and for a long time in a certain territory. The review of the current legal acts regulating the issues of accessibility and training in higher education organizations for persons with disabilities and persons with disabilities is presented. The article analyzes current trends in the legal fi eld of inclusive education. The article considers the concept and legal status of disabled people and students with disabilities, the concept of inclusive education and the requirement for its implementation at all levels, including higher education.

In this article the actual questions arising at the organization and carrying out of discipline of physical education of students of special medical groups in higher education institutions are considered. The authors, based on many years of experience in the University, propose to develop and implement a model of formation of the profile-developing environment for students of special medical groups. Ways to increase the interest of students with disabilities (with diseases of the musculoskeletal system) to systematic physical education are divided into blocks and studied from a scientific point of view. The General model consists of three blocks. In each block, the issues of rehabilitation of students with diseases of the musculo-skeletal system are comprehensively studied. The paper focuses on the problem of accessibility and quality of higher education for students with disabilities. We describe our experience in organising network interaction between the MSUPE Resource and Training Center for Disabled People established in 2016-2017 and partner universities in ‘fixed territories’. The need for cooperation and network interaction arises from the high demand for the cooperation of efforts of leading experts, researchers, methodologists and instructors necessary for improving the quality and accessibility of higher education for persons with disabilities. The Resource and Training Center offers counseling for the partner universities, arranges advanced training for those responsible for teaching of the disabled, and offers specialized equipment for temporary use. In this article, we emphasize the importance of organizing network interactions with universities and social partners in order to ensure accessibility of higher education for students with disabilities.

В статье рассматриваются проблемы профориентационной работы и трудоустройства студентов/выпускников вузов с инвалидностью, а также выявляются факторы, способствующие эффективной профессиональной подготовке и трудоустройству данной категории лиц. В статье акцентируется внимание на проблеме недостаточности профориентационной работы с инвалидами. Выбор будущей профессии должен строиться не только на личной заинтересованности и стереотипных суждениях, но и на соответствии условий, режима и характера труда состоянию здоровья, а самостоятельно студенты не всегда это могут просчитать. Авторы указывают на необходимость повышения уровня правовой культуры студентов с инвалидностью, усиления продуктивного взаимодействия ВУЗов, реализующих программы профессиональной абилитации и реабилитации, и органов службы занятости и работодателей, знакомство в период обучения студентов с особенностями рынка труда и подготовки их к дальнейшему рациональному трудоустройству. Статья предназначена для работников системы образования, руководителей образовательных организаций, исследователей, специалистов в сфере социальной защиты, труда и занятости. The article deals with the problems of vocational guidance and employment of students/graduates with disabilities, as well as identifies factors contributing to the effective training and employment of this category of people. The article focuses on the problem of insufficient career guidance work with the disabled. The choice of future profession should be based not only on personal interest and stereotypical judgments, but also on the correspondence of conditions, mode and nature of work to the state of health, and students are not always able to calculate it independently. The authors point out the need to increase the level of legal culture of students with disabilities, to strengthen productive interaction between higher education institutions implementing professional habilitation and rehabilitation programs and employment services and employers, to familiarize students with the features of the labor market during their studies and prepare them for further rational employment. The article is intended for employees of the education system, heads of educational organizations, researchers, specialists in the field of social protection, labor and employment.

The purpose of this research is to evaluate the views of university students with disabilities, regarding the distance education process. The data collection tool of this qualitative research carried out in a phenomenological design is a semi-structured interview form developed by the researcher, which aims to get the opinions of the disabled students studying at the university on the distance education process. The study group of the research consists of 30 students with visual, hearing and orthopedic disabilities who are studying at various universities in the cities of Almaty, Nur-Sultan, Aktobe and Karaganda in Kazakhstan, and have agreed to participate in the research voluntarily. As a result of the research, it was revealed that university students with disabilities found distance education inadequate in terms of teacher-learner, learner-learner, learner-content and learner-technology relations in line with the answers they gave in the semi-structured interview form. Improving teacher and peer relations in the distance education process of disabled university students, reorganizing the educational content and creating the technological infrastructure suitable for their needs are among the important tasks of the education approach of contemporary higher education. The paper summarizes the many years of experience in methodological support and training at the Center of Professional Education for the Disabled and at the “Inclusive Education” Research and Educational Center of the Vladimir State University. At these centers the work is aimed at establishing a system of continuous higher inclusive education for persons with hearing and visual impairments. The paper focuses on the issues concerning the organization of educational process and the adaptation of learning materials for students with hearing and visual impairments; it addresses the problem of creating a system of academic support for students with disabilities and providing psychological and educational assistance to individuals with hearing and visual impairments in the system of higher education.

This paper explores the obstacles that prevent young people from accessing higher education. Inadequate and unequal access to higher education internationally and in South Africa, in particular, has undermined young people’s potential to contribute to national development. In South Africa, limited access to higher education for the majority remains a major problem. Hence, young people are underdeveloped socially, economically and academically. Thus, lack of educational opportunities relegates young people to the periphery of the mainstream socio-economic development. This paper uses Kenneth Gardens as a case study to interrogate a lack of access to higher education and its implications for youth vulnerability and non-participation in their own development. The research was qualitative in nature. The imperial data were solicited from semi-structured interviews with Kenneth Gardens youth. In addition, participant observation was used as a research instrument. The major findings from the research were the lack of aspirations as one of the major obstacles that hinder youth from accessing higher education, and the research also found that lack of funding, lack of awareness and inability to meet the minimum university entry requirements were underlying factors. Additionally, a lack of career guidance in schools and unemployed graduates were found to be fundamental for poor access to higher education.

A inclusão representa um desafio em todas as modalidades de ensino, desde a Educação Infantil até o Ensino Superior. Torna-se, desse modo, fundamental entender as diferenças e as especificidades das pessoas com deficiência para implantação de modelos educativos inclusivos em cada modalidade de ensino. Este artigo teve como objetivo identificar e analisar, a partir do ponto de vista dos estudantes com deficiência, os fatores que dificultam a permanência nas instituições de ensino superior e, eventualmente, promovem a evasão nesta modalidade de ensino. O estudo proposto foi de natureza qualitativa, em recorte transversal. A pesquisa foi realizada em duas universidades localizadas numa cidade de médio porte do interior do estado de São Paulo, sendo uma pública e outra privada. Após a definição dos critérios para recrutamento dos participantes, sete universitários com deficiência aceitaram participar voluntariamente da pesquisa. Os instrumentos utilizados foram entrevistas semiestruturadas e a entrevista reflexiva, sendo que os dados obtidos foram analisados por meio da análise de conteúdo. Os resultados indicaram que diversas práticas no interior da universidade podem estar associadas à exclusão, variando de questões objetivas, como a ausência de recursos adaptados e barreiras arquitetônicas, a aspectos relacionais, como a presença de preconceito e resignação dos próprios estudantes com deficiência. Desse modo, apesar do notório aumento de estudantes com deficiência no ensino superior, este estudo revelou que ainda existem necessidades de mudanças significativas na cultura institucional para que a inclusão seja, de fato, uma realidade nas universidades. Palavras-chave: Estudantes com Deficiência. Ensino Superior. Inclusão. Permanência. AbstractInclusion represents a challenge in all levels of teaching, from early childhood to higher education systems. Based on that, it is essential to understand the differences and specificities of people with disabilities for the implementation of inclusive educational models in each teaching modality. This article aimed to evaluate, from the point of view of undergraduate students with disabilities, the challenges they face to stay in the university and the factor that may be associated to drop off the institution. Using a qualitative approach, the research was conducted within two universities located in a medium-sized city in São Paulo state. After defining the criteria for recruiting the participants, 7 undergraduate students with disabilities voluntarily accepted to participate in the research. The instruments used were semi-structured interviews and the reflective interviews, and the data gathered from the fieldwork were analyzed through content analysis. Findings pointed out that several practices within the university may be associated with exclusion, ranging from objective issues, such as the absence of adapted resources and architectural barriers, as well as negative relationships which expose them to prejudice. Thus, despite the notorious increase of undergraduate students with disabilities in higher education in Brazil, this study revealed that there are a range of necessary changes to become the universities truly inclusive. Keywords: Students with disabilities; Higher education; Inclusion; Exclusion.

A hátrányos helyzetű csoportok, mint a fogyatékkal élő emberek, jelenleg alulreprezentáltak a felsőoktatásban, ami egy önrontó körként tovább csökkenti az elvben egyenlő esélyeiket a boldog és sikeres élethez. Háttér és célkitűzések: A felsőoktatásban az esélyegyenlőséget fizikai és környezeti oldalról is vizsgálhatjuk, melyből jelen kutatás a környezetre fókuszál, ezen belül is a társas környezetre. A hallgatótársak fogyatékossággal és egyes fogyatékos hallgatótársakkal kapcsolatos attitűdje nagy szerepet játszhat abban, hogy mind rövid-, mind hosszútávon a felsőoktatás elérhetőbb legyen a fogyatékos fiatalok számára is. A célunk, hogy megvizsgáljuk a különféle fogyatékossággal kapcsolatos attitűdöt, és ezzel kapcsolatban álló személyes jellemzőket, mint a demográfiai különbségek, a tapasztalat szerepe vagy az érzelmi kompetenciák. Módszer: Kérdőíves kutatással felmértük a Budapesti Műszaki- és Gazdaságtudományi Egyetem hallgatóinak fogyatékossággal kapcsolatos attitűdjét (n=400) az ATDP-skálával (YUKER és mts-ai, 1970), valamint Bogardus-féle rangsorolással és az ezt meghatározó lehetséges háttérváltozókat saját kérdésekkel, illetve az EQ-i (BAR-ON, 2004) alkalmazásával. Eredmények: A különböző fogyatékossági csoportok elfogadottsága egyértelműen eltérő, s ez a sorrend egy új trendre utal a fogyatékossággal kapcsolatos gondolkodásmódban, mely elveti a korábbi, láthatóság alapján történő attitűd kialakítást. Következtetések: A fogyatékos hallgatók felsőoktatási integrációjának növeléséhez fontos figyelembe venni, hogy az ép és a fogyatékkal élő hallgatók közösen konstruálhatnak egy inkluzív teret. Ahhoz, hogy ez akadálymentes legyen, szükség van az interakciók számának növelésére és az érzelmi képességek fejlesztésére is.***Attitude Towards Disability In Higher EducationThe disadvantaged groups, like people with disabilities are nowadays underrepresented in higher education. This can be a basis of a negative spiral, and can reduce the in theory equal opportunity of these people for a happy and successful life.Background and aims: We can examine the equality of higher education from physical and environmental approach. This study focuses on a special part of it, on the social context. The attitude of students towards disability and disabled students can have an influence on short- and long term on the accessibility of higher education for students with disabilities. Our aim is to examine the attitude towards different kinds of disabilities and the related personal attributes.Methods: We made some surveys with the students of the Budapest University of Technology and Economics (n=400) with a questionnaire. We focused on their attitude towards disability by the help of ATDP (YUKER et al., 1970) and Bogardus ranking, and some background variables moderating this view, with our own questions and by the help of EQ-i (BAR-ON, 2004).Results: The acceptance of different kinds of disability is significantly variant. This shows us a new trend in the attitude. The view of disability is no more based on its visibility. Discussion: When we talk about equality and inclusion in higher education we’ve to take it into consideration that the average and the disabled students can build an inclusive space and community together. To make this unobstructed there is a need for more interactions and development of emotional competencies.
