The paper focuses on the problem of accessibility and quality of higher education for students with disabilities. We describe our experience in organising network interaction between the MSUPE Resource and Training Center for Disabled People established in 2016-2017 and partner universities in ‘fixed territories’. The need for cooperation and network interaction arises from the high demand for the cooperation of efforts of leading experts, researchers, methodologists and instructors necessary for improving the quality and accessibility of higher education for persons with disabilities. The Resource and Training Center offers counseling for the partner universities, arranges advanced training for those responsible for teaching of the disabled, and offers specialized equipment for temporary use. In this article, we emphasize the importance of organizing network interactions with universities and social partners in order to ensure accessibility of higher education for students with disabilities.

The article deals with the issues of legal regulation of ensuring accessibility of higher education for the disabled and people with disabilities. The relevance of obtaining agricultural education in the Russian Federation, which should be as close as possible to the main consumer — the rural population, is emphasized. The openness of agricultural education to the needs of rural residents will help reduce migration fl ows and preserve young people in rural areas. Attention is drawn to the fact that obtaining agricultural education is possible and accessible not only for people without disabilities, but also for people with disabilities. The advantage of providing higher agricultural education to this category of rural residents is that they are not aimed at migration, they live permanently and for a long time in a certain territory. The review of the current legal acts regulating the issues of accessibility and training in higher education organizations for persons with disabilities and persons with disabilities is presented. The article analyzes current trends in the legal fi eld of inclusive education. The article considers the concept and legal status of disabled people and students with disabilities, the concept of inclusive education and the requirement for its implementation at all levels, including higher education.

Quality assurance plays a significant role in enhancing the quality of higher education nowadays. Resolution No. 29-NQ/TW dated November 4, 2013, the Central Executive Committee (Session XI), on “fundamental and complete reform in education and training, serving industrialization and modernization in a socialist-oriented market economy and international integration” identified quality analyses as one of the tasks and solutions to radically and considerably renovate education and training. The paper provides a broad overview of some issues on quality control in advanced education and then suggests some measures to strengthen the quality of academic training in Vietnam ahead of the current regional and international integration trend.

AbstrakUntuk menunjang proses pembangunan diberbagai bidang dewasa ini seiring dengan kemajuannya yang sangat pesat maka kita dituntut untuk lebih mengembangkan segala sumber daya khususnya sumber daya manusia. Di dalam GBHN telah ditetapkan bahwa pemerintah bertekad untuk meningkatkan kualitas pendidikan , mulai dari pendidikan tingkat dasar sampai dengan pendidikan tinggi. Salah satu komponen penting yang menentukan kualitas pendidikan tinggi dan mendapat perhatian yang sangat besar oleh Menristekdikti adalah dosen, karena dosen adalah subjek terpenting yang menentukan mutu proses pembelajaran di perguruan tinggi, dan pada gilirannya merekalah yang dapat menentukan kualitas lulusan yang dihasilkan. Di tingkat pendidikan tinggi upaya untuk meningkatkan kualitas proses dan manajemen pendidikan serta kualitas output pendidikan itu sendiri telah dilakukan dengan berbagai cara. Salah satu masalah utama yang dihadapi dunia pendidikan tinggi adalah masalah peningkatan kualitas dosen perguruan tinggi swasta pada khususnya dan perguruan tinggi perguruan tinggi di Indonesia pada umumnya. Untuk meningkatkan kualitas dosen salah satunya ditentukan oleh kemampuan mereka didalam mengajar. Di perguruan tinggi, mengajar merupakan pekerjaan profesional yang membutuhkan pendidikan dan pelatihan khusus. Oleh karena itu seorang dosen perlu menguasai berbagai kemampuan, baik kemampuan di bidang ilmu maupun kemampuan mengajar. Semua kemampuan tersebut perlu diintegrasikan menjadi suatu wawasan yang utuh ketika seorang dosen mengajar didepan kelas.AbstractTo support the development process in various fields today along with its very rapid progress, we are required to further develop all resources, especially human resources. In the GBHN it has been determined that the government is determined to improve the quality of education, starting from primary level education to higher education. One important component that determines the quality of higher education and receives very high attention by Menristekdikti is lecturers, because lecturers are the most important subjects that determine the quality of the learning process in higher education, and in turn they are able to determine the quality of graduates produced. At the tertiary level, efforts to improve the quality of the process and management of education and the quality of the output of education itself have been carried out in various ways. One of the main problems facing the world of higher education is the problem of improving the quality of lecturers of private tertiary institutions in particular and tertiary tertiary institutions in Indonesia in general. To improve the quality of lecturers, one of which is determined by their ability to teach. In college, teaching is a professional job that requires special education and training. Therefore, a lecturer needs to master a variety of abilities, both abilities in the field of science and teaching ability. All of these abilities need to be integrated into a complete insight when a lecturer teaches in front of the class.

The implementation of qualitative inclusion in higher education institutions is one of the conditions for the constant development of Ukraine. The analysis of statistical data, made by the authors, shows a permanent reduce of the number of people with disabilities, who obtain higher education now. Based on the analysis of modern researches and media materials, authors identify the reasons for this tendency. They believe that one of the main barriers is the inability of young people with disabilities to get a job in their specialty and build a successful professional trajectory. Having analyzed the few of Ukrainian universities’ websites, authors propose the development of a unified approach for the special educational services provision. Authors also determine its main elements as: definition of educational difficulties; systematic monitoring of the availability of higher education institutions and of the level of satisfaction of special educational services; expansion of the collected information about students with disabilities; programs of communication ethics among teachers, students and persons with disabilities; psychological services; monitoring the observance of the rights of students with disabilities; inclusion of students with disabilities in academic mobility programs; employment of students with disabilities; determination of quality indicators for the special educational services provision; providing full information on the possibility of provision services to students with disabilities; representation of students with disabilities in the advertising products of institutions – as equal members of the student community. The authors consider these elements as an appropriate base for determination of the quality of higher education institutions inclusion. At the same time, teachers use the individual approach, adjusting a system of «smart adaptation» for students with different physiological and psychological characteristics.

The paper focuses on the main aspects of working towards making quality higher education accessible for persons with disabilities. The paper reveals specific educational conditions necessary for teaching and supporting students with disabilities, such as: developing and implementing career guidance programmes, adapted educational programmes, programmes for social psychological support, programmes for employment assistance and post-graduate support of students. Adaptation of educational programmes implies not only establishing a set of common requirements for adjusting the educational process to teaching individuals with disabilities depending on the specifics of their disability, but it also implies developing universal approaches and requirements for providing special settings in which their learning takes place. It is important that physical (architectural), informational, academic services and facilities be available for students with different disabilities and that members of the staff of an education organization have special competencies for working with the disabled persons. The paper also stresses the necessity of developing and implementing an effective model of extending the successful experience that a number of universities have in teaching students with disabilities to the system of higher education in general. This major goal could be achieved through the establishment of a network of resource and training centers in the regions of Russia.

The internship program is able to improve students' soft skills and hard skills as well as solve problems that exist in the industrial world. The student exchange program is able to improve student competence in participating in the transfer of existing knowledge at partner universities. Student certification and training programs are able to improve student scientific discipline in identifying problems and solving problems according to the scientific field. The Thematic Real Work Lecture Program is able to understand the culture, social and economics of the community so that students have the ability to draft village regulations and socialize them. Students' abilities in internships, student exchanges, student certification and training, and thematic Real Work Lecture activities are expected to enable students to achieve KPI 1, namely Graduates Get Decent Work.

The paper focuses on the attitude of university staff towards students with disabilities and on the readiness for inclusive higher education in members of the academic staff. It is stressed that one of the main tasks of the resource and training centers network is to help overcome such powerful barriers as social stereotypes and incompetence in inclusive education and to assist university teachers in establishing contacts and interaction with students with disabilities. The paper presents a study that involved 2181 university teachers from 10 universities of the Tyumen region. The study had two objectives: first, to explore the attitude of the academic staff of the universities to students with disabilities and the former’s readiness for inclusive education; secondly, to reveal gender differences in relation to inclusion. The main outcomes of the study are as follows. Women working in higher education are more positive towards inclusive education and its prospects, more tolerant and sympathetic to persons with disabilities. They are more focused on active inclusive behavior, on acquiring new knowledge and skills, and on rendering extensive support to students with disabilities. They value their own skills and competencies in inclusive teaching and collaboration highly enough. The paper concludes that women working at the universities of the Tyumen regions are an important resource for achieving the goals of resource training centers in the field of inclusive higher education.

The study aims to know the implementation of these institutions of laws and regulations concerning the employment of the disabled, the equipment of these institutions for an environment suitable for the disabled employee, and training plans to accept and integrate the disabled employee. The study in accordance with the descriptive analytical approach, on a sample of decision makers in the employment of these institutions reached 17 people. Through a questionnaire specifically designed for the purpose of the study consisting of three axes with 36 phrases. After collecting the data, statistical analysis was carried out through the SSPS, and the most important results indicated that the implementation of laws and legislation on the employment of persons with disabilities is minimal. The study concluded that the reality of employment for persons with disabilities is far from hoped for. The study recommended a set of recommendations, the most important of which is to find a follow- up mechanism for the laws and legislation concerning the employment of persons with disabilities by those interested in the rights of persons with disabilities.

The Competitiveness of a nation is determined by the quality of higher education, especially in the technological and innovation. Improving the quality of higher education related to the performance lecturer in the areas of education, research and publications, and community service. Lecturer performance improvement requires the competence and commitment of university leadership. A leader in university must make a good organizational climate especially education and training that engagement and developed in its members. This study aims to determine the impact of leadership on the performance of lecturers. The study was conducted at state and private universities in Jakarta with a sample of 60 lecturers. The results showed that leadership in higher education that can improve the performance of the lecturer. Variables significant are able to provide exemplary leadership, make decisions quickly, giving delegates the authority, and a high level of optimism.Daya saing suatu bangsa ditentukan oleh kualitas pendidikan tinggi, terutama dalam teknologi dan inovasi. Peningkatan kualitas pendidikan tinggi terkait dengan kinerja dosen dalam bidang pendidikan, penelitian dan publikasi, serta pengabdian kepada masyarakat. Peningkatan kinerja dosen memerlukan kompetensi dan komitmen dari pimpinan universitas. Pemimpin di perguruan tinggi harus membuat iklim organisasi yang baik untuk menumbuhkan rasa memiliki dari dosennya serta pendidikan dan pelatihan untuk meningakatkan kompetensi dosennya. Penelitian ini bertujuan untuk mengetahui dampak dari kepemimpinan terhadap kinerja dosen. Penelitian dilakukan di universitas negeri dan swasta di Jakarta dengan sampel dari 60 dosen. Hasil penelitian menunjukkan bahwa kepemimpinan dalam pendidikan tinggi yang dapat meningkatkan kinerja dosen. Variabel yang berpengarih nyata adalah kemampuan memberikan teladan, membuat keputusan dengan cepat, memberikan delegasi wewenang, dan tingkat optimisme yang tinggi.
