В статье рассматриваются проблемы профориентационной работы и трудоустройства студентов/выпускников вузов с инвалидностью, а также выявляются факторы, способствующие эффективной профессиональной подготовке и трудоустройству данной категории лиц. В статье акцентируется внимание на проблеме недостаточности профориентационной работы с инвалидами. Выбор будущей профессии должен строиться не только на личной заинтересованности и стереотипных суждениях, но и на соответствии условий, режима и характера труда состоянию здоровья, а самостоятельно студенты не всегда это могут просчитать. Авторы указывают на необходимость повышения уровня правовой культуры студентов с инвалидностью, усиления продуктивного взаимодействия ВУЗов, реализующих программы профессиональной абилитации и реабилитации, и органов службы занятости и работодателей, знакомство в период обучения студентов с особенностями рынка труда и подготовки их к дальнейшему рациональному трудоустройству. Статья предназначена для работников системы образования, руководителей образовательных организаций, исследователей, специалистов в сфере социальной защиты, труда и занятости. The article deals with the problems of vocational guidance and employment of students/graduates with disabilities, as well as identifies factors contributing to the effective training and employment of this category of people. The article focuses on the problem of insufficient career guidance work with the disabled. The choice of future profession should be based not only on personal interest and stereotypical judgments, but also on the correspondence of conditions, mode and nature of work to the state of health, and students are not always able to calculate it independently. The authors point out the need to increase the level of legal culture of students with disabilities, to strengthen productive interaction between higher education institutions implementing professional habilitation and rehabilitation programs and employment services and employers, to familiarize students with the features of the labor market during their studies and prepare them for further rational employment. The article is intended for employees of the education system, heads of educational organizations, researchers, specialists in the field of social protection, labor and employment.

The article analyzes the results of studies of the features of the choice of profession and university by modern youth, conducted in 2018. The problems of professional self-determination of schoolchildren are revealed and new tasks of vocational guidance work at school are identifi ed. The material of the authors can be useful for creating an environment for professional self-determination, early career guidance and pre-professional training of schoolchildren in educational organizations.

Актуальность статьи обусловлена необходимостью формирования педагогических условий с целью привлечения талантливой молодежи в технический вуз. Разносторонний опыт организации профориентационной работы позволяет оказать содействие в выборе направления и замотивировать абитуриента поступить в технический университет. Проведенный анализ литературных источников, посвященных вопросу организации профориентационной работы в вузе, позволил автору определить ряд профориентационных мероприятий как одно из условий успеха работы в техническом университете. В статье проводится анализ полученных результатов в рамках реализации методов привлечения талантливой молодежи в технический вуз. Раскрыта сущность влияния сотрудников профориентационной работы на формирование мотивации талантливой молодежи. Показана важность активизации применения разносторонних методов профориентации, направленной на развитие мотивации талантливой молодежи с целью поступления в технический университет. Статья предназначена для работников системы образования, руководителей образовательных организаций, исследователей. The relevance of the article is due to the need to form pedagogical conditions in order to attract talented young people to a technical university. The versatile experience of organizing vocational guidance work allows you to assist in choosing a direction and motivate an applicant to enter a technical university. The conducted analysis of literature sources devoted to the organization of vocational guidance work at the university allowed the author to define a number of career guidance activities as one of the conditions for the success of work at a technical university. The article analyzes the results obtained in the framework of the implementation of methods for attracting talented youth to a technical university. The essence of the influence of employees of vocational guidance work on the formation of motivation of talented youth is revealed. The article shows the importance of enhancing the use of versatile methods of career guidance aimed at developing the motivation of talented youth in order to enter a technical university. The article is intended for employees of the education system, heads of educational organizations, researchers.

The article presents the experience of implementing a cyclical educational and vocational guidance project that integrates pedagogical, methodological and socio-cultural resources of additional education for children and youth, institutions of general secondary and vocational education into a complex pedagogical technology of forming a conscious professional choice and motivating professional development. The project presented in this work is the development of the teaching staff of Minsk State Palace of Children and Youth (Republic of Belarus). The peculiarity of the pedagogical approach when developing a project is that it is designed as a modern pedagogical technology of a modular type. The project is addressed to two target groups of participants: the first group is students of institutions of general secondary education, gymnasiums, lyceums, students at the III stage (high school), for whom the situation of professional choice is relevant; the second target group is primary school students of vocational and secondary specialized education institutions. The pedagogical influence on the participants of this target group is aimed at increasing the stability of professional choice, expanding the ideas of student youth about the possibilities of the chosen profession for creative self-realization and the manifestation of business initiative. Ultimately, the expected social effect from the implementation of the project is associated, firstly, with a reasoned motivated choice of an educational and professional strategy and, secondly, with the formation of motivation for professional development and consolidation of promising personnel in the chosen professional field. Cultural, educational and methodological means, which provide the content and activity component of the educational and vocational guidance project, reflect the innovative process of practical solution of strategic and tactical tasks stipulated by the Concept for the development of vocational guidance of youth in the Republic of Belarus. Additional education for children and youth is an integrating factor in the development of career guidance potential of the unified educational system of the capital region of the Republic of Belarus.

The article describes the problem of social rehabilitation of disabled people. Due to the increase in the number of people with disabilities and disabled people around the world, as well as in our country, the issue of social rehabilitation of these persons remains relevant. Today, persons with disabilities are among the most vulnerable categories of the population. Most of them don’t have a family and don’t want to participate in public life. All this suggests that persons with disabilities in our society are a discriminated and segregated minority. That is why the state, providing social protection for the disabled, is called upon to create the necessary conditions for their individual development of creative and productive capacities and abilities. The authors analyzed the experience of the organization of social rehabilitation of persons with disabilities in Kazakhstan, concretized the update of its content.

The Autonomous Non-Commercial Organization “Minority Report” Research Center carried out a complex all-Russian monitoring of accessibility of higher education for students with disabilities in 1/3 of state universities (165 universities in 51 regions). The authors explored the issue from the point of view of organizations offering services in higher education (universities) as well as from the point of view of their customers (disabled students and their parents) and completed the picture with the data obtained through monitoring and participant observation; this enabled the authors to reveal the main problems that students with disabilities experience in getting higher education – in the stages of career guidance, university admission, studying at university and further employment. For instance, the authors point out to the legal restriction ‘one university – one profession’ referring to admission quotas for students with disabilities; problems with getting documents required for university application; low accessibility of educational environment and insufficient supply of special teaching devices; low accessibility of university websites etc. The authors propose the following specific measures for raising the accessibility of higher education for the disabled: introducing changes to legal acts restricting the opportunities of the disabled in higher education; changing the practices in organizations responsible for medical and social assessment in how they provide documents required for university application; expanding the services offered by resource and training centers; introducing a unified standard for university websites in sections referring to disability services, etc. This project was supported by state grant funds, Executive Order of the President of the Russian Federation issued on April 01, 2015 #79-рп, and on the basis of the contest carried out by the All-Russian Non-Governmental Organization «Liga Zdorovya Natsii».

The paper focuses on the main aspects of working towards making quality higher education accessible for persons with disabilities. The paper reveals specific educational conditions necessary for teaching and supporting students with disabilities, such as: developing and implementing career guidance programmes, adapted educational programmes, programmes for social psychological support, programmes for employment assistance and post-graduate support of students. Adaptation of educational programmes implies not only establishing a set of common requirements for adjusting the educational process to teaching individuals with disabilities depending on the specifics of their disability, but it also implies developing universal approaches and requirements for providing special settings in which their learning takes place. It is important that physical (architectural), informational, academic services and facilities be available for students with different disabilities and that members of the staff of an education organization have special competencies for working with the disabled persons. The paper also stresses the necessity of developing and implementing an effective model of extending the successful experience that a number of universities have in teaching students with disabilities to the system of higher education in general. This major goal could be achieved through the establishment of a network of resource and training centers in the regions of Russia.

The article analyzes a relationship between legal norms and theological codes in the field of social protection of citizens unable to work. The authors present a scientific analytical study in terms of the interconnection, interdependence and co-relation of scientific and non-scientific - theological views in the field of obligations and legal guarantees of protection from social risks of special categories of citizens, which include children, the elderly, the disabled, women with children. There is drawn a parallel between the norms of law and moral norms, religious beliefs in terms of the fundamental commandments about proper behavior, good and evil, and legal norms governing legal relations in the field of social protection on the example of the legislation of the Republic of Kazakhstan. Theological views are investigated considering the peculiarities that take place in the main religious directions included in the catalog of world religions: Christianity, Islam, Judaism, Buddhism, Hinduism. At the same time, a significant attention is paid to Orthodox Christianity teaching. Based on the study of legislation and basic theological sources, it has been proved that many basic issues of social security for certain groups of people have been laid down as doctrinal obligations before the development of legal regulations. Religious attitudes still play a major role today.

The article presents the graded model of continuous inclusive education for individuals with disabilities. It describes in brief the content of work within each grade. The importance of psycho-pedagogical support for students with disabilities over a period of training is pointed out. Besides, data are given about the special conditions for inclusive education and their impact on the quality of education. It contributes the idea to establish the Regional Resource Center of continuous inclusive education for liaising with the participants of the process in all grades. Professional self-determination among secondary school students with disabilities is a topical issue in social pedagogy. To arrange the supplementary education for children with disabilities it is necessary to provide facilities which include special software, methodological and didactic materials, special technical equipment for teaching in groups and for individuals. Moreover, there should be a guarantee of unassisted access to the building, education aid, and the assistant to provide an adequate technical aid for this category of children - in conducting classes for groups as well as individuals with special needs. As a whole these make up an environment inducing to master education programs by students with disabilities. Attempts are made to develop a mechanism of an easy pass from one level (grade) of education to another - to make the process of education consistent. So, there should be qualified career guidance at elementary schools with due regard for ICD code - to help the disabled students to choose the direction in professional education. The right target for future profession, corresponding to health and medical advice, enables the students with disabilities to realize their potential in professional activity.

The paper focuses on the importance of professional and vocational guidance for persons with disabilities. It describes the main approaches to providing such type of guidance to the disabled students and reveals the technologies of motivating people with disabilities to seek education and to make informed choices of profession. The research was aimed at developing the model of career guidance offered at resource and training centers established by the Ministry of Education and Science of the Russian Federation on the basis higher educational institutions. The paper presents the developed model of professional and vocational guidance for persons with disabilities and explains the algorithm of its implementation in the resource and training centers. Also, the paper gives recommendations on how to change the technology of communication between universities, regional job centers and offices of medical and social assessment.

Gender-based violence is a form of discrimination that prevents women from enjoying the rights and liberties on an equal level with men. Inevitably, domestic violence shows the same trend of victimizing women to such a degree that the term “domestic violence” is increasingly becoming synonymous with “violence against women”. The Istanbul Convention defines domestic violence as "gender-based violence against women", or in other words "violence that is directed against a woman because she is a woman or that affects women disproportionately." The situation is similar in the Republic of Macedonia, where women are predominantly victims of domestic violence. However, the Macedonian legal framework does not define domestic violence as gender-based violence, and thus it does not define it as a specific form of discrimination against women. The national legislation stipulates that victims are to be protected in both a criminal and a civil procedure, and the Law on Prevention and Protection from Domestic Violence determines the actions of the institutions and civil organizations in the prevention of domestic violence and the protection of victims. The system for protection of victims of domestic violence closely supports the Law on Social Protection and the Law on Free Legal Aid, both of which include provisions on additional assistance for women victims of domestic violence. However, the existing legislation has multiple deficiencies and does not allow for a greater efficacy in implementing the prescribed measures for the protection of victims of domestic violence. For this reason, as well as due to the inconsistent implementation of legal solutions of this particular issue, the civil sector is constantly expressing their concern about the increasingly wider spread of domestic violence against women and about the protection capabilities at their disposal. The lack of recognition of all forms of gender-based violence, the trivial number of criminal sentences against persons who perform acts of domestic violence, the insufficient support offered to victims – including victim shelters, legal assistance, and counseling, and the lack of systematic databases on domestic violence cases on a national level, are a mere few of the many issues clearly pointing to the inevitable conclusion that the protection of women-victims of domestic violence is inadequate. Hence, the functionality and efficiency of both the existing legislation and the institutions in charge of protection and support of women – victims of domestic violence is being questioned, which is also the subject for analysis in this paper.
