The article presents main results of the project implemented within the framework of the State Contract of the Ministry of Education and Science of the Russian Federation No. 05.043.12.0018 of 23 may 2014 aimed at developing a set of academic materials for the master’s programme in School Psychology. The article explains the methodological principles underlying the design of academic courses in higher education (master’s degree level) fulfilling the requirements of activity- and competency-based approaches to the professional training of psychologists for modern schools. Particular emphasis is placed on organizing the educational process in a way that ensures the formation of competencies in students necessary for their work as qualified school counselors as defined by the professional standard. The article argues that it also is appropriate to organize teaching and learning in modules given that the content of modules correspond with the key professional skills of the school psychologist. The advantages of network interaction between partner organizations for the development of professional competencies in students are described as well.

The competency based curriculum was introduced in Kenya in 2016 as pilot study for the new curriculum but adapted in 2019 in all pre-schools and lower primary school levels. The curriculum is viewed as a panacea in solving problems of unskilled school leavers with knowledge based to practical based curriculum. The objective of the study was to establish teachers’ preparedness on implementation of competence based curriculum in lower public primary schools in Kilifi and Nandi counties, Kenya. The study used descriptive research design. Data was collected by use of questionnaire, interview schedule and observation schedule. The sample used was 48 head teachers, 48 teachers that were purposively selected. A pilot study was conducted in two schools one from each of the two Counties to pre-test the instruments. The study made use of teachers’ questionnaire, head teachers interview schedule and observation schedule to collect and analyse data from the participants. Validity was ensured by face and content validity while Split-half technique ensured reliability. The quantitative and qualitative data were simultaneously analysed in order to triangulate the findings of the study. The results shows that the overall model is significant (F=6.006, p<0.05) and the coefficient also shows that teacher preparedness contributes significantly on implementation of competency based curriculum (β=0.342, t=7.985, p>0.05).This implies that teacher preparedness significantly influence implementation of competency based curriculum and therefore the hypothesis that there is no significant difference between teachers’ preparedness and implementation of competency based curriculum was rejected. The study recommended that the Ministry of education to ensure teachers are equipped with requisite skills, knowledge and teaching and learning resources to adequately prepare teachers for competency based curriculum.

The presented publication substantiates the peculiarities of the proffesional training of modern engineer-pedagogues in the field of food technologies in the system of competenсy approach’s pedagogical categories. The benefits of this study are the regularities of the given process, analyzed by the author of the article. Moreover, the author has identified these regularities as the following: the correspondence of the learning process, the interconnection and interdependence of teaching and learning, the construction of the training’s content in accordance with the objectives, the provision of interdisciplinary connections between different educational subjects, the unity of education and upbringing. The problem of designing the content part of education is revealed and the main positions in methodological concepts are singled out in the article. It is also noted by the author of the article that the educational process in the higher education institution should be directed to fixed laws and principles. With regard to higher pedagogical education, some knowledge-based learning principles are defined in the article; the author noted that they form a certain system of initial requirements, the observance of which ensure the necessary effectiveness of the educational process. Accordingly, the main principles for the proffesional training of future engineer-pedagogies in the field of food technologies on the basis of a competency approach are defined by the author as: the principle of training’s professional orientation, the principle of scientificity, the principle of systemicity and consistency, the principle of directing the learning process on the personality of the learning’s subject, the principle of consciencity and creative activity of the person in the learning process. The requirements for the engineer-pedagogies of the XXI century are also quite widely presented in the article by the author. In the author’s opinion, these requirements’ condition is the transformation of the vector of pedagogical staff’s vocational training, based on a competence-oriented approach, involving the reorientation of the educational paradigm from a predominantly broadcast of knowledge to the formation of professionally relevant skills and competences for future engineer-pedagogies in the field of food technologies.

Abstract The article analyzes the development of competency-based professional training standards and their implementation into educational process in foreign countries. It determines that the main idea of competency-based approach is competency-and-active learning, which aims at complex acquirement of diverse skills and ways of practice activities via mastering respective competences. The article states that competency is the product of competence due to which a person successfully realizes themselves in different spheres of their professional engagement, gains social independence and becomes mobile and qualified. The article also dwells on the international experience of professional and training standards development, it analyses specific internal national, as well as external all-European and worldwide conceptions of professional and training standards development, conceptual foundations of competency-based approach in national higher education within the framework of global information society formation. It highlights specific aspects of standards development based on activity-oriented technologies and professional competence assessment. The article states that within the framework of competency-based teaching and training, quality-assuring actions have to ensure the correspondence of standards and learning outcomes. It informs that the labour market is represented by employers, trade unions and the government. The article explores the fact that in Russia, Ukraine and many other countries the employers and the trade unions do not collaborate to formulate their needs with regard to professional training standards, that is why the government and its administration bodies have to do the task of predicting labour market needs on their own.

The article is devoted to the analysis of modern approaches to the organization of the educational process, which would contribute to the formation of a category of lawyers with the necessary knowledge and are capable of preparing and implementing reforms in the political and legal system of their state. It is determined that modern legal education poses its own requirements to the applicant, namely to be a comprehensively developed, independent, self-sufficient person, guided in life by his own knowledge and beliefs, in this regard, the issue of professional training of a modern lawyer, which could withstand modern challenges, becomes especially relevant. It is noted that the training of the future lawyer should be aimed at forming a versatile specialist (lawyer), ready to fulfill a complex set of modern practical tasks for the legal protection of the rights, freedoms and legitimate interests of a person and citizen. On this basis, the training of future lawyers should take into account modern approaches to the educational process. The most important of them are analyzed on the example of the National University of Life and Environmental Sciences of Ukraine (hereinafter - NULES of Ukraine). First, the quality of specialists’ training substantially depends on quality of teaching subject matters which is defined by providing applicants with the corresponding training material (modern qualitative textbooks, manuals, study guides, didactic materials, etc.). And most importantly - the use of computer technology, electronic educational resources, with the help of which the interaction of the sphere of higher education with other spheres of life of society is ensured. Of course, modern ICTs increase the efficiency of the educational process, open the possibility of introducing completely new methods of teaching and learning. However, the implications of the growing importance of ICT in general, and the Internet in particular, should also be taken into account. The use of modern ICTs has become an integral part of the educational process of NULES of Ukraine during the Covid-19 pandemic. Secondly, taking into account modern trends in the field of education, the training of future lawyers should not ignore one of the most important indicators of the quality of higher legal education - the use of a foreign language in the educational process, in particular English. In particular, the NULES of Ukraine provides teaching in English of certain legal disciplines for applicants for higher education of the first (bachelor's) level. Thirdly, the training of a lawyer should be not only theoretical, but also practical. Practical training of a lawyer involves work during practical classes, internships in enterprises, institutions and organizations, self-training by independently performing certain tasks. However, it is worth highlighting another form of practical component of the training of future lawyers - these are legal clinics. To date, such a form of specialists’ practical training in the field of law has been effectively introduced into the educational process of higher educational institutions of Ukraine of the III-IV levels of accreditation. NULES of Ukraine is no exception. The Legal Clinic «Protection and Justice» operates on the basis of the Department of International Law and Comparative Law. It is proved that the quality of specialists’ training in the field of law depends on many factors (the use of modern ICT in the educational process, electronic educational resources, the possibilities of foreign languages in teaching legal disciplines, etc.). However, to a large extent, the quality of training depends on the practical component of the educational process, and therefore special attention should be paid to this component. The article deals with the issue of the development of higher education, the formation of a new model of educational process in non-philological higher schools. It is noted that the new model of educational process is focused on active modernization of education, improving the quality of education, more efficient use of training time and satisfying the needs of each student in accordance with his individual abilities through the use of information technologies in the educational process. Today the task of most linguistic departments and language training centers for foreign students of higher education in Ukraine is to search and develop innovative teaching technologies and advanced forms and methods of teaching students, the introduction of the results of advanced world scientific schools into the practice of teaching non-native language. The urgency of the problem lies in the fact that in today’s demanding and rapidly changing environment, the level of education depends to a large extent on the effectiveness of the introduction of modern technologies into learning, based on new methodological principles, modern didactic principles and psychological and pedagogical theories. Of course, computer does not replace the teacher, but is only a means of carrying out a pedagogical activity, his assistant. However, it should be noted that when using multimedia, the role of a teacher changes significantly: he begins to use teaching time more effectively, focusing on individual assistance to students, on the discussion of information, on the development of their creative approach. Despite the large number of new educational technologies, one should not consider any of them as self-sufficient. Perhaps the one that integrates a complex of achievements of several methods, that is transformed depending on the methodological preferences, the content of the discipline, the equipping of the educational process, the level of students, the level of professional training, will be the most effective.

The purpose of the article is to consider innovative technologies as a pedagogical condition for professional training of future professionals of the social sphere.Methods. Analysis of innovative technologies has significant achievements in the modern scientific field, which leads to a logical analysis of research in the field of pedagogy, psychology and methods of vocational training; logical-structural analysis – to determine the essence of the concept of “pedagogical condition”, substantiation of theoretical and methodological principles of the problem. The methodology of the research is a system of methodological principles (objectivity, complexity, disclosure of contradictions of the subject being studied, etc.).Results. The pedagogical conditions of professional training of future specialists in the social sphere are a set of actions that provide the most favorable environment for the effective functioning of a particular pedagogical system in the educational process. This means that the formation of a professional in the social sphere is influenced by various individual psychological and socio-psychological reasons due to higher nervous activity, needs, interests, motivation, abilities, individual psychological characteristics of a person, as well as living conditions in the social environment and social individual experience.Undoubtedly, innovation as an activity process and as its result is one of the highest values of the individual, because innovation itself is a kind of value system.Innovative technologies include: project studying; professional self-futuring; technology of immersion in professional activity; game techniques, etc.Conclusions. Thus, the personality of the specialist in the field of education, formed as a result of innovative education, is characterized by such features as: openness to innovation, readiness for pluralism of opinion; awareness of the need for innovation; focus on the present and the future; the ability to recognize another opinion without fear of changing one's own; readiness to overcome professional failures; positive perception of their past experience; planning future actions to achieve the intended goals and their impact on professional independence.Key words: innovative technology, pedagogical condition, a specialist of thesocial sphere, professional training, coaching, facilitation.У статті розкрито сутність педагогічних умов професійної підготовки майбутніх фахівців соціальної сфери, проаналізовано вплив інноваційних технологій на формування фахівців.Метою статтіє розгляд інноваційних технологій як педагогічної умови професійної підготовки май-бутніх фахівців соціальної сфери.Методи. Аналіз інноваційних технологій має значні напрацювання у сучасній науковій сфері, що зумовлює логічний аналіз наукових досліджень у галузі педагогіки, психології та методики професій-ного навчання; логіко-структурний аналіз – для визначення суті поняття «педагогічна умова», обґрун-тування теоретичних і методичних засад означеної проблеми. Методологію проведеного дослідження становить система методологічних принципів (об’єктивності, комплексності, розкриття суперечностей предмета, що вивчається, та ін.).Результати. Педагогічними умовами професійної підготовки майбутніх фахівців соціальної сфе-ри виступає сукупність заходів, які забезпечують найбільш сприятливе середовище для ефективного функціонування певної педагогічної системи в освітньому процесі. А це означає, що на формування професіонала соціальної сфери впливають різні індивідуально-психологічні та соціально-психологічні причини, зумовлені вищою нервовою діяльністю, потребами, інтересами, мотивацією, здібностями, індивідуально-психологічними характеристиками особистості, а також умовами життя в соціальному середовищі та соціальним досвідом індивіда.Безперечно, інновація як діяльнісний процес і як його результат постає однією з вищих цінностей особистості, оскільки й сама інноваційна діяльність є своєрідною системою цінностей.До інноваційних технологій відносимо: проектне навчання; професійне самофутурування; техноло-гію занурення у професійну діяльність; ігрові методики тощо.Висновки. Отже, особистість фахівця соціальної сфери, сформована внаслідок інноваційної осві-ти, характеризується такими рисами, як: відкритість до інновацій, готовність до плюралізму думок; усвідомлення необхідності інноваційної діяльності; орієнтація на сьогодення і майбутнє; вміння визна-вати іншу думку, не боячись змінити власну; готовність до подолання професійних невдач; позитивне сприйняття свого минулого досвіду; планування майбутніх дій для досягнення передбачуваних цілей та їх впливу на фахову самостійність.Ключові слова:інноваційна технологія, педагогічна умова, фахівець соціальної сфери, професійна підготовка, коучинг, фасилітаторство.

The strategic guidelines in determining the theoretical and methodological principles of the system for the development of the methodological and mathematical competence of future Mathematics teachers is the implementation of the personality-oriented paradigm of education; creation of conditions for subject-subject interaction of participants in the pedagogical process; compliance with the provisions of the systemic, personality-active, integration-technological and competence approaches, the optimal combination of traditions and trends in the development of methods of mathematical education within the modeling of the content, forms and methods of organizing of the educational process. The main principles are highlighted – feasibility, integration, functional completeness, continuity, professional and pedagogical orientation, on which the pedagogical conditions for ensuring the effectiveness of the development of methodological and mathematical competence of a future teacher of mathematics are based. The use of the listed theoretical foundations in the professional training of future mathematics teachers has confirmed the effectiveness of the developed model.

The need of increasing the effectiveness of students’ professional training determines the search for new mechanisms, models and technologies of educational process organizing at a university based on systemic, competency-based and practice-oriented approaches. The theoretical and methodological foundations of increasing the effectiveness of students’ professional training are substantiated, including key scientific approaches (systemic, competency-based, practice-oriented) and the principles of their realization (professional orientation, competitiveness, interdisciplinarity, social partnership, practice orientation, pedagogical support, regionalization). A model for increasing the effectiveness of students’ professional training using distance educational technologies has been developed and experimentally tested. The pedagogical ways of increasing the effectiveness of future specialists’ professional training in universities using distance educational technologies have been identified. Distance educational technologies are considered as a means of increasing the effectiveness of students’ professional training. Correct use and further development of the abovementioned technologies would improve the overall professional competency of intending specialists in the area of education.

The research analyzes the process of developing competency in local history in future teachers as one of the components of their professional training. It shows that the development of components of competency in local history contributes to developing the teacher’s personality as a researcher and specialist in terrain geography. It presents the author’s model for training future teachers (based on the example of geography teachers) for local studies and tourist activities following a competency-based approach. This model consists of several blocks and their parts: targets (goals, objectives), methods and structure (approaches, principles, the subjectivity of relationships between participants in local studies and tourist activities, components of competency in local history and their criteria), content and procedures (stages, content, forms, methods, technologies, pedagogical conditions), evaluation and outcomes (levels, as well as the results obtained from the introduction of the author’s model into the educational process). Also, the research specifies the following criteria of future geography teachers’ competency in local history: motivation and values, cognition and knowledge, activities and practice. It clarifies low, average and high levels of future geography teachers’ competency in local history. It demonstrates the organization and the course of experimental work. Finally, it draws relevant conclusions about the effectiveness of proposed pedagogical conditions for developing competency in local history in future geography teachers following a competency-based approach.

The subject of the study is education in the field of culture and art, its purpose is to assess public policy in the field of art education. The article analyzes the reasons for the appearance in the film industry of specialists with a low level of training. The study was based on the regulatory legal acts of the Ministry of Education and Science of Russia, data from Federal State Statistics Service, portals of the Ministry of Education and Science of Russia: ‘Monitoring the employment of graduates’ and ‘How to enter the UNIVERSITY correctly’. During the study, a hypothesis was formulated on the trend of an increase in the training of specialists in creative specialties in non-core educational organizations. The hypothesis was tested on the basis of a regressive analysis of the distribution of admission quotas to higher education organizations, regardless of their departmental affiliation, and the construction of a linear regression. The article applies methods based on the establishment of an internal relationship of phenomena, their mathematical description. According to the analysis, the assessment of the quality of education in the field of culture and art should be determined not only by conducting online exams and testing graduates, and by questioning employers about the quality of their professional training. The author suggests measures aimed at changing the existing methodology for distributing admission quotas for creative specialties to educational organizations of higher education of the Ministry of Culture of Russia and other universities for which creative specialties are not specialized, and tightening requirements for material, technical and personnel support of a full-fledged educational process.
