The Article is devoted to problems of improvement of the youth environment in conditions of social transformations. The authors examine the role of youth policy of the state and society in solution of the mentioned problems. The article suggests a system of measures for the development of spiritual, moral, cultural and physical potential of young people. Based on subject-subject approach is determined by the conditions of their realization. Confirmation of the authors ' conclusions are results of research of processes of socialization, participation and samuoliene youth in society, the motives and peculiarities of manifestation of its civic consciousness, value scale of young people.

В статье рассматриваются формы и модели взаимодействия государства и общественных объединений, получившие широкое распространение в мировой политической практике. Рассмотрены возрастные критерии, соотносимые с возрастом молодежи в практике различных государственных подходов; традиции взаимодействия с молодежью в европейских государствах и в Соединенных Штатах Америки; опыт решения проблем молодежи как социальной группы. Выявлены объекты, субъекты, цели молодежной политики с точки зрения разных подходов к осуществлению молодежной политики в Европе и в США. Раскрыты проблемы, встающие на пути субъектов молодежной политики в процессе ее разработки и реализации. В свете изложенных подходов к молодежной политике, политика Российской Федерации имеет ряд особенностей, одной из которых является понимание взаимосвязи духовно-нравственных и социально-экономических проблем. The article examines the forms and models of interaction between the state and public associations, which are widespread in world political practice. The age criteria, correlated with the age of young people in the practice of various state approaches; traditions of interaction with youth in European states and in the United States of America; experience in solving problems of young people as a social group. The objects, subjects, goals of youth policy have been identified from the point of view of different approaches to the implementation of youth policy in Europe and the United States. The problems that stand in the way of the subjects of youth policy in the process of its development and implementation are revealed. In the light of the outlined approaches to youth policy, the policy of the Russian Federation has a number of features, one of which is the understanding of the relationship between spiritual, moral and socio- economic problems.

The article examines the features of effective interaction between government agencies, NGOs, and other civil institutions on youth issues. State youth policy in Uzbekistan considers revealing the potential of young people and promoting their effective socialization. The article shows the importance of modern education and upbringing, social support of young people in Uzbekistan. The political activity of youth is an indicator of the processes taking place in modern society. The article considers youth policy, the UN international legal documents regulating the youth sphere. The urgency of the youth issue is growing in connection with the deepening of globalization. The solutions to the problems and challenges are impossible without the active participation of young people. Therefore, this issue was always one of the priority tasks of the international community and the UN. Since the middle of the 20th century, the youth issue has been the object of the policy of more than 130 countries in the world. The article examines the policy in the youth sphere of foreign countries and Uzbekistan. And the article notes general aspects and features. In the way the state organizes youth policy, two models stand out – the European and Anglo-Saxon. The European model implies the leading role of the state in the feld of youth policy. The Anglo-Saxon model characterizes an approach to exclusive support volunteer activities and youth organizations. But government agencies have not to take systematic participation in the implementation of youth policy. The article comprehensively surveys the new course of Uzbekistan to increase the role of youth in socio-political life. In this regard, it emphasizes comprehensive support of youth initiatives, both from the state and youth organizations. Open dialogue with youth has become a strategic direction at a new stage of development of Uzbekistan. This strategy gives a key place to increasing the public activity of young people. The process of forming a modern, democratic country involved youth.

Abstract This article contributes a securitisation-based, interpretive approach to state weakness. The long-dominant positivist approaches to the phenomenon have been extensively criticised for a wide range of deficiencies. Responding to Lemay-Hébert's suggestion of a ‘Durkheimian’, ideational-interpretive approach as a possible alternative, I base my conceptualisation on Migdal's view of state weakness as emerging from a ‘state-in-society's’ contested ‘strategies of survival’. I argue that several recent developments in Securitisation Theory enable it to capture this contested ‘collective knowledge’ on the state: a move away from state-centrism, the development of a contextualised ‘sociological’ version, linkages made between securitisation and legitimacy, and the acknowledgment of ‘securitisations’ as a contested Bourdieusian field. I introduce the concept of ‘securitisation gaps’ – divergences in the security discourses and practices of state and society – as a concept aimed at capturing this contested role of the state, operationalised along two logics (reactive/substitutive) – depending on whether they emerge from securitisations of the state action or inaction – and three intensities (latent, manifest, and violent), depending on the extent to which they involve challenges to state authority. The approach is briefly illustrated through the changing securitisation gaps in the Republic of Lebanon during the 2019–20 ‘October Uprising’.

The implementation of the comprehensive national defense system in Latvia marks a new turning point in the relationship between the state and society – instead of being consumers of the security and defense provided by the state, every inhabitant of Latvia must become an active contributor to the natio-nal defense system. Thus, the society’s willingness to defend the state becomes an essential element in the successful implementation of the comprehensive state defense system. This article analyzes the different views of Latvian and Russian-speaking population on issues that affect the willingness to defend the state, as well as evaluates the role of intercultural communication for informing public and increasing the involvement in the comprehensive national defense system.

Young people involved in entrepreneurial activities play an important socio-economic role. This fact is recognized by the state; therefore, youth entrepreneurship is defined as one of the priority directions of youth policy in Russia. The younger generation contributes to the rapid development of small and medium-sized businesses, formation of a sustainable middle class, creation of new jobs and reduction of unemployment, which has a beneficial effect on the economy of the state as a whole. However, at present, there is a decrease in the interest of young people to participate in entrepreneurial activities, this fact has determined the relevance of the study. The purpose of the study is to analyze the problems of youth participation in entrepreneurial activities in the Khanty-Mansi Autonomous Area - Ugra. For successful development of youth entrepreneurship in Russia, it is necessary to conduct a single comprehensive study of this institution by the efforts of various branches of science - sociology, economics, law, etc., taking into account geographical and national characteristics of development of territories, their budgets and state of finances.

Introduction. The relevance of the research is due to the modern transformation of the institute of state youth policy, the change in its functions, and the need to reflect on the results of outgoing forms of administration and work with youth. Based on the conducted research, the article assesses the satisfaction of young people with the organization of the main measures to support all of their life strategies implemented by the governing bodies in the field of state youth policy. Materials and Methods. The results of a survey of young people aged 16 to 30, conducted in the Belgorod Region in 2020-2021, were used as the research materials. Based on the developed tools, including using online forms, 866 respondents were interviewed; students and working youth were interviewed through a street survey. The uniformity of diagnostics for each life strategy made it possible to obtain a comparative evaluation matrix in all areas of the state youth policy. Results. Regional Russian youth have given a reflexive assessment of the key problematic points in the implementation of the state youth policy and youth support; their interest in and the potential of involvement in activities and projects related to youth issues have been revealed. A map of youth satisfaction with the activities proposed by the governing bodies in the field of the state youth policy has been drawn. Discussion and Conclusion. The youth satisfaction with the situation that exists today in the field of state youth policy management is assessed as quite low, which makes it possible to conclude that the proposed measures are insufficiently effective and to raise the question of proposing new formats and strategies for developing work with youth. The research materials may be in demand by state youth policy administration bodies, state and municipal government bodies, youth organizations, and educational institutions. The data obtained can be a scientific increment for sectoral sociology (sociology of youth) in the methodological and demonstrative terms.

The purpose of the article was to classify and analyze the economic risks of language policy in Russia in the context of the peculiarities of the language culture of young people, as well as their ideas about the place and role of the Russian language in the economic development of Russia. The systemic nature of these risks, as well as the post-fundamentalist interpretation of political philosophy, allowed us to single out and classify the external and internal risks of language policy, as well as talk about the internal risks of language policy not only in the aspect of public policy (policy level), but also in the aspect of public activity and initiative (political level). It was revealed that the key problem of external risk management is the lack of certainty of the functional role of the Russian language. The key problem of managing internal risks is to change the emphasis of language policy from preserving the language situation to increasing human economic well-being, reducing language barriers as economic barriers. The fundamental problem of Russian language policy lies in the absolutization of the role of the state and its policy and insufficient attention to non-state actors, public organizations, communities and social groups as subjects of language policy. A reflection of the general inconsistency of modern Russian language policy is the state and peculiarities of the economic consciousness of young people, the study of which was undertaken by us in the aspect of the attitude and interpretation of foreign economic vocabulary by young people in Russian. It was found that, on the one hand, Russian youth demonstrates a positive attitude towards the possibility of finding and implementing Russian equivalents of foreign economic terms and concepts, and on the other hand, the study recorded an increase in skepticism towards this as young people grow up and are included in work and business. At the same time, it was revealed the importance of the educational sphere and the media as mediums for the transformation of language culture and tools of language policy.
