Education in tribal societies has helped in maintenance of social structure and goal attainment for a sustained living. The Hill Kharias are the primitive tribal people of Mayurbhanj of the state of Odisha in Eastern India. The development of education of the Hill Kharia community/society of Mayurbhanj is the main aspect of the improvement of the primitive tribal communities of the state of Odisha. The Government of India issued directions vide the letter. No. 20018 5/81- ITDA dated 27th April 1980 for the identification of Primitive Tribal Groups, keeping in view the facts that attention to certain tribal groups’ backwardness. In India Hill Kharia is one of the primitive tribal groups living mainly in the forest and hilly covered areas of the Mayurbhanj district of Odisha. Mentally, the people of Hill Kharia tribe of Mayurbhanj are very weak, because of lack of proper education, awareness, adequate foodstuffs, for which they are backward in present society. Odisha has possessed a distinct place in tribal history of India and it is the home of a number of different types of tribes. Different development programmes for education have been implemented through the different govt. or Non govt. agencies. On the basis of field study made by the earlier scholars including the present authors, the Hill Kharias are residing in the Mayurbhanj district of Odisha. The aim of this paper is to focus on educational status of the Hill Kharias of Mayurbhanj district of Odisha. Methodologically, both the primary and secondary sources have been used in the present article.

This article is a critical commentary on the report that the High-Level Committee on Socio-Economic, Health and Educational Status of Tribal Communities of India submitted to the Government of India in 2014. This is one of the most exhaustive reports on tribal societies in India, providing well analysed data on the different indices of their social and cultural life. The analysis of data on socio-economic, health and educational status is followed by a set of recommendations that the state and the institutions of civil society may examine. At the end, all these recommendations are brought together in a consolidated set and the feasibility of each of these is discussed. An important point the report makes is that the state has paid a lot of attention to issues of development in tribal areas without caring for protecting them from the elements which have been exploiting them. Development has rendered a large number of them homeless, and this makes them hugely vulnerable to different forms of oppression.

The study on educational system of the Santals of Mayurbhanj is an interesting aspect of the tribal education of Odisha in Eastern India. Santals are the the largest number of people among the total tribal population of Odisha. Education of the tribal communities /societies has helped in preservation of social structure and goal achievement. The Santals are largely residing in the Mayurbhanj district of Odisha. The development of education of the Santals of Mayurbhanj district is the main part of the tribal educational system of the state of Odisha. Odisha has possessed a distinct place in tribal history of India and it is the home of a number of different types of tribes. Different developmental programmes / schemes for education have been implemented through the Governments and Non Government agencies for the educational improvement of the tribal children of Odisha in general and Santal children in particular. On the basis of field study made by the earlier scholars including the present authors, the people of Santal tribe/society are mostly residing in the Mayurbhanj district of Odisha. In fact, most of the tribes of Odisha in Eastern India have no written languages, but in case of Santala tribe, it has a written language with  a specific ‘Ol Chiki’ script for the use of its own people. The Santal children of Mayurbhanj district are more interested in modern education in comparison to other tribal children of Odisha. At present the educated people of Santal tribe of Mayurbhanj have been able to organize their socio-cultural associations for preservation of their traditional culture. The aim of this paper is to focus on educational system for the Santal children of Mayurbhanj district of Odisha along with to highlight their receptive minds for receiving modern education for their moral as well as physical developments for entry into the main stream of the present / modern society. Methodologically, both the primary and secondary sources have been carefully utilised in the present article

The present constitution- promulgated by the Constitutional Assembly (CA) in September, 2015 is the seventh written document in the constitutional history of Nepal which has institutionalized Federal Democratic Republic achieved after the success of peoples' movement of 2006. It was made based on the principles of constitutionalism. The constitution of Nepal has addressed different issues for a modern state and is regarded as a progressive, people oriented constitution. It has also paved paths for further economic development. It has opened door for rights of the people, political stability, restructuring of the state, and sustainable peace and development of the state. However, there are many prospects as well as numerous challenges for its proper implementation. Some Madhes based parties (People of Terai) and ethnic minorities have criticized the constitution for being unable to address their pertinent issues fully. However, they have involved in the process of constitution implementation by participating in first local, provincial and federal level election held under new constitution. So the government needs to bring the Madhesh based parties and other groups into a peaceful consensus and should pave a path for implementation of this constitution. The civilization which Western Europe received at the hands of Rome was due in great part to the colonies planted by her in every subjected portion of it. It may, therefore, be neither trivial nor uninteresting to inquire whether that colonisation extended itself and its benefits to this country also. Throughout the history of Rome conquest preceded colonisation. The land of a conquered nation, if the Roman government insisted upon its right, became the absolute property of the Roman people. Belonging from that time to the State, it could be retained by the Government as public property (i. e. in fact and etymology the property of the people,) to be used for the support and relief of the finances, or it could, by an act of the Legislature, be granted and appropriated to private individuals, of course a portion of that people or their privileged allies.

Fines are sanctions or punishments that are applied in the form of the obligation to pay a sum of money imposed on the denial of a number of agreements previously agreed upon. There is debate over the status of fines in Islamic law. Some argue that fines may not be used, and some argue that they may be used. In the context of fines for delays in payment of taxes, in fiqh law it can be analogous to ta'zir bi al-tamlīk (punishment for ownership). This can be justified if the tax obligations have met the requirements. Whereas according to Islamic teachings, fines can be categorized as acts in order to obey government orders as taught in the hadith, and in order to contribute to the realization of mutual benefit in the life of the state. As for the amount of the fine, the government cannot arbitrarily determine fines that are too large to burden the people. Penalties are applied as a message of reprimand and as a means to cover the lack of the state budget.

This paper examines the development of modern vaccination programme of Cooch Behar state, a district of West Bengal of India during the nineteenth century. The study has critically analysed the modern vaccination system, which was the only preventive method against various diseases like small pox, cholera but due to neglect, superstation and religious obstacles the people of Cooch Behar state were not interested about modern vaccination. It also examines the sex wise and castes wise vaccinators of the state during the study period. The study will help us to growing conciseness about modern vaccination among the peoples of Cooch Behar district.

The article defines the features of the process of forming the research tradition of studying the institute of parliamentarism as a mechanism for the formation of democracy. It is established that parliamentarism acts as one of the varieties of the regime of functioning of the state, to which the independence of the representative body from the people is inherent, its actual primacy in the state mechanism, the division of functions between the legislative and executive branches of government, the responsibility and accountability of the government to the parliament. It is justified that, in addition to the regime that fully meets the stated requirements of classical parliamentarism, there are regimes that can be characterized as limited parliamentary regimes. The conclusions point out that parliamentarism does not necessarily lead to a democracy regime. At the first stage of development of statehood, it functions for a long time in the absence of many attributes of democracy, but at the present stage, without parliamentarism, democracy will be substantially limited. Modern researchers of parliamentarism recognize that this institution is undergoing changes with the development of the processes of democracy and democratization. This is what produces different approaches to its definition. However, most scientists under classical parliamentarianism understand such a system, which is based on the balance of power. The Velvet Revolution of Armenia, which took place in 2018, was an important event in the history of Armenia and changed the government peacefully by means of large demonstrations, rallies and marches. This historic event was covered by Armenian news media. Our goal here was to do a Discourse-Historical Analysis of the Armenian Velvet Revolution as covered by two Armenian websites: armenpress.am-the governmental website and 168.am-the non-governmental website. In our analysis we identified how the lexicon related to the Armenian Velvet Revolution was negotiated and legitimized by these media, and which discursive strategies were applied. We concluded that ‘Armenpress’ paid more attention to the government’s speeches, discussions, meetings and tried to impose the opinion of the government upon the people. In contrast, ‘168’ tried to present itself as an independent website with a neutral attitude toward the Velvet Revolution but, in reality, as we can conclude from the negative opinions about the Velvet Revolution in the coverage of ‘168’, it also represented the government’s interests. There was also a discursive struggle over the exact meaning of ‘revolution’ and the sense of ‘velvet’ in politics and the academic field that was to some extent introduced by these media.
